>> when fun time from the bay area's local news station. you're watching kron. 4 news. >> at 10, we're tracking the storm hitting the bay area tonight. here's a live look at the richmond. sandra fell bridge. thanks for joining us. >> i'm ken wayne and i'm catherine heenan, the entire bay area facing a cold front, cold, wind, rain plenty of snow. the bay area's actually under a winter storm warning for the first time since 2011. and there's a chance no will fall in the city. that's something we haven't seen since the 1970's. yeah, we've got team coverage tonight. kron four's dan thorn is in the east bay with conditions

and mount diablo after they got plenty of snow there. kron four's justin campbell live on the peninsula where a lot of people are still deal dealing with power outages. for the 3rd day in a row. but first, let's head over our chief meteorologist lawrence karnow. yeah, very exciting weather around the bay area. it's causing some issues. that's for sure. but unusual weather for the bay area to see the snow coming so many low places. now. >> we've got highways highway. 29 now closed because of that snow. some very heavy rainfall now pushing across the bay in the golden gate bridge is thunderstorms actually rotating on shore right now. so we've got a little bit of everything out there. of course, you've got those cold temperatures in place. numbers now in the 40's in many spots around the bay area. but you head to the north and how about that? you start to see those temperatures turning in the 30's sonoma. 35 insanely in a 32 freezing in calistoga. hey, this is an impressive looking storm system. see that swirl in the atmosphere. that's their low pressure really generating all the energy with this storm and the front out ahead of it. that's bringing all the rainfall and

thunderstorms into the bay area. you see all that moisture really wrapping around and pushing right in our direction. numerous lightning strikes along that train of moisture as well. and as we get in the back side of that, we've got some much colder air. so you're getting the shot of some rain, even some heavy downpours now, especially in the san francisco in the bryn moving down the peninsula. but there's a lot of cold air in the system and behind that even colder. so, yeah, you see the heavy rainfall now into san francisco stretching across the bay. lots of snow just been piling up in mount hamilton, the santa cruz mountains of more to come there and in the north bay we're talking about. you can see highway 29 there. there's calistoga. and just up there up the mountain, you're talking about significant amount of snowfall. they could see as much as 4, maybe 6 inches of snow. it is on the ground in angwin and it is sticking right now. more snow to come. we'll tell you how low expected to get in a couple minutes. thank you, lawrence customers tonight are still dealing with power outages for at least 2 days.

here's a live look at the power outage map across the bay area from pg and e. >> the orange you see that in the middle park area that represents anywhere between 505,000 customers without power. the latest update from p g says are more than 21,000 customers who don't have power last night. there were 25,000 sony about 4,000 customers had their power restored. and kron four's justin campbell, i he's joinrng us live from menlo park. and just we've been pointing out some people haven't had power and >> a 2 or 3 days. >> yeah, that's right. ken and kathryn in the city is actually doing something about that. what they're doing, they're offering free one night stays in a hotel just a couple minutes ago, an officer came up to me offering me a hotel. i said, no. i'm actually giving a live report about what's actually happening. but look at the video you can see from earlier just driving this menlo park

area. you can pg and e crews that are out. they are working on the lines. it's getting cold but they will be here through the night. there are a lot of the downed limbs when you drive through this neighborhood and it's really just pitch black in a lot of areas and road earlier, menlo park city officials held an emergency meeting to talk about what's take a listen to what the city manager said earlier. >> pg e is working. there's a number trees that are down that are roadways. some of those trees could not be. touched until it's the same pg and e a render the safe once that's but locations are safe, then that would be the city's responsibility to clear the roadway. and we're on that. and the the instances that where, where, in town.

>> now they will be working through the night, like i said earlier. but if you do need a hotel to stay at, please contact the police department. well, the city manager's office is closed right now, but they will be able to get you the information provided so you can have a place to stay because ken and catherine, a lot of people here in this menlo park area have been without power. like you said, going on 3 days and it is getting very cold tonight reporting live here in menlo park. justin campbell kron. 4 news. yes, nice to have some place to go chest and thank you for that. this cold storm is bringing. >> snow to bay area mountaintops in the east bay. people were making the track up to monte. able to get a look. but as kron four's, dan thorn tells us, the conditions are also bringing some potential danger. >> well, it's exciting for people to be able to come out here and to see and enjoy the rare snow. and we caught up

with the number of people who are wanting to experience some winter fun. but chp is advising people who drive through these conditions to be safe. it's a rare sight in the bay area. snow covering the ground and the tops of trees on mount diablo. a real treat for east bay enthusiasts. some seeing and touching something never have before. >> it's beautiful. i love it. looks amazing. here are snow. so it's a great experience. my party for spring day ohio. so excited to snow use from the peak took braving temperatures that dropped into the 30's on thursday with winter weather conditions expected to continue. chp wants people to be safe on the roads. we understand a lot of people, especially for the snow may be may be excited and maybe trying to drive to some of these, you know, higher elevations where the snow is falling on. but our first word of advice is going to be, you know, please, first of all, watch your speed and slowdown.

