judge a book by its cover. it's a nice break cover this morning. but let's just step out there when it is cold even colder than yesterday morning. >> at least as you can see behind us, skies are starting to brighten up now. and with all that sunshine we've got today, temperatures will rise pretty quickly here in a matter of a couple of hours. but just because it's sunrise, we are still really cold. you can see how calm it is and how clear it is. and that's often time what adds up to our year at 29 right now, san jose at 37 oakland at 34 alameda hayward berkeley livermore just to name a few more spots there. dublin in vallejo, you're below freezing at 30 degrees. same for you in nevado and napa. not to mention some 20's in petaluma santa rosa as well as fairfax temperatures out there. so cold, almost all of us are lit up in either frost advisories or freeze warnings and these continue for 2 more hours through 09:00am. so definitely bundle up as you're stepping outside this morning. be ready for that cold feel and even

colder than yesterday. for a lot of us. exactly. hey, if you're traveling out there, a few issues to tell you about 80 westbound at solano avenue in richmond, an accident and a fuel spill. they've been working on trying to clear 80 westbound at cherry glen road. this is up in vacaville, but other highways you can see still fairly green starting to pick up along 101, and highway 4. >> traveling into the city, it's going to take about 24 minutes to make that drive. i don't see any accidents or hazards there this morning. about 17 82 want to want to traveling across towards the peninsula. a richmond center fell bridge. put you at about 15 minutes tolls to 101. and if you're taking the golden gate bridge, 37 to the tolls about 21 minutes. darya. james, back to you. all right. let's get outside and we're talking about the cold and also places where you can go inside to warm up in the south bay. some public libraries are being opened up as warming centers with kron four's will tran with the story live in santa clara morning. well,

>> this warming center is now open. it opened about 3 minutes ago. you could see the lights are on and we actually see some people already showing up. this is a senior center in santa clara, but it is open to the public. you don't have to be a member. we've been here many times. they have books. they have snacks. they have coffee. they have gym equipment and probably most importantly, during this time they have warmth, not just at this location, guys, but other locations across the bay area. let me show you some video. we've been on top of the cold weather coverage for the past day or so. so we went out yesterday to a library also in the south bay. they are ready to roll as well. this cold temperature obviously uncomfortable for some people, particularly the unhoused. it could be downright deadly, which is why many locations are stepping up to get people out of the cold and into the warmth. if you nned to know

to live. san mateo county supervisor david canepa says that while that is a step in the right direction, it's not near enough. >> this is gone for generations. i mean, this former howsie its conditions, which absolutely deplorable. this is going been going on for decades over really going to find concrete solutions that's going to require federal and state investment. >> well, california terra garden says that a total of 8 families live on that property. they expect it will take about a year to finish building the new housing. in the meantime, they're working with city and county agencies to find affordable housing for these families to live in until that new structures built. happening tonight. by the way, there's going to be an interfaith service held at the could a middle school grounds. that service is set to start at 04:00pm and then following that will be a procession to the ids hall on main street for a community dinner.

>> it is 704. and in the east bay, it's been one week now since the mass shooting at a gas station in oakland that killed one person and injured 7. and mario navarro was a man who died. he went there to see a music video that was being filmed at that gas station on january. 23rd on macarthur boulevard and more than 50 people were there when the shooting happened between several different people. mario was rushed to the hospital where he later died. the oakland police thank that the shooting may be gang-related, but we talked mario's father and he disagrees. >> but sunday was not related and games that in his heart. i mean, everyone loves him. whoever did it. i want him to. to be jail because he think he'll just a regular kid. he kills someone that was so beautiful to everybody. >> oakland police have not made any arrests yet in the

investigation, which is ongoing. and the navarro family is going to have a funeral for mario next week in oakland. 705, right now. and a san francisco man had his car broken into in oakland. >> while he was sitting inside, yeah, police are investigating this brazen attempted a break-in even saying they were surprised by that. just how bold these criminals were. kron four's amanda hari has the video. >> security camera video catches the moment. someone breaks into tyson ranch's current oakland while he sits in the driver's seat last thursday, wrench was parked in a parking lot on 98th avenue between airport access road and empire road. he says he was killing time before picking up a friend at the airport and notes to means someone is case in my car. you can see in the video that someone gets out of the light colored suv looks inside of his car drives away but then backs up may decide to come back and they crawl under. but

down the the back of the car and reach up just above the license plate. is that button that pops the >> the rear door. the video shows a person grabbing something out of the trunk. >> jumping back into the suv and driving away very quickly. french says he heard the trunk open but assumed that he'd accidentally opened it himself. but here the the >> gore go up. so i my seatbelt get out. and i mean, there's nobody around. and so i thought that's weird. and then i realized, oh, my god, my my bag is gone. he says inside the bag, he had his laptop medication, clothing and even his passport bit and that takes a lot to fix i'm a big guy. it doesn't end there. on monday. he was back at the location for a meeting. he was targeted again. they came back and smashed my back window to try to steal something. and thankfully there was nothing in the car this time because i got smart. it happened around noon during the lunch trucks.

