very cold one beautiful view out there. and what is such a cold but clear, start. let's take a look at where temperatures are at half moon bay, san mateo in the 30's, redwood city. you're not the only spot dropping into the upper 20's right now. morgan hill doubling in concord, hanging out just above freezing while petaluma and santa rosa at 29 degrees. fairfax at 26. these numbers even colder than yesterday. so we are off to a very frigid start to this morning. should be no surprise with so many areas below freezing. we're at least getting close to freezing that we do have freeze warnings and frost advisories. the warnings in the deeper blue, the advisories and that lighter blue. these will extend through 09:00am this morning. and as you've already seen, some of our coldest temperatures dropping down into the upper 20's. so a very, very cold start to this day. definitely bundle up as you're getting outside. that will make you feel a whole lot better than if you're not prepared for it, especially if you'll be out there for more than just a couple minutes now. it does stay clear all

day long. temperatures very similar to yesterday. so we've got a cold start yet again. a similar cool, but sunshiny field this afternoon. i'm going to be talking a return of a chance of rainfall later on in this forecast. all still to come right now. all right, john, thank you for that. let's get a look at your bridges heading into the city right now. it's going to take you. >> 7 minutes may so that fremont street exit. well, the richmond, sandra fell bridge tolls to want a lot about 8 minutes as you're traveling there. let's go ahead and get a look at what's going on via the san mateo bridge. it's going to be 13 minutes a 80 to 101, and the golden gate bridge. 37 to the tolls. 20 minutes on this tuesday morning. and because of those cold temperatures, some public libraries in the south bay are going to start serving as warming centers as well. kron four's justin campbell has those details for us. hours will be. >> from 10:00am to 09:00pm until thursday friday. the library will be closed. but then again, saturday, 10:00am

to 06:00pm. this is will serve as a warming place. there is water it's a comfortable setting but also in sandals. so they will have to overnight warming locations, open farm 08:00pm until 07:00am. we will get these on kron 4 dot com. if you're looking for a place to stay warm, i just spoke to an an house person and he was telling me that he plans to ride out this chilly weather in his car in a sleeping bag. if you remember about a month ago when we had all of that rainy weather in that cold officials are saying, please do not try to ride out this weather in your car or if you are unhoused. unfortunately, a few people died back then that is what they do not want to have happen again. so >> as this weather approaches to sunnyvale, public libraries open. there are locations in san they're asking that you take advantage of those and we will have a list of all of the warming locations on kron 4 dot com reporting here in

sunnyvale, justin campbell kron. 4 news. >> well, it's been one week since the deadly shooting in half moon bay. 7 people there lost their lives when the suspected gunman opened fire on 8 of his co-workers. now we're learning more about a possible motive. a prosecutor says a dispute over $100 work-related repair bill spurt that violent. they say 66 year-old chunli zhao told investigators he went to his supervisor about the bill saying his co-worker was to blame for a collision between a forklift and the co-worker's bulldozer. they say that's when the supervisor insistent that he pay. and that's when that whole entire rampage began. now, zhao is charged with 7 counts of premeditated murder and one count of attempted murder. investigators say he admitted to the killings in a jailhouse interview on thursday, but he did not enter a plea at his arraignment. now he's being held in jail without bail. well, during that investigation into the

shooting, concerns have been raised over the living conditions of the farm workers along the coast after 4 workers were killed at california terra garden. it was discovered that some employees have been living in substandard conditions. well, in a statement on monday, the company says it will construct new permanent structures on a separate area of the property for its employees and their families. san mateo county supervisor david canepa says while that is a step in the right direction, it's just not enough. >> this is gone. >> for generations, i mean, this former howsie its conditions, which absolutely deplorable. this is going been going on for decades over really going to find concrete solutions that's going to require federal and state investment. >> now, california terra garden says a total of 8 families live on their property. they expect it's going to take about a year to finish building the new housing. they are also working with the city and the county

to find affordable housing for the families until that work is completed. and it's also been one week since another mass shooting, the one at the gas station in oakland, mario navarro was killed. 7 other people were injured but still no arrests have been made across 4. sarah stinson said down for a very emotional interview with mario's father. >> every sick too. he's my boy. morrow navarro said his son mario's room while he talked with us. >> he told me in spanish the room is empty and he feels empty away. second tell my boy was sorry. father in there for you because that of 7 people in u.s. they got shot. it was all in one. >> those who knew mario say he heard about a music video shoot happening nearby at a gas station on monday. the 23rd and wanted to check it out. this is video from the citizen app showing the scene after more than 50 people.

we're at the location and a shootout happened among several people on macarthur boulevard. 7 people were injured and after being driven to the hospital by a cousin and a friend. >> mario died that bill is never showed up. they only showed up with no one. was there. that got to trust for my son to the hospital because there was no health. pretty sure that would have saved my boys and my boy the mass shooting happened. just a half mile away from unity, high school where mario graduated from. >> his principal william nee says his heart dropped when he got the citizen app notification. when you find out like who it is and it's comes from the to stick to like a person. it's just devastating. when oakland police gave an update on the mass shooting, they said looking into the possibility of a gang or group connection with this incident. at that point, the navarro family had to pause grieving and start defending their sons character. but my son, it was not related and games not been. i mean, he like music and he like cars. and so he

