us some steady rain, but nothing too heavy. now what's happening here is another system is knocking on the door. okay it aligns itself like this. there will be a little different twist today it is going to start to transform itself and do kind of this kind of a line itself over the next 24 hours north the south. okay so it won't be continuous west to east. it will go under a little bit of a little bend there and then come in parallel to the coast. so we'll get some rain. but if you're northward, this looks like a pretty heavy duty system. some of the upslope locations. coastal hills russian river area could easily get over three out of this system so it will lift north, which should take some of the heavier amounts away from areas to the south. not too bad in the wind yet, but it's going to pick up the sierra. this is a warmer system. so now we're going back into some rain. not so much snow. but there's another 1 to 8 inches forecast, certainly lake level and above. again you can see the system is going to transform itself instead of west to east timor, north the south. you'll see that

wednesday morning. january 11th of busy. busy morning. we're starting with steve paulson, though, has the latest on your weather is that rain is coming back? it's been a busy month. yeah busy year since december 26th that's for sure. that's when this pattern started. there were many, many thunderstorms. yesterday danville was one big big boomers yesterday. hail big thunderstorms early around the noon hour little bit after that , but yeah, there were a lot of alamo san ramon. i mean, of course, san francisco. but there were so many. i mean, there were hill reports all over the place, but that pattern has changed. we are now that we had colder air aloft yesterday. now warm air is coming in. this is the warm front sector, so upper forties fifties on the temps here, this is a different system. different, different animal. if you will hear this system will lift northward, but not before painting us with a lot of steady rain. heavier rain will be more towards the north. but here comes the rain again. so cloudy wind picks up later when
5:31 am
advisors starts at seven am more rain heaviest towards the north fifties on the temps 5 30 so far , okay, sal or something new showing up. yes so far. okay i don't have a lot like yesterday . i think that because it's not raining, we're getting a little bit of a break traffic wise, and we certainly do need it. let's start with the east bay and you can see traffic on 6 80. how we fours off to a nice start. east bay commute continues to be okay. remember the long term closure? on niles kenyon road between fremont and signal and we look at the peninsula that traffic was also off to a good start. 5 31 let's go back to the headlines following breaking news this morning affecting all airports all over the country. the faa says. all domestic flights are grounded until six a.m. our time after a computer outage disrupted air traffic control operations. ktvu zahle rasmus already at san francisco international airport. latest good morning, ali. good morning,

two airports. latest information from the faa says that they're ramping back up and that they will now allow departures from domestic flights from to airports in the country. atlanta and newark, new jersey airport. those are the only two places where flights are taking off right now. elsewhere in the country, these flights have to remain grounded domestic flights that is until they can double check their system computer system and make sure everything is working again. but we'll continue to monitor the situation at sfo throughout the morning live in san francisco ali rasmus ktvu backs to news thank you. time is 5 34 new this morning, san francisco's board of supervisors appointed a member of the police commission, even though her term is not supposed to end until april, the board voted 7 to 4 to give cindy elias another term on the police commission, which conducted disciplinary hearing two police officers. supervisor aaron peskin, that the goal of the early reappointment was to make sure there's more stability in the months ahead and the san

information about the case called the bart police anonymous tip line. new this morning. investigations are underway into two shootings in oakland. the most recent incident happened about 8 30 last night, the area of 106th avenue in foothill boulevard that's near highway 5 80, the oakland zoo. we reached out to the police for comment on this and are now waiting for more information and to people are recovering from a separate shooting in east oakland. this happened after 2 45. yesterday afternoon. police say their preliminary investigation showed the gunfire happened at nearby fremont high school on foothill boulevard campus briefly had to be locked down. police say neither victim is students and two weeks of heavy storms are boosting the state's snowpack. well above normal. the california department of water resources, says the state snowpack in the central and southern sierra region is more than 200% above normal for this time and is approaching what
5:40 am
normally would be april levels. that's all great news because he's sierra snowpack supplies about 30% of california's water needs. it's also an important factor in determining how water regulators managed the state's water resources well for drivers heading up to the sierra. it's been slow going out there to show you what it looks like on interstate 80, just south of blue canyon chains are required in all vehicles except those with four wheel drive and snow tires beginning at gold run and that heavy snow out there is testing the patience of drivers. looks like it's gonna be three or four hours, maybe more. so that's what we're waiting for. is the road to open. i'm on my way to park city, utah to work. the sundance film festival been waiting here for about an hour, so i'm thinking about turning around heading back home at this point. well, highway, 50 is open with similar restrictions. caltrans advises drivers don't

