>> from the area's local news station, you're watching the kron. 4 morning news at no. >> and thanks for joining us. we're going to try to steer you through this storm. i'm daria and i'm james. and on this day when we've got wicked weather like this, sometimes people they make it too much as just rain and yeah, but now we're trying to give you the heads up because later today, the amount of rain john's talking about, you can be sure there are going to be accidents. there is going to be flooding. there are going to be mudslides. 17. that's what we're trying to get you prepared. well, and it's already happened. we're dealing with it. we're dealing with a clean up from last weekend's storm. and then this one has john. so we completely expect and power outages could happen as well again, because the winds which are surprisingly strong. yeah, it's the winds this time paired with the rain which we've already seen what that can do. we saw on new year's eve and we were left with a lot of spots under water. >> now we're looking at that rain on top of what's already saturated soils. lighter showers this morning of

already resulted in some issues will has been out there. so you mudslides, see us air has been showing you where we're already seeing water piling up, looking out there at the embarcadero. if you look really close that those palm trees, you can see wind is picking up a little bit. now the peak wind gusts. those don't get here until after 02:00pm to 03:00pm. so any sort of wind and rain that you're already seeing is nothing in comparison to where we're heading this afternoon. now is your time to get out there and to take advantage of some time to get to the grocery store. look at this system. it is impressive. this is your textbook mid-latitude cyclone right here. almost forming what appears to be an eye at the center of the system. the circulation right now drying through the warm front ahead. this is your cold front in this right here is what moves in later today and brings us that heaviest of rain and those strongest of winds in that is what we're so concerned about this morning. we knew it was going to come in those moderate showers, the soaking rainfall, which yes would be a decent rain in the

end or other occasion, but really is just the lead up to the big event. we're still seeing lighter showers out there. a lot of that rain right now transitioning to snow in the sierra which is awesome to see. it means that we do have colder air aloft and this means solid snow pack a building in the sierra nevada. we need that. but we don't necessarily need is any more water in the bay area at this particular moment. but we're about to get a lot more of it towards noontime. it's consistently dry, but don't take that as an invitation to get back out there. expecting that it's going to stay dry by 02:00pm to 03:00pm. you want to be back indoors. that's when the cold front pushes through. and as you can see right here, that line of showers packs a punch, heavy rainfall moving in very quickly and strong winds along with the 2. this is going to push right in during your evening commute tonight and we'll be coming along with the potential of some trees down the ground, saturated roots structures, more vulnerable to toppling over and with that comes the risk of lost power. and with that as well comes the risk of street lights being out along roadways. if you have to take your evening

commute tonight, leave early and get on the roads before the sun goes down because you need a breeze hazards like standing water and roads are going to be very hard find this evening as we move through the night pockets of heavy rain continue all the way in through tomorrow morning, which is going to be a very rough drive to work for your thursday. flood watches today for the entire bay area. we do have a flood warning for the russian river as well as up in mendocino county on 101, near ukiah. russian river is already rising and we will be seeing threats to guerneville and monte rio 40's to 50's for current temps. it is a mild morning focus on the rain jacket. and yes, if you haven't got the extra water bottle, some extra food, go ahead and do that this morning into early afternoon. the back by 02:00pm to 03:00pm and then hunker down the rest of the day. already been talking so many issues out there and this is just the start of the rain. what are we looking at now? exactly. we're still seeing roadway flooding. so southbound 6.80, north of south main street in walnut creek or a long 8.80, northbound south of 98th

avenue. so >> you're already seeing the flooding it. so it's just going to get even worse as the day goes on the north face. you're seeing flooding as well. chp on the cat say they have pockets of flooding and hayward. they haven't put those exact locations because it's a number of issues. people are calling in and telling them about this morning not been as you're traveling into the city right now with very slick and wet across most of our bridges. now we're at about a 13 minute ride. 80 to you can kind of see the bridge cam shaking there. that means our winds are also picking up as well. richmond, sandra fell bridge tolls to 1, 1, 8 minute drive. very slick conditions. you can see that from our travel, our lens there and the golden gate bridge. 37 to the tolls. it's going to be about 22 minutes already seeing flooding and gusty wind conditions. so drive slow out there this morning. darya james, back to you. all right. thank you. let's continue our team coverage now. we're talking about the hazards that we face today with more rain on top of what we already had. >> and that means more mudslides. and there's already a cleanup underway on state road. 84 in fremont. yeah,

