the bay area's local news station. you're watching kron. 4 news at known now 9 another storm system making its way into the bay area tonight, bringing. >> more rain and strong winds. the storms we've seen this past week. plus causing flooding now and places all around the state and with another storm set to hit tonight, the risk of flooding continues to be a major concert. and the hits just keep on coming. thanks for joining us. i'm vicki liviakis. i'm grant lotus. here is chief meteorologist lawrence karnow. i don't know why it's just so much so soon into in the last couple years, we couldn't buy a raindrop. i mean, we said here i was looking at all these long-range and we just could not get the rain to come. now, i can't find an end and they just keep coming too close to one another. and so that's why the flooding concerns. it's going to be an heading forward still so i think tonight storm

going to be a little bit different. we kind of saw a long duration storm that came through starting last night and continued all the way through the night and into about the middle of the day today, some places around the bay area today over 4 and a half inches of rain across on the mountaintops about that. but we have dry things out there around the bay area right now, but not for long as another storm system on the way. so very heavy rain, damaging winds, real possibility tonight after midnight tonight. and again, this comes on top of all the rain, all the storms that we've seen as we are rounding out the old year into the new year and they just come one after another. so everything is completely saturated outside and that would give rise to these trees coming down a lot more easily strong. gusty winds are in the forecast tonight as the storms come by. likely going to be thunderstorms embedded in this system as it comes through. that means some heavy rainfall, some very gusty gusty winds. it will be a little bit more isolated in spots maybe upwards of one, maybe 2 inches of rain. so not as heavy as the previous

storms. it's going to be fast moving, but we're likely going to see some flash flooding, some more flooding around the bay area. mudslides and yes, definitely some more trees coming down. here's what we've had in the past. 24 hours from that others, part of the storm over 2 inches of rain in santa rosa over 2 inches in samara fell almost 2 inches. an apple, oakland, almost 2 inches of rain. san francisco, almost an inch and a half. and ben lowman, you get to the santa cruz mountains almost 4 and a half inches of rain and that heart of the storm system moving a little further south in the big sur area. some places there as much as 12 inches of rain in the past. 24 hours. all right. here's where we sit today now. so we've seen impressive totals now 172% enrollment. san francisco. you've got san jose 135% of normal. oakland now 219% of normal. and santa rosa 133% of normal. and of course, a snow levels running in some spots, 200% of normal for the year so far. so all right. let's time out your storm system for you tonight. as we

take an tonight midnight hour comes after that. we get slam right around 2 o'clock in the morning. look at that fierce line storms just rolling through the bay area early tomorrow morning. then tapering off to more scattered showers and thunderstorms. strong gusty winds to go along with that. and this very cold, unstable air. going to move on the backside of that system. i think it's unlikely to crank out some thunderstorms to the middle of the day in early afternoon and then things begin to quiet down. but we're going to be talking about another inch plus the mountaintops, then there's another storm lining up behind that. guess what? a whole lot more rain to come and a lot more rain this coming weekend to. we'll have more on that coming up few minutes. thank you, lawrence. president biden approved the emergency declaration for california due to storm damage. it allows federal agencies like fema to coordinate disaster relief efforts with state and local agencies. governor newsom says at least 12 people have died in our state is result of these storms and >> last 10 days, the office of emergency services says as of last night, more than 425,000

people were without power across california and more than 20,000 have been evacuated from their homes. >> san francisco mayor london breed issued a local emergency proclamation today. the mayor's office says it ensures the city and county are eligible for any funding from the federal government. the proclamation also allows the city detective, a city employees says disaster services workers and allows crews to continue to distribute sandbags and remove downed trees. the local proclamation will be in effect for 30 days. >> in the east bay, the city of martinez declaring a local emergency today due to damage from last night's storm of the city's reporting. several mudslides as well as downed trees and flooding. lots of road closures. kron four's man harry is live in martinez tonight. amanda, how are things looking right now? >> right now because things are dry, things are pretty good. people are moving to the intersection behind me here right now. but there are

