baby girl. but we do know this. when this baby girl was found here she had no clothes on. when this baby girl was found here it was cold, so cold that the people who found her say her skin was beginning to change color. >> i still can't get it into my head i was seeing what i was seeing. my mind was still trying to tell me that i didn't see what i see because i can't -- i have two kids of my own and i can't even picture that happening. >> reporter: that's emanuel douger. last night he saw something he will not soon forget. he was on his way home from the store. it was after 11:00 and it was cold, in the 20s. here on this concrete step he saw little baby girl. she was just wrapped in a towel. >> seen the child on the concrete steps. they didn't place it on the porch and ring the bell or ring

the bell and run. they left the child where it couldn't be found until possibly the next day. >> reporter: emanuel ran a couple doors down the street and got his father. they called 911 and tried to revive that baby. >> she was cold but we were hoping for life in her. we just -- just were hoping for the best but she never gained consciousness. >> reporter: the baby, taken to children's hospital and pronounced dead. detectives from the special victims unit in the neighborhood trying to locate the mother. >> we believe the child is about a week old so we would be asking anyone who notices somebody they knew was pregnant or recently gave birth to a child and the child is no longer around, with no reasonable explanation to please give us a call. >> reporter: this tragic death has brought a great sense of sorrow to the neighborhood. ian mill lives on channing street. the baby was found on the steps

leading to his house. he said he didn't know about it until the neighbors knocked on his door. >> we're just heart broken. i mean, we have two kids and, yeah. you just wonder, you know, what -- there is a mom that's pretty desperate and doesn't have a lot of support so, you know, that's difficult to -- yeah, it's difficult to take in. >> reporter: the district has a safe haven law if a parent doesn't want a child. they can take it to a fire station or a police station without any consequences. pat, back to you. >> pat collins, thank you, pat. we are learning more today about the checkered past of a man suspected in a series of home invasion robberies in montgomery and prince george's county. over the weekend police tracked him down to the outer banks. news 4's darcy spencer joins us live from police headquarters in palmer park. darcy?

>> reporter: wendy we looked up kevin ray's criminal past online and he has quite a violent past dating back more than ten years. in fact, one of the cases you can see online involved a homicide that happened right here in prince george's county in 1995. today the police chief says what he's accused of doing is nothing short of evil. police say 33-year-old kevin ray had an accomplice when he committed a home invasion robbery and sexually assaulted a housekeeper in a bathroom on barr barton road in bethesda last wednesday. the suspect has not been arrested so far the second suspect didn't go in immediately. he went in after some period of time and joined the first suspect in the house. >> reporter: ray is charged in three home invasion robberies and two sexual assaults that happened in wheaton, bethesda, and temple hills from tuesday to friday of last week. in the friday attack, he tied up six residents, including a 7-year-old, and sexually assaulted a woman in the home. >> as you look at the cases, they continue to escalate.

and it was very, very important to us that we stop him before someone got hurt or killed. >> reporter: police say ray used some of the victims' credit and debit cards. the photo of him using one of those cards led to him being identified and tracked down to kitty hawk, north carolina where he was arrested saturday morning. police in prince george's county say they executed a search warrant at a home here on dallas drive in temple hills where ray had been staying and recovered evidence linking him to the crimes. >> there were several hand guns recovered, several items of clothing, wigs, masks. >> he was staying right here. >> he was very quiet about it. he didn't hear or know anything about it. >> reporter: ray was put on maryland's sex offender registry after he was convicted of third-degree sex offense in 2005. records show he also pleaded guilty to manslaughter in a case dating back to 1995. >> he spent several years in

prison and then got out and then in 2005 was the next time we ran into him in reference to the sex offense. >> reporter: now, kevin ray is currently being held without bond in montgomery county. he has a court appearance scheduled for tomorrow. at that press conference today, a woman who says that she is his aunt showed up today and said that the family is also being punished throughout this process. we're going to have her interview coming up on news 4 at 6:00. for now i'm darcy spencer reporting live from palmer park. news 4. back to you. >> thank you, darcy. turning now to the weather we could be adding some cold, some rain to the cold. >> ooh. >> storm 4's meteorologist doug kammerer is going to fill us in on that. what's ahead? rain to the cold. you can say that. we have the cold temperatures that are out there and any time you have that rain, that chilly rain, kind of the worst weather i think if it's going to be cold might as well snow but in this case it's not what's going to happen. out there right now currently sitting at 40 degrees across the area. temperatures have gone up over

