>> when fun time from the bay area's local news station. you're watching kron. 4 news at known. >> now at 9, the recent storm leaving behind downed trees and damage all around the bay area. thanks so much for joining us. i'm vicki liviakis and i'm grant lotus. the recent storm system bringing heavy rain and strong winds to an already saturated bay area. as a result, trees big and small. >> falling over landing on whatever cars, roads, homes. >> and that, as you can imagine, is called causing a headache for drivers all around, especially in the east bay, where a stretch of

ignacio valley road and walnut creek remains closed tonight after strong winds knocked over a tree on the power lines early this morning, our kron four's amanda hari gives us a look now at the closure and the traffic it caused as well as an update on when things may reopen. >> a lot of work going on here to fix those power lines after the falling tree took them out. you can see we still have some emergency vehicles behind me here. the city of walnut creek and pg and e decided to shut down a large portion of this road just to make sure everyone would stay safe during the repair. it's a nightmare for drivers in walnut creek, about a mile of the valley road completely shut down in the eastbound direction. >> the closure goes from civic drive to tampico place. pg and e crews spent hours cutting through a tree that had fallen into power lines. >> this video shows the lines dangling just inches off the pavement pg and e says

multiple polls had to be replaced throughout all of tuesday. traffic was we've about major it. getting any words like takes forever. now, central cairo lives near the closnre. >> he says it's impacting him almost everywhere he goes, sir, just trying to get back to his place real quick. and it took like an extra 30 minutes. very bad. during rush hour, i talked around the closure to get the other side of it. >> it took me 11 and a half minutes to go a half mile on cherry lane before turning on to treat boulevard, traffic was bumper to bumper. tara says he won't be braving the traffic again. i'm planning on staying on he says this just one of many reasons he's been staying home during the recent storms. really scary. i've seen like 3 accidents already in the past like 2 days. so. >> every time i'm on the road, i just make sure keep an eye out for the drivers because i don't trust pg and e tells me they expect the repairs to be done around midnight. so the road here should be back, opened up for the morning

commute in walnut creek. amanda hari kron. 4 news. >> everybody's talking about they describe it as whacking whether and that while weather we've seen all around the bay area today. here's a look at the oakland hills this afternoon. a downpour of hail coming down as a storm system just rolled right on through thdt conveyor belt of storms. of you are sending us this video from pleasant hill also in the east bay this afternoon. they say a, quote, a crack thunder and suddenly it felt like the sky was falling. not to mention a whole lot of hail. >> grande while in san francisco, the city saw a lightning hail, heavy rain and wind today at times it all came in basically the same time for theresa shows us what it was like out there on this kind of some real weather day.

>> from a crash cart to a flattened transit bus. the soggy streets of san francisco proving too much to bear as root systems gave way and trees toppled down. this was the same near union square where a large limbs snapped. it collided with a crowded muni bus. >> about 1200 trees tree limbs. tree branch is big trees coming and roads one on a bus today. some on cars. thankfully, no serious injuries at all, which is our to keep people safe. rachel gordon was san francisco's public works, says that crews raced from one scene to another trying to stay on top of the trees weakened by the recent flurry of storms. >> he's doing field were whether it's the engineers looking at the slides. it's the street cleaners. it's a tree crews. everyone is working overtime right now to make sure that san francisco's be taken care while crews worked residents watched. >> surprise to buy all of the

damage that they were this summer. expect crazy storm >> and say, i've lived here for a year and a half and i come here growing up my entire life. but i've never heard a thunderstorm here my entire life. and it was thunder. lightning like shaking the building. and there's never thunderstorm here. it was crazy. olivia, they're talking about that storm hit came in on tuesday. >> and how ferocious it was. also on this tuesday, a plea from public works crews. they are asking everyone to please be mindful of the barrier tape that they put up and they they do that to create a safe space and allow the crews to safely do their job and to keep the public back so that they don't get injured as the crews are trying to clear the same here in san francisco, theresa kron, 4 news. >> and happening now, nearly 35,000 pg and e customers are in the dark tonight after today storm we're saying a whole lot more yellow and orange there compared to this