so these people have absolutely no fear. he filed a report with the oakland police department and show them the video of the first incident. the police officers that all looked at it. >> were their jobs were dropped? and they you know, they're like we see a lot. we have never seen somebody breaking into a car while the person was in the car. >> i was amanda hari reporting and read says they talk some business owners in that area. and one said that on some days in one day, they will see 8 to 10 car break-ins and he wanted to make this public just so that you would know to be extra vigilant even when you're in your own car. >> also new this morning, more layoffs now happening in the bay area. this time it's impacting the food industry and the redwood city based company impossible foods is going to be laying off some employees conference. michael thomas is live at the headquarters with the latest. and we're just wondering how many and which company is >> yeah, good morning, it's impossible foods and we're talking more than 100 layoffs

here, you know, and we really saw this earlier this month. but that was more so in the tech industry. this is the first time that we're seeing it really in the food industry. but take a look. this is some video of their headquarters that i'm standing outside of this morning. now, the company is famously known for its plant-based meat with headquarters here in redwood city and a manufacturing site over in oakland. now bloomberg is reporting the company is cutting 20% of its employees saying that it has a current head count of about 700, which would mean around 100 plus people could be losing their jobs and we're going get some details up on the screen right now. as you can see these numbers now, this comes after reports of the company having positive sales numbers last year back in september. but in october, the company actually did do its first layoff, laying off about 6% of employees. currently, it's unknown which departments are going to be receiving these layoffs and of any separation packages are going to be offered, you know, and company really has known when it comes to retail chains because they

have some of their impossible burgers, you know, in the grocery stores, they've teamed up with burger king before those type of but bloomberg also says that their competitor beyond meat, which is, you know, similar plant-based. they also did just a couple months ago. and that was really because sales were kind of down. so i did reach out here to impossible foods to see if they were able to give a comment about this. but i haven't received anything back as of right now. so we'll continue to keep you updated as we get more information. but i'll send it back to you guys live this morning in the studio. ok? thank you very much, michael. 7.10, is the time right now in for your money. california's stamp program called calfresh is decreasing benefits. >> starting in april, a federal lawmakers voted to end covid emergency funding for a similar food programs. not just here across 32 states starting in march and this is inflation is soaring and some low income families are struggling to have steady jobs. food banks across the state and here in the bay area are expecting an influx of people who need help. and if

about 30 minutes. daria. james, back to you. thanks. a lot of 7.31. in the recent mass shootings in the bay area around the country have led to a new push for gun reform legislation. and while getting anything passed at the federal l el has been unsucce so far, new laws are more likely to pass here in california, especially since we have a democratically controlled legislature. east bay state senator nancy skinner coauthored one such bill modeled after the one passed. >> in the city of san jose last year that law requires gun owners to get liability insurance. >> for the negligent or accidental use of their guns. skinner says well, may not prevent massacres like happened in half moon bay. it will afford recourse for gun violence. victims who suffer physical, mental or economic harm. >> that way each of us, if we're ever harmed by such a gun, we can recover some costs. it creates he can on the car. there is you could lupus a brit winner from the family. you could have someone

boy were all extricated from that car and rushed to the hospital. san mateo district attorney steve wagstaffe says the evidence at this point is substantial. they say they know pretty much what happened except for the motive. why? >> on the tom lantos tunnel? >> there is a there are cameras on that. and so we have video showing the movement of the car as it went after it left. the tunnel went up the hill went turn off of the road and then turned to go down the cliff. why now? why this day? i mean, we know the motive was that he didn't want any of them to live any longer in our is what we charge. but what led to this, what has caused us? what was the trigger? >> oprah tells wife is still in the hospital. sources tell us that the children are now out of the hospital and are being cared for by relatives. patel is going to be back in court on thursday, february 9th. >> in the south bay, investigators in santa clara county arrested a man accused of threatening to shoot at a sheriff's deputy it's a 41

year-old emmanuel ramos who they say pointed a loaded semiautomatic gun at the deputy and said it was going to shoot him. and this was a during a traffic stop this morning, the deputy was in the area of rutland and part more avenues in san jose conducting this traffic stop. and that's when it happened. there was a struggle over the gun ramos then got back into his car and sped away. investigators later arrested him at the pru yard shopping center in campbell. the deputy was treated for minor injuries and ramos now faces multiple charges, including attempted murder of a police officer. in the east bay, a former worker at the assisted living facility atria walnut creek faced a judge yesterday. 54 year-old leticia starling faces one count of elder abuse in connection with the death of constantine. canoun that 94 year-old a tree resident died in august after he was served liquid that turned out to have cleaning solution in it. the district attorney says that starling was the one who placed the resident harm's way. the judge

granted a request to push the arraignment back a week to give starling time to hire a private attorney. meantime, the attorney for the victim says that starling is actually not to blame and the finger should be pointed at atria and the parent company. >> they're the ones who make the profit. they pay their workers very little. and they're the ones with the procedures. they're the ones who are not locking up the materials as obviously this happened in 2 different places. and this is a systemic problem. >> besides what happened walnut creek to other residents at atria's san mateo facility died after they drank a cleaning product in a statement to kron 4 a tree assisted living says, quote, we are aware of the criminal complaint against our former employee and we'll continue to work with the authorities. this incident has been a tragedy. our deepest sympathies remain with the residents. family and all the other families and staff affected. >> meanwhile, accusations of