that's the catch is they don't have enough time to clear everything from saturday storm before today. storm really gets into gear later on this afternoon. and that's the worry. and that's the problem. and kron four's will tran is following. >> some of that for us this morning out in fremont. good morning. well, >> james, they have a great window to get a lot of work done because look at this. it's not raining at all. you can clearly see my rain. slicker is often i just have a jacket because >> to see my rain hair because the rain this morning, not anymore. but >> you can see what it did. look at all the debris, the mud that was from the street sweeper just this morning, guys. they come along. they take off all the mud on the roadway on 84 niles canyon and then they put some of it right here. let me show you the video. this has been going on since new year's eve. there is so much water on the hillside that it cannot contain the trees. the roxy more so gravity it comes tumbling

down. goes across the roadway and to the other side of traffic right next to the creek and moves guardrails right off of its location all up and down. niles canyon, not one landslide. dozens of landslides, trees, rocks, not only is it blocking part or most of the traffic at certain points, obviously could be downright dangerous if you're driving down here in the middle of the night and all of a sudden a tree comes barreling down and that's why they are either cutting it up. if it's too big, if it's small enough, they can move it with some heavy equipment to the side. but as far as reopening, this is going to be quite some time. james story. it's going to be worse before it gets better because we do know the afternoon. that's when the hammer hits us. but right now they're doing the very best that they can because this is so important to thousands of travelers using this to cut between to and from pleasanton and fremont to get to 6 ad or

from 6.80, to fremont any other time. there will be hundreds if not thousands of cars right now. you can clearly see james and darya. it is a >> all right. thank you will. and when you can't get from here to there, that's made life difficult. and that's going on a marine county to with the big puddles. you have to know that's part of our continuing coverage. we want to head to the north bay right now where we've already been seeing. >> some of that water getting deeper and deeper along roads and freeways. kron 4 sarah stinson joins us from mill valley with a look at that pace era. >> yeah, this is the highway. one exit at mill valley on highway one exit off of 101, in mill valley. >> and it has gotten significantly worse since we first got here. i'm just going to show you the problem areas here. now it's look at that. it's completely flooded. we can't even see the center line over there. it's about a foot deep when people exit 101, they're dry up there. but when they get down, they have to enter this flood water. and unfortunately it's got to the

point where whether you're going easter was you're having to share one nonexistent lane. it's just one big flooded lake and people are unfortunately doing anything about it. they're just driving right through it. look what they've done now. they've decided to go in the other side of the road to get through. >> people are getting creative. my biggest surprise here is that caltrans is aware of the situation. this is a an area that's prone to flooding. they came out and put those cones in. >> but unfortunately, it's gotten to the point where i kind of feel like this needs to be shut down this person's doing exactly what you should do. turn around, don't drown. she said here she saying i am not messing with this because it's got the point where there was an area where you could be dry enough to make it to the other side up. here we go. we've got the sheriff's department showing up. they're driving right through it. i guess they're not going to shut it down. this. my biggest thing, darya james, i'm really thinking they need to shut this down. i just talked to the owner of the jim over here

and he said usually they shut it down when the king tides get bad. and right now we have a case with the tides. plus the rain. we had consistent rain from 3.30, in the morning until about 30 minutes ago. and it doesn't matter the effects from it are sticking around. and as john says, this rain is only going to get worse as the afternoon goes on. you can imagine how think it's going to get how deep it's going to get in the coming hours. take a look at that. it is now lake mill valley now has a lake. i want to wait and see. so, perry, i want to show you this red truck going through. yeah, it's really deep over there about a foot deep. and they're making it through. daria, what do you think? i need to be shut down what are your thoughts? because we've seen this before. sarah, you've only seen one percent. well, look at that one. >> you've only seen one percent around and on the news. we keep saying when you approach something like this, you do not do around. one car did we just everybody is going