time last night, the yellow dots are 50 to 500 customers. orange means 500 to 5,000 customers without their lights on a bulk of the outages are in the south bay tonight with more than 19,000 people without their power. a good bit of those power outages are actually due to a tree falling onto a transmission tower. early this morning, the pg and e tower is on line. a street in san jose. the lines connected to the tower ended up bringing down or damaging 3 distribution poles and 2 transformers along lincoln avenue. the power outage is impacting businesses that rely on those that utilities to get some work done. >> well, it is affecting our business. our pho es are working in our complete. obviously computers don't work as well. actually run the residential commercial cleaning business. so it's been a little bit tough, kind of moving the cruise around a little wind, but we do have power so we don't have air lines. we can work on cars or anything like that. >> he jeanne says the

transmission tower doesn't have to be replaced to restore power, but the distribution poles and the lines associated with him do crews are now working to get those systems back up and running. >> the south bay, there's widespread storm damage from downed trees to roads that are crumbling. kron 4 s justin campbell reports from san jose tonight where crews are working hard to try to get it all cleaned up. >> the city of san jose trying to do what they can to keep trees out of the road today alone. they've already been 200 calls for service. i work for 21 diego mendez, along with his crew are working nonstop. he says it's the most work. >> he's had in years. this tree fell onto a truck on walnut street in south san jose tuesday morning. shattering the windshield in pressing the roof. >> no one was hurt. you know this few years will have raining and we take it just one. so they business that was busy, old-time rain that we've had. >> far more tree pollen heaney

with the city of san jose department of transportation says that department responded to 219 calls for downed trees on tuesday alone. trees are wetter and the winds are still very strong. and so those are. >> all the elements you need for limbs and trees to come down with the department. also response to reports of road damage with potholes and we have them all over the city. now we typically respond within 48 hours. says they're on emergency scheduling right now in their priority is to get to downed trees within an hour. the area make sure that the road is free of debris in that tree is safely move. >> and will then build the property owner as the rain continues. mendez and his crew plan to cut trees all night long. >> know this was a baby. >> reporting in san jose, justin campbell kron. 4 news. >> and what a day it has been. this is one we will remember

as we take a live look outside right now. still wet out there. we did have periods of sunshine, couple, rainbows and the south bay, the north bay. but yeah, all the hail, the thunder, the lightning. it's been a day. britney begley and they just really mixed it up up in the clouds. and they brought everything at us all. they brought it all for us. i think january actually has been super busy for us right? >> what am i right now? i know we're all exhausted. we're ready for summer, but we're not out of woods yet. so couple arizona watch, though. happening now, we're still keeping a close eye on storm tracker. 4. >> and things on as crazy as they were earlier. right? we had the hail we had a wind gust, but we're still seeing a couple of different things and you can see it right now as i speak. so taking a look just north of richmond, we still have a cell and the vallejo area as well where we have rain coming down right there at an inch and a quarter. so valais, if you live in that area just west of toledo, you may be experiencing rain right now as we speak. also still watching in the marina district. looks like this is a little bit more off the coast

who headed our just a potential of rain that cell showing just a little bit over a half an inch. and our that's in addition to a large wave. so we're still watching the high surf warning that's going to be until 2 o'clock this morning. so places on the coast could still winds those heavy waves of 20 to 25 feet. so on the coast, we'll continue to watch you throughout the night and what i bring this up. of course, you want stay off those coastal rocks. you never want to turn your back to the ocean. but for us right now, i just want to be careful if you live on the coast where your parking waves 20 to 25 feet. that's dangerous. you only need 2 feet of water to actually move a car. so i'm still going to put on the coast that warning sign for you not to mention is going to be breezy tomorrow as well. all right. let's get into tomorrow. so again, we're still watching some storm cells right now as we speak. but things are as crazy as we fast for that clock. let's take a look at the overnight hours. futurecast for showing you around some places are going to start to hear that rain. you can see a lot of green on the map, at least on the coast on the map. even an