flashing red lights and signs warning about flooding. neighbors tell me that this intersection here can fill up with water. quickly when it starts raining. >> most of the homes near the intersection of arthur road and pacheco boulevard have sandbags piled up outside the doors. a break from the rain on monday about the intersection open back up and dry out. but a sign warns of more flooding on the way. and this is why on one side of the intersection or several hills and water drains down and onto the road on the other side is a who's not a sign at a brother live near the intersection and say they've been watching the weather all week. it's fair is fun and it gets to the gas stations. sometimes we ones. and so they are worried getting there. >> like being safe now, she says her father remodeled the backyard because it would always flood when it rains the system leaky. he the ground a

guy has plumbing and even like takes the waterway. but last week was the first time they had water in their so they've stacked up sandbags in hopes of keeping it dry. we didn't know it was. and again, that never reached driveway in past that land. we were like so stressed out that day. so ash we've got sandbags we've got someone of my dad set up like an area like fix it. there's tarps and everything. the cm end, leah lives across the street. she has a tarp and sandbags on both sides of her garage door. she says some 30st she had flooding in her >> the first time she says her son and his friends had to clean everything out. but to us. will shoes. but she's hopeful the new barricade will hold up against any coming storms. >> everyone we spoke to said they're crossing their fingers, that the storms we're

getting tonight won't be as bad as what we've had in the past weeks live in martinez, amanda hari kron, 4 news city of fremont also declared a local emergency today to strengthen its storm response. >> the proclamation will be heard for ratification during the city's city council meeting. and that's happening tomorrow night. >> the latest round of storms forced the closure of highway 101 in the south bay flood water swallowing up several buildings nearby, as well as a large section of the freeway here you see chp officers diverted traffic that clogged local roads. kron four's terisa stasio has the latest now from gilroy. >> it has been quite a mess for hours down here. take a look at this and you can see for yourself what everyone has been dealing with now starting earlier today, flood waters started pouring in, spreading out over the major thoroughfares here. these are pictures from chp near monterey road where it meets up with 101, northbound and southbound in gilroy.

>> as you can see, it was a disaster and flight data stage. section close. >> that led to a massive backup, a local streets starting in morgan through gilroy resident sat in traffic for hours. listen in. >> you can get where you got. not to go for an hour. 2 hours. >> how long you've been driving today to try and get to not great. 3 out hours. how long does normally take for you to get? >> from gilroy to salinas 20 minutes. well, i've been on the road for about almost 3 hours coming out of a jose. so one way so daily commuters, i'm used to the traffic, but this is beyond. >> the normal. >> what did you do to try and keep peace? i stay that work. >> i just made some time

communicating my wife and i said i'll be home when i get home. so >> been i seen the flood since it started. i would our number. they're going home. we'll see how line against. >> yeah. how long does it usually take it >> drive about 30 minutes. but right now, i'm not sure. maybe an hour. >> and fortunately, as you can see behind me, both lanes of traffic heading both northbound and southbound here in gilroy on highway 1, 1, are now back open. here in gilroy, theresa kron. 4 news. >> and santa rosa of flood watch remains in effect until 4 o'clock tomorrow afternoon. parts of the area still experiencing some flooding. here's video of the prince memorial greenway this afternoon. you can see water from the river making its way onto the walkway. the greenway remains closed until further notice the russian river is scheduled to crest any moment now. weeks of rain and water runoff from nearby embankment have taken a real toll on the

river. already flooding some side streets around guerneville one local telling us that he's keeping a close eye on a mini golf course nearby. >> so once this starts spreading out, usually the office, the first place to get it. so once that is hits, you can't get out of that area. >> the pictures here show just how much water levels have changed along the russian river. and with more rain in the forecast. it's not known when the water levels will subside. >> all public schools in the guerneville school districts will be closed tomorrow. the sonoma county office of education says the closures are due to fallen trees, lack of power, flooding and other concerns related to all the storms. classes are also canceled for schools in the fort ross elementary school district and we've listed the affected schools here. also, we've posted the info on kron 4 dot com. a number of roads across the bay area. as we've been alluding to have had to shut down because of the

