>> the bay area is feeling the wet weather. is this next round of rain enters the bay with heavier rain potentially life-threatening. stormy weather later this afternoon. just in time for the evening commute. we're helping you prepare the dangerous weather ahead. >> from the area's local news station, you're watching the kron. 4 morning news at >> good morning and thanks for waking up with us. i'm daria and i'm james and we're waking up to wet weather around the bay. no way around it. everybody's feeling it light to moderate for now. but boy, that's going to chain you all in the same boat. >> and it is the water is going to be rising on that boat. go to john shrable in the weather center for a look at when we're going to get pounded worst. yeah, it doesn't take a lot to remember what happened on new year's eve with the rising water. now we're compounding that with heavy rain in some really strong winds. what this means for us risk of downed power lines because route structures from trees pretty vulnerable at this point from toppling as winds pick up later today in

evening with loss of power, strong winds and heavy rainfall, not a recipe that you don't want to be prepared for. so prep time is nearing an end here. we're already seeing showers this morning. there's quite hours sitting under gray skies. we've seen it's consistent, steady rainfall throughout the course of the morning. and this is just start. the lighter stuff system very imposing looking one to working its way on into the coast. right now we're seeing the impacts from the warm front ahead of the storm and that is resulting in widespread rain across the bay area. making your wet commute your morning commute. very wet. and this rain will tell you it's already resulting in a lot of issues out there. this is just the start, more and more issues tonight. now we will see a break around noontime today. this is your opportunity. your last chance for getting outside for a minute doing that last minute. grocery shopping. although i'm hearing store shelves are pretty empty already. and also just taking the dogs out for a second because they're not want to go out tonight. neither will you between 02:00pm to 03:00pm, the heavy rain and the strongest of winds arrive. now, this is

poing to stay with us for multiple hours. if you absolutely must be traveling tonight, anyone that has that evening commute back home. definitely leave early because you don't want to be traveling after the sun goes down with that risk of a lost power. light post could be out and that would means less chance to see any debris. ys hazards flooding on roadways. traveling tonight is not going to be a good idea. pockets of heavy rain continue on and off through the evening and tomorrow morning. if you have to venture out for your morning commute also going to be a very rough one. all of us under flood risk today with flood watches in green for the entire bay area. that spot a red west of santa rosa. that's a flood warning on the russian river guerneville and monte rio. especially vulnerable to those rising waters. upper 40's to low 50's for current temps. it's cool. it's wet rain jackets this morning. if you need to head outside before 02:00pm is the time to do it. even so take it slower this morning. now rain i mentioned that we already have some issues out there. what's the latest on the roads? do have that highway flooding

northbound 80 90th avenue. also along some of our streets. so. >> 36 and telegraph in oakland as well. you might remember a few days ago, 84 and both in the eastbound and westbound directions are closed because of a mudslide. well, they're still working on that. that's you're traveling through fremont. so again, factor that in, you're going to take 6.80, or 5.80, to navigate around that area heading into the city. still slick this morning. 9 minutes mace to that fremont street exit. your san mateo bridge, 80 to 101, 14 thankfully, no major delays across our bridges. they are slick and people are driving slower. tulsa want to one richmond, sandra fell bridge about 8 minutes the year and the golden gate bridge. 37 to the tolls. 24 minutes on the stormy morning. darya. james, back to you. all right. thank you. ran a let's continue our team coverage of the storm. crews racing against the clock to try to clean up a mudslide on state route. 84 in fremont. yeah. after saturday storm that was one of the number of issues that we track all across the bay today. storm.

