>> from the area's local news station, you're watching the kron. 4 morning news at >> good morning. and happy friday, everyone. thanks for joining us early this morning on the kron. 4 news at 04:00am. i'm john shrable in for reyna harvey who would join us here for the 5 o'clock hour. let's get a quick look at whether it is cold out there this morning. that's the first thing we've got a note about this forecast. skies are clear so that sure is a nice thing. we don't have any chances of rain ahead of us. just some clear skies and cold temps, golden gate bridge looks great. under those clear skies. radar is currently showing you sunshine, sunshine later today. but clear skies

from the coast further inland and across the sierra nevada, also looking at those same clear conditions. now we are going to be looking at winds today that will gust as high as 30 miles per hour for the delta fairly breezy one out that direction that's going make for an extra cool feel for our inland spots. mountain view, redwood city hayward and fremont in the 30's currently conquered at 35 degrees petaluma at 37 winds are actually helping to moderate temperatures a bit in spots like santa rosa, fairfield and vallejo. keeping those areas in the 40's wake-up planner latlr today. daytime highs eventually reach mostly the low 50's but a few mid 50's in there. i'm going to be talking everything you need to know not just for today, but for the weekend as well. all still to come getting a look at our bridges bay bridge. sure does look good. we've got a 7 minute drive from the mesa, fremont street, san mateo 13 minutes for you. looking at the richmond center fell 8 minutes to get you across nobody on it. but you and the golden gate bridge, 20 minutes. your typical commute

time from novato to the toll plaza. our top story this morning, oakland's police chief put on paid administrative leave after report reveals the department mishandled 2 incidents of misconduct. the report says those 2 incidents involved. one officer kron 4 sarah stinson spoke with the civil rights attorney who has been working to reform the oakland police department for over 2 decades. >> i caught up with the bay area's civil rights attorney john burris. and he says he's been working at least since 2000 to stop corruption within the oakland police department. he says he was shocked when he read this released report. jackie jackie. >> but though the crimes and police often commit crimes should be held to a high standard understand than everyone attorney john burris says he was just months away from a judge issuing a final order on a reform case involving the oakland police

department. >> off the grass, perjury, beatings, etcetera, 9 greatest issue has exploded. >> front of us that the city of oakland hired an outside law firm to investigate alleged misconduct of personnel within the police department. its report reveals alleged misconduct surrounding one police sergeant and the overall department's failure to hold that officer accountable. report pretty scathing. >> certainly disappointing for because it contradicts a lot of the work that we've been involved >> the first incident explained is one that took place in march 2021, the law firm says the sergeant was driving in opd chevy tahoe with another officer when he hit a parked car in a garage recovered video shows the officer left the scene of the incident without ever getting out of the car and didn't report the crash to the police department. the documents also say internal affairs conducted an investigation and concluded the sergeant had not violated the department's rule

requiring obedience to laws about a hit and run game, hit a car getting run. >> you've got to and if you count doesn't stop. and, you know, it really raises a question about that person. judgment. and we've committed to the rule of law. >> the law firm also says they found out the sergeant was dating the officer who was a passenger during the crash. and the 2 failed to report the relationship to the department. it later came out that the investigator presented findings and recommendations out a weekly meeting with the chief in december 2021. 8 months after the crash, the report states the officer did receive counseling and training. then one year later in april of 2022, the report says the same officer fired his gun inside a freight elevator at the police administration building in oakland. investigators say he removed evidence of the discharge and then fail to reported for over a week. the independent law firm concluded the department has a lack of commitment to hold its own members accountable for violations of its own rules. this is what burst thinks the

city can do moving forward. take a real close look at what happened, why it happened. >> and what can be done to fix it because at the end of the day, it's not a day that has happened is what happens tomorrow and whether or not we have something in place that will prevent this from happening tomorrow. unfortunately thought we did. but obviously we didn't. >> the mayor's office says that while chief armstrong is on administrative leave, the assistant chief will step in his place for the time being. i'm sarah stinson reporting in the newsroom. back to. >> a lot of reaction. the oakland police officers association responded saying, quote, despite the decision to place chief armstrong on administrative leave, oakland residents can be assured that it's dedicated. police officers will continue to respond to their calls for help. oakland mayor showing tell also released a statement saying in part the decision was not taken lightly, but we believe that it is a critical for the safety of our community that we build trust

