news station, you're watching the kron. 4 morning news at 6. >> was so many things going on today. it is almost gameday. that's tomorrow. yeah. it's friday. the 13th. yes. and it could also be your lucky us friday. the 13th he won the lottery has big jackpot. we've got a live report on that coming up as well. but let's start with the weather because the rain does come back into play for all of us, including the forty-niners this weekend. lucky. yes, we win the lottery. good with the rain today. we've got a look at it that way. i know there's been downsides to a huge downsides, too. but looking at the drought monitor yesterday, there's a huge upside. what we're seeing this morning as winds are already picking up ahead of the line of showers that's about to make its way into the bay area here in just moments. satellite and radar showing that to you can see that we do have lighter showers across the bay already. >> this line or i hear about to be making its way our direction. and as that happens, we're going to be seeing an uptick in rainfall potential really between

06:07:08am, this morning. so very active out there so far today. definitely one to keep a close eye on the radar for. you can see in future cast that uptick in rainfall, intensity through 6, 07:00am, to 08:00am. this morning. we'll start to see a low. and after that point late morning, you will see a peak sunshine here and there and some isolated showers chance of thunderstorm development this afternoon, though, between 4 05:06pm. so it's both your morning and evening commutes being affected by chances of rain will quiet down this evening before heavy rain and stronger winds tomorrow. and yes, this is for game days. so maybe not the ideal timing of that system. but we have flood watches taking effect tomorrow. storm door opens today and stays open as we already saturated ground today tomorrow, as we're seeing that risk of flooding begin to increase winds, as you noticed, already starting to pick up, that's going make those temperatures feel a little bit cooler as you're leaving the house this morning. just make sure you're doing so with the rain jackets in the umbrellas with you and make sure to keep a 2 hands on

barricaded off. there are danger signs and the sidewalk grayling a light post all destroyed when the ground underneath the row did in the heavy downpours that we had representative there you see i'm eric swalwell toward the damage yesterday. >> to just see it in that because so many of us, you know, have just rely on the local infrastructure here. >> there's over 20 examples of critical failures on infrastructure that we and and alameda county as rest to the 9 bay area counties use. >> and all that damage is going to cost the county. they think about 52 million dollars to repair. swalwell is asking the state to reimburse the county. and public works. leaders are hoping that they can start to work as soon as the conditions allow, which at this point, the forecast looks like maybe late next week. yeah. the recent storms have taken lives as well. at least 16 people have died across the state and now president biden has greenlit an emergency

declaration for california that allows the state to get help from the coast guard and the army corps of engineers. we talked to a fema official. she says, because the storms are coming one after the other. that makes the repair and rescue work all the harder. what makes this one? so i'm challenging is that there are so many of these different types of threats and hazards that are out there that are >> really hard to predict where a tree might fall down as we continue to see rain system after rain system coming through california. >> fema officials also urge residents follow local governments orders and advisories when it comes to evacuating or sheltering in place. whatever they say, jen, all right. also making news this morning and breaking news overnight in east palo alto police officer is recovering this morning after being shot yet started as a traffic stop that escalated quickly. kron four's camila barco has the details from the newsroom. camilla? that officer. >> had one gunshot wound, but they are expected to be okay. the police department, they do have a man in custody, but the

department says that the weapon was a ghost gun. take a look at this map to give you a better idea of where the shooting took place. it happened in east palo alto in the area for him and purdue avenue just after 11:00pm. it's an area filled with many homes. investigators say an officer pulled over a car, but the driver ended up running away. that's when officers started chasing the suspect down the block and police say they were trying to get him in custody. but the set trying to get the suspect in custody. but the suspect deup firing a gun and shooting an officer. officers did not fire back and they were able to get the suspect in custody. the officer if the shot is a five-year veteran of the east, palo alto police department, their injuries are said to be non life threatening and they are expected to survive the suspect is willie wiley. he is of 44 year-old man of east palo alto. he is in custody and this is the firearm that officers recovered. officers say it's a ghost gun that's

been converted to be fully automatic with a high capacity magazine and darya james. the department continues to investigate the shooting. the interim police chief says, quote, this is a stark reminder of the danger police officers and the ongoing dangers of gun violence. earlier this month, the department remembered one of their own officers who passed away in 2006 after being shot and killed while he was on patrol. i'll send it bac- to you guys. thank you. camila. >> it is 6.12, and we'll take a break. but still ahead on the kron, 4 morning news mail carriers themselves now being targeted and robbed at gunpoint around the bay area. tell you what the postal inspectors says is being done to protect them and protect your mail, john. and we've been talking about showers making their return this morning. some of the first thoughts really seeing that rain picking up is coastal moran and up into sonoma counties. we're already seeing winds picking up a few sprinkles here and their rainfall intensity set to increase as we make our way increase as we make our way through