chp officer andrew barclay says while the white fluffy stuff may be beautiful and fun. >> when it melts, it creates slick road conditions. if you know that that the temperatures are lower or or freezing. the extra you know, cautious of of icy conditions out there. chp is not planning on doing anything different when it comes to their response to the winter weather. but they will be monitoring it. mount diablo visitors tell us they hope to see more snowfall and i'm loving it something like this. and hayworth, that's for sure. and even this east coast or got in on the fun point, california and days. >> snow was definitely not something that i ever expected to experience here in the bay area. but for people that do want to see snow here at mount diablo state park. >> it's important to keep in mind that the park closes at sunset and again, in terms of safety out there on the roads, chp says even as the rain starts to move in, you mix

that with the cold temperatures, the road conditions can get very slick reporting at mount diablo, dan thorn kron. 4 news. >> thank you, dan. dan, managing to have a little fun there. the chp has shut down highway 29 in far northern napa county. this after reports of a string of spinouts you're looking at snowfall been pretty heavy. the closure is stretching from tubs lane near calistoga to bradford road in lake county. no word yet on when the road will reopen. conditions. and we've been telling you this pretty tough heading to the sierra. you're looking live at highway 89 near truckee. plenty of snow. and coming up at 10 30, we'll get a live look at placer county and what drivers there are facing. and you can join us online as we track the storm, including the road closures and power ouiages and your area. you can do that by scanning the qr code there on your screen. more weather coverage later. >> there is other news former

oakland police chief leronne armstrong is now filing an appeal to dispute his firing by mayor sheng town. that's according to his representative. armstrong's attorneys sent a letter to the city initiating the appeal process. that means the city will direct a hearing officer to review armstrong's case along with the evidence and then make a recommendation to the city about whether or not to uphold his firing if the city rejects his appeal, armstrong can go to court and file a lawsuit against the city. the city has up to 6 months to respond to his letter. bart officials say they want riders to feel safe after a surveys shows writers say that safety is their biggest concern to change that. our police say they are more than doubling the number of officers patrolling trains and stations, but it won't be easy far. police have had a hard time with recruitment and retention and the past 2 years the department lost almost as many officers as they did over the previous 8 years. in the

north bay. sonoma county is experiencing freezing temperatures like much of the bay area. that's often when the need for shelter for the unhoused becomes more dire. a shelter in petaluma is called caught. they're providing tiny homes to get people into permanent housing. >> kron 4 sarah stinson tells us about the work they're doing. >> on a rainy and freezing night cots, mary isaac center tries to make extra room for people in need of a warm shelter when it rains that it's problematic. so we do have the ability close half of our dining room off and anywhere from 3 to a dozen people. >> you know, it's helpful, but it's it's not enough because he's always running and max capacity providing shelter to more than 150 unhoused people at any given time. there are 25 tiny homes on the property called the people's village. the shelter also provides 70,000 hot meals a year caught has an annual budget of

8 million dollars. >> the money comes from the city, sonoma county, foundations and donors. the people who stay here have often been on house for many years and outside in tents. 8 to 20 years, living outside they seek was stony manages the people's village. she says the key to getting people off the streets is providing resources. we do case management. we have social supports. we have social ports person. we have an art teacher. a legal aid is here. job link is here. all things that will these folks be successful. the tiny homes open last march course, tony says they have learned it takes time to get people back on their feet. they need more than 6 months. they need a long amount of time to just sometimes learn how to shower, learn how to clean their rooms, causes a low barrier shelter, meaning people don't have to be sober to live there. but there are addiction services and the people getting sober and decreasing in take are the ones getting.

