driving away from the apartment complex on francisco boulevard when they arrived yesterday morning. officers were forced to fire when she pointed a gun at them. >> we are so sorry. the loss of life is always a horrible thing and we are sorry whatever it was came to that. >> the son is in stable condition at a hospital this morning. the district attorney's office is investigating. it is my honor to introduce you to our new top police officer, chief floyd mitchell. >> very years. floyd mitchell, the new police chief in oakland yesterday he got his first chance to introduce himself to the people he will be tasked with protecting. oakland has had a half a dozen people filling that role in just four years. mitchell was a former chief in lubbock and temple, texas. he explained how we will tackle the tough job here. >> my approach is high visibility, responsible, proactive policing that is procedurally just , data

driven, and grounded in evidence-based strategies that address our most difficult issues. >> the new chief said his first order of business will be getting to know the people in the department and in the community. here are your first alert weather headlines. we get a brief break today but that does not mean that we are completely dry. there will be a few showers and there have been downpours this morning and there is a chance of the downpour in any one spot in northern california. 10% coverage . the second storm gets here tomorrow. and it will be a weekend split. it looks like the storm will be out in time for a dry sunday but between tonight and then it will be stormy. here is a wide view of the doppler throughout the morning. notice that most locations like 95% of us are drive but where it is raining, it has been pouring and there is a chance you will encounter a downpour or two throughout the day. here are

some of the higher rainfall totals over the past 24 hours. berkeley you had half an inch of rain fall. kentfield nearly an inch of rain. san francisco, one fifth of an inch of rain and san jose about 1/7 of an inch of rain fall. next storm, obviously wet and it will be windy. coastal mountains, the beaches themselves and in the east bay the higher elevations, could see wind gusts in excess of 45 or 50 miles per hour. plan on windy weather and wet weather starting friday. we will go hour by hour with future cast coming up. taking a live look at san francisco city hall where supervisor is being joined right now by other supervisors to push for the place for all ordinance. that requires the city to develop a comprehensive strategy to end homelessness. but he says the city still does not have an actionable plan , two years after enacting the ordinance. developing news in baltimore in the wake of the deadly bridge collapsed. the bodies of two men pulled from the water by dive teams. the teams risking their own lives in cold water and mangled metal looking for four other still

missing and presumed dead. this morning federal investigators say they have recovered evidence that is helping to reveal what caused the collapse of the city's historic francis scott key bridge. natalie brand has the latest from baltimore. >> reporter: federal investigation got an up-close view of the twisted mess of metal and concrete blocking one of america's busiest ports. >> just looking at what was a bridge , three bridge spans, that is pretty much gone. just utter devastation. >> reporter: the ntsb team boarded the ship wednesday to begin interviewing crewmembers and recover the ships avoids data recorder. as they try to figure out why the cargo ship hit baltimore's francis scott key bridge , causing it to collapse. >> it is a massive undertaking for an investigation. >> reporter: the ntsb said the ship held 56 containers of hazardous material , that is

more than 760 tons. some of those containers were sheared open leaving a sheen on the water. >> there is a threat to the public from the hazardous materials on board. >> reporter: the port of baltimore which is the nations top hub for vehicles remains closed impacting thousands of workers. divers have recovered the bodies of two of the six highway workers presumed to have died after the bridge collapsed. search team say there is no way to reach the others until some of the wreckage is removed. maryland state police identify the man found is 35-year-old alejandro hernandez fuentes and dorlian ronial castillo cabrera the family is a tremendous agony. the navy is sending barges with cranes to help clear the scene and the army corps of engineers and coast guard also have more resources on the way. >> for the latest updates on

this just in. a federal judge has sentenced sam bankman-fried to 25 years in prison for his role in the collapse of a digital currency exchange , ftx. the 32-year-old was convicted of fraud and conspiracy last november. for siphoning off people's deposits. is spending included purchases of luxury properties, flights on private jets and large contributions to political candidates. the judge in new york put total losses for customers, investors and lenders at more than $10 billion. happening this evening in san francisco's chinatown, a book reading on how you avenge the death of your mother. nearly 30 years ago, her mother died as a result of a plastic surgery malpractice case. she dealt with the trauma through

