intensifies. facing new backlash. opponents get the green light to launch a new recall effort against governor newsom. the hurdles that must be cleared before a new measure gets to voters. and showdown at city hall. san francisco supervisors overturned mayor breed's veto of a measure to limit development projects. the potential impact for those struggling to make it in the bay ahead of a make-or-break election season. this is "today in the bay." good wednesday morning. i'm marcus washington. >> and i'm laura garcia. let's start with a look at the forecast. kari is tracking what we can expect. >> we're starting with a few clouds here and there, but overall a quiet morning and we'll be watching rain get closer to the bay area. we're expecting most of us to get some showers later on tonight, but the north bay will see that rain moving in a lot earlier as we get started. once again, this system is going to change our weather, bring in some cooler temperatures, along with some unsettled weather over

the next couple of days. now, we are also going to be tracking the wet weather for the north bay a lot sooner compared to the rest of the bay area, so we are looking at mostly cloudy skies and rain in the north bay throughout much of the morning into the early afternoon. then we start to see scattered showers in the peninsula and parts of the east bay in time for the evening commute and getting heavier later tonight. so i'll be tracking that for you. mike, you have a traffic alert. >> i do. these roadways, we're looking from the south bay into the city and throughout contra costa county, all of those are looking great. we do have a new incident on 680 i'm following. we're looking at mild slowing west 80. there's a big big rig here just off the cordelia junction. it's your commute direction, through fairfield, so chp did issue the advisory. this could be a problem if this lasts more than about an hour as the commute will start to build here. we will track that. but the bay bridge, i-80 is just

fine. >> thank you. this morning the baltimore community is reeling following the tragic francis scott key bridge collapse. last night dozens gathered for a vigil to honor the construction workers who were on the bridge when it came crashing down. >> we want to give you a live look at that scene. as you can see, the ship is still wedged between the debris from the bridge. >> overnight coast guard officials suspended active search and rescue efforts. there are still six workers unaccounted for. recovery efforts will start today for those workers who are presumed to have died. "today in the bay"'s alice barr joins us live from baltimore this morning. >> reporter: good morning, marcus and laura. we are expecting divers to go back into the water at any time, really, to continue that recovery mission. we also have some new information that the national transportation safety board chair confirmed to nbc news that they have recovered sort of the black box, the data recorder

that's on the cargo ship. that should hopefully shed some light on the many, many questions that remain about how this tragedy could have happened, as well as what lies ahead and how to rebuild the bridge and the lives forever altered. in baltimore this morning, a broken bridge uniting a community in grief, as an urgent rescue mission for at least six missing people shifts to recovery. >> we're going to do everything in our power to help these families find closure. >> our heart goes out to the families. >> reporter: the missing part of a road repair crew filling potholes on the francis scott key bridge when a cargo ship as long as the empire state building started showing signs of distress, flickering lights, dark smoke and a mayday call, before slamming into a support column, sending the bridge tumbling to the patapsco river. >> the bridge is gone. >> reporter: two of the construction workers were

quickly pulled to safety, and in the moments before impact first responders acted quickly to stop traffic on the bridge. video shows the last two cars crossing about 30 second before the bridge fell. >> i need one of you guys on the south side, one of you guys on the northerly side. hold all traffic on the key bridge. there's a ship approaching that just lost their steering. >> reporter: state, local and federal agencies working together with president biden, promising help to rebuild the bridge. the national transportation safety board now interviewing witnesses, examining debris, data recorders and past safety records. >> the ntsb focuses on the facts, so we will figure that out and be able to provide that information in the coming days. >> reporter: for now, the focus still on the human cost, as families wait for answers from the dark water. and officials believe it will take years to rebuild the key bridge, massively shifting how

people move around this entire city. also important to note, the very busy port of baltimore is locked down, no timeline yet for when it could reopen. and that could mean some wide-ranging impacts on the supply chain. marcus and laura? >> alice barr in baltimore this morning, thank you. governor gavin newsom is facing another recall, even though he's not up for re-election. the recall group rescue california got the go-ahead yesterday from the secretary of state to start gathering signatures. this is the same group that failed to recall newsom in 2021. they're accusing the governor of leading the state into a budget deficit, plus other issues like homelessness and crime. for the recall to qualify, they'll need over 1.3 million valid signatures by september 3rd. newsom called this another wasteful recall campaign. new developments in san francisco, and a tug of war at city hall with the promise of new housing caught in the middle.

