a look at that tree that's causing this mess. it's one of many that have toppled over during the recent strong winds, especially in san mateo county, menlo park city leaders saying today that nearly one in every 3 people in their county has been affected by an outage pg e was asked why they are choosing to do repairs. now with so many people still out on the roads. >> so we prefer we prefer to do this kind of work. so the chp and caltrans in the middle of the night. given that the customers have already been out of power for almost 2 days, we felt it was important that we work with chp and caltrans to say hate. we think this is starting to become more and more important. let's do it right away and not wait till the middle of the night tonight. >> here's a look at current traffic conditions. ii area in blue indicates where the lanes have been shot. and as you can see, traffic is slow to a crawl. drivers are encouraged to take a different route. pg expects the work to be finished by 6 o'clock. tonight. let's take a look at
3:02 pm
what we're dealing with outside. here is a live look at the san francisco skyline at kron. 4 meteorologist kyla grogan is here with the details. kyla. what exactly is happening out there? what can people expect tonight get a little ominous out there looking in that live picture? well, we've got some of this precipitation starting to move in. that will increase as we go throughout the night tonight. and as you can see, some of it hitting those cold pockets of air of the right getting up to for the most part are just kind of being further to the north. and you can see up in the north bay. >> you know, up more around clear lake in cloverdale. that's what they're seeing. perhaps a few of the snowflakes flying. but just some showers kind of rolling across the rest of the bay. my take you down to the santa cruz mountains, also where we've got some of that snow this morning. and of course, mount hamilton over here, which is where the elevation, as you can see, any of that precept that's making it all the way up. the mountain is definitely turning into snow at this hour or so as we go throughout our afternoon and evening, we're going to see more of this, in fact, is not just here in the bay area, but you can see also in southern california as well, some of their mountains getting snow, too. so that's why you see all

these watches and warnings all across the state, including some blizzard warnings, one in southern california that goes up on friday for the la and ventura county mountains. so pretty wild weather that we're having here in the bay. it's all about the winter storm warnings. those kick in at 4 o'clock today and go through tomorrow and we get into our our coldest part of the overnight is what i think. we'll see some of those snowflakes fly likely not making it down to the service in spots like the golden gate bridge. but certainly we could see it across the way there mount tam and some of the other peaks. as you notice, there's a little bit of wind out there, too. and the wind is going to pick up as we get into the afternoon right now, send about 18 miles per hour in nevada about 21 in concord. but as we take a look here, you can see that we have another a wind advisory kicking in this afternoon going into the overnight tonight, expecting that wind to get between 20 and 30 miles per hour and gusting, you know, up to about 35 45 miles per hour. so obviously, that's another concern for the power outages that we're still dealing with. the many spots show you future wind, how this works out take you into this
3:04 pm
evening. that's about 7.45, you see that wind kind of picking up again. it's not as bad as it was say a 2 days ago, right? we had the power outages start, but this is 11 o'clock at night. a notice of the coast about 32 miles per hour there. half moon bay. the good news is we get into tomorrow morning things get better and they do start to ramp down a bit. but at the moment, it's a little bit of the calm before the biggest push of the storm that's going to roll through as wl get later into our evening and into tomorrow. be back in just a bit. we're going to track that for you and i'll show you how much rain we can expect from this as well. back to you. thank you so much. kyla and a pretty unusual sight with palm trees dusted with snow along highway 17. >> drivers who are curious, stop to take a look around conference. charles clifford takes us there. >> right now, i'm standing the summit here along highway the snow has melted off here by noon on thursday, but there was a lot of snow here earlier this morning and also a lot of people coming up to check it out overnight. snowfall turn the higher elevations along highway 17 into a winter

wonderland. we snow on the news this morning. melissa brown lives in santa cruz. she brought her son hunter up to the summit to check it out. my son has never seen the snow before. so we decided to come up here give him. >> a little exposure to it. we snow. it's pretty cool by late morning. most of the snow had melted away. but melissa says the trip was worth. we have found them on the carson. we've got to drive through some coming up here, which was pretty cool. so, you know, we'll take what we can now. the snow we saw up here on thursday morning could be just a preview of what's to come. the national weather service has issued a winter storm warning. >> for this area, we're expecting more moisture, more snow later on thursday evening into friday morning. that could also cause a lot of problems for the commute along highway 17 on friday morning. but for now in the santa cruz mountains, charles clifford kron, 4 news. >> it also is looking like a winter wonderland at the uc berkeley sierra snow lab. they shared this video today and the lab has recorded 16 and a half inches of snow in just the last 24 hours. they're
3:06 pm
expecting another 3 to 4 feet of snow by saturday morning. take a look at this new video from mount hamilton of the snowfall from around midnight at the lick observatory. the photographer captured this saying that the snow is coming down pretty steadily between 10, 30 last night at midnight. and that made for some slippery roadways. the road also littered with branches and lots of debris most likely from tuesday's wind. there's a warning from the california highway patrol because they're saying drivers should take it slow these next few days as snow in the sierra has already caused several car crashes on i-80, one driver was said to have been going too fast so fast that they lost control over turn their car on the side of the road. so crashes like these are serving as a reminder of just how dangerous the road surface can be. when temperatures drop well below freezing, which >> in essence makes it out. ice skating rink. and so breaking does it is an effective anymore. vehicle

