>> when fun time from the bay area's local news station. you're watching kron. 4 news >> you go down to the ft. >> now at 8, a swift water rescue in hollister. the oakland fire department stepping in to help after 2 people were trapped on top of their truck by fast-moving floodwater. this happened about 11, 30 last night in hollister, south of gilroy. the good news, no injuries were reported. that was the safe rescue. but another driver here in the bay area was not so lucky. thanks for joining us for kron. 4 news at 8. i'm ken wayne. i'm pam moore.

>> another person has died as a result of the recent storms to hit california. this morning, the sonoma county water rescue team recovered the body of 43 year-old daphne, fun tino of ukiah. her car became submerged yesterday morning in the flooded area off of trenton healdsburg road in far spill. rob nesbitt reports it took search and rescue more than 20 hours to find the car. >> according sheriff's office, daphne called 9-1-1 to let them know that she was stuck in her car and this water behind me. but it took nearly 24 hours before her body was found. it was just after 10:00am tuesday went on to nose. call to 9-1-1. for help was disconnected. calls back from dispatch went unanswered. but her location in this flooded field and forest il was pinpointed, according to misty, would with the sonoma county sheriff's office. everybody was on scene pretty quickly. >> but by the time we arrived, we weren't able to see her car. we were able to find 2 helicopters, a marine unit, several deputies and the sonoma county fire district

swift water rescue. >> still the area all day calling off the search when conditions became too dangerous. after dark. the search resumed wednesday morning. at first light, the water had receded overnight and we were able to find her sadly, we found her in her car. she did not make get the 43 year-old's body was found 100 yards from the road under 10 feet of water. the roof of her car now visible from the road. he knows death marks the second storm related death in sonoma county in less than a week. it's been a you know, week or so for a couple of families here. the first was 2 year-old keon tocchini who was killed when a tree fell on his occidental home. heavy downpours, the flooded roadways, the thunder and lightning, the trees falling. these are life threatening situations that we can find ourselves. and karen hancock with the sonoma county fire district says her crews have been flooded with emergency calls. >> on monday to drivers had to be rescued on slusser road just 2 miles from where front he knows body was found. officials asking drivers to

avoid flooded roadways and take the side seriously, preventing another search and rescue or worse. it's very, very difficult to tell how deep it is or how fast that water is moving and things can happen. really, really quickly, please just don't drive around the signs. just turn around, use an alternate route route. give yourself extra time. if you're trying to get to work turn around. don't drown in forestville. rob nesbitt kron. 4 news. meantime, a flood watch is in effect tonight for parts of sonoma county for areas particularly around the russian river and tributaries feeding into it. >> number of roads remain closed due to flooding streams continue to rise because of the excess runoff from earlier rainfall. so be especially cautious at night when it's harder to recognize the dangers of flooding. that's right. meteorologist brittany begley joins us now with a look at what's happening right now. the danger far from over. that is true. it only takes a couple seconds to flood out your car. so we're still watching a couple of things. >> even though tomorrow is going to be dry. we still have that flood watch. want to make

sure that you are prepared because even after the rain. >> those rivers and those creeks se ri. so again, as we take a look at flood hazards for the next 48 hours. santa that's going to expire for you tonight. but as we take a look tenure, san francisco in the north bay, that's going to continue on tomorrow. we're going to watch that excessive runoff. that soils are already saturated. those rivers is creeks are already at capacity. so it's something want to continue to watch as we plan your day, taking a look at what's happening right now as we speak. you can see near the golden gate, the river you can see right there the road. we still have that shine stormtracker 4 showing you those lines of storm moving out of our area right now. i'd say we have about an hour left. we could see a sprinkle or 2. and then the good news. we have been able to see this in a really long time. you can see by tonight at 11, it's going to be cloudy, but we're drying out fast for future cast for all the way through thursday. maybe a sprinkle or 2. but overall, it's going to be dry. and then we're going to see more rain headed our way friday at 9.45. going to wrap that all out for you? coming

up next. all right, brittany, thank are in county got hit hard today as the storm dumped more rain there. residents face landslides, road closures and evacuation kron four's theresa stasi alive for a snow valley. with the latest on how things are going there to recent. >> well, i can. and behind me, a really tough day for residents here that complex in the dark tonight because residents had to be evacuated because the building had to be yellow tact. >> yellow caution tape >> so we've actually their engineers out there working now, but it appears that it's it's isolated to that, of course, want see is are much yes, the risk because wasn't much bigger, slight coming. is it stable now the area where the slide came that undermined house, things like that. so that just looking at the meeting impact, what might

happen? plenty baker cone is the assistant emergency manager of marin county, another landslide. the county dealt with on wednesday was here off of bolinas road. >> section gave way public works. crews put in a signal and limited traffic to one lane. however. >> further upon bolinas, the road was shut down all the way to highway one due to falling so 2 are pretty well. instrumented. >> we still have a lot of water draining down for the watershed. watching increase very closely with that. certainly some localized flooding. baker cohn says flooding became a major concern late in the day as creeks swelled. >> backing up storm drains which spilled onto streets like here on miller avenue in mill valley, a near by sycamore lane. a residential section was closed for a few hours until the water receded. but police kept this area off locus close longer due to deep water with this storm delivering some punches. baker emphasized, well, residents