try to get up to the mountains right now because of those weather conditions. alright, let's bring in steve now. to be a little frustrating for ski resort operators up there because they kept this great snow, but it's hard to get there and it just keeps coming down. you know not only the snow, the wind, yeah has been really strong upwards of 100 miles an hour for some here, uh, today is a different pattern. there's a south wind so that snow levels going to go up might even be rain almost almost way up. 50 and 80. but still the combination wind and some rain and snow here. trying to do too much, but here we go. 48 hour total saint mary's college almost 2.5. danville two and a third, oakland two and third, sandra fell over to woodside over to san francisco. 1.81 santa rosa inch and three quarters. that's downtown, not the airport. i try and use downtown more than the airport and napa was close as well at 1.73. is there more rain on the way? yes we'll get some today we'll get a break on thursday. weaker system will kind of brushes on friday, but it does
5:42 am
look like some rain friday evening. and cooler systems will take us into the weekend into early next week. i think, by this time next week we will be on looking at a drier side here. the pattern is going to change here, and it's long overdue. but still some like this is the warm front that's coming in right now. so some areas are cloudy or getting light. rain or steady. rain nothing too heavy thunderstorm activity from yesterday is now long gone. meteorological parameters are much different today. this system here if i may briefly, it's going to lift northward. alright, see how it's starting to do this. it's doing this. it's going to live northward. and then eventually what we'll get out of this is the system will align itself like that. and then it will come in on friday, but before it gets there, it has to lift northward, so that's still going to give us some rain. heavier amounts will be more towards the north, although i'll mention it for the santa cruz mountains, but you can see there's far less being forecast for st dublin, freemont, san jose livermore and morgan hill. so you'll get rain in the morning. then this system will
5:43 am
lift northward. this is a warmer system south wind already at tahoe and truckee, so the snow levels going to go up on this one. and then this system will go lift northward. we'll get a break tomorrow could be downright warm. compared to where we've been with some mid sixties wouldn't surprise me with a south wind. then it will swing through on friday that will open the door for a systems to come in more from the northwest. so instead of coming in from the west and east, which is called a zonal flow, they'll be doing this coming down this way. i don't do two things. it doesn't have as much rain, but it has more snow and lower snow levels. so we're seeing a little transition to a slightly different pattern. it's still a wet one for about four or five days fifties on the attempts to break tomorrow more incomes and could be late friday and more rain moves in over the weekend. you guys thanks, steve. the storms are leaving thousands of people across the bay area. without any power coming up in our next hour. we'll check in on the outage situation and the effects of a transmission tower crashing down in the south bend also tell you where residents aren't allowed boom, then saw a

pattern wind is picking up mount diablo south of 37, south southeast wind, starting to pick up for many except to the northwards, but it'll eventually get there. this is the warm front that's coming in on this system, so this is back to steady rain. no more thunderstorms that cold air aloft has been replaced, so we don't have really any breaks in the clouds. this system, though, while it's going to start to line itself more north to south, and by the time we get to friday, it'll look like that. instead of draping over us like it is right now it's going to lift northward, so heavier amounts will be to the north doesn't mean you can't get some light, steady rain for a while here, but lesser amounts. redwood city, freemont, san jose, morgan hill, livermore heavier amounts. fairfield nap in the bottom of santa rosa, russian river, although santa cruz mountains can certainly pick up a decent amount of this looks like back to more, maybe some rain mixed snow at lake level. the south wind is already in place. so that's going to send the snow level right back up again. you can see the system is beginning to make its move to the north watching the last few. yeah it's lifting northward, so this is going to bring some