>> is expected to make all of those issues worse, especially where will is this morning. he's been tracking the progress there. let's see what he's doing right now. good morning. well, good morning, james and darya. >> i'm on highway 84 and of course i win. do this. if this was open to the public, but it has been shut down for days and it looks like it will continue to be shut down because not of one landslide landslides. this hillside here so saturated that it can no longer hold the rocks or the trees. let me show you some video just up the road that caltrans allowed us to go up. 84, you can see what it did over the past couple of days. guardrails knocked off its original location because all of that debris, they came down from niles canyon pushed it off the roadway and now it's simply too dangerous to allow the public to go through. not just the guardrails being knocked off the trees that

stood along the canyon. well, it didn't stand a chance with all of this rainfall and it's going to be worse before it gets better because the soil is so saturated and we do know that the heavy load that hammer will hit us this afternoon, which is why the crews are busy right now doing their very best to clear the roadway. not sure how much is going to help, but they still want to make some progress because we do know that the rainfall is on its way and then it's going to be here for quite some time. niles canyon is very important to people in fremont as well as pleasant and because a lot of people cut through here. i've been getting off a 6.80, going through this location to fremont or if they live in fremont, they go here, go up this road and connect to 6 ad. right now. it is off limits. and once again, i'm standing right in the middle of 84 safe and sound as far as the traffic because they are not allowing traffic to go through any time soon. >> back to you. all right.

thanks for the update. will. >> well at 805. let's go to san francisco where they've also activated their emergency operation center. they did that yesterday to respond to any problems that may come up with today's storm kron four's justine waltman has more on what they're doing. >> we are prepared to deal with this as a massive storm approaches. san francisco has activated its emergency operation center to help coordinate the team effort. it will take to survive the storm. we do expect localized flooding and mudslides, downed trees and power lines to occur in san francisco. the city is expecting more than 3 inches of rain and wind gusts of 60 to 70 miles an hour in the afternoon. >> as the weather gets nasty, mayor london breed wants people to use 9-1-1, wisely. we have a lot of emergencies that we will need to respond to. so we want to make sure that 9-1-1 is used as a life or death tool. only the city wants people to use 3, 1, 1,

to report non life-threatening issues. it responded to more than 800 calls on new year's eve for weather-related problems and expects to do the same if not more on wednesday to prepare clear out storm drains and use sandbags if needed. if you have not experienced flooding in previous storm events, you're not likely to experience flooding. so please leave those sandbags for people who have had flooding issues in their home. the city wants people to stay safe and be ready for what is to fortunately, the service co fire department is a prepared for a disaster. >> it's what we do. but we could really use the public's help. please stay home. >> the city believes this could be one of the worst storms in city history. so it's getting ready as if there was an earthquake with the intensity of rain coming. expect delays with public transit. and as of now, san francisco public schools are open in the newsroom. i'm

justine waldman. kron. 4 news. >> and san francisco public works had long lines at the sandbag location. they opened yesterday. you can see the cars that are backed up. watch this down. rinse treatment around the corner. all one. if their hands on those bags, it's a limited supply. they're giving out 5 sandbags per dress. but at least they already had loaded everything in the bags. and just chuck them right near trump, which is handy and easy. and this was the best place to get them because a lot of people went to the store's first and they found the were empty. >> i went to lowes. i went to home depot. it went to 2 other hardware stores. so how many sand? but you've got 5 here. how much get everywhere else? 9, 0, and i've been looking for 2 days. feeling better now. yes, we'll just weather it. and wait for the next one. >> and there will be an excellent, by the way. so in the midst of this one, they're actually opening another. a sandbag station today. so you can get the couple of locations are in and the

kansas street locations are giving out sandbags. >> do a town of danville has declared a local emergency because of the storm. and you can see in the video screen there why lot of mmd. and a lot more rain coming right now. >> so this allows them to have a faster response to any disasters that happen. the brookside drive neighborhood, one of the hardest hit from saturday storm. yeah. officials say that local emergency proclamations will be expiring noon on tuesday, january 10. so we're going to have this in effect for quite a little while. and they're not the only ones. the south bay, san jose is doing the same thing that city declaring a state of emergency. >> and also issuing an evacuation order for all unhoused people who live near creeks because with the ground saturated there thinking they could end up seeing flooding and overflowing the banks for these creeks and they don't want to danger endangered the public that are living outside. and then there are several cities and counties that are warning people who are in homes near creeks and