need to be prepared and heed warnings to stay out of the flood waters >> keeping kids out of flood waters, people playing them sometimes often their sewage, rather. >> contaminants in the water so don't do that. and then sign up for emergency alerting. that's the best way we can tell you to get down back. you ation necessary. >> as far as the residents here, mill valley did opened the community center so that they could go. their engineers are going to be back out here in the morning to assess the damage of the land side to find out if it is. >> we're going to be a bigger problem. mill valley, theresa kron. 4 news series said thank you. p jeanne is still fixing. >> downed power lines as it works to restore power to thousands of people in. >> san jose's willow, glen neighborhood, many of those power lines were still dangling this morning. want to show you a look at the power outages in different parts of the bay area looks a lot better. now. earlier today we had a map that showed up to 16

1000 customers without power. still out of scattered outages, particularly in the south bay east bay seems to be doing pretty well. but other parts of the bay area still struggling to get their power back. >> kron 4 is your local election headquarters east bay congresswoman barbara lee could become the second big name to enter the u.s. senate race likely to replace senator dianne feinstein in california lays office confirmed with kron 4 that she has told members of the congressional black caucus her plans to run but has not officially launched a bit. in a statement, lee said california deserves a senator with a record of accomplishment and a progressive vision and added the u.s. senate is lacking the presence of black women. police said that she has talked directly with senator feinstein, but she did not reveal the substance of that conversation. so the first announced challenge for the seat now held by senator feinstein is southern california. congresswoman katie porter. she is a

favorite of the progressive wing of the democratic party. she jumped into the race this week. and today porter talked with our catherine heenan. katherine is here now with some of that interview catherine. well, congressman porter of probably knows already there is some grumbling within the democratic party over whether she should have wade for dianne feinstein to announcer plants. porter got the jump on other potential candidates. but senator turns. >> 90 in june has not said whether she's running for reelection or not. i asked porter, why not just wait. >> they have tremendous respect for senator feinstein and she'll make her decision on whether to or retire in her that i respect that this is a huge to her state and urgency of the problems facing this country are tremendous. so i feel like i need to take this very seriously understand urgency of what's going on. what's at stake for california and for the country in this moment. i understand you intend to run regardless of

what senator feinstein decides to do. i correct? yes, i think it's time for change and i'm excited to have a spirited contest to see who represent california was in the senate. porter says that she did contact senator feinstein's office before making an announcement, although did not talk to the senator. >> directly, as for the fact that she'd be giving up a critically needed house seat with a slim republican majority. she says she is confident, better home base of orange county. we'll continue to vote democratic hammon can catherine, thank you. >> oakland police have arrested a suspect they say was involved in a homicide that followed a robbery over the weekend. that robbery happened sunday near 21st street and adeline street. about 10 o'clock in the morning. officers arrived at the scene and found the victim identified as anthony bradley suffering from blunt force trauma. he was pronounced dead at the detectives identify the suspect as sean johnson. johnson was taken into custody

and has been charged with murder. and take a look at this. oakland police officers have recovered nearly 2 dozen ghost while they were investigating a report of shots fired. those shots were heard last night at about 7.45. on broad more view. that's near the oakland zoo. police say they saw someone they're wearing body armor and they saw a but bullet shell in the driveway offices searched a home associated with that dry way and they saw a number of guns in plain view after getting a search warrant. police say they recovered 20 homemade guns. multiple magazines, tasers and a 3 d printer. the person who was shooting was arrested and is now facing several charges. >> brooke jenkins is now officially san francisco's new district attorney. she is just the 31st da to serve the city and county. she's also the first latina and second african-american woman elected in san francisco history. u.s. senator alex padilla administer the oath of office

today. coming up tonight on kron, 4 news at 8 to chilling scene as video captures a woman's alleged kidnapping outside an east bay home. how police were able to track her down. plus, san francisco leaders preparing for chinese lunar new year how they plan to keep people and business owners safe during this annual celebration. and a new proposal could ban tiktok from some devices in california allowed more on that just ahead.

>> in the east bay, some dramatic new video from the hayward resident security camera appears to show a woman getting kidnapped. >> the good news is she's been found but some viewers might find the image is a little hard to watch in the video. you see the woman apparently having a conversation with the driver before he reaches over, grabbed her by the hair and pulled her into the car with her legs still dangling outside the driver takes off. he turns the corner and then he stops allows her to sit upright in close the door before eventually driving off again, a witness shared the video with police who then use the license plate number off the car to track down the suspect. police say about an hour after the alleged kidnapping, they're able to find the car parked outside a home with the suspect and the missing woman inside the suspect was taken into custody there. still no word on a possible motive or whether the suspect and the victim even knew each other. >> bart is stepping up its