we could see that rain in the middle of the night for your morning drive and still going to watch that for you throughout the day. make sure to wake up with us, too. could be a little tricky. you can see to the north with that storm cell in santa rosa around 7.15, but we still have rain. san francisco, oakland, fremont that potential as we fast forward to around noon. you can see it's going to really start to activate. you can see a lot happening noon tomorrow and we have the potential for rain showers again throughout the day. so it's like, all right. let's see these numbers for perspective. what can we anticipate to the north? but diego bay, you could actually see a more than 2 inches of rain tomorrow. santa rosa really close to a half an inch. you can also see oakland, another half an inch. so it's going to be another busy day. and i think it's just compounded what we've had the past couple of days. so for the most part, some of us are getting a break right now, but we're not out of the woods. not to mention futurecast when showing you some places. wind gusts up to 30 miles per hour on the coast. so right now we're getting a little bit of a break. well, tomorrow is going

to be busy and breezy thursday. we're actually going to get a real break and more rain on friday. i'll break that down for you. coming up next. all right. thank you, brittany. other news now, the search for the 5 year-old boy. >> who was swept away by flood waters says done for the day in san luis obispo county crews spent the day looking for 5 year-old kyle don't in the san marcos creek bed and san miguel near possum robust. the search was called off due low visibility. kyle's father says his wife and son were on their way to school yesterday when things became dangerous. he says his wife didn't see any signs of road closures, decided to keep driving through some water. but the car got stuck. and that is when neighbors were able to pull the mom out. but little kyle got swept away. the sheriff's office says they'll continue their search. first thing in the morning. 17 people have now died in california during these dangerous winter storms over the past week. plus, yeah, but

that number came during an update from governor newsom today as he toured the damage done in santa cruz county. >> as kron four's justine waltman tells us tonight newsom visited capital of the sea. how the beach communities recovering. >> we're so this place is so >> with more rain on the way, governor gavin newsom gave a dire warning during a state storm update in we're not out of the woods. we expect these storms to continue at least through the 18th of this month. expect a minimum 3 more these atmospheric rivers and different shapes and forms. >> the relentless rain has already ripped apart the historic pier in capital brought mounds of mud to the streets and flooded businesses and shops some beyond repair. the governor got a firsthand look at the damage to this beach front community. >> and also warned wild weather patterns will be the new normal in the state and had a stern safety message for all californians, but a big

part. >> what everybody is mindful to take seriously the orders or recommendations coming from law enforcement. the city of capital has declared a local state of emergency. president biden declared an emergency for the entire state over the weekend. >> the governor said that he is in contact with the white house to ensure that california gets the federal help that it needs to rebuild in the newsroom. i'm justine waldman. kron. 4 news. >> emergency shelters are open all over california, including here in the bay area for folks who have been forced from their homes because of the storms or for people who were always on house. you can find a list of local locations on our website. kron 4 dot com. >> in walnut creek, homeowners thought there was an earthquake early this morning because of just much their have shut turns out a large tree fell on the roof conference. philippe shows us the damage. >> howling winds up through the 100 foot cedar tree landing on sandy peters's home early tuesday morning. i

thought we're having an earthquake. the crash on sunday court in walnut creek starting sandy and her husband who were sound asleep. the tree fell from her neighbor's property onto her roof, but never made it inside. her looks like our teams on this awning saved their roof. peters called the fire department responding crew immediately expressed concern about the leaning cedar next to the one that fell down. it was ready to fall at any minute in our was called in to evaluate the situation. hamilton tree service was also dispatched both if you think it might over now is the time to >> before does a lot. i mean. well, sure. and pay for it after it over, but not before. but hey, it looks like it's going to lower against all of the neighbors. heard the tree go down, thinking it fell on their home. i'm >> sorry for the people. facts and it could have been asked and i'm grateful that it is a neighbor who was responsible