flooding or mudslides and the kind of a dangerous situation there. kron four's ella sogomonian live for us in the newsroom to give us a closer yeah, it's been a tough day out there for drivers, but there has been some progress, for example, since the last report. >> highway 13 in oakland has reopened and take a look at the 2 major highways are impacted today. the good news is highway 101. where meets 25 in gilroy is now back open. well, highway 17 in santa cruz is still closed at glenwood drive in los gatos with all lanes blocked. let's take another look at road closures here in alameda county at last check highway 84 between niles canyon road and pleasanton sunol road and fremont it shut down in both directions because of flooding and a landslide in sonoma county highway one. 21 in both directions between creek bridge and highway 12 in napa and santa clara county along with 101. we have southbound. 35 at bear creek road and la scott us that still closed because of a landslide. and in contra costa county, a section of them to tory u.s., morgan territory road is also closed.

so residents are being allowed back up. but really carefully and crews are working to clear it up. drivers anywhere when you come across flooding. do remember the term turn around, don't drown the national weather service warns that just 12 inches of flowing water can carry off a small car in the newsroom. ella sogomonian kron. 4 news. >> wow. what a sight. their impacts from the most recent storm felt all over the state. huge rocks as you can see, you know, fell to the bottom of this hill in fresno. this is highway one, 68 this afternoon, the rock slide did close that road down. as you can imagine. chp also warning folks to avoid traveling to shaver lake. >> and in southern california, nearly 10,000 people have been ordered to evacuate montecito and santa barbara county. the order comes saw the 5 year

anniversary of deadly mudslides in that coastal community back in 2018, 13 people died when rain triggered mudslides, son fire burns, cars destroyed more than 100 homes in that disaster. >> the city is home to several celebrities, including harry and meghan, the duke and duchess of sussex. >> storm impacts also felt in video from a pg and e lineman shows a giant pine tree in the santa cruz mountains giving way to a mudslide. slides down the hill and then falls over. this is along highway 9 pg and e says issues like this are making a really unsafe their crews to work in some locations. >> people trying to pass through santa cruz tonight. they may have to look for alternate routes or maybe not go at all. if you can avoid

it, you would probably want to. the storm has shut down several major thoroughfares, including here portion of highway one where crews were trying to remove that logjam of debris. bunch of trees there in the san lorenzo river highway 9, meanwhile, has been. >> shut down as well because of landslides and downed trees. same deal for highway 17. >> and that's where we find kron. first. ross clifford with more on the cleanup efforts happening there. >> ahead of the next. well, right now, i'm standing along highway 17 between los gatos and santa cruz right at the summit where you take a look behind me here. all of the southbound lanes remain closed on monday afternoon following wet weather overnight. a mudslide blocked all of the southbound lanes near glenwood drive along highway 17. caltrans came in, blocked off the southbound lanes at summit and started working on clearing the roadway that resulted in a long line of people who had to turn around go searching for other ways to get around the blockage. i did talk to a couple people who

the victim and knocked her to the ground. police say the suspect it's just 17 years old from san francisco. he was booked for charges of aggravated assault and elder abuse. >> a firefighter with the alameda county fire department has been arrested, accused of possessing and distributing child 42 year-old charles harris lives in mariposa county and works in san leandro. harris has since been put on administrative leave. stanley and rose mayor juan gonzalez responded with a statement saying these allegations are proven true are deeply concerning and undermined the public's trust in our public safety service. we'll work closely with our partner agencies to ensure that justice is served. >> the house will be in order. >> starting a new chapter in

washington, d.c., after a lengthy battle for the speakership last week today officially mark the first day republicans have control of the house, but democrats and even some republicans say they're concerned. even bigger battles are on the horizon. our washington correspondent, raquel martin, has more on what lies ahead. >> republicans are coming into this new congress with just a 5 seat majority experts say that plus newly drafted rules could create a difficult path forward for the party. >> house republicans say they're ready to get to work checks and balances on the biden administration and working on the priorities of securing the border. inflation, getting this economy back on track, illinois republican congressman darin lahood says he's confident his party can come together to govern. despite the most drawn out speaker selection since the civil war. i'm optimistic. but republicans phase one more hurdle approving a new package of house rules. lawmakers who oppose kevin mccarthy's bid to