causes a chain reaction just because we're going slow doesn't mean overtake us. >> just take it. slow up the mountain down the mountain, especially because i knew my crash and then we can stop us. facts. >> chp warns that even with tire chains that is still not safe enough to drive. so they're asking people to stay off the mountain until the storm clouds clear. let's take a look at pg e outage map at this time. the peninsula still seeing wind related power outages around the palo alto area and the orange represents anywhere between 500 to 5,000 customers affected by those outages in areas like redwood city, the power was still out today pg e crews are working to restore it. but there's still no exact time frame as to when it will come back on electricity provider expects even more damage to power lines and one hardware store owner that we actually caught up with said the people been coming in for the last few days to get a few things to keep themselves warm and the lights on at home. yeah. this is the second full day. yeah. it's been 3 days batteries, no

accurate information about the safety of their air, water and soil. the visit comes nearly 3 weeks after a norfolk southern train full of toxic chemicals derailed. and on the same day as the ntsb released its initial findings. but i can tell you this much. this was 100% preventable. investigators found the train was traveling under the speed limit and that the crew received 3 warnings about an overheated part. but the first 2 didn't require them to stop by the time they got the 3rd critical alarm. it was too late. we will not wait for that process to run its course to continue doing everything we can to raise the bar on rail safety. >> and hold people accountable. secretary buttigieg questions whether rail safety standards are too low. and if norfolk southern should have done more to self-regulate. >> but during a visit on wednesday, former president donald trump said that the current administration isn't doing enough.

>> welcome back. if you haven't heard highway 101 has been shut down in both directions and the menlo park area. well pg crews worked to remove a tree that fell onto power lines. we are taking a live look at the traffic conditions at this hour. the blue indicates where the lane closures are happening. so menlo park police are advising people to avoid northbound 101, from willow road to marsh road and southbound 101, from marsh road to willow road because of this closure pg and e crews are out there there trying to get out of the way by at least 6 o'clock tonight. and we do plan to talk with their representatives about this later on in the newscast.
3:15 pm
let's talk about the weather now. it might have something to do with that, but it certainly hasn't brought down some trees and there were strong gusts of wind. we have meteorologist kyla grogan here to let us is the wind going to let up? yeah, no, it's going to actually increase as we get into the evening, unfortunately. so i think some of those trees, some of those issues that we're going unfortunately just get a little bit worse for the get better tomorrow will see the winds start to calm down. >> take your eye to the top of the screen there. you can see that counter clockwise circulation. that is our low pressure system that is. >> dragging all of this cold air and moisture in and that is what is giving us all of the kind of unsettled weather and the chance of snow that we saw a little bit of today. and as we kind of take a look here to southern california were not the only ones. check it out. la county and ventura county mountains are getting some snow as well. in fact, they're a blizzard warning tomorrow through saturday because of that very active as well. the central coast, as you can see and as we zoom in, we're starting to get a little more rain rolling in now at this hour. some of that moisture is going to ramp up as we get into the evening.
3:16 pm
so, you know, you can see a little bit of it there. half moon bay. and certainly if you look at mount hamilton, starting to see some of that turning into snow yet again, few light showers also rolling across san francisco and into the east bay and then the north bay, a little bit of rain. but then if you get up into spots like clear lake, they are definitely seeing some of those flakes flying one more time, right? we're going to do it again tonight. and then we go over the lake tahoe where it is heavy snow that's coming down. this is not where you want to be not on the roads there. that's for sure. they do have their winter storm warnings up in their advisories that go through saturday afternoon. and by the way, also through the weekend, this is an avalanche watch that they have because of all the heavy snow that's coming down. a second system set to come their way as we get into sunday and monday and tuesday. so this is just this first system that's rolling and you can see they'll be measuring that snow in feet. meanwhile, in the bay area, the clouds are moving in. the temperatures have been cool. today we're sitting in the 40's and low 50's across the bay. and it's all about to get going as we get into tonight. so we tracked this for you and show you how it plays out there. 6.15, it's going to be a really sloppy
3:17 pm
rush hour. unfortunately, active showers as we get across our evening into tomorrow morning overnight. that's what all that cold air is going to be settling in. so that's where we could see some of those snowflakes fly up in elevation with the snow levels kind of coming down to about 1500 feet. and we don't really clear out from the system until we get into the early part of saturday. just a quick look at your extended forecast shows you that we have another system coming our way starting sunday doesn't look as dramatic as this one, but we'll be adding more to those rain totals. back to you. thanks. kylen. >> and now to some upsetting news out of florida where we're learning about a deadly shooting of a tv news reporter who was tragically gunned down well covering homicide spectrum. 13 news in orlando identified the victim as 24 year-old dylan lyons. he was reporting on the fatal shooting of a woman when police say the gunman returned to the scene and opened fire on the news crew photographer jesse walden was also shot and he remains in critical condition after that. the killing spree continued when