. yeah, the faa had ordered all domestic flights grounded until six o'clock are 10 9? o'clock eastern. we have now reached that point, and the faa now says things are slowly starting to get back to normal. they have resumed some flights at atlanta international airport and newark airport this morning at sfo. no domestic flights leave before six a.m. so if you take a look at the board here, we don't see any delays. and that's because nothing was scheduled to leave before this grounding happened until six o'clock this morning. we want to show you right now. a live look at sfo's tarmac. you do see some planes out there, hopefully getting ready to take off, but not a whole lot of movement again. domestic flights don't depart sfl before six a.m. and most of the flights on the board here. our 6 30 or later departure. now we've learned more about what exactly happened with the phase overnight computer outage. there was a problem with their notice to air mission and pilots check that notice to air mission system
6:04 am
before they fly. it alerts some about any closed runways, equipment outages and other potential hazards along their flight route. that was the system that went down overnight. the white house says they are investigating why it went down. they don't believe it has anything to do with any sort of cyber attack, but officials are looking into it, and the faa now says things are resuming. but there were some people who were impacted about this. this happened during the overnight hours. we talked to one guy here at sfo who was supposed to take a flight around 11 o'clock to orlando. hear from sfo. it was delayed slightly and then canceled overnight because of the outage he talked about. what his plans were after that. it's got rebooked on something within the airline. i was originally on , and then they decided to change it and just go with a new airline completely. that was direct because they were going to have me have a stop and i feel like a travel is going to be a mess all day. so if i can get some more direct once i get in the air, i want to land where i'm gonna land not land in another city that i could get
6:05 am
stuck in again. and we've heard similar sentiment from a lot of passengers this morning that they have now become numb to some of these inconveniences in these major major disruptions with national air travels, especially in light of what happened with southwest over the holidays and the east coast blizzards and whether there that backed up a lot of flights back out here live it looks like just another day right now. here at sfo and again, that's because most flights don't start taking off until right about now. we've spoken to some of the people who are checking out for their flights, the airlines and the people that take get agents haven't mentioned anything to them about this faa incident some people didn't even know about it. when we asked them, but others have been checking their phones and seeing the alerts from national news organizations about this faa overnight computer system outage. the agency says that it is slowly starting to ramp things back up and get things back online. live at sfo. ali rasmus ktvu fox two news. alright ali. good news there. thank you. all this frame we've been getting has created some really treacherous driving conditions, especially for

people that commute on highway 17 the south bend ktvu is roberta gonzalez joins us live along. highway 17, where a rescue took place late last night, roberta good morning. hi good morning to you, frank. yes. let me explain the situation for you. first of all, it's lightly raining here. it's been anywhere from a drizzle to a light rain to a moderate shower. at times we are on highway 17 when you see the white lights coming towards me, that's north beyond when you see the red lights that's southbound and we are directly bear creek road and 2.5 miles down the road that way in a southerly direction. that is redwood estates, and that was the scene late last night of a dramatic rescue. let's share some pictures with you here. we received some video into the dramatic rescue from santa clara fire department, the county of santa clara, and they had to see two cars and an accident. one
6:07 am
car went off the road down 50 ft off the hillside and they had to use these really strong ropes to rescue the two people inside one of best friend their dog with him as well. all people were okay. they refused medical treatment once they get back up to the road, which the road did have to be closed for awhile. highway 17 was closed overnight for a few hours reopened at two o'clock this morning, and everybody seems to be okay now. but obviously there was a lot of effort and rescuing these people. we ask the battalion chief exactly what happened, and here's what battalion chief murphy had to say. unfortunately as we were responding, there was very heavy rain in the area at the time. we need to remind people especially when it's raining on highway 17. you need to slow down. especially on turns on your. so it might have
6:08 am
been running a lot heavier at that particular time when that accident did occur again to vehicle accident one went off the road. a good 50 ft. very fortunate. everybody is ok at this time, but just another reminder as you're heading on out the door. steven's been reminding us. we have a lot more rain in the forecast not only today but for several days to come. reporting live from highway 17. i'm roberta gonzalez for ktvu fox to roberta. thank you time at 608 in the south bay . thousands of people still have no power right now. it's pg and e crews repaired downed power lines transmission tower and san jose's willow glen area crashed to the ground after a tree crashed down onto it. we had a very large eucalyptus tree come down and strike a transmission tower. now the weight of that tower brought down power lines and three different polls that serve electricity to the wool clyne area. pg and e is already
6:09 am
rerouted power from the tower, which is being checked now for damage. one man who's lived in willow glen for 70 years, says he's never seen anything like this. began to see the scope of it. and the more i looked, the more i could see. i can see. power lines down the quarter mile away, really affected a lot of stuff, so it's going to be a big maintenance job, but it looks like they're going to get on it. pg and e doesn't know how long it will take to replace that transmission tower. and the last time we checked pg and e s power outage, map says at least 17,000 power outages are reported was 609. we are seeing some rather unusual weather events during our severe weather watch. you can see it, and you can certainly hear it. p and pellet size hail raining down on san fran and businesses here, ku
6:10 am
. we received numerous photos and videos from viewers highlighting our wild weather. it was just truly amazing. i've never seen that much hail or thunder and lightning here in the bay area i used to live in sedona, arizona, and we would have monsoon rains as soon as we heard the thunder and lightning. we ran out front. lightning struck san francisco sutro tower didn't appear to be any damage to that telecommunications structure. but it was quite a sight followed. hail made roads look like snowy streets around the bay rooftops, patios covered with the ice. san francisco was under a flash flood warning em watch for a few hours times 6 10 in the small community of coral litos north of watson ville. people are reeling for how the storms have hit their area. redwood road, the main road in and out out is heavily damaged part of the road, 20 ft by 20 ft collapsed when the soil under it
6:11 am
was weakened by the latest star. residents of santa cruz county are not completely, um unusual are on unaware of these kinds of situations. and so if you live behind the situation on one of those roads, they get trapped. fortunately they're fairly resilient, but we are going to try to get him some relief as soon as possible. and the work to repair redwood road is underway. a temporary patch for that rose is expected by this afternoon. all right, speaking of rose, let's check in with sal at 6 11 and that rain, although it light is probably pretty slippery and causing a few issues, so we had a little bit of flooding here and there. we also have some slow traffic on south bay. dont wanna one coming up to the 80 interchange? i'll show it to you here you can see traffic is going to be a little bit slow as you draw drive north up towards 8 80 you can use to 80. so far. there's been a little bit of light rain in the last few minutes there in san jose. steve will talk about that when we come back. looking at
6:12 am
the bay bridge. we already have a little bit of a backup here. it's backed up for about a five minute delay. those metering lights are on interstate 80 traffic is moving along, okay in both directions with no major issues at 6 11, let's go right back to the desk. thank you. salma in county under a state of emergency is still ahead with this declaration means after several more inches of rainfall. along the howling 75 mile per hour winds as well and a shocking into them in san francisco. caught on camera, a man spraying a homeless woman with a water hose. we have the ven half what happened and