the last couple hours. winds out of the south at 14 miles per hour but that gives us a wind chill right now of 32. so still a very chilly afternoon. temperatures in the 30s all across the area. 37 at gaithersburg. 39 in leesburg. 45 though down to the south in culpepper and we are starting to see that warmer air move in ahead of the moisture. you can see the moisture right there. it's located just off to the west. most of this falling as rain but there is also some sleet mixed in especially out toward portions of west virginia and western maryland. that should be about it but the rest of us will just see some shower activity throughout the rest of the night tonight. temperatures going up through the night tonight right on through tomorrow morning. waking up to a temperature of about 40 to 42 degrees and yes we will see rain likely during the day, during the overnight tonight into the day tomorrow. temperatures tomorrow? will they be cold? will they stay cold? i've got the answer and i'll tell you in my full forecast. >> all right. thank you, doug. police in prince george's county are looking for three people who they say robbed an armored car in bowie just after

8:00 this morning. investigators say three suspects wearing masks robbed the truck at a shopping center on crane highway. police s the suspects took off with an undisclosed amount of money. no word at this point if the officers have a good description of the suspects. moments of terror and confusion. that's how several american tourists onboard a sinking italian cruise ship described the harrowing ordeal. tonight two americans remain missing and six people are now confirmed dead in the accident. meanwhile, crews continue to search around the clock using dive equipment to check every single room and every cabin on the massive ship. erika edwards reports. >> reporter: the sight is shocking. a 950-foot-long cruise ship on its side in the mediterranean just several hundred feet off the italian coast. on friday just hours after setting sail the italian cruise liner costa concordia ran aground. the hull of the ship ripped apart by an under water rocky ledge. immediately those onboard knew

something was wrong. >> we were in the dining room and there was this grinding, large sound and a crash sound. >> reporter: but it was the hours after the impact that passengers say were the most terrifying. they say the captain and crew seemed ill prepared to evacuate the ship. >> it took an hour and a half waiting on the side of the ship while it kept going down and down and tilting more for them to pretty much say anything. >> i don't think they knew what they were really doing and they were flustered because they didn't hear anything. >> so disgusted and saddened by how they handled this horrific event. >> reporter: caught in the chaos, children separated from their parents. fighting for spots on the life boats. to see that people would push children out of the way so they could save themselves and that just -- i was distraught and i remember yelling and saying if the children go first. >> reporter: six people are known to have died with 16 still missing including jerry and barbara heil of white bear lake,

minnesota. >> hopefully the good lord takes care and brings them back to us. >> reporter: back in italy the search for jerry, barbara, and 14 others continues. erica edwards, nbc news. and the family of a virginia man is relieved after learning that he and his girlfriend are safe following that accident. rick langlan and his girlfriend karen were onboard the ship on an italian vacation and were able to escape on one of the emergency life boats and immediately called home. rick's family hadn't even heard about what happened when they got the call. >> and he said, mother, i am safe. i said, safe from what? didn't you hear about the costa going down? then it dawned on me. >> the family knows costa cruise lines very well. they've taken more than 20 trips onboard costa cruise lines. the couple is now in new york. no word on when they plan to go home. with saturday's primary in

south carolina five days away there is a shakeup among the republican presidential candidates. jon huntsman has dropped out of the campaign and plans to throw his support behind front-runner mitt romney. the former utah governor made the announcement this morning in south carolina saying romney is the gop's best chance. >> good morning everyone. i believe it is now time for our party to unite around the candidate best equipped to defeat barack obama. despite our differences and the space between us on some of the issues i believe that candidate is governor mitt romney. >> huntsman's decision comes just days after he ended up in a disappointing third place in new hampshire's primary. meanwhile, gop candidate rick santorum criticizing his rivals' ad campaigns now airing in south carolina. santorum claims a political action committee that supports mitt romney is running ads that lie about santorum's record.