now, this comes after the mayor vetoed a measure for certain projects. "today in the bay"'s ginger conejero saab is live for us in san francisco. it seems like supervisors basically just put their foot down, despite the need of more housing in the city. >> reporter: well, that's right. good morning to you, marcus. supervisors overturned mayor london breed's veto in an 8-3 vote, which means a measure will put certain limits on high-rise projects in historic neighborhoods in the city. the legislation puts limits on the height and scale of housing developments in the jackson square historic district seen on the map here in yellow. the extension to that district and the northeast waterfront historic district are seen in green. supporters say the legislation is partly the response to a proposed 200 foot tall housing project on samson street and the supervisor aaron peskin sponsored the legislation saying the older buildings need to be

preserved. but in her initial veto, the mayor argued it would deter critical new housing projects. of course, all of this comes in an election year with mayor breed already in a battle to retain her post and peskin previously suggesting he may be ready to enter the race. peskin called the veto a political move, while the mayor released a statement that reads in part, quote, our current housing shortage is the result of decades of bad policy decisions and inaction, and it will take years of consistent and relentless work to make the necessary changes to get more housing built. now, housing is a huge topic, as you both know, in san francisco. it does not seem like this debate or this discussion will end here. we'll keep an eye on how this continues to develop, marcus and laura. >> i'm sure it's far from over, not just housing, but affordable housing. thanks, ginger. monterey county today opens a new assistance center for people who lost everything during flooding in pajaro last year. that's when heavy storms

triggered a levee break and submerged many neighborhoods south of watsonville. the new center will allow impacted residents and businesses to apply for state assistance, amounting to $10 million in aid. the center will be open today through april 27th. people who live there should make sure to bring proof of identity and residence. let's take a live look outside, eastbound highway 80 at soda springs. you can see the snow blanketing the sides of the highway. well, meteorologist kari hall is tracking what we can expect weather-wise in that area and here at home. how are we looking? >> there's a winter storm warning in effect that will begin at 11:00 today, so as we can see in that live video, the roads are clear, but we are going to see more snow coming in later today and the winter storm warning, winter weather advisory for the lower elevations will be in effect until 11:00 tomorrow morning. we're looking at about 6 to 18 inches. but as we check in on our sierra

snowpack, it's doing pretty well, right at average for the central sierra around the lake tahoe region, northern sierra is at 115% of normal, and we will see some additional light snow, but much more snow coming this weekend into early next week. we'll be talking about the impacts and bay area rain in a few minutes. mike has a look at where we can find lower gas prices. >> the statewide prices are consolidating to a range of about 50 cents here. we're going to lead off with one of the best in the state, oakland, $4.19. the price is higher, it's just everybody else is coming up. 98th avenue gas here at the top. south bay, morgan hill, one of the many showing $4.39, arco on monterey street. and the same price in solano county, also $4.39 at central gas on springs road in vallejo. thanks for sharing and thanks for checking gasbuddy.com. checking the roadways, a smooth drive right now.