roll the dice. well, we also didn't see the sheriff turn around you that i couldn't believe just went right through to. so it's. >> and you can flag it down here. you have a car being towed. >> and i seen an ambulance go by. i've seen pg e go by. there's a lot of people moving and grooving today trying to help those who are being affected by the storm already, as we know, can you imagine only going to get worse? look at this car. i'm just going to say that. yeah, this is bad as it going to move my car and a man there's car. is it? >> yeah, that is. this is it's only going to get deeper. yeah. heavy rains everything. yeah, they are all right, sarah, we'll check bags a little bit, ok, see, maybe somebody up another shot that down at some yeah, i that's going to be impassable. so we'll we'll keep it to the kron. 4 will keep you updated on that. and don't forget to in the south bay, the city of san jose now has already declared a state of emergency. >> they issued an evacuation order for all unhoused people that are living anywhere near creek where heavy rain or flooding is likely. and this

9.14. want to give you a quick update on the flight cancellations and delays. the latest numbers now from flightaware show the situation getting worse at sfo. not surprising, but unfortunately, that's the story today. total delays now up at 69 and total canceled flights at sfo up at 62. and again, that's been a steady rise all morning long situation. get a little better at oakland. it was above 50 flights delayed. now it's down to 48 canceled. flights stands at 6. and then lastly, san jose. 54 flights delayed right now with 10 canceled out. right? so the situation at the airports are going to be rough today. again, if you have any flights, if you're planning on picking anybody up, make sure you find out ahead of time. if that flight is still on time. and i good day for flying driving or going to parks right now, all san mateo county parks. >> and trails are closed today. and tomorrow. >> and that is because the hazardous conditions. >> 12 county parks closed in all. now first, it was poor water quality that close down

the beaches. they said don't go in the water. there. and that was from sam to county officials making that call. but then now with this added they can't even address inspect that problem until friday to see if it's able to be reopened. the closures are going to be extended depending on the weather. and we all know it's happening with the weather right now. so doesn't look good for going to the park's anytime soon. >> and we also have some tips for you for going to be driving today. obviously recommended not to do so. but if you have to be out on the roads, remember to not use your cruise control that can really up your chances of losing control of the car, especially as you hit puddles and standing water. secondly, slow down. leave more space between you and the car in front of you. when lt's wet, you're going to need longer stopping distance to come to a complete stop. 3rd, if you do begin to skid member to steer in the direction you want the car to go, trying to keep the nose of the car still facing forward and avoid slamming on the brakes. that's an easy way to hydroplane. you don't need a lot of water to do that. so make sure your real careful and obviously. trying to stay

as calm as possible. don't panic when you panic, things get worse. >> there's going to ferry service today on the harbor of and south san francisco ferry routes because of this storm. and you can see the alert that they put out on social media saying because the winds, these high winds are going to cause some safety concerns. so that's why those terminals, the south san francisco harbor bay terminals, are not going to be running their ferries. all the other ferry routes are they say, expected to operate as in my neck of the woods yet the marin ferry track where you can take miranda to suss alito and to angel island into san francisco. i just can't imagine why you want to be you're going to wish they had seat belts on the ferry today. if you're going to be taking as is going to be all over, you kayak, you know, down the stream, i graham, i for on in the weather center a job yet, you know what? we are going to be looking at an afternoon to not be on the ferry, not be on the roads, not be outside too terribly much. it's already been less than ideal out there

on any other day. you look at a morning like this and that was a good rainmaker right there. put this really just the start. >> of what's going to be too much rain in a way too much wind this afternoon. this is half moon bay right now looking fairly stormy out there. swells at the coast as high as 10 feet today going to see even breakers right up the coastline tomorrow as this storm system. just look at how well formed it is. this is your textbook mid latitude. cyclones right here. really drying in that first, a warmer air mass and then the cold front that sweeps in later today is what's going to come along with that rush of wind in the heaviest of rainfall. look at this solid snow in the sierra all the way down into reno. this is exactly what we want and we love to see it. but if you are heading up there, really the only to do so will be friday because we're already getting snow up there. and you're already looking at whiteout conditions along 80 and highway 50 radar here in the bay area show newcomer rainfall right now. we had seen heavy rain earlier this morning. it's tapered a

