the commute? >> so, steve, is there an eminence front coming in? there is indeed. i see, i see. all right. good morning to you, you know what? yeah, i think taking public transportation. steve mentioned the magic bus. i'm all for that, public transportation would be better than some of these roads. new injury crash southbound 880 at stevenson and also northbound 880 between marina and davis. so going both ways. all of a sudden we have collisions on the freeway here. and it's going to take a little extra time for you to get through. let's take a look at the bay bridge toll plaza. you will see the traffic here is going to be backed up to the maze. for some reason. traffic on the bridge is slowing down, trying to figure out what's going on. we don't see any reported crashes, but it is going to be slow on the bridge. and that means at the toll plaza. 2702 let's get back to the desk. okay, sal. >> thank you. well, at 702, today is opening day for major league baseball. >> right now the giants are on the road. they're facing the san

diego padres. the a's are at home against the cleveland guardians. >> well, ktvu bailey o'carroll is here now with to tell us about a protest tonight by some pretty upset fans. >> that is right. these fans have been upset for a number of months. nothing has changed much, but it is kind of the beginning of the end of an era here in oakland as the a's will host their last opening day in the coliseum. now, the team has had a very public, very messy process which has played out, which is likely result in them calling las vegas their new home . at least, though, for the immediate future, they will sit tight at the oakland coliseum. that is where fans are planning a reverse boycott, meaning that they will not buy tickets to go into the game and said they will tailgate outside of the game. so something new though the parking lot will not will be opening much later than normal. at 5 p.m, just two hours before that first pitch. >> i think it's a direct response to the boycott and

trying to thwart our efforts, and the amount of fans that will be there, they they the only comment they said was that, it was due to low ticket sales. and so the gate times, you know, and what time they open, is warranted, however, it doesn't take into account, into account the 15 to 20,000 fans that will be in the parking lot. >> now, organizers told us that this event actually that they're concerned for public safety. they say some people could show up at the parking lot as early as noon. they say they're expecting a line of cars to be backed up to the freeway, if not beyond which would create issues not just for those attending the game, but also for those not planning to attend. they say the city is aware of the issue, as is the team we've actually reached out to the team but have not heard back on why they are opening up the parking lot so much later officially, but the organizers say that they are hoping that the team and the city can work together to hopefully alleviate that traffic problem before it becomes a problem. nonetheless, there are still plenty of tickets for fans

his efforts around crime reduction, about community led, community involved policing. >> the new chief says he has a lot planned for his first 100 days, including meeting with key stakeholders such as the federal monitor overseeing reforms, rank and file command staff and the citizens and business owners of oakland who've been waiting for more than a year for a new permanent chief. >> our time now. 705 an investigation continues in pacifica, where police opened fire and killed a woman. it happened yesterday morning just before 8 a.m, outside of an apartment complex on francisco boulevard, just west of highway one. now, officials were called out there after a man said that his mother had just shot him. when police arrived, they say the mother was driving away in a ford escape and pointed a gun at the police. that's when the officers opened fire and the woman was killed. people who lived nearby were shocked by

what happened. >> i've lived here since 1974, and, i've not seen anything like this. >> it's horrible. i i feel for her family. >> i pray for her family. >> now, at this point, authorities haven't said what led up to the mother shooting her son. they also haven't told us their names. the son is now reportedly being treated at a hospital. >> an investigation by the associated press shows more than 1000 deaths have been linked to police use of force tactics that are described as non-lethal. the cases include the death of george floyd in 2020 and other similar police confrontations over a decade, the ap said. the cases ranged from physical holds to stun guns and body blows. medical examiners cited law enforcement as causing or contributing to about half of these deaths, the ap reports. in the other cases, significant police force was not mentioned. while drugs are preexisting,