back. we are tracking the wild weather here in the bay area. we've experienced these last few days, seen lots of damage out there. but thankfully beautiful sight here at the golden gate bridge. at least we have kyla grogan standing by and let us know what you can expect the rest of the night. yeah, you can see those clouds, though, right there. kind of big clouds look like they're ready for some action. and that's what we're going to see as we head into the evening. unfortunately, part of that is the wind currently we're sitting not too badly, right, 70 17 miles per hour at sfo. >> but about 21 in conquer. but as we head throughout the evening, we are going to see this wind pick up a bit. so
3:31 pm
this is future wind and i'm taking you into about 10:30pm, tonight. you can see some of those numbers starting to ramp up. and that continues until we get to tomorrow morning. and then we finally start to calm down. so because of that, we do have a wind advisory is for the coast along the peninsula. it's also for parts of the east bay. as you can see as we get to the inland parts of the east bay and also down into santa clara county. so expecting wind between about 2030 miles per hour. but gusts could go upwards of 35 to even 45 miles per hour. so we also, of course, are looking out for those snow flakes to fly, in some spots that we're not expecting, but definitely at are peaks. and you can see all the areas in red. that's where there's elevation in and around the bay. and that's where we have those winter storm warnings now. it is not just here in northern california. it is statewide. this storm is so massive that it's bringing snow to the sierra. it's also bringing weather down to southern california where they to been watching some of the snow flakes fly. you can see in the ventura county in la county mountains, some of that really dark blue showing up. that's very heavy snow that's
3:32 pm
happening right now. in fact, this area is under a blizzard warning starting friday morning or the early morning hours and going through saturday. we could see 2 to 5 feet. yes, you heard me correctly. feet of snow above about forth as if saying even higher than that possible. once you get into the higher elevations. pretty incredible. meanwhile, back in the day, we're looking out for some rain right now. that is really the big stories we go throughout the night. some of this, of course, turning to snow. if you're ever in mount hamilton, where you see some of that blue on the screen right now, you get up to elevation about 1500 feet and that's what's going to happen. that rain will turn to snow up in the north bay. you know, we're seeing just some sprinkles, but certainly get up to clear lake and ukiah. they're seeing a little bit of snow live. look outside here shows you that, you know, we do have the cloud coverage out there. the temperatures have been cool today. and so we look out for the next big story, which is that we go through the night and perhaps a little bit of snowfall. 48 degrees right now, palo alto. but 47 in oakland's been chilly today. petaluma about 49 degrees. and 48 in santa rosa. so here's what i have to
3:33 pm
say about where the snow will be. if you are above 1500 feet, you're going to see snow that i'm pretty confident. and if you are below that, i think it's a little bit of hit or miss. i think about 1000 feet might have a shot at below that. i think you just likely see rain so accumulation definitely happening at our bay area peaks as we started to see this morning, it will be much more tonight because we're going to see much heavier precip moving in right now as we go throughout the evening. now, the rest of the day, you could see some flurries. definitely possible, but mostly you'll be looking out for rain and that's kind of the way it's going to play out. how much rain are we talking about? pretty significant between about a half an inch and an inch of rain bay area wide. as you can see here. so, you know, i would be looking out for that. get ready for that as we head into our rush hour and then tomorrow we'll talk about where the snow fell at baby. where did and i'm kind of getting on the north bay as being a spot that we could see some snow. we're not expecting it back to we're back to following breaking news out of menlo park where highway 101
3:34 pm
is still shut down in both directions. >> and pg e crews are working to remove a tree that fell onto one of their power lines. this is a live picture of highway 101, near marsh road repairs are being done on a line that crosses highway 101 between march and roads. and joining us now on the phone is tomorrow, sir. kc and from pg and e to mark, can you hear me? >> i can't. thanks for joining us. can you tell us when exactly this happened and how pg and e was notified about the downed lines? >> the line occurred earlier during the storm and we were notified. but what needed to happen first with the tree needed to be removed. once we were given clear and begin emergency repair work on the damaged line. we were able to begin and move forward and we've been cooperating very closely with caltrans and chp to safely conduct the work because the fan of so the crop both directions of highway one, a lot. that's why we're seeing the impact that we are.
3:35 pm
>> and so when did pg e crews get to the scene and what kind of forces it really take to catch tree. >> over one of these power lines and knocked him down like that. >> it's tremendous for a bit. this is a very powerful storm has really damage that we don't typically see on our equipment it's very, very strong it's one of many up like damage throughout the area. and course, let our service area. >> but the in particular was hit hard hit to right now. we have about 80 crew in the this is this is about 80% of our person out in the bay area, but working in the bay area on the storm a lot of focus on the block. >> definitely the area that has the most impact at the time. >> yeah, we've definitely seen that as we've been checking in periodically with the pg e outage map, san mateo county
3:36 pm
getting the brunt of this and what does the cleanup process look like? we're getting some video from the ground of crews up in the air. the are close to the power lines at the top of them working on things. can you describe the cleanup process of the restoration process a bit for us. >> it's the first thing to happen with that tree have to be removed we have to make sure that the closure could happen during the daytime important nation with bhp and with how am it in the process. they're basically during line across the freeway with placing that line making sure that that the equipment is all bait. the more we can reopen the freeway. but that should be happening. >> the the work should be done soon. >> that's exciting news for drivers. in the meantime, any reports of this getting in the way of cars are either on top of cars. >> no, nothing about 4, but we certainly want to address it.
3:37 pm
they plan to quickly as possible and also that we can restore the customers in this area if it impacted the about haven neighborhood of menlo park. and we really want to get those customers train back on that's really a an important role. there's about 8,000 customers were impacted by that and want to make sure that turn got it and any advice, an alternate routes. in the meantime. >> in the meantime, there's at the tours, end. but think those alternate bite i hopefully this is going to be opening up soon. we'll be getting freeway is going to be opened up. and i hope that you continue along. i think normally what? but if they if they can avoid it for the time being but probably a good idea. >> great. well tonight, there will be some more strong winds. we're seeing it in advisory happening in just a few minutes here, actually at around 4 o'clock through tomorrow. so what's pg e doing to really try to get a handle on this ahead of that wind