causing issues. the storms have also come with powerful winds that have caused lots of power outages. wind damage, including at a home in nevada. my wife woke up. the winds were blowing really hard and right after she jumped up, it woke me up and within a second house got hit by the tree. fortunately nobody was injured in that tree came down. marine county is also seen the san rafael canal rise. almost a flood stage. hail thunder and lightning have also been reported, including some overnight were down. in los angeles county, two vehicles drove into a sinkhole. the storms that hit southern california this week cause of road in the san fernando valley to collapse and created this 15 ft sinkhole. one car drove into that hole. it was followed by a pickup truck. people in the pickup truck actually climbed out on their own. but firefighters used ropes and a ladder to rescue a woman and a young girl from that car. the

way the car is in the hole. we got to a point with the way the storm was coming in and the instability of the whole that we reached a point where we had to institute extreme measures to go ahead and rescue both of those victims before the car shifted, or the whole collapsed to people who were in that car were treated for minor injuries. the people in the pickup truck were not hurt. and over in studio city in l. a cruise have been dealing with lots of storm damage. look at this. they have been using tractors to take away mud from neighborhoods. other parts of the city or under several feet of water with cars partially submerged and stranded . abandoned they were down trees , power lines and at least one sinkhole there in southern california. water is not your friend. if you own a home or or a car as you can see right there. let's check in with sell. now it is raining out there, sal. how are roads and highways
6:19 am
doing we're looking at 2 80 yesterday we had the flooding as you remember at bird. we don't have it yet. when it rains, it might happen there. but this morning we're off to a better start. as you can see, there is already some slowing on the one on one heading up to 8 80. we don't see it crash there, but we do see some slow traffic will investigate. we also see the bay bridge. look at that big backup here already. so people are getting up there up and at them here at the bay bridge, in case you haven't heard we've been talking about the planes are going now at sfo. so if you're catching a flight, your flight is likely to leave. and as i go to steve, steve, you and i are air geeks. i do want to mention that their planes. i'll put this back up. i can put the runway configuration backup now, steve, they're leaving. on runway 10. alright 10 instead of coming, you know, and then they were coming in this way will now they're going out this way. so if you live in alameda or oakland sfl planes are going to be coming over your roof, which is always weird when it's
6:20 am
raining. they do that. does oakland do that? oakland does the same. so it comes over el cerrito. exactly so they switched the configuration when it's raining. i didn't just fall off the turnip truck. let me tell you all right? let's take a look at san francisco rainfall. it's been raining a lot here. you're darn tooting. it has 12.37 between december 26th january 9th. this makes it the third wettest stretch 15 day stretch since 18 49. okay so where does were wetter? well. too many pause points. why do you do that? to me? 18 62, january 5th and 19th 19.77 fell 18 61 18 62 is well documented the great flood. you can look it up. ah entire sacramento valley was flooded. what happened was they had a ton of snow in december and then a very similar pattern to what we have right now. very warm rains came in and melted all that snow. i don't
6:21 am
have time to go into it, but you can look it up 18 66 13.54 between them december 15th and 29th. and this is the third. the fourth was 1998. so yeah, we're in third place for the 15th wednesday stretch. serious. snow is doing well. water equivalents. also good statewide averages. 215% of normal southern syria says come catch me if you can to 157% is there more rain on the way? yes, one more week of rain. then i think we'll get a break. probably about maybe 10 to 22 weeks. unless something changes. we'll get a break on thursday more rain friday than on the weekend into early next week when the south starting to pick up and advisory starts at seven am the warm front is here now. so that's replacing the cold air from yesterday. which means we will not get the thunderstorms like we had yesterday. this system will will give us some rain and then lift northward and it'll look so far north. tomorrow won't be bad, so we'll get maybe even some mid sixties on the attempts, then the system will revisit us on friday. so for today into tomorrow heavier amounts to the north. lesser
6:22 am
amounts to the south, but we're still getting in on the rain until that system lifts north back to frank. i will take it. thank you, steve. all this rain helping to fill up our state's reservoirs still ahead. we're going to check in on california's big six mega reservoirs how much levels have gone up since the beginning of the year, and steph curry returns to action after being sidelined for a month. highlights of his first came back from the shoulder injury held the dubs do will tell you comi