health conditions were blamed instead, any death in that environment needs visible, it needs transparency. >> it cannot be in the dark of night. >> we look at law enforcement and think, well, why can't you just take the guy in? well a lot of times it's not dependent on the officer. it's dependent on whether the guy will go along with it. >> the ap survey shows the deadly incidents happened in every state. 97% of the deaths were among men, most of them between the ages of 30 and 40, and were found to be disproportionately minorities. >> our time is now 707. a new fence was installed in san francisco's tenderloin by a nonprofit group in an area known for being the site of an illegal drug market in san francisco. a brand new aluminum fence, it was installed at the entrance of an apartment community in the tenderloin. the hope is that that fencing will keep out drug dealers and drug users. now, some say the fence is a step in

the right direction, but others are doubting it will clean up that area and they will do the drugs right in front of you. >> like it's just dangerous. you. it's already bad at daytime. you do not want to be down here at night time. it's like not going to stop them because it's like we've been in san francisco for so long. they're going to find another spot, another way to sell their stuff. >> well, i hope this works and keeps it clean and helps the neighborhood. >> and just last week, san francisco police cited 30 drug dealers in the tenderloin seized more than $11,000 in cash and more than 3100g of narcotics sources are telling us the group does have a permit from the city to put that fence on the public sidewalk. some of the residents wonder why the city has not led the way in taking action to reduce crime and drug use, as it is 709, several bystanders are being called heroes because they saved a woman from a car that was on fire in santa cruz county. several callers told

emergency responders about a honda sedan that was on fire in a parking lot in capitola earlier this week. the firefighters arrived there shortly after they were able to put the flames out. the victim was airlifted to a trauma center listed in serious but stable condition. investigators don't believe the fire was either suspicious or criminal. >> now we'll move to baltimore, where two of the bodies have been recovered. of those believed to be killed in a bridge collapse earlier this week, there are still four more construction workers unaccounted for after a cargo ship hit a support pillar on the francis scott key bridge. >> now we're going to take a live picture. what's happening out there right now? authorities say they paused the recovery efforts for four other workers until debris theirs can be removed. it's really hard to see, but you're, you know, what we're looking at at that debris is preventing divers from safely getting to the area where the victims are believed to be located. investigators say hazardous materials may have

leaked from some of the containers on that ship. >> 764 tons of hazardous materials, mostly corrosives. >> the national transportation safety board continues to collect evidence to find out more about this tragic incident. that bridge opened back in 1977, and while the ntsb says it was in satisfactory condition before the accident, they're now pointing to how the design may have been a factor in the enormity of the damage. >> it's a fracture critical bridge. if a member fails, that would likely cause a portion of or the entire bridge to collapse. >> the ntsb gasia is a full report could take maybe up to two years. a preliminary report could come in 2 to 4 weeks. >> time is 711. and we did have

sam bankman freed. he's the bay area man who co-founded ftx, the cryptocurrency exchange. a federal jury in new york convicted him last november on two counts of fraud and five counts of conspiracy. prosecutors said he ran a crypto fraud scheme that swindled billions of dollars from investors. now he was staying here in the bay area until his bail was revoked because of witness tampering allegations means he could be sentenced to as much as 110 years in prison. and again, this is live. these are live pictures right outside the courthouse where his sentencing will take place. legal analysts expect he his sentence will probably be a much shorter sentence than that prediction. >> animal protection groups around the country are working to prevent activity by backyard puppy breeders. a four month old shih tzu was given a second

chance at life after a backyard breeder was willing to throw her away, the woman who rescued her says many dogs from backyard breeders end up dumped or wandering the streets. >> once she realized there was something wrong with the puppy, she went to the backyard breeder and said, hey, there's something wrong with her. she's like, well, you know what? just put her in a trash can and dump her in the trash. i'll get you another one. >> animal protection service group say they're working to crack down on backyard breeders. one worker says she gets information such as names, addresses, phone numbers of backyard breeders. asks them what breed of dog is being sold and at what price, then turns that information over to animal control officers so they can follow up. we'll move now to an emotional reunion between a trio of young brothers and a vacaville police officer, ktvu andre senior, in studio now to share a story of how a first year officer's welfare check, andre led to a much better life for those boys. >> well, gasia isaac stevens reunited with three children. he met three years ago. you see these pictures he took behind me with the brothers in a courtroom where adoption papers were