a harrowing crash. double slide in san mateo county. but now the driver is charged with attempted murder, but prosecutors say he deliberately drove that car all of the cliff trying to kill his wife and 2 children. dharmesh patel made his first court appearance on monday afternoon to face charges. kron four's terisa stasio has the latest on this case. >> dharmesh patel is currently being held here in san mateo county without any bail. prosecutors say that the case against him is substantial except for this. the motive, they say it is unclear why this father would allegedly trying kill off his entire family. >> eyewitness testimony, the people who are driving behind him describe for us very, very good detail about the vehicle's movements. the fact like a brake lights, san mateo district attorney steve wagstaffe revealing the evidence in the case against pasadena physician, father and

husband. >> ash patel now facing 3 counts of attempted murder and domestic violence charges following an investigation into this car crash. a double slide. it was back on january second, when rescue crews found the family's tesla crumpled on the rocks, 2 helicopters retrieve the husband and wife from the vehicle and first responders repelled 300 feet down to save a 7 year-old girl. >> and a 4 year-old boy all rushed to the hospital. wagstaff says the team continues to review the tesla. >> for any possible mechanical failures, but says there is evidence that the crash was intentional. >> on the tom lantos tunnel, there is a there are cameras on that. and so we have video showing the movement of the car as it went after it left. the tunnel went up the hill went turn off of the road and then turned to go down. >> the cliff wagstaff adds

>> well, it's not just the bay area dealing with freezing temps dangerously frigid conditions are expected throughout the tahoe region with temperatures plunging into the single digits and western nevada and as low as -20 and bridge point and bowtie southerly cold front from canada is currently making its way down the west coast and the air mass coupled with fresh snow cover on the ground is producing that bitter chill. a winter weather advisories in effect for the region with total accumulations of snow expected to reach at least one to 3 inches. all right. take a look. a weekend storm bringing a fresh coat of snow to the sierra palisades tahoe receiving 3 inches of snow bringing its total so far to 369 inches or just over 30 feet. this is what the resort look like on monday. halas a

frost advisories, warnings and the deeper blue for the north bay valleys, interior of the east bay in the south bay frost advisories and lighter blue along the bay shore on the peninsula in the upper elevations of the north bay. now the showers and snow for that matter that we saw from the sierra to the bay area couple days ago. still lingering right along the mexican southern california border. we are seeing some heavy snowfall in the mountains of baja, california, to the south of the border here in the bay area, though things are pretty quiet just like they were yesterday. we're looking at another crystal clear day ahead of us. high pressure ridge in place for the time being. this will keep us dry. there's that low that spring showers right along the border. now we are going to be seeing another push of cooler air over the next several days. this is eventually going to result in our next chance of showers arriving thursday night into friday morning between here and there there. nice and quiet. as for today, daytime highs, mostly in the 50's today, very similar to yesterday. we're keeping the sunshine around. we've obviously got the cold morning

emergency funding for food, similar programs across 32 states that starts in march. inflation soaring across the u.s. and some low income families are just struggling to get shedding jobs, food banks across our state. they are expecting an influx of people in need of assistance. today is going to the final day of open enrollment for covered california. so far more than 200,000 californians have signed up for this enrollment period. and you have more than 1.5 million that have renewed their coverage. some were insured for $10 a month or less. you can still enroll today for the health coverage through the affordable care act at covered ca dot com. we have some new developments in the fight against covid-19. the biden administration plans to and both a national emergency and public health emergency on may 11 and they're going to begin treating the virus has an endemic threat. this announcement came in a message to congress about bills that

house republicans are considering this week in those emergency declarations. now, the white house claims it wanted to wait until may because an abrupt end by republicans with reportedly create wide ranging chaos and uncertainty throughout the health care system. but in the meantime, the cdc, the making it easier to find a free covid-19 testing site located near you. the agency launched a covid-19 testing locator website this week. there's no charge for testing at the site and it is intended for those who are experiencing symptoms or maybe you've been exposed to the virus. results are usually going to be provided within. 24 to 48 hours to locate a free testing site, go to testing locator dot cdc dot gov. lawmakers back on capitol hill. many are focused on bringing police reform legislation for it following the death of tyre. nichols and the release of that horrific video. but some are unsure if

it could pass. washington correspondent basil john reports on the renewed push for police reform. good morning, basil. >> rana, good morning. some lawmakers say to honor the life of tyre, nichols, they need to bring change to the country and they say this is the best chance to make it happen. all of us should agree that bad policing has no place anywhere in america with the death of tyre nichols, many democrats like nevada, congressman and congressional black caucus chair. >> steven horsford. so that's time to bring police reform talks back on the table. congress. >> needs to act on his behalf and on behalf of so many other lives that have been lost due to police brutality. president joe biden plans to meet with the congressional black caucus and encourages congress. >> to pass the george floyd justice in policing act, which would combat police misconduct, excessive force and racial bias. the bill

well, tiktok ceo is slated to appear before congress as privacy concerns about the app continue to mount shows. is slated to testify before the house energy and commerce committee on march 23rd lawmakers are going to question him about a range of topics including ab security and data privacy. the effects that it's having on children and the company's relationship with the chinese government. tiktok is owned by chinese company byte dance and they've been banned from the u.s. government devices. several lawmakers, though, have proposed legislation that would ban the app all together in the united states. now the u.s. surgeon general warning parents against letting your children join social media too early because it was too early. surgeon general vivek