get right back to the headlines . thanks, sal. new developments right now regarding the breaking news this morning affecting commercial flights nationwide planes are now taking off again all across the country and f a computer problem brought departures to a screeching halt. for a number of hours this morning. ktvu sally rasmus joins us live over at sfo with how the issue is impacting some of the local departures there, alan. good morning. good morning, frank. well, the good news is if you have a flight out of sfo or oakland or san jose airport, it's probably not going to be affected by this. the faa had grounded all domestic flights, and that advisory was lifted at nine o'clock. eastern are times earth's eastern. so six o'clock our time. so now flights across the country are resuming. but here at sfo domestic departures don't happen before six am so if you take a look at the board here behind me, you won't find any delays here. taking a look around at the airport. things are operating somewhat as
6:33 am
normal. actually i just saw on the board. there is a flight to atlanta that was supposed to leave at 6 15 that is delayed, but we don't see a lot of red on the board a lot of problems here. this appears to be an issue that really had a greater impact on flights, domestic flights on the midwest and the east coast. let's show you a live picture of what it looks like at sfo outside right now, on the tarmac, you see planes. they're taxing around things looking more or less normal. here is what happened overnight . with the phase computer system . there was an outage with the faa notice to arab mission system. what is that? well pilots check that system before they depart. that mission noticed air mission alert lets pilots know about any closed runways, safety issues equipment outages that they may run into on their flight. it's unnecessary safety step they have to do before they depart. that system went down overnight . that's why the faa as a precaution, decided to ground all domestic flights until nine a.m. eastern time. so six
6:34 am
o'clock our time now flights have resumed. we talked this morning to some passengers who were going about their business getting ready to board their flight this morning, one woman says. unfortunately she and many other passengers have just become numb to these types of inconveniences and disruptions with air travel. i think you just have to be patient because you just have to be patient. there's nothing to be gained by getting worked up and upset, right. now this is what it looked like earlier this morning on the tarmacs of other airports across the country. orlando l. a x virginia and philadelphia there before nine a.m. eastern, you could see planes at a complete standstill parked on the tarmac at those airports while the faa grounded all domestic flights for about three hours. the faa has lifted that advisory, so flights have resumed. across the country domestically. they've resumed here in san francisco and again checking the board out here. there's just one flight that was scheduled to leave around 6 15
6:35 am
to atlanta that is delayed not canceled, but one delay overall , pretty good compared to the situation with more widespread delays in other parts of the country. we'll see what the impact is later this afternoon when some of those flights that are planes that were delayed on the east coast are supposed to get to the west coast. there could be some issues later on today, but for now, things look pretty good here at sfo. franken davis sent it back to you. all right, ali. thank you. time now. 6 35 new developments in the case of nine year old michaela garrick, who was kidnapped and hayward back in 1988 and is presumed to have been killed. pamela price, the newly elected alameda county district attorney has now thrown out special circumstances charges against david mish, the man accused of killing makayla garrett. that means if he is convicted of murder window longer face the death penalty or life in prison without parole. what is it exactly? you're getting when you elect officials that advocate on