and confidence between the department and the public. we must have transparency and accountability to move forward as a safer and stronger. oakland and councilmember rebecca kaplan said the independent monitor's report proves that investigations of police misconduct should be handled independently and by civilians. opd should not be in charge of investigating themselves. council has previously voted for that change. we'll have more on the police force's history at 4.30. another big story we're following. crews are looking for a swimmer missing off the coast of san mateo county. police say 3 people went into the ocean thursday morning at s pull esplanade beach in pacifica. but one did not make it back on shore. kron four's dan thorn talked to rescue crews and has more on the missing man's connection to a local university. >> the u.s. coast guard searching from the air and on the water for a missing swimmer. pacifica police say the man was in the ocean with 2 friends before he was struck

by a large wave and pulled away from the shore thursday morning. on-lookers embracing one another as the search was underway at esplanade beach, got a rogue wave caught him. and that was that. >> when the tides high don't come out here, it's as dangerous beach. locals and emergency crews tell us the 3 swimmers were likely unaware of the dangers of the water and the steepness of the beach. as soon as you get out, just maybe 15, 20 feet drops off and it's like a big washing machine. just tumbles back and forth. so good, knock you off your feet. >> and then you can become disoriented. and that rip gets. >> it's real tough to swim. and kron. 4 has learned the man who was swept away is a student at san francisco state university. the school says the entire sf state community is hoping for a safe recovery. our thoughts are with the student's family, friends and classmates. a neighbor saddened by the tragedy leaving behind flowers. and it just seems like a very sad situation. >> and i just wanted to somehow. do what i can. so

that makes it a family, feel better for a moment. >> well, that missing swimmer has not been identified by authorities. safety crews warn the water in this area can be treacherous and they stressed to never turn your back on the ocean reporting in pacifica, thorn kron. 4 news. >> president biden in california yesterday to see firsthand the damage left by the recent string of storms coming off air force one president joe biden officially arrived in the golden state just before noon at moffett field in mountain view on thursday. from there, the president helicoptered south to santa cruz county touring the coastal town of capitola and meeting with impacted business owners. >> the people in california, i say it again. the country is here for you. and with you. we are not leaving until things are built back and build back better than they were before. >> the president says he wants to build california stronger,

starting with the major disaster declaration that he signed. it permits his administration to provide the highest level of assistance. the federal government may grant including money to pay for debris. cleanup. we spoke to a business owner in capitola who led the president on a tour of some of the damage there. this very personable. >> he truly wanted to hear the story of each one of the restaurant owners here a couple of times, says. we do want to leave until you guys are whole. and he turned to governor newsom says i'm giving him the money and he's going make this happen. >> this was a very quick trip for president biden. he was here for just a few hours, but his administration maintains this visit was vital as california begins to recover. federal dollars will also help on the peninsula. san mateo county officials are calling the need ants kron four's terisa stasio reports that part of the story. >> at double slide, a giant boulder came crashing down blocking southbound lanes on highway one a few miles away. a sinkhole on highway 92

continues to create hardships for residents and businesses. mobile homes flooded open up the san mateo county event center. we had cots and were able to to help people that way. >> hotels we had opened up. there are homes that fortunately wreck that we received the brunt of it. dave canada or supervisor was san mateo county says recently announced federal dollars will certainly help the county and its damaged infrastructure. you know, it's our whole. we've got a lot of damage on the coast in bayside. our whole is those dollars will really a move us forward direction. we're able to repair cannabis as well. fema money will mend a lot. there are still many and funded problems. mistake about it. i year-old time from a residence. small business owners. your insurance may not cover everything or some don't

have insurance. one of the things that you're always hopeful for, hopefully the administration will do this going forward is to see what we can do to help them with federal dollars. he also adds long-term fixes are needed to address chronic flooding. we know flooding is going to happen. we know a climate change is real. so we need to really look at it. how are we going to make it resilient through the right infrastructure to protect us and those those expenses are there early, a costly but well worth it in the long term projects or we're going to protect us. cannabis. as in the meantime, county crews continue to clean up and brace for the next storm. theresa kron, 4 news. coming up on the kron. 4 morning news. we have more on president biden's visit to storm stricken parts of california. >> and what dc lawmakers are calling on states to do to prepare. rescue teams in southern california are working on a search for 2