cyber security. that's after the bay area. transit service was apparently hatched last weekend. bart officials say an international crime organization posted some of internal records on the dark web last friday. the records post to contain personally identifiable information from the bart police department servers. all right. says immediate steps were taken to contain the incident. kron four's ella sogomonian is looking into the data breach and she will have more information on this story coming up tonight on kron. 4 news at 9. well, a commercial flights will hopefully be back to normal tomorrow. the faa grounded all u.s. flights for a time this morning. >> and overnight software problem is now resolved. and i was quite a snafu. the problem halted thousands of flights, frustrating passengers and lawmakers to fear that this issue could happen again. if serious upgrades aren't made soon. kron four's justine waltman tells us what needs to change. >> more trouble for airlines after the faa says a system

outage disrupted thousands of flights across the u.s. wednesday morning. passengers at san francisco international airport were not least superficially. i mean, the russian part is having to sit around at the airport. i'm just trying to go with the flow, it's kind of weird and >> everything that happened the southwest a couple weeks ago, like feels a little bit like there's too many outages like this happening. the issue, the systems that generate alerts called, know tim's or notice to air missions went kaput. it gives pilots and others essential safety information about bad weather and runway closures. flights resumed after a few hours with delays. transportation secretary pete buttigieg said that the malfunction is inexcusable. there's a problem a government system. we're going that we're going to where's the money? >> the money ultimately comes to congress and frankly, we that too stingy on both the money for the air traffic control system as well as with this system. >> bay area congressman john garamendi sits on the house transportation and

infrastructure committee. he tells me the transportation department and faa have not maintained and operated the air traffic control system. it needs to be properly funded. so passengers do not have to go through this again. most of the technology that is in place is probably 20 to 30 years old. >> and so the use of modern up-to-date to software systems, computers and other kinds occasion devices are just not there. so those have to be purchased in some cases. design. >> airlines will be on the hook for refunding passengers even though the faa was at fault for the outage in the newsroom. i'm justine waldman. kron. 4 news. >> california storm victims now have until may the 15th to file their federal and business tax returns and to make payments. the irs announced that people who live in areas designated by fema as a storm zone. we'll get an

extra month to file their taxes. that includes napa, san mateo, santa clara and sonoma counties. the extension runs until may. the 15th, the irs says other areas which may be added later to the disaster zones list will also qualify for the same. really the palisades tahoe ski resorts as overnight it received a foot and a half of new snow. here's some cent. >> this is what it looked like earlier today. yesterday, the ski did receive 7 feet of new snow just since the start of the year. now, that's up to 8 and a half feet at the base of palisades. now to our 4 zone forecast as we give you a live look at interstate 80 near donner summit. the freeway is open. we pulls rolls through there. but as you can tell hand, there's a lot of snow still on the ground, even though the clouds been working overtime. caltrans doing the best they can. but brittany, it just keeps coming. that is the true shout out to caltrans. definitely last night we showed you this

would ban tiktok from some devices in california legislation proposed today by napa state senator bill dodd would ban certain social media apps from state owned or state issued devices including cellphones dodd says he's concerned about bad actors accessing state associated devices to get to sensitive information or tracking data as well as the risk of data breaches in december, a ban on high-risk social media apps such as tiktok on federal devices went into effect. crypto exchange ftx has recovered more than 5 billion

dollars in liquid assets. the revelations came during a bankruptcy hearing today. >> reuters reports the extent of customer losses caused by the collapse of ftx is still unknown. tonight, the u.s. commodities futures trading commission estimates the losses to be more than 8 billion dollars. the judge presiding over the bankruptcy has ruled that ftx can withhold the names of its customers and its creditors from the public for another 3 months, several media outlets challenge that secrecy decision citing bankruptcy law. a status conference is now scheduled for january. the 20th. facebook and instagram are changing the way advertisers can reach teenagers. the company says it is removing gender as an option for companies to target teen groups. companies also will not be able to tailor their has to teens based on the post that they engage with online starting in february, advertisers can only target age groups and locations. the

fog and all that stuff, brittany. yeah. so grateful to get a break. red really excited to show you that camera because we need that break. but guys, i've been looking at the numbers and i think we're going to be a lot more rain. so let's talk about it together. >> does appreciate quiet before the other storms, i guess is the town. 32, as we take a look again, you can it's nice and clear up top, but we saw a little bit of shine on the roadways. storm tracker, 4 commitment. we're going to show you this radar throughout the evening. you can see most of the showers are to the north of us, not even in our viewing area. so we are slowly starting to dry out as sacramento area and sierra. it's a little more rain. futurecast for also showing you tomorrow. the good news again, it's going to be dry is actually the warmest day of the week. so i don't think it's going to be sunny. i think a cloudy, but it's going to be dry and it's going to be warm and we need to take it because rain is headed our way again. take a look at futurecast for. >> i showers will slowly start to roll in around 10 o'clock. but you can see even right here at this model 11, 30 those showers headed our way. and as we roll into the weekend, we're going to see more showers now. this is just a model, but i like it just

just one day after it was a veiled lawmakers on both sides of the political aisle are reacting to governor newsom. state budget proposal for the next fiscal year. >> california currently faces a projected multi-billion dollar shortfall. the governor says as of now, that shortfall could mean cuts to some programs. the governor argues his budget does prioritize the needs of california, but some lawmakers are expressing concern.