>> 6.15, right now. and with all of the rain and the snow that we're seeing, a good indication that the state could potentially get out of the drought or at least make a huge dent in it. mandatory water restrictions could also be a thing of the past. if things go our way this year saw more than 2, a 200% overage of snowpack year. and some reservoirs, as we know up i2 marin county, for instance, are already at max capacity. >> even with promising results, though, 2 bay area water agencies say that their

customers will remain under a mandatory water use restriction. they say it's just too early right now to make that determination to lift it. >> forecasting is not such a precise science, right? and so this was supposed to be a dry year. and yet here we are in december 2021, we had record breaking rain. we had record breaking snow. we thought, oh, this is great. we're going to be out of the drought. >> and then at the start of 2022, we have to hit the dry start to a year on record and all of those games that we saw december and early january wiped out. >> you know, both agencies say that they will re-evaluate their water restrictions in april worse. we'll see where we stand. that will you know, the great. well. i guess we get a lack. we up with word of exactly that. hey, john, i know everyone's like weight. should we be done with the drought? should we get all these waters frictions lifted? you understand the caution because even after these weeks of rainfall like lisa, i got to do is remember last year and how we dry out for the

rest of the season. and we do have a very wet weekend upon us. but after that, >> we actually do have a bit of a drier period, which at this point is kind of needed what we do have a right on our doorstep right now. it's knocking on the doorstep is our next system. you can see the winds picking up ahead of it right at the embarcadero and rainfall really mostly still sitting offshore. but that heavier line right there already starting to impact coastal marine and sonoma counties. then nothing really but sprinkles for the rest of us as of yet. but there is that line that's about to be pushing in. and that is what is going to open the storm door for us door that remains open over the next several days. so this morning, heavy rain and pockets will see the heavier rain and stronger winds arriving tomorrow, though, and some really heavy snow pack starting to build in the sierra as we make our way through this weekend and on into early next week, too. so today through monday, expected to be wet, expect plenty of time spent indoors and also just be careful out there because things are about to get really slick even for your morning commute through 6,

07:00am, to 08:00am this morning. we'll see those heavier bands of rainfall moving in. we will see a low and rainfall late this morning and then pockets of rain into the afternoon. heaviest of rainfall as far as thunderstorm activity goes really pops up between 4, 05:06:07pm, tonight. we'll see those heavier pockets of rain. also watch out for few strikes of lightning there, too. we quiet down this evening before tomorrow. the very heaviest of it gets here. widespread rain, heavy showers and strong winds for your saturday. this is where we'll start to see some issues forming as we see another 3 to even 7 inches of rainfall for the bay area over the weekend. we'll start to see flooding risks, increasing flood watches going back into effect starting tomorrow morning. now, as far as this year goes, we have winter storm warnings taking effect later on today for the crest of the sierra. another 6 feet of snowfall piling up. that's just adding to the already sizable snow pack up there. upper 50's for most of our highs today. and we actually look at temperatures cooling down for much of the rest of

the forecast. even as we dry out after monday. we stay wet through monday of next week. and then as you can see, the trend is drier with lots of sunshine, starting tuesday, chance of showers wednesday, but more sunshine in the forecast come thursday right now. john, thank you for that. we have a 20 minute systemwide delayed because of those wet conditions. >> but travel times moving at the if you're traveling along 101, it's going to take about 30 minutes to make it from 85 into menlo park. 13 minutes traveling into the city right now. maze to that fremont street exit. how about the san mat o bridge at about 13 minutes traveling across towards the peninsula. well, 8.80, sally down towards milpitas. 22 minutes for your drive. traveling along 6.80, through san ramon to live a more you see a slight delay, the air. but as you reach, hey, work to 38. no major issues traveling through the maze right now. you can see 5, 80 80 still in the green.