>> welcome back. 4.14, rescue teams are continuing their search for 2 missing hikers in the san gabriel mountains. one of them is british actor julian sands. shelby nelson reports. >> nearly one week later. the search stretches into its 6th day for 2 hikers still missing in 2 separate incidents.

climbing, hiking and flying in the formidable san gabriel mountains above azusa, search and rescue teams in la county looked for 61 year-old bob gregory of hawthorne after his family reported him missing friday. he left at 03:00am to hike near the crystal lake area. in another search. 65 year-old british actor julian sands also missing since friday. authorities paint his phone into mount baldy, but at a certain point, the additional phone pings that we attempted were because of the cell service up. there is it's nonexistent practically at this point. i believe he's he's stumbled. this doesn't have any power. authorities confirming this is his vehicle that was towed from the maker flats area. he is believed to have hiked into the bowl. the bowl. >> an area that becomes an icy deathtrap in the last month. san bernardino county search and rescue have responded to 14 missions. upland residents jonelle and joey ras. have hiked through mount baldy more

than 50 times, but it wasn't until last month as they hiked to san antonio falls trail with their 2 dogs. they realized just how dangerous it can become. now, the area that we started having trouble with was a very steep area. and there's a large boulder formation. >> right in the walking trail by the time we had gotten there, the disappeared. i slid down the mountain on the ice out 20 to 30 feet. >> at that point, you know, and i were separated. i landed in those bushes and i was able to grasp on to those in order that to stop myself from sliding for couple deliberating before finally making the decision to call for help. we don't know the difference between hiking in mountaineering and there's a really big difference. >> shelby nelson reporting just a reminder. this time of year, especially if you are heading into the outdoors, be ready for those elements. we do have dry weather ahead of us. but that's not to say it's still not really slick and icy, especially in our upper elevations, heading up to lake tahoe the next few days. your travel conditions should be a

whole lot easier. let's get a look at what we've got here in the bay this morning, which really just involve some really cold temperatures so far. let's get a look outside. this is the bay of golden gate bridge right now with very crystal clear conditions that to see that after weeks and weeks of rainfall, we certainly deserved this break. the sierra to the bay. all of it's looking good. this is your optimal ski weekend. if you do want to head to this year, we get the fresh powder, the bluebird skies, just some really great conditions out there. radar showing you as does futurecast that we stay dry throughout the course of the day today. future cast indicates that we stay dry through the upcoming weekend. and we are going to be looking at dry skies out there over the next several days. so that's definitely good. good news as we make our way through this coastal flood advisories. coastal flood advisories in effect through next for the for our low-lying elevations of the bay area

tonight rather this morning, we are looking at freeze warnings in effect for our inland areas. freeze warnings for the inland north bay as well as inland east bay and and that is because of cold temperatures out there 50's for our daytime highs later today and we are looking for 50's through the rest of the forecast 50's all the way through. 50's all the way through. lots of sunshine out there, ok, let's get a look at our bridges. we are looking at the bay bridge right here. 7 minutes to get you across that. not a whole lot of traffic going on here. san mateo bridge, a 13 minute drive across it and the richmond center fell bridge pretty empty right now. golden gate bridge, also nice and empty. for 18. now the music world is remembering legendary singer, songwriter david crosby. now david crosby was a founding member of 2 of the most prolific and influential