this morning he said romney should tell the pac to edit or remove those ads before saturday's primary. santorum also complained bitterly about ron paul's ads saying they also contained misleading information about him on camera. i mean in the campaign. a pac is airing ads for santorum in south carolina but they apparently do not attack his rivals. the race for virginia's senate took a new turn today. delegate bob marshall has announced he is running for the republican nomination for the seat being vacated by democrat jim webb. the prince william county conservative joins a crowded field on the june 12th gop ballot including former senator george allen and the tea party organizer jamie radke along with two others. marshall says despite the number of competitors it is not too late to get into the race. >> we don't have a republican presidential nominee. john warner who became i think a 24-year senator in virginia

it's a day of remembrance and service for slain civil rights leader martin luther king jr. his dream and legacy are being honored with charities, parades, and for the first time at the martin luther king memorial on the mall. tom sherwood is there now with more. >> reporter: wendy, here down at the new king memorial down by the tidal basin, it's been a day of celebration all over the washington area.

the king center in atlanta is honoring his legacy online for the first time. the center is allowing some 200,000 mlk documents to be available online. those documents reveal the scholar, the father, and the pastor. there are even notes about the ending of king's iconic "i have a dream" speech. view those documents at the king center.org. and it was indeed a lovely day for this, a cold day though. >> it was chilly but as long as you bundled up we had the sunshine. not bad at all and a little wind. the wind from the south is going to warm us up in a big way. you know, a lot of people saying, hey. if it's going to be cold i want some snow but then you get a system that comes in right now and unfortunately that's going to bring in warm air and it's not going to be snow. it's going to be all rain once again across our area. maybe light sleet in parts of the region as we make our way through the rest of the evening hours. there is some snow in toward virginia. i'll show you where in a minute. right now 40 degrees the current temperature out there with the winds out of the south at 14 miles an hour so we do have a

little wind chill. current wind chill in the d.c. area right now 32. look at the numbers. everybody is into the 30s to the north. 40s to the south. 45 culpepper. 43 fredericksburg. temperatures may actually rise overnight tonight as the system makes its way in. 39 in martinsburg. 37 right now in frederick. but look at the wind chill. you cool down to 30 degrees in frederick. 28 in hagerstown. 32 in washington. and in manassas down toward fredericksburg wind chill at 37. so still on the chilly side. you still need to bundle up from time to time if you are heading out. right now the rain back to the west. we're not just talking about rain here but also about some sleet in some areas and also some snow. the snow is around hot springs right around the border of virginia and west virginia is reporting a little bit in the way of light snow. also some sleet and winter weather advisory for allegheny county and parts of west virginia but most of our area this is going to be all rain as we are seeing warmer and warmer temperatures continue to filter on in here. tomorrow temperatures are going to get warm and it's all because of this area of high pressure

and that low pressure to the west. we have the shower activity across our region later this evening. watch what happens tomorrow morning. here's 8:00 tomorrow morning. most of the rain right around the washington, d.c. area so i do expect rush hour tomorrow to be a little bit on the wet side but as we go through the afternoon we'll see some breaks in those clouds and with the high to the south low pressure up to the north we'll get quite windy during the day. it's going to be a very warm wind and i think some areas could be close to 60 degrees once again tomorrow out ahead of this frontal boundary. so we were in the 30s all day yesterday. most of us in the 30s today. tomorrow, you can climb another 20, maybe 30 degrees from where we were just a couple days ago. that front though will move through. another chance of some shower activity during the afternoon tomorrow. then on wednesday, just breezy and cool. we'll see some sunshine during the day wednesday but it's going to be on the breezy side. wind chills all day wednesday could be in the low to mid 30s so we're looking at a very cool afternoon after a very warm day tomorrow with that wind. clouds on the increase throughout the evening tonight. showers moving on in. breezy.

rescue teams in lebanon racing to find residents trapped under the wreckage of this collapsed apartment building in beirut. the five-story collapsed last

night and this morning paramedics pulled one body from the rubble. that brings the death toll to 11. 12 people were injured. officials not clear on what caused the building to collapse. more trouble for o.j. simpson who is now serving time in a nevada prison for kidnapping and other charges. a bank is foreclosuring on his house in florida. simpson bought the house in 2000 for $575,000. court records in miami show the bank filed for foreclosure in september. simpson's lawyers are fighting it. the football star and actor is serving a 9 to 33-year sentence for charges stemming from that confrontation he had with sports memorabilia dealers at a las vegas casino five years ago. a recall tonight affecting more than 90,000 cars. bmw says it is recalling several models of the mini couper because of a problem with water pumps that could cause a fire. the recall affects mini coupers built between 2006 and 2011. the company says it has 81 reports of water pump failures,