say they're fully cooperating with the department of justice. good afternoon. a special counsel is now investigating president biden's handling of classified documents after material from his time as vice president were found at both his delaware home and a former office. it was in the public interest to appoint a special counsel attorney general merrick garland appointed robert kerr, a former trump appointed u.s. attorney to look into the matter. the extraordinary circumstances here require the appointment of a special counsel for this matter. president biden responding to the documents being found in his private home. people know. >> i take classified documents are classified material seriously cooperate fully completed. the justice department's review. >> house democratic leader hakeem jeffries support tell the president is handling believe that he's doing everything. take the appropriate steps to determine what happened. but house speaker kevin mccarthy says

6.25 is the time in the north bay. sonoma county. investigators believe that a generator. >> running inside of a home is what caused the death of 2 men. now, deputies say a tree trimming crew found the man inside this house in sea ranch on wednesday night. they say the men were in separate bedrooms of the house. there was a generator in the hallway and according to the county sheriff, the generators power switch was still in the on position, but it had run out of fuel at that point. coroner detectives are now working to identify who these men were and confirm the cause of death. meantime, authorities again want to remind everybody not to run generators inside of buildings for heat and warmth. they say it can

release harmful fumes that can result in carbon monoxide poisoning leading possibly to death. it's 6.25. and art gallery is being wrongfully accused online. >> of being connected to the san francisco art gallery owner who hose down in an house woman on the streets. and this video went viral. we've shown it to you probably have seen it. let's take another look at the video which shows the gallery owner and his name is collier. gwin hosing down this homeless woman will yesterday employees of a different art gallery down the montgomery as well. it's called a 03:06am, they found out their google reviews were suffering. come to find out that some people have mistaken there gallery with glenn's gallery. and so they're criticizing the wrong gallery. one comment posted a photo of the incident. employees of a 03:06am, have had to respond saying they're just neighbors, they're not

happy to say, i think it's still a it's not raining it right. well, it's fine break yesterday and john's got an eye on the radar. i know though the latter half of the commute is going to get hit, but our showers already falling. but, you know, for the most part, it's been light so far. just couple sprinkles here. and there you're right. the heaviest up yet to get here just yet. so you're still making your way outside with some relatively inviting conditions where we're at right now in downtown san francisco cloud cover starting to increase more than anything else. you're noticing the winds starting to increase. we are seeing some light sprinkles here. and there most of the rainfall that we've seen so far has been up in mendocino western sonoma and western marine counties. so for most of us still sitting offshore, as you can see, so we're holding off on it for the moment. that means our early risers are definitely getting the easier commute today that heavier rain pushes through between the 06:07:08am, hours here. so we are looking at it right on our doorstep for sure. we'll see a while and rainfall this afternoon. and then an uptick in not just rain but thunderstorm potential this afternoon. that means that as

you're driving home from work, i run into a few heavier spots of rain and tomorrow bring the very heaviest of it. the strongest winds along with that our greatest flooding potential flood watches go back into effect starting tomorrow morning. winds picking up, especially at the coastline where winds are gusting 30 to 40 miles per hour. right now, temperatures are currently in the 50's to low 60's. you might think our certain the morning pretty nice and mild. that means we've got a warm afternoon. some of us this is as warm as it's going to get. we're actually going to cool down a touch later today for some spots in the bay area will be talking all the details for your friday your weekend in a wet weekend at that. still to come right now, john, thank you for that. well, you talked about the wet conditions of are saying there's a 20 minute systemwide delay right now because they're anticipating the wet weather and that's going to build. >> 13 minutes into the city right now. right now, our bridges are looking good highways looking good. a 14 minute drive 80 to 101. not tracking any major hot spots except for that issue along part, rich was ever filled. bridge tolls to 1, 0, 1, 8