event. >> yeah, we're we're prepared to respond. you but also no related outages that could trees or limbs that awful with education impact. but we continue to be the main force, a problem that we see either got the usual weather that could education down the road read through the air at that can cause damage to our equipment that we have. a plan in place are working to execute that plan. crews located in the areas that they need to be standing by. we're staging a poll proves and extra equipment that we're ready. should there be more out of kids? we can respond right away. we're working around the clock. 24 7 it's really a all hands on that kind of situation. we really are to our customers to be prepared as well. that means things like having a

this is tomorrow morning. still a messy commute. i see if you're at one of the roads that are up in elevation like a highway. 17, be very, very careful if you can avoid it tomorrow, i certainly would. there's our afternoon. so get this takes its sweet time exit eng 7 to take you now to saturday morning and by saturday afternoon, we're going to wrap it up so it's going to be a little wild. we're going to see quite a bit of rain out of this between about a half an inch and an inch depending on where you are in the bay. but that is beneficial rainfall for us with all that cold air out there tonight where you can see temperatures either at or below freezing, we could get icy conditions with some of that rain as well. so just a word of caution if you're going to be out and about late tonight early tomorrow morning, we are under that freeze warning for good portion of the bay tonight. all the areas in dark purple, basically everything in the interior parts of the bay along the coast and along the bay. that's where we have the frost advisories. that's where we'll see temperatures more. 35 to 36. 37 degrees. so temperatures right now. it hasn't been terribly warm day. we're sitting in the 40's and low 50's across the bay area.
3:47 pm
and, you know, as we go into tonight, again, it's just going to get very chilly all across the state. you can see all of these warnings that are up for tonight. those are our winter storm warnings for all of the areas up in elevation where we could see some of that snow fly again, 1500 feet is about the limit could drop to about 1000 that snow level. but i think below that will likely see rain the entire state is engaged in this winter weather not just here and it's all about this low pressure that's sitting off the coast. so if we take a look at what's happening right now, you can kind of see where some of this rain is making its way. and and again, as we go throughout the night tonight, that is going to increase quick look at your extended forecast. shows you another shot of rain coming our way sunday night. so we get a break saturday and then that's about it. we're back in it with some rain. back to you. >> r kelly has been sentenced to 20 years in prison on federal charges of child. the r and b singer is already serving 30 years for his 2021 sex-trafficking and racketeering conviction in new york last year. he was convicted in chicago for producing child and enticing minors for. however, in a