house cots also has recuperated care unit. we have 6 beds available to people that are when they're coming out of the hospital being discharged home. but they don't have a home to go to. the unit is often full. so the program is expanding to 20 beds this year than in brushing >> i mean, right, math and street helping people like buck smith, who's diagnosed with pancreatic cancer. >> it's overwhelming appointment organize you know, medicines that could come up for me, giving rides to and from the doctors. and they're very, very important. >> it's the feeling of being supported and cared for. that makes a difference between someone wanting to get off the streets permanently, which will be smith soon. grateful we are. i'm glad you could be here. >> and i want rage in this town and i'm proud of this place and we're here to recognize them as human beings, give them dignity and leave them to housing. >> i'm sara stinson reporting in petaluma kron. 4 news. >> another big story we are following tonight. it has now been a month since a gunman

killed 7 people in half moon bay. the community is still healing and trying to prevent something like this from happening again. >> and the crowd for stephanie lin joins us now from the i d e s hall and half moon bay. that's where survivors gathered after that shooting one month ago. stephanie. >> yeah, that's right. catherine can we are live here in the facility where like, as you said, families were asked to gather here to reunite with each other. shortly after that tragic shooting that. one month ago. tonight, we're learning that the community is continuing to heal. >> people killed one in critical condition. >> january 23rd 02:22pm. the quiet seaside community of half moon bay is changed forever. san mateo county deputies are called to california terra garden, a mushroom farm off highway 92 in the quiet coastal town.

deputies finding 4 people shot to death and another gravely wounded minutes later, deputies find 3 more victims at concord farms just 5 miles away after a 2 hour authorities find the suspected shooter in the parking lot of the sheriff's substation. 66 year-old should lead zao is taken into custody. dow had worked at both of the farms. >> police say he used a legally obtain handgun to target specific people in the deadliest shooting ever recorded in san mateo county. see on the news a lot. >> but when it hits home working in this community what a tragedy to see these innocent people. >> we lose their lives. the community continues to mourn those lives lost 50 year-old marciano, martinez jimenez, a supervisor at concord farms. 38 year-old jose romero. perez, a father of 4, his

brother, pedro gravely wounded in the shooting. 43 year-old yet how being who leaves behind a wife and 2 children? 73 send and 74 year-old ice jams on a married couple whose daughter lives in san francisco. and 66 year-old seeds own tongue. and 64 year-old james lieu of half moon bay. prosecutors charged with 7 counts of murder and one count of attempted murder on february 16th. he pled not guilty to the charges. as for a motive, the san mateo county district attorney says dow got angry over $100 repair bill claiming his boss accused him of damaging equipment over the past month. the living conditions of farm workers in the area has come into focus. see where these folks are the conditions are. shipping containers living in shipping containers. city officials

telling kron 4 news, california terra garden did not have permits for onsite worker housing. despite that the shooting suspect lived and worked there for 7 years. former house e it's conditigns which absolutely >> deplorable. this is going been going on for decades across our state, many farm workers continue to live in the shadows, surviving on meager wages with limited options for housing. a seven-year-old report outlines overcrowding across saline, us row valleys. >> it describes a critical shortage of over 45,000 units of form worker housing shouldn't have to violent incidents like this or >> people to see living and working conditions that farm workers to offer indoor last week. the county stepped in to help survivors pledging 3 quarters of a million dollars to help house farm worker families directly impacted by the shooting. california terra garden pledging to build permanent housing for employees by next year.

>> but according to the city's mayor, the farm has yet to share details on what that exactly means and have not responded to inspector outreach. as for the people left behind the future remains unclear. not able to they can't go back to the farms right now. and so what we're really looking for is financial support. >> and joining us live now to talk more about all of this is belinda hernandez arriaga the founder of all u.s.. a community advocacy work, a group that works closely with farmworkers of belinda. thank you so much for making some time for us this evening. thank you so much for having us and being here with us tonight. you know, founded all u.s. 10 years ago. so you're quite intimate with the former community. tell us a bit about how they're doing today. one month after that tragic shooting. well, honestly, it feels like last night, you know, i think it's still very there's so many emotions and people are still in a state of

shock. i we're grappling with what happened in our small pumpkin christmas tree community and for the farm workers himself. i think they're really settling in to. i'm trying to process everything that they've been through. and speaking of processing, you actually specialize in mental health. teach at the university of san francisco. tell us a bit about how mental health plays into all of this. well, you know, for a long time before this incident, we've really been understanding the lack of mental health resources for farm workers just as a whole nationally farm workers often don't access to mental health. but when talk to them about what they really struggling with so many different anxiety, depression, stress, you know, the loss of being connected to family. so what has happened has really added