the incident i talked about on 680, it was reported on southbound 680, but the slowing we see is northbound 680, right around main. i want to trust the sensors and say there's something going on. chp is arriving on scene. this is opposite what your commute would be coming down out of concord toward the walnut creek interchange and through the rest of contra costa county and alameda county, a smooth drive toward the richmond and bay bridge. when is a dollar not a dollar? it doesn't go as far as it used to. well, ahead this morning, we're going to show you new proof that the dollar tree stores are no longer quite living up to the name. and meme stocks, that's supposed to be an insult, really, but it doesn't mean you can't make money off of them. and before you pack those easte

good wednesday morning. right now at 5:13, we're taking a look at how the day will shape up in mountain view. we'll see peeks of sunshine early this morning, but then clouds roll in and we go from upper 40s to low 60s today. it's going to be a cool day and eventually the rain will be moving in, most likely tonight. we'll have a look at the timeline for all of our microclimates in a few minutes. we're looking at the golden gate bridge. a number of cars heading northbound. i think they had to stop traffic

or slow it for a second as crews did head north. we see traffic coming toward us out of the north bay without delay. we're looking at a change in the east bay, though. contra costa county coming up. well, good morning. very happy wednesday to you. futures calling for a higher opening, after a string of losses, markets are still near all-time highs. we keep flirting with 40,000 on the dow, two interesting meme stocks, reddit continues to rise almost a week after its debut on the stock market, truth social as well rose on its first day of trading. neither of these companies make a profit, both of these companies trade way over earnings. truth social's ratio is about 2,000 times earnings. by comparison, nvidia, which makes gobs of profit, 25 times earnings. tesla was a high flyer, too, but that stock is down around 35% this year. one of the worst performing stocks on the s&p 500.

tesla worrying sales will slow. it's offering free trials of its fsd, that's full self driving in cars it's already sold. if you have a capable tesla, you'll just be able to turn it on. they hope, if you like it, you'll keep it and pay them $12,000 for it, about $200 a month. there is a civil trial just about to get under way in the death of an apple engineer using that automated system. investigators say playing a video game as well, when his self-driving tesla hit a barrier on 101 in mountain view back in 2018. tesla has won similar lawsuits in the past. and apple says its worldwide developers conference will get under way june 10th through the 14th this year. this used to be a conference that attracted tens of thousands of people in person to san jose. it was in san francisco for a bit, and arguably now it's nowhere, because, marcus and laura, it's virtual. they will kick off at apple park

in cupertino, otherwise online. >> what a huge change. it was a huge event. >> huge change, absolutely. and you can bet it's going to be ai they're going to be talking about. >> taking over everything. >> that's where we're going. right now we're going with weather and the real deal. meteorologist kari hall has a look at our forecast. >> we're starting with a mostly clear sky across the bay area. nice, quiet morning, temperatures in the upper 40s. it's 52 in oakland and it is 47 right now in walnut creek. san francisco, you're heading out the door to 50 degrees. as of now, you don't need the umbrella, but you will later on this evening, as we're watching the storm system approaching from the north. we've had a nice little stretch of some beautiful weather for a little while, but things are about to change as we get ready for this rain to come in, most likely later this evening. you can see the very well organized storm system that's moving into the pacific northwest, and there will be more behind that as we go into

our holiday weekend. so a look at our high temperature for today, in east san jose, expect it to reach 65 degrees, about the same in gilroy, and in los gatos today, 66 degrees. we'll be in the mid-60s for much of the east bay, with pleasanton, danville, walnut creek, looking at a high today of 63 degrees. and we'll be in the low 60s for much of the peninsula. overall it's going to be kind of a cool day. mostly cloudy and breezy in san francisco. up to 60 in the mission district. mill valley, 58 degrees. 60 in sonoma. now, the north bay will be cooler because the rain gets there first. as we're seeing a change in the weather pattern, this weather system that will be coming in as we go into the next couple of days. a look at the hour-by-hour forecast, it shows the rain that will be coming in around 11:00 for areas in northern sonoma county northward. as we go into the rest of today, it's most likely in the north bay, but then gradually working its way into the rest of the bay