fast 4 ward through the headlines. authorities looking for the mother of a young baby girl found abandoned on a sidewalk in sub freezing weather in northeast d.c. two men who discovered the child tried to save her. it was too late. police are on the scene today looking for clues to the mother's identity. neighbors say they can't believe such a thing could happen in their community. >> rescue operations continue today off the coast of italy. at least a dozen people including two americans remain unaccounted for after a giant cruise ship capsized just offshore on friday. six people are now confirmed dead after the accident. the cruise ship company has said it believes human error was the reason for the accident. the ship's captain was arrested and is being held in an italian prison. >> jon huntsman has dropped out of the gop presidential race. he is endorsing mitt romney now saying he is the man who, quote, is best equipped to defeat barack obama in the fall. huntsman also urged the other candidates to stop attacking

each other. now let's fast forward to the weather. doug? a little bit of a cool day today. temperatures in the upper 30s in many locations. down to the south in the low 40s. we have moisture moving in across the area. take a look at storm 4 doppler radar. you can see shower activity making its way across our region. most of this right now not quite reaching the ground in through northern virginia and in toward maryland around frederick but just some sprinkle activity. it could start off as light sleet especially well to the north and west around winchester, martinsburg, frederick. watch out in those areas. i don't expect any problems on the roadways. everybody will see this change over to all rain by the time you wake up tomorrow morning. my complete forecast coming up in just a few minutes. >> thanks, doug. there was an arrest today after a deadly crash that claimed the life of an 8-year-old and left his mother in the hospital. it happened on duke street near i-395 and alexandria yesterday. news 4 is live now on the scene with more details. shomari? >> reporter: this is so sad.

here you have a mother walking with her 8-year-old son. all of a sudden their walk ends with tragedy right over there which you were mentioning. duke street leading to i-395. now i'll show you a picture of the suspect in this case. police say 22-year-old victor aldona from fairfax county drove his car on sunday afternoon around 2:30 and ran off the road, hit a 31-year-old mother and her 8-year-old son, brian hernandez chavez. the child died on the scene. his mother was transported to the hospital. she has nonlife threatening injuries. the driver in this case as we told you, investigators say he stayed at the scene and he was arrested. >> victor aldona 22 from the alexandria section of fair tax county was charged with dui manslaughter, dui maiming, wreckless driving and driving without an operator's license. >> reporter: now in case you're wondering i asked alexandria police what was his alleged blood alcohol level. they say they cannot release that information right now because this is still under investigation. live in alexandria, shomari

stone, back to you in the studio. today hundreds of gun owners rallied in richmond. they're lobbying lawmakers for expanded gun rights. opponents also demonstrated. julie carey has more from richmond where she talked to people on both sides of this debate. >> reporter: they come to richmond with their guns at their sides. their guns save lives stickers on, and a list of bills designed to relax gun restrictions. >> i think the one we're really pushing this year is 139, which is constitutional carry. >> reporter: gun owners have been coming to lobby day for years but now the republican governor, house, and senate, there is growing optimism more of their bills will win passage. gun owners outlined their issues at a rally. they want the right to drop the requirement to get a permit in order to carry a concealed weapon. fredericksburg delegate mark kohl is the bill sponsor. >> it does not expand who can carry a gun or anything like that but just says if you can legally own and carry a gun you can do it either openly or

concealed, with or without a permit. >> reporter: activists will also push for repeal of the law that limits them to one hand gun purchase a month. and prince william county delegate bob marshall wants college faculty who have gun permits to be able to carry a concealed weapon on campus and into the classroom. >> if you can trust a professor to teach your children and many virginians do here in virginia why not trust them to protect their lives should that circumstance come up? >> reporter: gun control proponents held their own rally led by virginia tech shooting survivor colin godard and his father. they hope to block any attempt to allow guns on campus. >> it disturbs me. i don't think guns belong in the classroom setting. >> godard and like-minded lawmakers say they'll fight the effort to lift permit rules for concealed weapons. in richmond, virginia, julie carey, news 4. coming up at 6:00 julie looks at the top legislative priority for gun control activists. the employment center for maryland's soon-to-be largest casino began taking applications