to a myriad of already stressors that they were experiencing. and of course, trauma and the fear that they're now living with. what sort of resources are available, that they can connect with and that you are working to connect them with. yeah. we're really grateful to san mateo county. all us tampered. people have really stepped on me. >> to say we're all here together, working to provide free mental health services. >> eclipse a poor working in a multiple languages. individual counseling crisis response. >> so as a whole as a collective, we've really come together as a mental health. >> community to say we are here and it's going to take some time to excavate and see really, you know what everyone needs because individually, definitely need different different strategies, different modalities of counseling and support on even brought in a spiritual

counseling team so that way they can have that at its faith-based thing, too, because everyone. >> on the family to what they need in new working conditions. obvious can exacerbate one's mental health. >> so do you feel like the county the state has done enough to really support these foreign workers? because really? many foreign workers have been living in poor conditions for decades. well, actually, that is the story here that this is not just a local conversation, that this is a national conversation. the has been happening for so long and we need urgent reform. we need immigration reform for farmworkers. >> we need reform for medical care so that everyone has access to medical. we need free mental health services for farmworkers, better pay and of course, better living conditions. so i hope that this continues to we've has an urgent need, not just a

response to to this crisis. what can people do today? obviously they can donate. there's the coastside victims fund is there something we should be asking of our policy makers at this point? well, i think what's really important is that people can weaken too right to our lawmakers, asked for the changes that they believe should happen. i do think i love our policymakers are listening. i am hearing really positive conversations about what they want to do differently and how much they care. but i do think as a collective i so imperative to make that push, as i said, not just locally, but across the state of california and beyond. we need to demand that our farmworkers who feed us, who care for us have the best that they can in terms of housing and play equitable wages, everything that you know, that they deserve. all

pull backs all the way up to truckee along corridor. very frustrating for it. a lot of drivers that are still stuck here facts right now. some of them have been here waiting since 1 o'clock this afternoon. and now these couch and officials are saying it. i-80 eastbound, maybe throughout the night. >> few people can make a positive situation out of being stuck on. i-80 like this group here. i mean, i think we're just contemplating whether or not we're going to stay out here headed back now. but if you want to get a little play time in snow just before we go back. they were one of hundreds of cars turned around thursday near colfax after caltrans decided to shut down travel because of spinouts and snowy road conditions california highway patrol auburn calling the snow at lower elevations a little bit of a surprise. the warning drivers to be extra safe and preparing for the expected weather ahead. if you're not familiar with driving in the

snow, you definitely want >> are pending different day to travel. if you can do that. >> for some drivers who thought getting on the road on thursday would help their chances of making their weekend plans a success. the caltrans road closure at colfax. put a stop to that real quick this weekend is the stifle world cup ski racing on saturday sunday. so i had a place up there for. >> checking in tonight in getting out sunday and the, you know, just trying to get up there right now. >> yeah. now you feeling about, you know, not being able to get up. not good. really. you know, we've got tickets for the racing and tickets for for the hotel. >> i want to eat all that. i just want to get up there. and as it got darker getting up there, seeming like less and less of a possibility. >> with caltrans officials telling us off camera i-80 would be closed indefinitely through the night. and chp officials reminding drivers trying to brave the conditions when roads open back up. >> to be smart. >> we definitely want to make sure everyone safe, get to

their destination in a safe manner. and just so like i said before, is to allow yourself enough time. slow down. >> and back out here live in the last 30 minutes or so. caltrans tweeted, it's clouds are actively working i-80 corridor like i twitter that shows 14 between baxter and trucks, visibility those very low. there's a lot of snow to clear. very frustrating again. for drivers stuck here in full facts. you've got dozens of people still waiting in line. the lights on there in the cars just. hanging on to hope. well, hope not for? >> got a buddy who stuck in truckee right now with his wife and daughters. and you might have spent the night up there today and less. it reopens anywhere from caltrans on the westbound direction of the freeway. opening from truckee down to the central valley.