minute ride. as you head out of richmond, golden gate bridge. 37 to the tolls about 19 minutes for you. there. if you're traveling out of a the north bay heading into the city, remember 20 minute systemwide bar delay, give yourself a lot more time. if you're taking bart darya. james, back to you. thanks a lot and trees. you know, their fallen left or right. it seems like the more storms we get a towel on top of each other. the more trees toppled. yeah. and sadly, some of those trees falling have caused deaths during the series of storms. some arborists say they haven't seen anything like this before and they're asking. >> residents, you be prepared. that means either you or having a professional come out and get a look at your trees before they fall. here's when it's too late there already over. and the tree people have to come out, chop it up or move and take it away. one tree fell right. the middle of solano avenue in albany. that's what you're looking at. there. residents say that they've notice that these trees fall without warning. we've all noticed that. but there is some erosion that takes place. and so actually

public works. crews identify is now that flood waters have washed off. the roads were eliminating hazards. >> along our roadways to make them safe. on thursday. this green focused on bixler road in discovery bay. >> and manager chris lau says some of these potholes are new. others are old and expanded following the were using asphalt material called cut back >> it's a material that with rocked an oil filling a pothole >> and compacting and rolling in this work is considered routine maintenance but operations pick up during the winter time when the rain weakens the roads. >> we were sending me for our roadways. is water and so water can infiltrate into our cracks and crevices in our payments and go down into the foundation of the road and cause softening of our base and and one vehicles rollover at it constantly pumps. that's

the the roadway. and each areas are >> lau says cut back is a temporary fix that should last through the winter season or longer. we're permanent repairs will be made when crews follow up. if you see a pothole. >> try to avoid them. they can cause damage to your vehicle. and so that's the best course of action is to try to avoid during the season. lau says hundreds, if not thousands of potholes will be repaired county in discovery bay, philippe djegal, all kron. 4 news. >> well, the city of antioch has canceled its martin luther king junior day of service because of the storms that we're expecting this weekend yesterday, mayor lamar thorpe instead declared a local state of emergency. he says the city has suffered an estimated 4 million dollars in damage to infrastructure so far because of these rains and he expects the cost to only go up. meanwhile, the oakland zoo is expected to stay closed, at least until next month because of that large sinkhole that opened up. we've been telling

you about this. the zoo had initially said it potentially could open up next tuesday, but now has announced that sinkhole repair work has been delayed. the zoo has been closed since new year's day. and officials say all of the animals so far are still safe. they're being cared for. but leaders also say that they will announce plans to extend glow ferry in the next few weeks. hopefully people can get out to see it once they get the roads repaired. >> the body of a man who was missing since going fishing on christmas day has been found. marin county officials say 32 year-old william had each of beads. body was found yesterday east of the hamilton wetlands within the san pablo bay to be remains were found by a volunteer aquatic search group. a medical examiner is going to look at those remains today to determine the exact cause of his death. >> big story we're following this morning. postal workers in oakland are being frequently targeted by robbers while they're out on the job.

yeah, and it's not actually just in oakland either areas around the bay are seeing an increase in these types of robberies by law enforcement of postal inspectors are investigating now in different towns. you can see here from the down to fremont newark, oakland, berkeley, the most recent happened at last month where a robber held a postal worker at gunpoint took their postal key. and the mail from the truck. usps inspector matthew norfleet says that these robberies are alarming and they follow a similar pattern. the target, the robbery seems to be take the male keys. >> so that someone else can still mail later using those mail keys. we've also seen personal property of carriers take in vehicle keys and and mail off the off the carriers person out of the truck to very serious crime and people can expect to go to prison for it. >> any crime against a postal worker is punishable under both state and federal law last september, an east bay

counties where we're seeing some of our heaviest of rain right now. let's zoom in on a few of these spots right here. you are seeing some pockets of heavy rain accompanied by strong winds out here in western portions are in now working your way into santa rosa and rohnert park. windsor healdsburg. you've already been in the midst of it and further north from there up into lake county. you're also seeing some of that heavier stuff, too. now that ring a little bit further southward. san francisco, right on the cusp haven't seen a ton of rain just yet. just a few isolated sprinkles going south down the peninsula. you definitely started to see those pockets of heavy rain. they're in the santa cruz mountains where, as we know, we've seen flooding in a whole lot of trees down this wind paired with this rain is just the start to a very active pattern for the weekend and into early next week. so this is merely the storm door opening right here. but as of right now, there's that line of showers that's making its way in across the bay area. let's time it all out for you because definitely looking at the day today, that is going to bring pretty unsettled conditions. some of our
