of the most common behaviors observed in mass shooters. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. a good morning to you on this wednesday. thanks for allowing us all to be a participate of your morning. i'm marcus washington. >> and i'm laura garcia. another morning full of sorrow. we'll get to our coverage on what happened in half moon bay in just a moment. but first we'll take a look at the forecast this morning. it's a cool start. temperatures in the 30s for parts of the tri-valley as well as the inland east bay. we're at 34 in morgan hill right now and it's 38 in dublin. after this cold start as you are getting the kids ready for school in livermore, make sure they have a warmer coat on for a morning drop-off at about 40 degrees. it'll be in the upper 50s at pickup time and we'll continue with that sunshine. eventually we'll make it up to 65 in san jose. 63 in san francisco. look at the north bay a little bit warmer with napa reaching 67 and 68 in santa rosa.

and, mike, now you have some breaking news for the commute? we've changed categories to an alert. the alert for westbound 580. your commute direction off the castro valley y, more folks should be heading over to 880. it's a smoother drive past the exit for the zoo because of the crash blocking all but one lane. it continues to be the case. we have relatively minor backup considering the area. lake chabot road is here but it's closed until the end of the month. that will not take you pass the crash. east 14th is the only way to get past that and the surface streets in the area. highway 4 with the build, 37. the build and the backup at the toll plaza. we have this slowing in san jose. we'll talk about 87 coming up. 6:02 right now. in a matter of hours the 66-year-old man accused of shooting and killing seven in half moon bay will face a judge

on the day the secret service revealed somewhere around half of the most recent mass violence cases were motivated by perceived wrongs commonly in the work place. >> we have team coverage starting with kris sanchez. farmworkers are traumatized and can't go back home, can't go back to work. 66-year-old chunli zhao will face a judge today. in the last half hour district attorney steve wagstaff said he will face seven counts of first-degree murder, the special circumstance of multiple murders, and a firearms enhancement on each and every charge. san mateo county sheriff said he used a semiautomatic weapon he owned legally. he knew the people that he

killed and said they picked on him for years. he felt disrespected. our sources told us zhao gunned down two co-workers near a greenhouse at the first farm off highway 92 before going to the mobile homes where he shot and killed a co-worker's wife and two more co-workers including the lone survivor who is a man who is now in stable condition. investigators say zhao drove to cabrillo and killed a married couple he worked with previously along with another former co-worker. after all of that zhao drove to the sheriff's substation where he was arrested. california has pretty strict gun laws from a ban on assault weapons, a minimum age of 21 for any gun sale or transfer, background checks and red flag laws that allow law enforcement to take guns away from people at risk for violence. eleni kounalakis says it's now

violence restraining orders more accessible. the city auditor issued a series of recommendations police confirmed are already in the process of being implemented including making public safety information available in multiple languages and protocols to document inspections that may include gun stores. also this week san jose police department rolled out its new gunshot detection system. investigators believe the half moon bay mass shooting is the latest case of deadly work place violence. brand-new findings call this one of the common threads for what is now the long line of america's mass attacks. >> brie jackson is live in washington continuing our team coverage. brie, this new data just released about an hour ago. >> reporter: that's right. good morning, marcus, laura. the national assessment center release add report about mass attacks between 2016 and 2020. the agency defines a mass attack

as an incident where three or more people were harmed in public or semipublic space that was not connected to another crime. the agency finds 173 incidents during that time. 513 people were killed and more than 1,200 people injured. they say the attacker was retaliating for perceived wrongs related to perm, domestic or work place issues. most of the attackers used guns and many were possessed illegally at the time of the incident. as kris mentioned investigators say in the incident in half moon bay the attacker said he felt disrespected by co-workers in the years leading up to what happened. the shooting was not included in this data but the center says there are lessons to be learned from the report's findings. >> these tragedies can be preventable if the communities