performance and art but as ryan yamamoto reports, the healing began which are used the tragedy to help change a nearly 50-year-old california law that now gives victims of medical negligence a way to recoup losses from pain-and-suffering. >> everyone knows the tragedy of the dead. but let's talk about the tragedy of the living. >> reporter: how someone heals from trauma -- >> i felt scared. >> reporter: can come in many different forms. >> perhaps there was too much shame to how she die. >> reporter: for susan, she found answers as a performing artist with a one-woman play who most recently as an author with the release of her memoir, the manicurist daughter. >> seeking the truth was how i would avenge my mother's death. >> reporter: her mother, known by her american name jennifer, ahead on two mail salons. the vietnamese immigrant who had made a life for her family in the bay area. in 1996 while undergoing a tummy tuck and

chin implant, she went into a, and later died of a botched plastic surgery. the doctor had been at the center of multiple complaints , having his license suspended by the medical board of california. where susan made a trip to the san francisco doctors office, where her mom went in, but never came out. >> sometimes i look back and i wish i could have prevented her from coming here. i have come to this building so many times looking for answers and a part of me feels that i found that answer . and now i can let it go. >> reporter: susan found that answer by turning trauma and tragedy into real change. at the time of her mother's death there was a $250,000 cap set in 1975 in the state of california on the amount of money that injured patients and their families could recoup for pain, suffering , or even

death. >> plastic surgery is a perfect example. >> reporter: consumer watchdog has been fighting this for several decades. >> in 1975, $250,000 is actually a reasonable amount of money. today, that amount is about $50,000 , adjusted for inflation. what that means is no attorney can afford to take the case that is only not economic damages with the cap being so low. >> when i was 11 years old i lost my mother to medical negligence. >> reporter: they recruited the help of victims and their family members, including susan, who testified and told her story to medical boards and lawmakers. >> one of the most important ways that an organization like mine can make a change in the law is by telling the stories of families who are impacted. >> reporter: in 2022, they won the battle. governor gazza newsom signed california assembly bill 35, the fairness

for injured patients act, raising the cap families could recover for medical negligence from $250,000 up to $1 million. >> that is me eating a legacy for my mother. >> reporter: a legacy through activism and real change. while healing through performance and her art. >> i wanted to know who she was . and how i was like her. and most of all , i wanted to know if i could heal from this trauma. >> reporter: by retelling the story of her mother, not just how she died , but how she continues to live . just like when a boat passes by you are left in the wake of the boat in the water, that is where you are. a storm passed by and we are in the wake of that storm and is just unstable enough that we have a few showers . not many. there could be isolated showers or downpours throughout the morning hours. then we reload ,

mother nature does for the second storm which is not only going to be wet, it will be windy. you can see this map and you are looking at 5:00 on friday. tomorrow afternoon, places like santa rosa and san francisco and oakland likely will see wind gusts in excess of 30 miles per hour. that may not sound strong but that is a stiff breeze. plan a windy conditions heading in toward friday afternoon and friday evening. one storm, a rainmaker last night. that is moving out. the front is through, the storm is off the western washington coastline but this is the second storm. it has more juice and it is also going to move slower. it is a two day deal. it will take two days to clear out. today in the wake of the last hour, scattered showers but also partly sunny skies. clouds will increase thursday evening and thursday night. by 6:00, on friday morning, tomorrow morning, the rain begins but watch out whatever spreads all of northern california . all of

the bay area and it will be coming down at a pretty good clip. there is more yellows and oranges and reds on this map , friday afternoon. when you add every thing up and you put friday and saturday together, you have some pretty good rainfall totals. 2 1/2 inches of rain in portions of the north bay, especially higher elevations. that is enough to fire off a light to moderate flooding opportunity. in san francisco we are talking about one inch of rain from this storm. it is going to be soggy coming up on friday and saturday. let's talk about our high temperatures today. which in between storms will be in the upper 50s for the north bay. san francisco, 59 degrees. vallejo, 59. oakland, partly sunny and a chance of shower and a high of 60. redwood city, 62. san francisco getting up to a high of 63 degrees with partly sunny skies. the extended forecast, if you are vacationing next week, after easter it will be fantastic. highs around 70 degrees monday, tuesday, and wednesday. the change is that sunday looks

new street son was unveiled a long warriors way yesterday. that will stay up the weekend. good news for the bay area. our wnba 's pension team announced they are taking deposits for season-ticket memberships. they start at $25 and they have got a fan base. golden state said they received more than 5000 deposit since the franchise was announced back in october. the new team is scheduled to tip off next year at chase center. baseball is here again. it is that time of year and taking a live look at both of our beautiful bay area baseball parks and it is opening day for the a's in the giants. the giants are on the road today in san diego. logan webb is up against the padres. it will be an exciting season for san francisco. the giants made new additions during the off-season. type-padres begins this afternoon at 1:10 p.m. and the a's are home and hopefully they bounce back a little bit more this year for