bands of the 1960's, the byrds and crosby, stills and nash and for that, he was inducted into the rock and roll hall of fame twice in a statement released. but to variety crosby's wife jan said he died surrounded by family after a long illness. crosby was 81 years old. actor alec baldwin is being charged with involuntary manslaughter and the death of a crew member of a 2021 santa fe movie set. baldwin pointed the gun at holy know hutchens killing her baldwin says he never pulled the trigger, calling hutchins death. a tragic accident. if convicted baldwin could face 5 years in prison. a weapons specialist from the film will also be charged with involuntary manslaughter. prosecutors say if either had done their job, hutchins would be alive today. president joe biden was in california as the state suffers damage from devastating storms which have killed at least 20 people. washington correspondent alexandra limon joins us live with more on that story. good

morning. alexandra. john, good morning. following president biden's visit to california yesterday, vice president kamala harris will also be visiting a different part of the state today. >> as the federal government tries to figure out exactly what aid is needed. >> on thursday, president biden toward coastal california towns that were devastated by recent storms. >> federal government not leaving this responsibility to all fixed biden approved a major disaster declaration for the golden state. >> and the amount of federal assistance was increased this week prior to the visit, california was hit by massive storms that delivered between a foot and 17 inches of rain in some areas and about a foot and a half of snow in the mountains. the president met with business owners and people impacted by the severe weather that badly damaged homes and businesses. the country is here for you. the storms also caused landslides around the state in the areas

that had previously been impacted by drought and wildfires. roads are washing it and already people are dying so weak. >> desperately need the help. more than 500 agents from fema and other agencies are in california to help there with you to provide disaster relief. members of congress like california's judy chu and roe say california and states around the country need to become more resilient to climate change. and the severe weather and causes. we're working very, very hard to bring resources from the federal government to address these issues. but we don't have to tackle climate. >> and governor gavin newsom says that california continues to be on high alert. the federal government says it will also continue to monitor the situation reporting live in washington. alexandra, things. alexander. >> coming up next on the kron, 4 morning news, san francisco seeing more progress for possible safe injection sites. we'll tell you more about the

welcome back for 24. take a look at this video from san jose. firefighters rescued. a woman became trapped in a mudslide along coyote creek.

crews say the woman was living at the homeless encampment on tours road. the woman was taken to the hospital with minor injuries, but thankfully she was able to be freed from that mudslide. san francisco mayor london breed in board supervisor hillary ronen introducing legislation thursday that would allow nonprofits to set up safe injection sites. >> they say it would happen under the supervision of workers trying to prevent overdoses and would have clean needles. it is the plans that they say which will not require taxpayer money. however, opponents argue the sites would not only increased drug use but would cause big problems for the people who are involved. >> anybody in be such a site can be subject to, you know, prosecution because this a foundation also just a little as well as the federal law. >> last year, governor newsom vetoed a bill that would have allowed some cities, including san francisco and oakland to have injection sites. ben

savage, the actor known for starring in the 1996 com boy meets world is making a run at congress in 2024. savage has registered to run as a democrat for california's 30th house district, which encompasses west hollywood burbank in parts of pasadena. the 42 year-old recently ran for west hollywood city council but fell short. the house's seat is currently held by democrat adam schiff. schiff is said to be preparing for a run for the u.s. senate seat currently occupied by dianne feinstein. the 89 year-old feinstein is expected to retire at the end of her term in 2024. still ahead on the kron 4 morning news, the disciplinary action against oakland police chief leronne armstrong is just the latest in a series of issues for opd. >> we have more after the break. welcome back. it's 4.29

through yet another work week and this time around. we did it on a much drier note. >> hopefully you've had a chance to enjoy some of that sunshine, honestly, at this point needed sunshine that we've been seeing this morning sunshine yet. but we are starting this one off clear. you can see quite hour without anything blocking out that view. we are seeing a few spots of fog further inland, but not a ton of it. honestly, a cold temperatures. we are and freeze warnings for the inland north bay and inland. the east bay. there's one thing coming to our rescue this morning, though. it has been some relatively strong winds out of the delta that's moderating temperatures for some areas. so we've got quite a mix of 30's to 40's mountain view, redwood city hayward and fremont in the 30's. well, breezy spots like fairfield in pittsburgh actually holding on to the mid 40's right now in the meantime, conquered you fall into 35 degrees nevado petaluma as well as fairfax down into the 30's as well in those windier areas that tends to mix some of those colder layers out and keeps those areas a