are equipped with identifying the warning signs, encouraging bystander reporting, knowing how to act on that information when it is reported and putting the appropriate intersections in place. they need the tools and resources. >> reporter: look out for individuals displaying an unusual interest in violent topics including past mass attackers. the report says that businesses should consider establishing a work place violence prevention plan and that individuals tasked with stopping violence should understand the impact of violence and hateful rhetoric while protecting free speech. another sad reminder that mass shootings are far too common here in the u.s. marcus, laura? and vice president kamala harris will visit monterey park to honor the victims of that mass shooting. harris will lay a wreath at the memorial for the 11 killed in the incident and will meet with

the victims' families and the man who disarmed that gunman. santa clara county continues its 2023 homeless count. surveyors gathered at 4:30 this morning. last year teams counted about 10,000 unhoused people countywide with more than half in san jose. organizers say many volunteers during the count are homeless themselves. >> a lot of the people who are going to be out here driving with us today are themselves homeless. where we might see signs people are living in their cars, in parking lots, in tents. this is a way of bringing together and empowering people who know what it's like to be homeless. >> contra costa county started its count about a half hour ago in san pablo. but not all counties are doing a point in time count this year

with federal rules requiring it only once every two years. >> a lot of people outside where it's very cold in san francisco. meteorologist kari hall has a look at what we can expect today. starting out cold, kari. at least it is mild for the afternoon. as you get ready to head out the door in oakland, we are seeing a lot of people out there who you'll be joining them on the roadways and as you step out in martinez only 35 degrees. the wind is calm so we're seeing some of those temperatures dipping lower and then as we go into the day it's going to head for the low 50s by late morning into the upper 50s at 1:00 and we'll make it into the mid-60s for many spots for the south bay to the peninsula and upper 50s for the north bay. mike, stopping at the gas station, where are some of those prices a little bit lower? a variety of prices many below $4 but most above $4 that

i see on the roadway. san mateo county it's belmont with double time on harbor boulevard $3.99. the south bay we're checking in on cupertino's best. san jose has many below $4. cupertino car wash, the best for that city is $3.89 a gallon. dublin's arco the best for the entire county at $3.39. quite a range. we have a couple of hot spots, northbound 87 is really jammed. a crash with a busted axle. bad timing as we see the bulk of the commute kicking in. a tough drive heading up 87. 101 shows you a typical build. everything but 87. it may ripple out. you may see more traffic over to 17. we'll watch for that shift. this alert called by chp as well continuing for san leandro. only your right lane is open.

good wednesday morning. 6:14. let's take a live look outside in dublin. it is a chilly start and a clear sky, 36 degrees with a mostly calm wind. as we go into the next few hours, it will be a slow warm-up happening, but we are going to keep the sunshine today, and it will shape up to be a nice afternoon. make plans to get outside. a look ahead to colder temperatures in the microclimate forecast coming up. if you choose 580 and 880, make plans to take 880. 580 is jammed up into oakland. westbound down to one lane. san jose has a crash north 87. we'll show that you backup as it continues and that might cause a shift for south bay traffic. good morning. happy wednesday to you. microsoft has some problems with outlack and teams this morning cug som people off from their work place. u.s. state department has sent out a security alert cautioning americans who use ubers in the

areas around cancun, mexico, due to disputesr drivers. the bulletin generically mentions mexico, quote, violent crime, widespread and common. tesla will report its profits after the closing bell. tesla recently cut prices trying to bring one of its suv prices within the new rules set by congress to give some electric car buyers a tax break. meantime, west virginia senator joe manchin trying to pause some of those breaks written into law in the new inflation reduction act. he wants a pause until at least march. these rules as they stand are really confusing, whether you get a big tax break is a mix of income, the cost of the car, how many minerals in the battery come from america. there's a list of qualified cars on line but the rules are expected to change again soon. so even car dealers are

confused. we're getting a better idea where the cuts at google will come from. google, as you remember, announced the layoff of 12,000 employees to take place over the next six weeks. now paperwork filed by google to the federal government shows 1,436 jobs will be cut at its mountain view headquarters. 119 in san bruno. that's youtube. 53 in palo alto. the total there, 1,608 when you add that up. that turns out to be about 13% of the overall layoffs. and, again, any family who is dealing with a layoff, this is the number one biggest problem in their life, but 1,600 out of 12,000, when we talk about 12,000 layoffs we imagine all of them coming from mountain view, right? and google and all these companies are very worldwide, so we actually have a small portion of it.