other bodies of waters to evacuate their homes right now because they say again, their lives could be put at risk because if there's an overflow and also there's mudslide problems that they're concerned about they're and if you are homeless, are opening several shelters as well in the bay area to house the homeless who may live in dangerous spots, especially in stormy weather like this in marin county, we're in health and human services is having an overnight shelter available at 30 to 40 kerner boulevard in sandra fell for anybody to seek shelter and really from that's from 5 o'clock today until early tomorrow morning. in the east bay, several roads in contra costa county are closed and that's because of rockslides and mudslides again from last weekend's storm. so we know we're going to see more of this today. that's why they were out there yesterday trying to do their work quickly along marsh creek, deer valley, morgan territory and highland roads, clear away

the debris, rocks, mud and everything else and warning you if you're driving in that area today. >> who is when we're out responding to mudslides and rock slides to stabilize the slopes as best that we can and then hopefully they will perform better during the next rain of that to you don't have to be out on the roads. try to avoid being out driving during storm events such as this. but if you come across the road that has some standing water in it. the best advice i can give is not to enter that area. the roadway. >> not to enter. that means turn around because you don't know how deep that what looks like a puddle is. also there are other hazards that can happen. you could get swept away in water that is rushing and you don't realize it or your engine might stop working if it submerged under the water for enough time. so be aware of that. and then also we want to update you on the schools because today, all after-school programs in the south san francisco district or cancel because the storm.

yeah. the district also planning to close schools tomorrow as well. that hooper superintendent saying it's really the health and safety of the community. that's our top priority right now. >> they do plan on resuming classes on friday. so just keep that in mind. and officials from san mateo and foster city school district also say they plan to cancel classes. >> tomorrow set to reopen on friday. depending on the weather. so we'll keep you updated. yeah. and the best way you can keep updated is to watch tv. keep it on channel 4 because you've got extended coverage. >> all afternoon when it really starts to get bad out there from 3 to 11:00pm, which are the peak hours for this round of rain and then also online in cut on kron 4 dot com yeah, that 03:00pm to 11:00pm is when we're going to be seeing the most of this rainfall. so stay tuned with us for it. >> prepared tonight for potential loss of power and potential of flooded areas. lot of a breeze in roadways, too. >> we're already in the midst of the warm front from the system. this is brought steady, moderate rainfall to the bay area, the heaviest of

>> all right. we are back with a live look out here at sfo. keeping a tab of the latest delays and cancellations. and it looks like the numbers as we suspected are still rising. flightaware reporting that san francisco international airport now at 60 delays. 53

cancel flights. oakland not much better. 50 delays and 6 flights canceled outright and then down at san jose international airport. we have 58 flights delayed cancellations. so the number of delayed flights at all bay area airports now at 50 or more. yeah. make sure call ahead. yeah. hundreds of people being affected. you if thousands of people being affected by this know that just was trying to get up to the airport. >> i think everybody's that's running commute and do everything else. we talked about ferry some of not running. so you're going want to check ahead. yeah. and roadways right now are bad enough. you know, i mean, rain has been tell us about flooding you guys this afternoon tonight. it's going to be really, really rough for his buildings are really going to just dump. so anybody that's heading into work this morning, i know you're doing so you're like, ok, i can handle this kind of rainfall and going to be like this. yeah, exactly. i'm not going to be like this later today. this is just your introductory dose right here. >> and during any normal rain system right here, this is the