be intense. yeah, it really is. i think for allow or maybe 2 hours we're going really get popped by the storm as it comes racing to the bay area after midnight tonight and it's a fierce little it's going to be intense. one. those moves on through some thunderstorms. now developing around the center of this area. this is all that the unstable air that's moved in on the backside of the same storm system moved today. now its wrap around about ready to move into the bay area of seeing similar storms like this before. maybe even though a little bit more compact and they can generate whole lot of power in a short amount of time. you see the lightning strikes beginning to show up. there. it is not that far off the coastline and the intense thunderstorms that roll through will bring with them downpours and very gusty winds and those storms come through. so tonight we're going to be a wild night ahead. i think, especially as we head toward right around the 2 o'clock hour, you can see the storm system, not all that far away. in fact, these thunderstorms from san francisco. yeah, right around 220 miles away. so not far from getting to move on shore. it's going to

get the entire barriers of moves on through. so watching very, very closely overnight tonight as the storm system going again to slide on through right around 2 o'clock in the morning. that is the magic time as that front begins to make its way on shore behind it. you've got all those cold speckle clouds that will keep things going with some more thunderstorms on and off for 7 o'clock in the morning commute. probably going to be a mess early tomorrow morning. here's the good news, though. by the down. maybe couple of sunny nd breaks. maybe couple rainbows as things begin to quiet down but not for long. another storm system rolling in on wednesday. thank you, lawrence. rescuers calling off a search for a missing 5 year-old who was swept away by flood waters in central california. >> it happened near paso robles just before 08:00am authorities say the boy's mother was driving a truck when it became stranded in flood waters. bystanders were able to pull her out of it, but the boy, he was swept out of the truck and downstream likely into a river, according to authorities. deputies say

the boy has not been declared dead. on the peninsula. family is counting their blessings tonight after surviving a tree that the storm brought down on top of their home with a fortune across forces un has their story. well, it was a big storm as we all know. and there was a huge it was the biggest gust of wind. and then suddenly there was like >> that was the sound of this massive pine tree crashing down to the home of laurie sheets during the storm saturday just before midnight here on pacific heights boulevard near highland drive in sembrano. well, you jump out of it's shocking. and then i opened the front door and all you can see where limbs. i mean, the big tree. >> so it was right here on your in your for your looks like, right? yeah. you can see where the root ball is. >> the tall tree once stood about 60 to 80 feet in the air and fell from the front yard of next door. neighbor money,

are urging residents to avoid driving at during the bad weather across area. we have seen lots of issues from the most recent storm time. again, drivers are warned not to drive on flooded streets, but as our kron four's, dan kerman reports tonight, it's a warning not heeded by all. >> this was the scene about 7.30, monday morning. 2 drivers drove into the flood waters on slusser road just off river road and had to be rescued by the sonoma county fire district by afternoon. flood waters had receded somewhat, but the cars were still there. officials say the storms caused mark west creek to overflow into this vineyard in that water and up flooding the road. the storms also caused trouble in santa rosa didn't take much for a number of our to get ponding nuisance, flooding to occur across town. and actually in one case. >> colgan creek on the south end of town actually went over its banks. >> flooding shut down the principal morial greenway to bikes and pedestrians in santa

was nb junior of pittsburgh was found saturday near highway 4 in concord. >> he was found between port chicago and willow pass road an area his family says was already searched by officials and family members several times. his family also says the clothes on his body were clean and dry, which they believe could mean he was dumped there sometime early saturday afternoon. >> weather's been pretty bad, horrible. so he was entire 7 days. he's close with that. >> it definitely is very suspicious. a weird that he would be right there with >> we know dry, everything. >> anybody might have information on what happened or they've seen something along. highway 4 is being asked to contact concord police or the chp. police in gilroy are asking for the public's help to try to find these 3 guys. officers say they went into the tommy hilfiger outlet around 5.30, saturday night and walked out with a bunch of merchandise totaling more than 2000 bucks