>> some companies laying off, others trying to make people stay. walmart workers will receive higher wages starting next month. the average will rise half a dollar from $17 to $17.50 and minimum wage will go up $2 between $14 and $19 an hour depending on the location. some 30,000 workers at roughly 3,000 stores are eligible. critics point out the recent hike still lags behind rivals including amazon, costco and target. walmart is the nation's largest private sector employer with 1.6 million workers. it's nice to take a little time off if you are able to. i got to take a trip to the sierra. there was a window of opportunity. so much snow, it's crazy. it's so deep. look at it sparkle.

just gorgeous out here. so nice. it was gorgeous out there. i finally got to take that trip to tahoe out with the animals out there. i went snow shoeing. it was just gorgeous. as kari has been forecasting or telling us about all the snow that was up there, it was amazing to see finally how high it was. i hadn't had the opportunity to go because our windows were so short to drive up there. >> between all of those storms. rob mayeda is there for a weather conference, and so it's been really cool to see his pictures as well. it's nice to follow on social media so we can see where we're going. >> what we look like when we're not at the anchor desk. >> you look great and that snow looked amazing. >> that soundtrack follows you around. >> it does. very calming. >> there were deer and bunnies. >> stay away from the bears. maybe you'll see that as you head out and enjoy the sunshine. the hiking forecast in the south

bay, we're starting out cold but it will be a sunny day and the winds pick up going into the afternoon. it will reach into the low to mid-60s for the south bay today as we get a closer look at what to expect later on with this afternoon's high temperature in oakland reaching 64. 64 in palo alto and upper 60s for much of the north bay. the seven-day forecast is coming up at the bottom of the screen as you look at your microclimate. know that our morning temperatures will be cold the next few days. more upper 30s, low 40s, and we'll see that continue and get even colder once the rain moves in next week. we've been saying it's dry, it's nice. our temperatures are warming up and we can see what's happening across the region. i wanted to show you what's further down the line, we can see the clouds out there and the system will be dropping in as the high pressure starts to move away. we'll see that rain arriving by the end of the weekend. looks like sunday into monday. but now the models are showing that a lot of the moisture stays

off the coast. and we'll see some very cold air pushing in after that system passes. we could have a couple of days of a break and then see another chance by the end of next week just looking further down the line in that forecast. now as far as how much rain to expect over the next ten days, where we see the light blues and light greens, that's up to about a quarter inch of rain for the north bay and it may be higher in some spots up to half an inch of rain. so this is not a really big storm. it's going to be in and out of here fairly quickly and we look at mild weather for the next couple of days as our temperatures reach into the mid-60s. look at how cold it's going to be next week once that rain moves through and our mornings will start out near freezing for the inland areas for the middle of next week. mike, you've been tracking a crash. what's the update? i have more crashes. i'm going to call an alert though chp doesn't call it an

we also will have more cold mornings ahead even extending into next week. so right now it's all clear as you get a live look outside in san jose as we're waking up and heading out. if you're driving in from gilroy it's only 35 degrees there and you may have to scrape frost off the windshield. we are seeing frosty conditions in a few colder spots around the bay area. and then as we go into today it looks really nice as we head to the low to mid-60s. the north bay will have the warmest temperatures reaching 68 in santa rosa and 61 in livermore as well as half moon bay. mike, you have that alert and the crash in the south bay. we have two crashes, kari. this is what happens. we have the alert here in north 87 and then the backup at capital expressway. now a double crash for your commute direction from highway 85 heading up into downtown san jose. that is one to watch. we are watching the ripple effect, expect to see more traffic across capital