one we tell me about. yes, slow down. give yourself some extra time. all good advice for a day like this. but towards the afternoon is when you are really going to want to leave work early because traveling at night is not something you want to risk during a storm like this. we are seeing a very powerful system. you see this well storm system right here. this is qualifying as a bomb cyclone rapidly falling barometric pressure with the system in those ones pack the most punch. we are looking at a little bit of the bay area this morning. this is our warm front of the system which comes along with usually a soaking rainfall rains a little bit more spread out, not really having the heaviest of intensity just yet we can handle this. but the ground is already saturated. so a lot of this is already piling up running off into streams. you add on top of this, what we'll see later on today. that's where the problem in my eyes already seeing a lot of snowfall in the sierra. this is good news because your last few systems, they were really warm. this is indicative of cold air aloft, which actually is going to make good snowpack in the sierra nevada. so this

is really nice to see this morning as far as the sierra goes, just not good for traveling into the syria. obviously what we do have for radar here locally, the heaviest of rain currently is in solano county up into napa county and then some lighter showers for the bay area itself. right now we're going take a little breather. midday here. don't let that be your invitation to think that the storm is done. the real storm hasn't even started yet at this point. but it is a good chance to get outside for a minute. walk around the neighborhood with the dog, maybe get to the grocery store, get some supplies because after that come to 03:00pm. this is when the heaviest of rainfall gets here and the strongest of winds stays with us through the evening commute. and this is when we're going to be seeing the worst of impacts tonight, even though we just see spotty showers, we are going to be seeing a lot of power outages likely this means less a chance to see if there's any debris zinn roadways because street lights may not be working in your area into tomorrow morning. yet again, another push of heavy rain in the midst of the strong winds. this is all going to add up to

a very, very hazardous evening for travel. 2 to 4 inches of rainfall across the bay area in excess of 7 inches for the north bay mountains in adding more on that this weekend into next week. flood watches across the entire bay area. those areas of red along the russian river and up towards uk and mendocino counties. those are flood warnings. were waters already rising and we're in the midst of high wind warnings, guesses wind as high as 60 to even peak gusts at 70 miles per hour today. the sierra also going to be very treacherous. we're already looking at snow pack in the southern sierra above 200% of average. we're going to add on multiple feet of snow in the coming days today and tomorrow, not easy days to be traveling white out conditions up there. fridays really your window before more snow into the weekend and next week. as for today's highs in the city, it will be slow 60's and san francisco, san jose at 61, a mild day for the bay area and a mild forecast ahead. but a wet forecast. heavy rain today in early tomorrow. friday. you're breather before more of it into the weekend and next week. thank you for that. will

highway 84 is still closed because of that first storm we saw. so you can't take that. >> you have to travel along 6.80, or 5.80, to navigate and get around through fremont roadway flooding still here north on 80th avenue in oakland and 36 avenue. right near telegraph in oakland heading into the city right now is going taking 9 minutes. thankfully, we're not seeing any major accidents or hot spots on our bridges right now. so you can get across them and try to get things done very quickly before the brunt of that storm really starts to hit us. 14 80 to 101, the south they want traveling up. 31 minutes. 85 up towards menlo park. 2, 80 82. we're still at the limit there to traveling. if you're hopping on 8.80, right now, down towards milpitas about 26 minutes. 5, a and 80's 18 minutes. looks like there are not a lot of people driving out on our highways this morning. and if you're taking highway 4, it's going to take about 16 minutes as you're traveling from antioch in to conquer darya. james, back to

you. thank 20 and let's talk national news now. the new congress is starting off with chaos. republicans took control in the house. yes. and now they're fighting amongst themselves in the electing a speaker. we've got hannah brandt explaining. >> from d c. >> right now things are just stuck. the house can't do any actual lawmaking until they select a leader. and so far all the republican infighting has prevented that >> speaker has not been elected. >> on the first day of republican rule in the house, the party clashed over who to pick as speaker today is day i wanted to have congressman kevin mccarthy got the support of most republicans. but a small group of conservatives, including congressman matt gaetz, kept him from getting the majority. he needs to become speaker. if you want to drain the swamp, you cannot put the biggest alligator in charge of the exercise. the house went through 3 rounds of voting but mccarthy's right-wing opponents more even