signed for them. he first encountered the eight, four and two year old children during a call for a welfare check of a minor. police say they were living in a grossly unsanitary apartment with limited adult supervision. when stevens promptly got solano county child welfare services involved. >> and they actually met me here at the police department just outside those steps in the middle of the night after the initial call for service. >> i grew up in inner city, in the tenderloin and, you know, and anyone that knows san francisco and the tenderloin know it's not the easiest neighborhood to grow up in. i felt like a duty to these three kids. >> the lancasters are a husband and wife celebrating their official adoption of those three boys, the couple making sure the boys would stay together and not be separated. the children are also giving her a second chance at motherhood after she lost her first child years ago. >> they've given me life, my life back. it's very rewarding watching them grow and play

sports and you know and do good in school. >> lancaster is doing something good for the community. you see them right behind me in these pictures. last friday, the couple officially adopted those boys and invited the police officer, isaac stevens, there to be there at the court for that hearing. that family now planning vacation at an amusement park in southern california. gasia dave, back to you. >> great story. andre. thank you. time now. 718 sounds back, but you've been busy today watching our commute. sam, what's happening out there now? >> yeah, we're looking at slow traffic this morning on 880. we've had a couple of things out there, dave and garcia right now, 880 southbound is slow. getting into fremont and 880 north is slow. getting into san leandro. things are getting better as chp got out there rather quickly to get rid of some of these things. but 238 if you're driving from castro valley, you're using 238 it's very slow there trying to get over to 880. when you're going to the bay bridge, it is backed

up. we had a couple of stalled vehicles on the san francisco side of the world, and those have been there for a bit. they moved them, but the traffic is going to be slow as a result. steve, as we go to you, there's boris the spider there on the camera. >> i see i'm out of here, so i'm heading up to the foothills. that's okay. yeah. thank you sir . appreciate that. all right, yesterday projections were in line. for most of you. unless you're in the hills. exceeded again, mount tamalpais, an inch and three quarters. impressive. the usual suspects. russian river, santa cruz mountains and much of marin county. again cazadero an inch and a half. mount veeder, 1.39. in there. don't want to forget napa and ben lomond. also an inch and a third. other locations that were pretty good. most were about a 10th of an inch, quarter of an inch to upwards of about a half half kentfield though inch and 18 100 chabot reservoir and uc berkeley botanical garden both were just over a half inch of rain. napa 4/10 petaluma a third. vallejo a third. redwood

city 18 100 san jose picked up 14. oakland had about a third. san francisco 2/10, some activities beginning to move in along the coast here. did i jump the gun here? i want i wanted to show you here this look at this right here. i'm trying to do too much. we're coming in right around in between pacifica and montara. look at that. that's what we can expect for today. some of this activity popping up here, especially with getting a little sun breaks in there. so watch for showers possible. maybe a few thundershowers up in the mountains. it looks like things are beginning to calm down. winter storm warning goes for another couple of hours, but i think the table's been set there and the snow totals should start to come in pretty fast. i tweaked this color table just to show you a couple of things here. that's really cold air coming in right there. okay, really, that'll give us more activity today. the main focus for tomorrow that's the dominant upper low. here comes the secondary shortwave which will develop rapidly and then do this tomorrow. and then by saturday start to go down the coast. so already wind advisory has been posted. does not include areas to the north which surprises me.