area later on this evening. so we're looking at about a quarter to a half inch of rainfall, most likely the higher rainfall totals will be in the north bay where the rain will linger a lot longer. and then moving ahead, the active weather pattern continues into the weekend, as we get this storm system passing by that will also bring us sierra snow we were talking about for the weekend. so a look at our seven-day forecast shows that things do clear up right in time for easter, although there may be a lingering shower, most of the rain is going to be happening on saturday. off and on waves of rain and the possibility of thunderstorms as well. and look at that sunny stretch of weather for early next week and the warm-up, it will be in the low to mid-70s. we are going to have a few more days of winter-like weather and rain here and there. mike, you're looking at flashing lights at the bay bridge. >> you can see the reflection, there are some flashing lights at the bay bridge in the parking lot. it looks like they just wanted some attention. over here, calm coming toward

the bay bridge itself. so you can take your time this morning and be on your normal schedule so far. through the maze and out of the contra costa county commute here. we did have a crash reported, we saw slowing north 680 that did clear, so no more problems around main. we have more slowing showing up right here, this is our continued alert for fairfield, westbound, right around red top road. we do have a disabled big rig blocking your right lane, far enough north where folks westbound coming into the area, this is already affecting the morning commute. that's a note for folks if you have friends coming through fairfield. this is what i was talking about for 680 toward the walnut creek interchange. all the way into the south bay, a smooth flow of traffic. a new incident shows up on 580. we'll check on what chp has to report coming up. 5:20 right now. making promise memorable and a lot more reasonable. coming up next, the act of kindness at a bay area high school helpi tong

welcome back. sacramento now a sanctuary city for transgender people. city leaders approved the resolution yesterday at city hall. it ensures the rights of transgenders are upheld and that no city resources are used to detain individuals seeking care. crowds of people showed up and had signs for and against the resolution. supporters say it's part of reproductive justice.

those against it say they worry about the message it sends to children. trending this morning, dollar tree -- laura, you can take this one. >> okay, let's talk about dollar tree. it might be branching out even more when it comes to rock bottom prices. some of those prices will soon be going a little higher. until about three years ago, dollar tree prices stayed pretty consistent with a dollar price point. in its latest earnings call, the company says the base price will increase from $1.25 to $1.50 and a price cap will be set at $7. the previous $5 cap was set last june for some items. you've got to check the tag. >> they should change the name to just some dollars. >> dollars and more. well, prom season is here for some high school juniors and seniors and it can be a lot of fun, but very expensive as well. >> however, this is a group over in the north bay at a high school that are really trying to make the event accessible for any budget. our garvin thomas has the story

continuing until 11:00 tomorrow morning. then looking ahead, there will be a stronger storm moving in from friday into the weekend, but this initial line of rain coming in will be in and out of here fairly quickly, but still enough to bring us about a quarter to half inch of rainfall in the next 24 hours. so i'll be tracking that. mike, you were looking at a new report in the tri-valley. >> yeah, here is the big view of the bay. we talked about what popped up on the report. what popped up as details, full screen, someone was throwing cans from a car here, then there was a crash. so i don't know what karma is, but we're looking at one lane blocked. no injuries reported. we do have one lane blocked westbound 580 at santa rita road. there may be some debris as well. there was a traffic break to clear to the shoulder. we'll get the update. that is your commute direction. meanwhile, we do have a pretty smooth flow on 580 out of the

altamont pass up to that point just shy of the dublin interchange. vasco road is fine feeding toward the same traffic. a quick live look shows you crossing the bay, the san mateo bridge, no problem, we're just picking up a little more company. >> thank you very much. 5:31 right now. later this afternoon, oakland's mayor will officially introduce the city's new police chief to the public. there are already a lot of opinions and expectations as the city is struggling to deal with crime. "today in the bay"'s bob redell joins us live. the chief, i would say, really has a tough job ahead of him. >> reporter: he does. good morning to you, laura. the oakland police department is still under federal oversight because of the scandal from over 20 years ago, and it has been a revolving door of police chiefs. 12 police chiefs over the past two decades alone. incoming police chief floyd mitchell is a veteran of the u.s. air force, has more than 30 years of experience in law enforcement, including 25 years