>> well, case, the same thing westbound of being pulled from this caltrans official right here behind me saying it's indefinite. that is going to mean throughout the night unless your buddy is a local, it's got a place here and he's got a roof that rests on his id war. he some sort emergency driving emergency vehicle. that's pretty much all the lead through the locals in the emergency vehicles, if not looks like he might be staying another night. trump. yeah. >> sure does. all right. will pass that information on well, you probably knows he probably doesn't know. now to the 4 zone which is at the heart of all of this. >> yeah. and lawrence were talking about obviously the snow here in the rain and we heard thunder down here in the studio. that was kind of i mean, there's so much going on weather right now. we've been talking about all that snow, the high country, the thunderstorms and the rain and well, here we go this year that they're getting pounded by heavy snow. in fact, here's a live look at castle peak right now that shut down a t

and 50 now due to heavy snow. visibilities down to next to nothing. you can see just almost a ghost town out there right now, as we've got nobody going up and down across the sierra nevada for the most part, the snow is breaking up just a little bit, but not for long. we're going to see that really intensify overnight tonight. in fact, winter storm warnings are up continued until saturday and even some blizzard warnings now issues south as you make your way in toward 70 and the southern part of the sierra nevada could see maybe a 6, maybe 7 feet of snow across that area. delays at the airports. yeah. we've got delays at sfo, winds of 83 minutes as those winds continue to whip along the coastline. and they're not the only place we've seen some gusty winds return to the bay area. we've had that damage the trees coming down. the power outages around the bay or near we go again. maybe not as gusty as was on tuesday, but still looking at some gusts, possibly 40 to 45 miles an hour. and if you get caught underneath the thunderstorm, well, you could have very strong downdraft and some very heavy rainfall, too. we are

seeing that rain at the golden gate bridge, a driving rain out there right now and here it is. this a pretty impressive look at storm system. look at the swirl here. this is the core of the low that is beginning to move down the coastline. here's your front just entering the bay area. see all that cold air on the backside of that. and that's going to be moving in the bay area overnight tonight. so we'll see is a very unusually low snow levels overnight tonight and seeing that already numerous lightning strikes along this frontal boundary right now even into san francisco. we've heard that rumble of thunder right here in the studio and more that all the way along the peninsula. we've got another system that is just off the coastline of half moon bay. so, yeah, as we head through the night tonight, the rain is going to taper off just a bit. but then we get in that cold air. we start talking about the snow. we're seeing some of that over the santa cruz mountains right now. we've seen a lot of it toward mount hamilton and in the north bay move, talking about 29 and this is why you look at that. you got all that snow along. 29. they've shut that down right now and also other you get just to the east of the winds. are you get near

healdsburg about that near guerneville? yeah. even got some snow down in cloverdale right there along one on one. so something to watch out for tonight is that we're going to see all that heavy snow piling up across the mountain peaks. that's going to be interesting. what's really fascinating, though, is that we could see snow levels. yeah, maybe dropping at least some snowflakes down below 500 feet. if you're lucky, you're standing outside tonight, you may see some snow in your neighborhood. guys, back to you. >> people killed one in critical condition. they suspect is now in custody. suspected shooter was arrested in this parking lot. heartbreaking is of course, the sentiment from everyone. but i have talked to family members and friends of the victims are going to need help. so many unanswered questions. but this is just the beginning of a very long. >> process. >> and tonight at 10, 30, it has been one month since the city of half moon bay was changed forever. and the mass shooting that took the lives of 7 people. the city's mayor is hoping that some of those

changes might be for the better such as improvements to farm worker housing and their quality of life. kron 4 stephanie lynn sat down with the mayor this week. she joins us now live from half moon bay with more. stephanie. >> yeah, can catherite. that's right. the mayor invited us into her home for an intimate sit down one-on-one conversation. we covered a number of topics and also confirmed with her that at least one of the 2 farms involved in all of this was operating illegally. >> what's been the most challenging part of navigating all of this. >> i think trying to understand how we can help. take a situation. that's pretty awful. do something for the folks that suffered take advantage of. the love and the humanity that here. >> mayor deborah penrose took

office in december 2 months later, the unspeakable happened. so it first to a shop. now it's it's it's grief. >> it's pain. >> trying not to be so absorbed in the pain that you can't be useful. and we've got to take a very, very serious look. >> at the offenses that have been committed. >> by. >> our farm owners. >> she says california terra garden the farm where the accused gunman lives was operating without a permit so you're saying that they were operating illegally were operating illegally and and. >> and in disgraceful conditions. he described what you saw. >> holes in the roof where rain comes >> holes in though, and the walls were rats could get in. no, no bathrooms of port-a-potties, but i'm not even the kitchen sink. it was