miss, rain, scattered showers and sun, some clearing. but again, i think you'll get sun cloud showers and right back to sun cloud showers 5060 on the temps. well, they call me the seeker and i've been searching low and high for a smooth commute. >> i see. well, i would say if you want to use the bay bridge, steve, i would recommend against it. use a substitute the san mateo bridge or another bridge because the bay bridge is backed up all the way out to the maze. there's a stalled vehicle in san francisco. they've had a little trouble getting it out of the way, and this slow traffic stays slow all the way across the bridge. it's not one of those things where you get on the bridge and improves. it's not improving right now, unfortunately, and you will see slow traffic. now, if you're driving to 880 south to get to the san mateo bridge, it doesn't look all that slow. it's improved a little bit. once you go past 92, though, there is a big backup approaching a crash 880 southbound at stevenson. they're clearing it to the side, but the damage is done. 732 let's get back to the headlines,

sal. >> thank you. happening today, a south bay lawmaker is making moves to reduce the speed limit around schools statewide to no more than 20 miles an hour. this comes after a child was killed in a crosswalk just outside a school in campbell, almost two years ago. katie's allie rasmus is live in campbell this morning with information on this proposal. hi, allie. >> good morning. garcia. that school, castlemont elementary in campbell, which is where we are this morning. you can see some of the chairs set up here behind me. this is where some school district officials and a state lawmaker proposing these changes to speed zones around schools are going to be talking about that bill a little later on this morning. note the speed limit sign next to the school says 25mph. that's what we're used to seeing in most school zones. there's also a yellow sign behind it that shows just symbols, noting that this is a school zone, but no specifics about what time school is in session. well part of the bill would change that. a south bay lawmaker says that he is proposing a bill that would

require local governments to create school walk zones within a half mile radius of all schools, and signs would list the specific times that schools are in session and those slower speeds are required. the posted speed speed limits around schools would be no more than 20mph, and there's even a possibility to opt to reduce the speed limit to even 15mph around schools under the bill. now, castlemont elementary and campbell is where almost two years ago, september of 2022, an eight year old boy was struck by a car on his way to school. jacob villanueva was in the crosswalk with his babysitter when he was struck. he later died at the hospital this morning. campbell union school district board members and the district superintendent, along with assembly member marc berman. they will all be here to talk about this bill again to reduce the speed limits around school zones and add some changes to the signs so that drivers going by know exactly when school is in session. so we'll be hearing from them a little more than an hour from now. live in campbell, allie

rasmus ktvu, fox two news okay. >> allie. thank you. time at 734. a rally in san jose was held by nurses at the regional medical center to put a spotlight on critical services that will soon be cut. the regional medical center will be downsizing the trauma center because of a lower number of patients needing those services and the regulatory requirements that are involved, the nurses say. not having critical services easily available means patients suffering from a stroke or a heart attack will lose those life saving services. >> the reason that we're out here today is to raise awareness in this community, because i don't think people really understand what's going on, come august 12th, the hospital is going to be doing away with comprehensive trauma services, comprehensive stroke services, and also stemi, which is a heart attack. >> now, the nurses say eliminating that trauma center will make it harder for a mainly latino east san jose population to get vital health care will.

the regional medical center released a statement about this, saying in part, we will continue evaluating, treating and or stabilizing stroke and serious heart attack patients should patients need a higher level of care. we would transport to other local facilities. >> happening today, former presidents barack obama and bill clinton will appear at a campaign fundraiser in new york city with president biden. the fundraisers have reportedly raised some $25 million already. tickets for the event at radio city music hall range from $225 to 500,000. >> we understand the importance of the three of them being together. obviously, this is going to be an important, important event. >> former president trump has had a relatively light public schedule this week and continues to react mostly on social media to developments in his court cases. >> time now. 736. a new poll is out, says many americans are not enthusiastic about a november rematch of the 2020 presidential