with the kansas city, missouri, police department. most recently he was the chief of police in texas. we recently spoke to the president of the lubbock association over the phone and said the relationship with the chief had its ups and downs. mitchell resigned as chief as last september and the reason was never disclosed. the department did come under fire over abandoned 911 calls. department surveys show criticism over his leadership, with more than 50% of respondents who felt mitchell was out of touch with the needs of their departments. we spoke with the pastor who worked with mitchell when he was chief of police in temple, texas, prior to his stint in lubbock. he was the department's chaplain at the time and says mitchell had a positive impact as temple's first black chief of police. >> he goes out to the community. if he did the same thing he did here, go to the community and go to the community leaders and

visit each area of the city, and just talk to them, i guarantee you that they would at least see a viewpoint or at least give him a chance to prove himself that he is the real deal in oakland. >> reporter: mitchell did say in a statement he looks forward to working with residents, businesses, city leadership and police commission to build a stronger and safer oakland. but before he can do any of that, he still has to clear certain state requirements, including a test. the mayor says that process is under way. mitchell's appointment follows more than a year of no permanent chief after mayor sheng thao fired chief leronne armstrong weeks before the department would have completed its federal oversight program. as i mentioned, odp is still under federal oversight. oakland mayor sheng thao will introduce the new chief during a 1:00 press conference when he is expected to be taking questions

from us. reporting live, bob redell, "today in the bay." >> thank you, bob. well, the search for answers is just getting started, this is after the francis scott key bridge collapsed in baltimore. this is a live look this morning at the scene where divers are re-entering the water this morning. the ship which hit the bridge is still tangled in all of the twisted steel. there's still no word on when it will be removed. here is what we do know. the search for survivors is over. six construction workers who were on that bridge are still missing this morning. >> as juliana valencia reports, both the ntsb and the state of maryland are launching investigations. >> reporter: this has shifted to a recovery mission, the u.s. coast guard says it's unlikely to find any survivors at this point. they had planned to have divers in the water by 6:00 this morning. we know at least six crew members were doing routine maintenance, filling potholes on the bridge when it collapsed. they're still missing.

this is a very busy port that's had no movement in or out since yesterday morning. step one is for the ntsb to complete their work, they need to go through the remnants of the bridge, interview crew members and witnesses, examine the ship and analyze data recorders to piece together how and why this tragedy happened. maryland's governor, wes moore, said the state will also do their own analysis. >> we also do things for us to really think about our infrastructure as a whole, our maritime infrastructure, rail infrastructure, all infrastructure, and making sure that maryland can lead the way in having real core infrastructure assets. >> the path to normalcy will not be easy or inexpensive, but we will rebuild together. >> reporter: president biden has pledged his support that the

federal government will cover the cost to rebuild the bridge. but a senior adviser to the president says it's too soon to tell just how long that will take. to give you perspective, when the skyway bridge in tampa collapsed in 1980, it took about seven years to get another bridge over tampa's bay. reporting for kntv in baltimore, juliana valencia. happening today, attorneys for the man convicted in the violent attack of nancy pelosi's husband plan to argue for a new federal trial. david depape is now awaiting sentencing for the hammer attack that seriously injured paul pelosi in their san francisco home. he faces 50 years in prison with a state trial still pending. radar online reports his attorneys will argue constitutional rights were violated during the initial federal trial. now to decision 2024, and one of the closest races in the country is happening right here in the bay area. the battle to replace outgoing congresswoman anna eshoo is

still razor thin. this is district 16 in san mateo and santa clara counties. joe simitian now leads evan low by just two votes. this is for the second place position. former san jose mayor sam liccardo already clinched the top spot. the top two advance to the november election. it is possible that the losing candidate will request a recount if the race ends this tight. this morning more problems at the martinez refinery. there was a small fire there around 6:00 last night. by the time firefighters arrived, it was actually out. it comes as the martinez refinery company is under investigation after a chemical release in 2022, along with multiple flaring incidents. antioch renters are making a new push to protect themselves from no cause evictions. tenants and activist groups rallied at last night's city council meeting urging them to pass the just cause eviction ordinance. they say the current laws don't