for the trees has a check which broke open during the fall that the birds are okay and no one was injured despite the pricey damage. my husband was saying like $30,000. i don't know. >> but yeah, everyone safe. so. >> it's ok, pay close attention to the root, played large trees. if you see the move or shift at all, it's a sign of over saturation and may require a called a tree trimmers to remove it before toppling over in walnut creek. philippe djegal, all kron. 4 >> other news now, police in menlo park say 4 people have been charged in a retail theft ring. safeway employees called police yesterday reporting a group was in the store, clearing things off the shelves. state told police it 4 people then drove across the street to a big 5 sporting goods store where witnesses say they grabbed lots of clothing and left in the same car, a red chrysler. they were later spotted and arrested. police found items from at least 6 different stores. they also found drugs in credit

card skimming machines. >> new at 9 bart police are asking for your help in finding these 2 people they say were involved in an aggravated assault. the richmond bart station, police say it happened on january. second about 2.30, in the afternoon. anybody with information is being asked to call the bart police department. the oakland animal shelters dealing with a big problem. lots of big dogs and just not enough room dog in take. it's been increasing over the past several months in 2022. oakland, animal services took in 555 more dogs compared to the same time in that period of 2021. well, now there's an urgent need to find homes for 50 big dogs by next monday, the shelter is holding extended adoption hours on thursday, friday and monday. oakland animal services say that they have decreased euthanasia for dogs by 67%. they have not had to euthanize

dogs for space since 2019. >> today governor newsom unveiled the preliminary budget for the next fiscal year as kron four's capitol correspondent eytan wallace tells us the governor spoke about his spending priorities and addressed how california will respond to a potential multi-billion dollar shortfall. >> well, here it is. this is the governor's preliminary budget summary. all 149 pages of it, a budget that includes priorities for homelessness, drought and education. and when that takes into account a projected deficit, this budget is resilient. governor gavin newsom describing his proposed preliminary 297 billion dollar budget for the coming year as the state is projected to face a 22.5 billion dollar deficit, a deficit. the governor maintains california is prepared to take on. i think we're better position than any other jurisdiction in the world period. full stop. but why a projected deficit a year after the state saw a record 100 plus billion dollars surplus. as the stock market loses ground interest rates

increase in inflation, stays high. california's top earners will likely rake in less money. the department of finance says those top earners who usually make at least $500,000 per year. >> provide nearly half the income tax revenue for the state. less money for those earners means less tax revenue for california. but the governor says the state has already taken steps to get ready for this exact scenario pain down those long-term liabilities. we put it. an inflation adjustment. >> set aside last year and then once again focusing one-time surpluses on one-time spending to some notes that helped lessen the blow of the deficit. for now, the state plans to make 5 and a half billion dollars in reductions. another 3.9 billion, a trigger cuts, meaning cuts that could happen if the economy does not improve. and he expects a delay in projects that would have cost nearly 7 and a half billion dollars. still argues those challenges will not lead to an increase in taxes while dressed in california's needs. want to make this point up top. we're keeping our

promises that he says includes 15 billion dollars to address homelessness, including efforts to clean up encampments, do our job. >> this homeless crisis is out of control. people that criticize that are right. we need to see progress on climate. he wants to see 48 billion dollars to help the state achieve its long-term goals to reduce fossil fuels. as california grapples with rain and floods. newsom vows more than 200 million dollars on urban flood infrastructure. while on drought, the state will invest 8 billion dollars. 3 years of drought. we're not out of the drought. k to education will see one of the largest investments of the budget at 108 billion dollars coming out to more than $23,700 per student for not backing off in terms of accelerating these priorities. republican lawmakers argue the governor's budget includes too much spending. we cannot continue to overspend. >> and again, what is happening is that when when the budget grows and grow