election. and according to the associated press poll, 43% of those polled say they fear another four years with donald trump as president, while 31% said the same thing about four more years with joe biden in the white house, as a judge here in california recommended that former trump election lawyer john eastman be disbarred, that opinion comes after a trial about eastman's actions trying to overturn the 2020 presidential election. eastman is also among those facing charges in georgia for alleged election interference. the california supreme court will use yesterday's opinion to determine whether to revoke eastman's law license. >> more than a year after a levee breach in the monterey county community of pajaro residents there say they still haven't received the help they need. an expanded financial recovery aid program just started this week. the levee breach forced thousands of people, many of them farm workers, to evacuate their homes

ford is cutting production of its f-150 lightning trucks and trimming its workforce because of it. local reports found ford will start trimming its hourly workforce next week at the rogue electric vehicle factory in michigan. the decision comes after ford began cutting production of the company's electric pickup, the ford f-150 lightning. because sales are weaker than expected, and home depot making its largest acquisition in the company history. home depot will buy srs distribution in a deal worth $18.25 billion. the home improvement retailer says the acquisition will help them speed up their growth with the contract. crs srs provides materials for those including professional roofers, landscapers and pool contract owners, so home depot betting on a good professional deal going forward. it's expected to be finalized early next year, and star wars fans no longer have to travel to a galaxy far, far away, beginning a week from

bridge. it is backed up all the way out to the maze. it's pretty slow because of earlier issues in san francisco, just west of the bridge. so give yourself extra time. now at 802, let's get back to the headlines. >> all right. thank you. sal. today's opening day for both the giants and a's. >> and the giants are on the road against the san diego padres. the a's are hosting the cleveland guardians at the coliseum. >> frustrated fans for the a's are planning to protest ktvu bailey o'carroll in studio with word about their boycott and their safety concerns as the a's prepares to move to las vegas. >> bailey yeah, that's right guys. fans still of course very frustrated over that move. but this morning it's the beginning of the end of an era in oakland as the a's will host their last opening day at the coliseum. again, as i just mentioned, the team relocating, calling las vegas their new home. but for the immediate future, at least, they will sit tight at the coliseum. and that is exactly where fans are planning a reverse boycott, meaning that they won't buy tickets to go into the game. instead, they'll tailgate outside in the parking lot, which will open unusually

later than normal at 5 p.m, just two hours before that first pitch, i think it's a direct response to the boycott and trying to thwart, our efforts and the amount of fans that will be there, they they the only comment they said was that, it was due to low ticket sales. and so the gate times, you know, and what time they open, is warranted, however, it doesn't take into account into account the 15 to 20,000 fans that will be in the parking lot. >> now, organizers of this event actually told us that they are concerned for public safety. they say some people could show up to the parking lot as early as noon today. they say they're expecting a line of cars to be backed up to the freeway, if not beyond, which would create issues, of course, for those planning to attend the game. and that reverse boycott, but also those not attending. they say the city is aware of the issue, as is the team, and they're hoping that both sides can get together to open up that lot a little bit earlier to hopefully help alleviate the issue before it becomes an issue. but nonetheless, there are still plenty of tickets available for

about community led, community involved policing. >> the new chief says he has a lot planned for his first 100 days, including meeting with key stakeholders such as the federal monitor overseeing the reforms. rank and file command staff and the citizens and business owners of oakland. he is set to start the job in late april or early may. >> well, an investigation continues now in pacifica, where police shot and killed a woman. it happened yesterday morning just before 8 a.m, outside of an apartment complex on francisco boulevard, just west of highway one. officials were called to the scene after a man said that his mother had shot him and when police arrived, they say the woman was driving away in a ford escape and pointed a gun at police. and that is when officers opened fire and the woman was killed. people who live nearby were shocked by what happened. >> i've lived here since 1974 and, i've not seen anything like this. >> it's horrible.