as his supporters like congresswoman marjorie taylor. greene urge them to reconsider. this is not about prom king. this is not about a pastor. this is about electing a person to sit in the speaker's chair so that we can all get to work. mccarthy says he'll continue the fight no matter how long it takes a going anywhere. and congressman steve scalise pointed out the deadlock is stopping republicans from moving forward with their agenda. we all came here to get things done. to get big things done. democrats criticize the chaos as the minority members stay unified. behind their leader. congressman hakeem jeffries. sad day for democracy. it's a sad day for the american people. >> house democrats, our unified, ready, willing and able to get to work. >> now suppose to have another round of voting on wednesday. but it's really unclear what the road ahead. looks like for republicans in washington. i'm hannah brandt.

think he crashed on purpose with his family inside. that crash happened monday as we reported here on the kron 4 morning news off of state route one near the tom lantos tunnels. and you can see this is from the rescue crews perspective is they use choppers. they won by boat and land to meet them and saved this family. that was 300 feet down the cliff and that mangled vehicle. now, officers believe that the father who was driving dharmesh patel drove with his wife and 2 children off of that cliff-side road on purpose. here's in part with the chp. san francisco had to say that they worked through the night, interviewed witnesses, gathering evidence and based on that, investigators developed a probable cause to believe the incident was an intentional act. as for investigating the vehicle itself, they say there was no determination as to what driving mode that tesla was. and but it doesn't appear to

be a contributing factor because they think that he drove off the road on purpose. turns out the kids were not harmed and the husband and wife to go to the hospital. but now he faces these charges. >> it is a 26 and we are still tracking the storm. the latest with the radar shows we've got light showers overhead right now. the heaviest past us at least for the morning commute. but that's not going to the case later today. we've got weather really ramping up for the evening ride dangerously. so we'll have more on that coming up. and as we head to break, some some quick tips on how to. be ready. what's the hardest part of the storm hits. firstly, never touch any downed power lines. make sure you have a flashlight drinking water and ice on hand. and if you do experience a power outage, make sure you turn off and unplug any electrical appliances just so they don't suffer any damage from a potential surge. we'll be potential surge. we'll be right back.

>> 8.30, right now. and it is all about the storm, this one and the fact that really of if this is as good as it gets, you know, be wary of what's coming this afternoon, honestly, because later today we're talking about a daily, coming down. the wind and the wind during the heart of the evening commute. john has been given us that warning all morning long yeah, we already know rain like this can really do it to us. we just saw that on new years eve. but now we're adding in wind that is going to be gusting as high as 60, even 70 miles per hour. peak wind gust. >> through the afternoon and evening tonight, this means

potential loss of power, trees down the breeze and roadways, not a situation. you want to be venturing out into says he's like darren james said when you've got a consistently rainy morning and this is the best time of day that tells you something right there. we're seeing winds picking up a little bit, but nothing like they will be later today. generally just a soaking rainfall so far this morning. but look at this system that is pressing on towards the bay area. very moisture laden system. we're just now crossing through the warm front of this. that means widespread steady showers that we've seen. some of our heaviest of rainfall situated out towards solano and eastern contra costa counties right now, we're also seeing a lot of snowfall from this, which is actually great news in the sierra instead of that slushy situation we saw last week, this one has been impressive. snowfall maker for this year. and this is really good news. we need that snow pack more than anything else really. futurecast shows these showers throughout the rest of the morning. we're going to take a break from rainfall late morning into early afternoon. don't let that be the excuse to think that the rain is over. really. the heaviest is yet to begin that moves in. as