expressway to highway 101. some building there. possibly 85 near 17 as another alternate through the area. folks may have their favorites but i'll point out the major roadways that will take you past that crash. chp issued this alert westbound 580 only one lane open as far as the report goes. the other red lane is lake chabot road. you cannot take that. you can take east 14th or northbound 880. 580 slows out of castro valley. the rest of your commute looks standard. there may be a disabled vehicle on the san jose bridge. i'll check on that coming up. back to you. prosecutors take their first real steps this morning in seeking justice following this week's half moon bay shooting rampage. chunli zhao is the suspect in this mass shooting. he will be arraigned in redwood city on charges in connection with this shooting that killed five men, two women and put another man in the hospital. we're here off the main drag in downtown half moon bay where you can see people have left flowers and candles in honor of the victims. the sheriff's office says zhao knew the people he allegedly shot and they believe, the sheriff's office, believes this was an incident of work place violence. he work at both farms targeted in the shootings. zhao accused the victims of picking on him for years. they say zhao gunned down two workers before going to the trailers and killing a co-worker's wife and shooting two more co-workers. that includes the lone survivor. investigators say zhao then drove to the nearby mushroom farm on cabrillo highway and killed a married couple he had

worked with before along with another former co-worker. after all of that he drove to the sheriff's substation where he was arrested. last night about 150 people gathered to pray for the seven people who were shot and killed calling for lawmakers to do something to stop this gun violence. >> our biggest problem in our country is gun violence. and while there are many other issues, that's one that really deserves our attention and requires our voices to speak up, to put pressure on elected officials. >> reporter: this morning we did we have out to the district attorney wagstaff and he says he will be charged this morning and the charges he expects to file will be straight forward, seven counts of first degree mur, one count of attempted murder and enhancement of use of a firearm.

it happened january 8 at about 7:30 in the morning. the victim spent some time in the hospital. state senator scott wiener says the city has to get tough on this particular kind of crime. >> we have seen assaults like this directed to our seniors and it is disgusting. we need to have a zero tolerance. if you harm someone, you will get prosecuted. >> police describe the suspect as a white or hispanic male in his late 30s with short beard wearing a black sweater with white lettering reading king. new overnight after a marathon meeting san jose councilmembers have now filled one of two vacant seats. councilmembers voted to appoint domingo candelas to the district 8 seat covering east san jose in the evergreen area. they selected him by way of

multiple ranked choice votes. still to be filled the seat formerly occupied by new mayor matt mahan which is expected to be filled tomorrow. 6:36 right now and happening today a bay area assembly member launches his push to make the lunar new year a state holiday. phil ting's bill would start with allowing california community colleges the chance to observe lunar new year as a holiday. it would provide them the flexibility to alter other holidays so they wouldn't have to add any more full-day closures to the calendar. they believe it would help promote cultural understanding in schools. they plan to unveil it later this morning in the chinatown branch. a live look down at san jose as we get started. meteorologist kari hall has a look at what we can expect in the forecast today. how will it shape up later? >> temperatures in the upper 30s for the south bay.

68 in santa rosa. there it's warmer than what we are seeing elsewhere. high pressure keeping it dry and clear. sunshine at least for now. we have a storm system that's developing. high pressure is moving away, and that will allow for the storm system to drop in as we go into sunday as well as monday. that's going to bring us some rain but definitely much colder temperatures. that will be the main story here because the rain is in and out of here fairly quickly and then we see the temperatures that will be dropping going into next week. but also that change in the weather pattern may open up the storm door, and we could see more of these storm systems down the line. not seeing anything particularly strong at this point. nothing like an atmospheric river, but we are once again going to see it changing back to a weather pattern going into early february. and as far as how much rain we can see for most of us, it's about a quarter inch up to half

week's half moon bay shooting rampage. >> bob redell is live with details on today's scheduled court hearing. bob? >> reporter: good morning to you, laura and marcus. we have heard from san mateo county district attorney steve wagstaffe who says charges will be fouled against chunli zhao, seven counts of murder for the seven people he allegedly shot and killed earlier this week as well as a count of attempted murder for the man he shot but who ended up in the hospital and did survive. the san mateo county sheriff's office says zhao, 66 years old, knew the people he allegedly shot and believe this was an instance of work place violence. the suspect worked at both farms that were targeted in the shooting. sources tell our investigative unit that zhao accused the victims of picking on him for years. our sources also told us zhao gunned down two co-workers off highway 92 before going to the trailers and killing a co-worker's wife and shooting two more co-workers including