protect renters from no cause evictions. activists claim the ordinance would help prevent more people from becoming unhoused. contra costa county has seen between 29% increase in homeless people between the years of 2020 and 2023. >> this is one of the tactic landlords have used in order to increase rent, evict families, so then they can increase the rent to new families. >> no action was taken at that meeting. the city council just wanted public opinion. now the council will consider their recommendations and present a final draft in april. the city of richmond is now in a contentious back and forth over brand new pickleball courts. developers recently forged ahead with the opening of new courts at craneway pavilion, a historic venue the city owns and leases. until now, the site had been used mostly for community events and restaurant space. last night council members talked about the city last year

denying a similar plan from developers. but now the plan has been modified, which supporters argue stays more consistent with the lease agreement. opponents believe the modified plans still fall outside the lines. >> i think that this is something that right now richmond could be proud of and could be proud of many years to come. >> we think that's not what the contract allows for that they signed with the city. so we want to hold them to that original contract. >> the pickleball courts are staying put for the time being until a resolution can be reached and the developers did not respond to our requests for comments. let's take a live look outside this morning. it is 5:40. meteorologist kari hall is working on that forecast. how are we starting out this morning? >> we're starting out nice and dry for the morning commute, but the evening commute may be impacted by some rain. we're starting out with some mid to upper 40s for many spots around the bay area. it's right now 45 in santa rosa

and in fremont, 50 in san mateo, and 50 in san francisco. and as we take a look at san jose and what to expect today, eventually more clouds coming in and throughout the day it will be mostly cloudy. our temperatures still making it into the mid-60s. rain comes in tonight, so i'll have a look at that timeline in a few minutes. mike, you have a last-minute change for i-80. >> a beginning change for drivers. i was predicting it would take longer for your commute, we're back to normal drive now as they cleared this crash westbound 80 at red top road. the big rig has cleared from the slow lane. that's great stuff as you're traveling into the bay area, toward the carquinez bridge, standard slowing. no metering lights just yet, but any second at the bay bridge. tonight there will be a closure, so you'll have to take a different route instead of the posey tube, you'll use the bridges to the south getting from alameda toward oakland. that's the second night for the maintenance and the last night. we are seeing slower drives

my venmo is -- >> exactly. that's over. we're here. let's talk about the forecast. >> we're going to see some rain coming in. >> washing our sorrows away. >> i guess so. like we mentioned, there's still a chance for the powerball. now, looking at the satellite and radar, we have some rain coming in. it's right now farther to the north of us, but it's been, also, sunny for the past couple of days. all of that comes to an end for at least the next few days, with this storm system coming in, and then there's another one that's going to develop right behind that that will change maybe some of your weekend plans. now, we're looking at temperatures today in the north bay in the upper 50s. santa rosa, napa, and in novato, 59 degrees, but it will be milder in the south bay as the rain takes its time getting into the evening. and then tomorrow we're going to see temperatures in the low to mid-60s as we're still going to see that rain in and around the

area, but moving out of the bay area for us. so we're looking at some off and on spotty showers, especially this evening, and it may pick up in intensity later on tonight, and then the next storm system arriving on friday will be arriving early. so at 11:00, we're already seeing a pretty good coverage of rain that will pick up into the afternoon as well as the evening, and some lingering showers into saturday and possibly still a chance on sunday. but it looks like most of the day is fairly dry. so we're looking at the rainfall totals over the next several days, most of that coming between friday and saturday, which could bring us, in all, about 1 to 2 inches of rainfall along the coastline. and the areas that are seeing the yellow shading, that's about 1/2 to 1 inch of rainfall. so that's a decent soaking, but it's going to bring temperatures down for our easter weekend, and friday we're only up to 57 degrees. but as we take a look at brentwood, there will be a