>> i, i feel for her family. i pray for her family. >> authorities have not told us what led to the mother shooting her son. they also haven't released their identities. the son reportedly being treated at a hospital. >> an investigation by the associated press shows more than 1000 deaths have been linked to police use of force tactics that are described as non-lethal. the cases include the death of george floyd in 2020 and other similar police confrontations over a decade. the ap says. these cases range from physical holds to stun guns and body blows. medical examiners cited law enforcement as causing or contributing to about half of these deaths, the ap reports. in the other cases, significant police force was not mentioned while drugs or preexisting health conditions were blamed. instead any death in that environment needs visibility, it needs transparency. >> it cannot be in the dark of night. >> we look at law enforcement and think, well, why can't you

stuff. well, i hope this works and keeps it clean and helps the neighborhood and well, just last week, san francisco police cited 30 drug dealers in the tenderloin seized over $11,000 in cash and more than 3100g of narcotics. >> sources tell us the group does have a permit for from the city to allow the fence on the public sidewalk. residents wonder why the city hasn't led the way to curb crime and drug use. 808 now several bystanders being called heroes for saving a woman from a car that was on fire in santa cruz county, multiple callers told emergency responders a honda sedan was on fire in a parking lot in capitola earlier this week. firefighters arriving on scene shortly after and were able to put out the flames. the victim was airlifted to a local trauma center in serious condition but stable. investigators do not believe the fire was suspicious or criminal. >> 809 will move now to baltimore, where two bodies have been recovered after that bridge collapse there earlier this week. there are still four more construction workers unaccounted for after a cargo ship hit a

support pillar of the francis scott key bridge. >> authorities say they have paused the recovery efforts for the four other workers until debris can be removed. you're looking at live pictures from the scene this morning. the debris is preventing divers from safely accessing the area where the victims are believed to be located. investigators say hazardous materials may have leaked from some of the containers on that ship, 764 tons of hazardous materials, most corrosives. the national transportation safety board continues gathering evidence to learn more about the incident. the bridge opened in 1977, but and while the ntsb reports it was a satisfactory and satisfactory condition before the accident, they point out to how its design may have factored into the scale of the damage. >> it's a fracture critical bridge. if a member fails, that would likely cause a portion of or the entire bridge to collapse

during that bridge collision, now officials are switching to more of a salvage effort trying to clear out all of that debris so ships can start passing through this channel again. >> based on sonar scans, we firmly believe that the vehicles are encased in. the superstructure. >> the bodies of two victims recovered wednesday in a pickup truck about 25ft underwater at least four bodies remain after a cargo ship plowed into the francis scott key bridge tuesday, destroying it after the vessel lost power. divers are expected to return, but only once the debris is clear. some hazardous materials may have leaked from the ship, officials say was carrying several hazardous containers when it crashed at 764 tons of hazardous materials, mostly corrosives. the national transportation safety board continues gathering evidence to learn more about the incident. the bridge opened in

1977, and while the ntsb reports it was in satisfactory condition prior to the accident, they point to how its design may have factored into the scale of the damage. >> it's a fracture critical bridge. if a member fails, that would likely cause a portion of or the entire bridge to collapse . >> several companies are working fast to reroute their ships to other ports along the east coast to avoid any potential impacts to the supply chain. and the ntsb says it could take a year or two to have its final report on this bridge collapse, but they could have a more preliminary information in 2 to 4 weeks. andre >> well, connor, $200 million worth of cargo typically passes through that port in that area every day. did the ntsb give any timeline yet of when they could have the debris clear enough, and the ship removed for other ships to start passing through?

where behind me you see an intersection that is fairly busy . most of the traffic has gone through right now, but earlier this morning, before the school day began, we saw dozens of parents and kids walking across the this intersection to take their kids to school. this is where in just about 20 minutes from now, there's going to be a news conference where they're going to talk about introducing a bill that would slow down the speed limit in school zones across california. it's being proposed by south bay assembly member marc berman, who says that this speed zones in the schools and near schools should be less than 25 miles an hour, 20mph, or even slower than that 15, in some cases, under the bill he's proposing, school zones would also have signs that list the specific times that schools are in session and when those slower speed zones would apply to drivers. >> yes. good idea. why because of the kids. it's safe for the kids. for the parents.