bit and we will continue to see calming over the next few hours between 10:00am and noon today. you're going to think to yourself this isn't so bad at all. take advantage of that break. go ahead. get to the grocery store for last-minute supplies. take the dog out. really quick. but be back in by 02:00pm to 03:00pm because look at this. this well formed system right here that your cold front right there, the heavy rain and the strong wind pushes right through that deeper red right there. those are downpours pushing into a very saturated bay area already, if you absolutely must be traveling around commute time, please leave work early and be traveling during daytime hours because the strong winds on already very wet soils means route structures are week. we're going to see a lot of downed trees. that's also the risk of died down power lines, loss of power, less light cast on roadways, less opportunity to see any hazards like standing water, downed trees on roadways. if you must be traveling tonight, it must be before the sun goes down very hazardous during evening hours. tonight, we will see

pockets of heavy rain all through the evening and into tomorrow morning. one last blast of heavy rainfall during the morning starting to taper off through the day after that. tonight in tomorrow morning's commutes are the worst of them. we will see improved conditions after that. as for rainfall totals, we've got 2 to 4 inches possible across the bay area. fact is the ground's already saturated. so it's not going to handle that too. well, water is going to rise really quickly. upwards of 7 inches of rain piling up in the north bay mountains and a lot more of that into the weekend and next week as we see additional storm systems pushing through flood watches across the entire bay area bay area. all of us lit up in green with 60 to 70 miles per hour. wind gusts were all also under high wind warnings. now, the sierra nevada, you're already looking at well above average snowpack for this time of year, over 200% of average in the southern sea air. and we're adding feet up on that the next several days friday is the one day for good travel up there. aside from that, it is going to be very hard today. we're already seeing white out conditions with very windy and

very snowy conditions up there tomorrow. we continue to see that heavy rain but tapers off later in the day. the opposite of today were it only increases now friday or dry day for the bay area's? well before more rain into the weekend and next week. reyna. john, thank you for that. will highway 84 still close out? we have that for storm. >> roll it around the 31st. a mudslide there, landslide. and so they've still have that blocked off. i was just talking to deal on that. she was saying she typically takes that highway to cut through there. fremont. you can't do that. you're going to have to take 6.80, or 5.80, to navigating get around. looking at our commutes are bridges this morning. 8 minutes mace to that fremont street exit or san matteo bridge at around 13 minutes, 80 to 101. and you can see our winds picking up the air because the bridge camera shaking back and forth. that's because we have those high winds out there already gusting what a lot of the south bay. 29 minutes. 85 up to menlo park. 2, 80 82. no major issues there. 8.80, salient or down towards

time and happening right now. authorities in sonoma county are looking for a man who they say escaped jail tuesday morning. >> so take a look at the picture that the sheriff's department put out. this is 39 year-old via of petaluma. apparently he ran from the jail's loading dock. he was last seen wearing a gray sweatshirt over a blue t-shirt and white pants. he was in custody since november on charges of possessing a stolen car. >> 9.25 and we have a development in the car crash off a double slide. now a man is facing attempted murder charges because investigators think he intentionally crash that car ran off the road with his family inside. the crash happened as we told you here on the kron 4 morning news monday morning office, a true one by the tom lantos tunnels. and you can see the tesla there were came to rest about 300 feet down the cliff. and then here's the chopper view

as they went to save the family. and it's pretty amazing that they were able to save all 4 people in that vehicle. but after investigating the police think that the father dharmesh patel droll his wife and 2 children off the road on purpose. and here's in part with the chp. san francisco had to say after they investigated throughout the night interview, witnesses gathered evidence and based on that, investigators developed probable cause to believe that this incident was an intentional act. and as to whether auto pilot that was on there's no determination about what mode the tesla was in. but that does not appear to be a contributing factor to the incident. they think that it was on purpose. >> all right. as we head to break, here are some tips now as we brace for this incoming storm. your advice to have a go bag ready if you're in an area that's prone to flooding and you have to evacuate quickly and make sure that in