good morning, news tonight. we are learning that the 6 year-old student who shot his teacher at an elementary school in newport news, virginia last friday brought the gun from home in his backpack. police say the child's mother bought the handgun legally. they have interviewed her and the boy who is now being treated at a medical facility. according to police, he deliberately pointed the gun at 25 year-old as warner, whose picture you or just a little earlier. they say that she raised a hand in defense. the bullet went through her hand and lodged in her chest. a candlelight vigil held tonight for his warner. people gathering at a school district building to pray to sing and talk about the teacher. we're learning that as warner is improving and is

listed in stable condition tonight. >> buffalo bills, safety damar hamlin has been flown from cincinnati to buffalo to continue his recovery. he was discharged from the university of cincinnati medical center this morning and taking a buffalo are doctors say he is doing well, been upgraded to stable condition. it was just one week ago today the 24 year-old went into cardiac arrest on the field during monday night football yesterday when he was still in cincinnati. he posted this picture on twitter that shows him sitting up in his hospital bed flanked by his parents making that hearts and with his hands while wearing a number 3 hat, his number and a love for damar shirt. everybody wearing those shirts yesterday and they were tributes to damar hamlin all around the nfl before the bills game training staff for that team was honored for helping administer cpr and saving his life. then the bills came out on fire. now heights with a 96 yard kickoff

inches as you make your way above 7,000 feet. and a lot of snow all the way down lake level, too. so, yeah, the thing you got to watch out for, if you like to ski again, the back country get off some of those groom slopes in the ski areas. you can trigger an avalanche in these kind of conditions pretty easily. so a warning has been issued by the national weather service starting at 07:00am on monday and continuing all the way to wednesday for an avalanche is so a heavy snow winds overnight tonight and gusty conditions. a stormy weather until at least wednesday. and then, but we could see upwards think the next couple days kind of tough getting up there. but there may be a window as we head into thursday as things begin to clear out a little bit. but overnight tonight, this next storm system comes racing in heavy snowfall going to falling across the sierra nevada. the go a little bit of a break. and then another

system comes moving in. and there you go. the sinaloa probably going to go up a bit with that next storm system. but still, they just keep coming one right after another right after another. and there's more expected over the weekend, too outside tonight. so far it is quiet out there so far. but that's not going to last. this guy that's developing off the coastline. that is an intense a little storm system out there right now. and it's going to pack a punch. start to track a couple thunderstorms around that system. so some unstable air beginning to move in a little bit closer and going to be moving in overnight tonight, bring some heavy rainfall when you know one another round of some gusty winds. don't need to see that. but likely going to see some trees coming down again in this one overnight. so it's going to be a shorter term storm. but when it's here, you're going to feel it. you're going to feel the duration of the storm system. maybe an hour, maybe 2 hours or so. and that will be it. but i mean, it is going to pack a punch when it comes on shore. late tonight early tomorrow morning. okay. but well, that leave a little bit of time for the ground to be able to soak some of this water. unfortunately, not much. we've got another one

ravaged northern california again and many communities across the bay under flood watches and warnings tonight. torrential rains caused significant damage, flooding streets, collapsing roadways and so much more. thank you for joining us tonight on kron. 4 news at 10. i'm pam moore and i'm grant lotus in for ken tonight. president biden has declared a state of emergency for california clearing the way for assistance for the storms that have now killed 12 people. >> in the past 10 days tonight, the bay area is bracing for yet another storm. chief meteorologist lawrence karnow is tracking it. he's live in the weather center with what we have to expect tonight, lawrence. yeah, the early storm took a long time to get through here. started last night went through this morning. this a little different flavor to it. it's going to come in kind of a short hitting storm, but it is going to pack a punch as it moves through tonight. so far it is quiet out there. no rain just yet things kind of tapered off which a nice break into the afternoon and evening hours. but it won't be long and then we get ready for that next storm system. so flood