today. maryland live says it needs to fill more than 1500 positions for its new location next to arundel mills mall. there are both full-time and part-time jobs available in all departments and all shifts. the employment center located in hanover will be open monday through friday from 10:00 to 7:00. you can also apply online. >> we'll be hiring positions in security, food, beverage, i.t., legal, finance, and the jobs will range all the way from, you know, hourly tip positions, all the way to six figure executive positions. >> reporter: the employment center will remain open until june when the casino is scheduled to open. >> some troubling news about gasoline prices. there's been no easing of prices this month like we traditionally see in january. triple-a says both gasoline and crude oil prices are at historic highs for this time of year. a barrel of oil hovering about a hundred bucks. >> usually what we see is that prices are low at the beginning of the year and inch up during the spring. but with them starting off high

if you buy shoes from the online retailer zappos.com you should know the company website has been hacked. the shoe seller says the personal information of up to 24 million customers may be affected. zappos says customer credit card and payment information was not stolen but other information including names, phone numbers, addresses, e-mails, and the last four digits from credit cards. all of that was accessed. zappos is urging customers to change the pass words to their accounts. beyonce and jay-z's baby continues to make headlines today. according to the website tmz week-old blue ivy has a strain of marijuana named after her.

so melanie moses decided to cancel her gym membership. that was back in july, 2005. fast forward six years later to 2011. >> i discovered that the gym was still taking money out of my account. >> reporter: every month. >> every month. i said, there's no way that this membership could still be open. i canceled it years ago. >> reporter: moses estimates the gym took out more than $5,000 from her checking account, small charges each month that she didn't notice mixed in with all her other debit charges. she says she had canceled her membership and never returned to the gym. >> you had to submit a letter in writing stating you wanted to cancel your membership as of this date. you had to also physically hand in your membership card. and that was about it. >> and you did that. >> i did that.

>> reporter: moses says her copy of the cancellation letter she wrote is long gone. her contract says she has the right to cancel with written notice. moses agrade to a 12-month membership that started in july, 2005, and reads no end date. so each year her membership rolled over for another 12 months. >> i'm angry. you get such a run around. i spoke to customer service i don't know how many times and it was always just some tap dance. >> reporter: washington consumers checkbook offers tips to help protect consumers when choosing a place to exercise. it compared more than 100 area health clubs. rule number one, avoid signing a contract if you can go month to month and know the rules of cancellation. what happens when you change your mind, move, get hurt? can you get your money back or freeze your membership? rule number two, did you know you can haggle the price? >> press them on price. you may find that they have a

eye on your accounts. >> yeah. right. thanks, liz. >> you're welcome. well, doug is here with a final check on our weather. doug? >> oh, yeah. right now looking at a very cool evening out there and we're starting to see at least some showers and sprinkles that are making their way into the area. no real heavy rain. take a look outside and you can see what i'm talking about. temperaturewise on the cool side, 40 degrees with winds oust the south at 14. it feels like 32 degrees. that is the current wind chill. speaking of wind chills 33 degrees. the current wind chill in gaithersburg. feels like 30 in frederick. 28 in hagerstown and 32 in manassas. the rain still coming in on storm 4 doppler radar. you also see the areas of pink back toward the mountains. we are going to see some areas of light sleet maybe even mixing with light snow early but i do expect temperatures to rise overnight tonight so everybody will see primarily rain from this event and especially rain by early tomorrow morning. overnight tonight, temperatures around 38 degrees in washington, 36 in gaithersburg. 35 in leesburg. that's probably right around midnight tonight.

bad guys beware. today's technology can help hunt you down. a woman recently used her ipad to track down her iphone, which had been stolen. scott gordon explains how this happened. >> set up for my first patient. >> reporter: dent aal hi generalist susan rucker was just starting her daily routine and didn't discover the problem until later. >> i noticed my normal setup, my phone was missing. >> reporter: she quickly figured out it was stolen but she had a plan to find it. >> i had my ipad because he did not take that and there is an app on there that find your iphone. >> reporter: she showed us how she loggedon, found her iphone on the map. >> it's picking up my iphone right where we are. >> reporter: and called police. >> her phone was on the move literally. >> reporter: an officer followed along as her co-worker gave him updates. >> just watched the cell phone move around on the map.