>> we have team coverage right now. the rain. yes, we do. this storm is just getting going. oh, my gosh. and the wind is really starting to pick up. we've been noticing the palm trees behind us here during the commercial break, sometimes getting really

whipped around. so, yeah, the winds are coming, john, just as the rain seems to be tapering off a little bit. yeah. the rain is tapering off. winds picking up a little bit change is actively going on as we speak this morning, we saw that steady soaking rain, which is good in normal cases. but considering we have heavy, heavy rain and the strongest of winds just around the corner. now the ground is saturated and water is going to rise quicker. then it would have if the ground wasn't so saturated. you're look outside right now at the east bay hills, very grey. as of right now, starting to calm down a little bit. we saw steady showers through the morning. you're seeing a little bit of a break here. just look at this well-defined system plowing towards the bay area. and i like structure in the middle of it. this is your textbook mid-latitude cyclone right here. a cold front right here. this is what's really going to pack the punch later today. we're in the midst of the warm front which is already clear through the bay area resulting in those showers that we saw this morning. we're still seeing some light showers out there. just not as ampressive as earlier on. look at the snow

really starting to pile up in the sierra nevada, going to see multiple feet of it up there in the days to come. now, futurecast shows a few spotty showers over the next few hours. really the driest time is right around noontime today. your chance to run to the grocery store. get out and about for a quick minute before 02:00pm to 03:00pm. the heavy rain arrives now. this is going to have a big impact on evening commute tonight. my advice first and foremost is if you need to be on the road driving home from work, make sure that you're leaving early and travel before the sun goes down because this is not just a punch of heavy rainfall. that red area indicating downpours. this is also very strong winds. trees are definitely not a stable in these very wet conditions. lots of opportunity for downed trees lost power. that means not as much light on roadways during evening hours. less of a chance to spot any debris, ys down trees or even standing water and roadways into the morning tomorrow, we'll see continued pockets of heavy rain and more strong winds all the way through your morning commute. flooding risk for the entire bay area. we're all under flood watches for the

entire region. and for the north bay. we are seeing flood warnings along the russian river monster rio guerneville. these do include you now 40's and 50's for current temperatures. it is been a cool morning first and foremost that the rain jackets on right now now through around one 30, her best chance is to be outside, be inside by 02:00pm to 03:00pm and behind down for the rest of the day. i'm going to talk and everything you need to know for the system. but rain has been keeping us updated on where we've been with any hazards this morning. and rain are already seeing some issues on. we have a 20 minute systemwide bart delay because of the weather. so we've got issues there and they're just going to continue to pile up as the morning goes on and the day goes on. >> with all of those weather issues in emergencies, our bridges, we have been raining most of the morning. so still very slick. 8 minutes into the city this morning. you want to drive slow as you're traveling? thankfully, no across our bridges. so 13 minutes to 101, richmond, sandra fell bridge about 7 minutes as you're making your

way from the tolls to one on there. golden gate bridge got those high winds already starting. so drive slow again because of that. and remember that highway 84 is close, going to be close until they're able to clean up all of that debris from that mudslide. that happened from that first storm that we were tracking darya. james, back to you. all right. let's keep track of the storm. we have team coverage now. we're already seeing flooding on some bay area roads and freeways. yeah, especially in the north bay kron 4 sarah stinson has been keeping an eye on the situation up near mill valley. >> what's it look like there now? sarah? >> well, i was just over across this bridge off of the highway. one exit of 101, in middle of mill valley. and it got so bad that we actually had to drive out of there because we wouldn't be able to get out. we probably have to. been dark our walk. i don't know. it would have been, you know, we're trying to be the news. were the ones telling everyone if you see that flooding of water, then turn around? and that's exactly what we did. darya james, take a look at the video. this is