you can see between 02:00pm to 03:00pm, very heavy rainfall in very strong winds. right in the midst of your evening commute. if you've got to get to work today, see if you can leave extra early because the last thing you want to be doing is traveling after the sun goes down with the potential of power outages. that means less light cast on roads, less opportunity to see the breeze in roads such as downed trees or flooded spots on roadways, too. still traveling during the daytime is not going to be a deal the way better than at night. futurecast shows pockets of rain, heavy rain through the evening and on into tomorrow morning for your morning commute tomorrow, too. flood risk all across the bay area. flood watches from north to south coast to our inland areas and a flood warning for the russian river as well as 101, in mendocino county up towards ukiah. right now temperatures are upper 40's to low 50's. if you're stepping out this morning, focus on the rain jacket and a layer underneath it to stay nice and cozy. now rain has been keeping us updated on any issues on the roads. and right now there's been quite a few

spotty john, and it's going to be the busier tomorrow. so, okay, we're bracing for that. if you're traveling along southbound 6.80, north of south main street in walnut creek roadway, flooding there. roadway flooding in oakland 98th avenue northbound 80. >> also as you're traveling along a through some of our street ways, chp, pretty much inundated with a lot of those reports. but i do see they even have roadway flooding in hayward. they haven't been able to update the exact spots the air, but you're seeing it heading into the city this morning. 9 minutes, mace that fremont street exit. our san mateo bridge 80 to 1, 0, one, 13 minute heading across towards the peninsula. richmond, sandra fell bridge about 8 minutes. still very slick. still very wet. still slow it down. and the golden gate bridge about 22 minutes. 37 to the tolls darya. james, back to you. look at that camera covered in water and so are the highways, especially in the north bay. >> the usual spots, you know, they're going to a lucky dry, for instance, 101, north bay. that's where we're seeing. >> at least earlier, some indications that flood water

don't want to see impressive, but it's been interesting. they drive into that parking lot because that's where they pick people up and it it's like the barely get in. it's a close call. every time i saw subaru drive into this parking lot, which should be close to it says no parking allowed real beast cited got block. take a look at that. it's very thick in that parking lot. but i think those buses have to get in there because that's when they pick people up for the airport. so it's a tricky situation. i'm going to pan back this way because i want to hoping you'll see some of the people, but i've seen it's kind of crazy that they come in here full speed and then it's like a wall on either side. this is truly becoming a lake, daria. i mean, look at it is getting i'm for. even by the caltrans is >> aware. >> they put these cones up and then actually on the other side, you can't show you right now. but they did put some cones up to to create one lane. so daria.

sign for green street. it's pushing a little bit that wind later today is going to be something else. got some commuters out there. one guy on his bicycle and the bay is already really high swell out there 10 feet today. peak waves tomorrow at the coast will be as high as 30 feet. so this is a massive storm just making its way right into the bay are rainfall this morning, although impressive on any other rain event is really just the introduction to this system. it's been a steady soaking rain. the ground already saturated. so you're already seeing some flooding spots out there. we're going to see a whole lot more of that towards the tail end of the day that your evening commute. so i know a lot of people are still heading to work this morning thinking to themselves. it's a rainfall event. i've driven in this a million times. what we're seeing tonight is not one of those rain events, though. this is a system here that will prove very hazardous, if you must get on the roads and stay on the roads past 03:00pm come home before sunset tonight. this heavy rain is accompanied by wind gusts as high as 60 to even 70 miles per hour square in the middle

of the evening commute right here. this will result in loss of power, potential of less light on roadways. so if you're leaving after sunset tonight, you're not going to be able to see those to breeze hazards and roads such as rising water, even trees down. so again, if you must commute home tonight, please do so before the sun goes down for your own safety, we'll continue to see heavy rainfall into the evening. just so more. so in pockets and into tomorrow morning for your morning commute again, if you have to take it, we are going to see a rush of heavier wind and heavy or wet rain as well. now, as far as rainfall totals go, we're looking at some impressive totals out there enough. so that we are seeing flood watches across the entire bay area. that spot of red around the russian river as well as around duke high up in mendocino county. those are flood warnings. were waters already rising in some spots? temperatures out there fairly mild from the system. as of right now. but we will be looking at some really cold conditions up in the sierra that's already resulting in