over a criminal case involving mayor london breed's, rather, the attorney representing breeze brother sought to disqualify the da's office ruling a conflict of interest because breed appointed jenkins says da following the recall, a former district attorney chesa boudin dean, a state court judge denied that request today, jake. it said previously also expressed concern with her covering the case requesting the state attorney general take over. that request was also denied the san francisco district attorney's office will be moving forward with the case. but bruce brooke jenkins >> will not be involved in any proceedings. reed's brother polian brown is asking for a reduction to his 44 year prison sentence for armed robbery carjacking and involuntary manslaughter. brown was convicted of stealing more than $7,000 from a johnny rockets restaurant in the city's marina district in the year 2000 trying to leave the scene. the getaway car stopped in the middle of the golden gate bridge were brown

winery in saint helena. the wineries president says that the tree had been a big part of their history and lots of parties and picnics were held under its branches. the tree had also was first flakes and fires over the past centuries. staff members say that they're sad but grateful that nobody was injured. the flood warning and evacuation warnings along the russian river have been canceled. that's because the water crested just below that. 32 foot flood stage in guerneville had been urged to evacuate since last wednesday and they're finally getting a break. still, there is significant flooding and damage to the area. one sonoma county supervisor said road damage in the area will likely cost millions of dollars if not 10's of millions of dollars to repair. >> the peninsula folks spent the day cleaning up from the storm after left behind damage and debris ripped the roof off. kron. 4 s charles clifford gives us a closer look.

>> well, here in san mateo county on tuesday, the rain was often on a few lightning strikes throughout the day. but folks did get a chance to get outside, assess the damage and start cleaning up. >> early tuesday morning, strong winds tore the roofing off this apartment building in south san francisco, leaving 2 homes exposed to the elements to me upstairs actually sustain some water damage, relocate those residents to flee back to a shelter told us. a few miles away in pacifica. big waves continue to crash ashore near sharp park beach. >> the relentless storm surge has pushed sand on the beach boulevard forcing the city to close part of it down. crews were trying to clear the roadway, but it's a big job nearby. several holes of the sharp park golf course remain under water. in san bruno. 2 large trees fell onto power lines behind this 7.11, power still on here. but we'll have to be turned off in order to remove the trees. nearby. dozens of homes in the

rollingwood neighborhood remain without power for a second day early monday morning. trees fell on power lines in this easement repair teams remain on standby while crews work to remove the fallen trees and several more that are still in danger of falling over. there's no eta for when the power might be turned back on here. but for now in san mateo county, charles clifford kron, 4 news. >> new at surfaced video shows a san francisco art gallery owner hosing down an unhoused woman in front of his business yesterday morning. and now some people are calling for action, including the newly appointed san francisco board of supervisors, president who says this gallery owner. >> should be charged. kron four's also the moeny and has been following this story for us. >> video captured the moments on monday when san francisco business owner call you're going sprayed a woman sitting on the sidewalk in front of his art gallery on montgomery street in the jackson square neighborhood. an employee of the cafe next door said he started recording when he heard her scream while he was

city's social services to connect the woman with help which people nearby witnessed. they were just here on friday. >> down to street. say the only thing they can do is ship. >> well, when he's not answered a request for comment, he told the chronicle that he called police and social services and told her to move and she allegedly threw trash bins and yell back. he was quoted saying i'm only sorry that my way of helping her countless lee, he's got nothing done. the department of homelessness and supportive housing says business owners should call 3, 1, 1, in cases where the un house may be blocking entrances were having an episode. the street crisis response team also known as skirt. that makes contact and offers a person information on available services. the coalition on homelessness, executive director jeff for freedom. buck explains the process requires more resources to function as intended. ideally, what would happen is if it would.