what i'm talking about. there's at least a foot of water over there at that highway. one exit of 101. you can see cars struggling to get now really seen some wind. >> you can see the the cars are really struggling to get in and out of that. got to the point where was waiting for caltrans show up and shut it down. but they never did. i saw a sheriff's drive by highway patrol caltrans at one point put up combs to make it more of a one lane or but then as i going back on 101, to get on 1, 1, north. we almost didn't get out that way because the tide was coming in. the flooding is occurring from the rain and the tides that areas prone to flooding already. and then you add the nonstop rain we saw all morning long. that area is only going to get worse. as john says, we may have a break from the rain right now, but that's not going to stick around long. we expect that we're going to see rain this afternoon specifically around 2 o'clock. it's going to get

really bad throughout the night. so you're going to want to make sure that if you live in mill valley, do not take the highway one exit by then i would hope it's close if it's not, it's at your own risk. and i would just advise everybody, even if it's a close, don't expect officials to do that. take it upon yourself to make sure that you realized, ok, i don't think i'm going to turn around. that's what i did. i decided you know what? it's not safe from turning around. and now i'm here on the other side of the bridge of 101, still in mill let me just tell you, it is getting very windy up here. i haven't seen high winds so far this morning as we know this. this storm is about to pack a heavy wind and constant rain. and the wind is really just now starting to pick up in warren. the ties are high as well and the rain all this morning didn't help that area that you just saw video. diane james. yeah, it's going to be an intense one. i can only imagine what our night crews are going to expect and experience. and then us in the

morning, you know, going to be a busy one is is look at the futurecast for the john had moment ago. it's not going to be a pretty sight for the evening right home now that sarah. >> and organizations like pg e and the national weather service, they are at all hands on deck because of their freight of power outages. specifically it could be widespread. that's the worry. anyway. pg e is working around the clock right now. >> to repair anything that needs to be repaired to shore up. anything that needs to be braced before the next storm comes. the company says it's anticipating things like falling branches and even entire trees because the ground is so wet and the winds are expected to be as high as they are. and that's going to be a problem. national weather service says it's important to take every precaution right now because in the end, it could save lives. >> make sure that you have a go bag in case you have. you have to leave quickly in the event of an evacuation make sure you you know, good supply of things in your home food, that kind of stuff, medications, if make sure you have what you need for your

seen showers kind of diminishing across the region right now. most of those bands have pressed further inland. now moving up into the sierra where we're starting to see some heavy snow piling up bay area, relatively quiet at the moment. we are seeing light showers out there and winds picking up gradually. but the real wind and the real rain arrives around 02:00pm to 03:00pm today he was here calmest of conditions right around noontime today. good chance as to her. and james are saying to get the dogs out there before this happens. this is 03:00pm right here. look at that line that increases very rapidly and we will be seeing right around 05:00pm midst of the commute. you see those red spots. those are heavy downpours that will be working their way into the bay area coming along with that peak wind gusts as high 60, 70 miles per hour. the ground out there is very saturated. so water is going to rise really quickly. that also means that winds are going to push over trees a lot quicker than you would if it was dry ground. so we will see some downed trees, potential for downed power lines and lost power if you must be out and about this afternoon into

evening. do so before sunset because once the sun goes down, may not have a light post passing much light on our roadways. that's less chance to see. indeed a breeze down. trees are standing water and roads on into our evening hours. we'll see pockets of heavy rain through the evening on already saturated soils and then into tomorrow morning, another rush of rain are right in the middle of our morning commute. so tonight's commute in tomorrow morning's commute are going to be the very most difficult ones this morning. as we mentioned, really just a lead up to all of it. 2 to 4 inches of rainfall is ahead of us here. and for the north bay mountains could see upwards of 7 inches of rainfall. adding more on top of that into this weekend and next week as saturday and then monday, more atmospheric river fueled events push into the region. flooding risk for all the bay area. red areas around you, kyra. and then the russian river are flood warnings where water is already rising and then high wind warnings in effect guesses. i said 60 to even 70 miles per hour. peak wind gusts this year is going to get a hefty amount of snow
