winter storm moves through. we are in a microclimate weather alert as the bay area faces freezing wet weather and strong storms. this is "today in the bay" streaming live on roku, amazon fire tv and online. good thursday morning to you. thank you for allowing us to be part of your morning. i am marcus washington. >> i feel like elsa here on the set from "frozen." in some places a winter wonderland may be an accurate description here in the bay area. we have live team coverage of the rare bay area snowfall. look at kris sanchez who is live in the summit, and vianey arana has some of the dangers of the morning commute. we're seeing rain and snow, and we have even seen hail over the past 24 hours. we are tracking it all with storm ranger and we are zooming

in to the santa cruz mountains around portella valley. if you are above 1,500 and maybe 1,000 feet, we are going to see it changing over from a wintry mix to rain as well as snow. now right now where kris is, it's all dry. we saw some snow showers there earlier, but this is going to start to move in that direction, so i give it another 15 to 20 minutes before we start to see another snow shower at the santa cruz summit. it's going to be so hit or miss, at times it's going to be dry, and we are going to be seeing all kinds of precipitation as the cold storm continues to move across the bay area. we will start to see activity picking up later this evening, which may be the brunt of this storm. kris, it's not snowing right now but once again give it at few

minutes and you will see the snowflakes once again. >> reporter: yeah, looked a little glittery out here right now, and we saw big flakes at 5:00, and then 6:00 there were smaller flakes and now it's looking foggy. bear in mind, these conditions are changing half hour by half hour. we did accumulate enough snow that we could make a little snowball. we know folks are without power this morning, but right now i could tell you that, you know, the snow has come down. i want to show you what this spot looked like around 2:30 this morning here at the summit on highway 17. caltrans has been up and down highway 17 making sure it's safe enough to drive. as always the advice is to drive the right speed for the conditions, which may not be that posted speed limit today. at the observatory a few hours

ago, not enough snow to stick, but our crews saw snow at the cal fire creek station as well, and we met up with folks who had their cameras ready to go. >> it's snow. >> doesn't happen very often, but it's cool. i got my camera out to take a little video of it. >> reporter: you have to document it because it doesn't happen often. we go back to 2009 when we saw snow in san francisco in 2011. there was a good dusting on mount hamilton there. in 2018, the east bay foothills got snow. this was taken by our reporter, bob redell, near livermore on christmas day in 2021. it was a white christmas in the santa cruz mountains near the santa luma winery. it's very cold out here.

for now things are calm. we have seen snow plows going up and down highway 17, so caltrans trying to make sure things are safe out there, but you have to do your part by slowing down. in the santa cruz mountains, kris sanchez for "today in the bay." >> great advice, kris. in addition to the snow plows we will have to dig into our arsenal, and when it's dry you get a little tickle in your throat. now traffic is starting to build, the rain and snow will play a factor especially into tomorrow morning as well. bay bridge toll plaza, lights already on and backed up through the berkeley stretch and the berkeley curve. i want to show you some of the slower spots. highway 17, the speed has picked up to 30 miles per hour. we had an earlier crash along brush road and it's off to the

the bay area. when russian troops moved in, she escaped ukraine with her 7-year-old daughter. her journey took her to kyiv first, and then western ukraine, and then poland and france and now here in the u.s. like many ukrainian refugees, she's wondering what is going to happen next. >> i don't know what to plan here, what to plan there, you know? i am not there and i am not here. >> ukrainian refugees were just getting out of trauma when they were just fighting that storm and leaving the war zone that we were wrapping our arms around them. as an agency that's our biggest thing and our biggest push. >> allina's journey to safety is likely not over yet. families that make it to the u.s. from ukraine are designated as humanitarian parolees. they generally have limits on how long they can stay and the support they can receive.

on the "today" show, jay gray will be live in poland tomorrow to mark the one-year anniversary since the invasion. he will be reporting for us right here on "today in the bay." an important update you need to know this morning, this bout of winter weather is forcing caltrans to hit the brakes on the planned weekend closure on 680. it was supposed to start on friday night in the same area of 680 closed the last two weekends in sunol that caused quite the backup, and now it's pushed back to next weekend between sunol boulevard and bernal avenue. a live look for you this morning, downtown san josé beautifully lit up. it says 37 degrees on the screen. >> yeah, that's cold enough for it to be frosty on the windshield this morning. we have seen below freezing temperatures around some of our

valleys. as we zoom in to storm ranger showing all of the snow coming down in the santa cruz mountains, we are seeing it also changing over to rain as you go down in elevation, and so as you go up above, about 1,500 we are seeing it changing over to snow. it's spotty in terms of the activity. in other areas, you are waking up and can see the stars and watch the sunrise. we are going to see the changeable weather throughout today with the spotty rain and snow and high temperatures reaching in the high 40s and low 50s. and we could see more small hail like yesterday, and a rain and snow mix below 500 feet. freezing temperatures again tomorrow morning. we will track all of this. vianey, you are getting lots of reports right now. >> we are, but i have good news from the earlier crash i reported along southbound 880 in

the east bay. it looks like the speed sensors are showing this area as cleared from an earlier crash. the speed is moving at 68 miles per hour. expect to see residual delays, and the span now here taking 20 minutes because of the metering lights are on. and there are east bay times starting to slow down as well. 20 minutes to san mateo bridge and the dumbarton bridge. a quick reminder from mass transit. ac transit is reporting a delay at the tracy station of about 20 minutes. and i will send it back over to you. >> thank you. artificial intelligence is expanding its presence and not just in the workplace, but in every day life. ahead we will look at the new

good thursday morning. right now at 6:13, as you head out in the east bay, it's a cold start, breezy wind and hayward is right now at 40 degrees. we will see off and on showers, but there may also be hail in the mix. the other times it's nice and sunny. we will continue with our mixed bag of weather today and i will detail what you can expect where you live coming up in a few minutes. the metering lights are on so we are looking at delays on the bay bridge, 17 minutes. and san mateo bridge towards 92, 13 minutes. remember, chp has issued a wind advisory for most of the bridges

in the bay area so be mindful of that. we will have full drive times coming up. happy thursday to you. we just got the fed minutes showing us the federal open markets committee wanted to slow down interest rate hikes at its last meeting, but after that meeting we got a lot of data showing inflation is a threat, so what did we learn? absolutely nothing. and the faux meat company said in the past, the demand for artificial burgers not strong and they have had layoffs. google is asking some of its employees to share desks on office space. workers would not have their own dedicated desk when they do come to work. if there's a bigger simple of high-tech sudden distaste for commercial space, i don't know

what that is. and the old age offices on old page road, one-third of all tesla workers work here. kari might find this interesting, as we cover our climate in crisis. they are trying to figure out an ice cream kept at warmer temperatures, and still cold, like 10 degrees farenheit, but not the recommended zero degrees it recommends for frosting. uvilever says the freezer contribution, it would make a huge difference. >> interesting, changing the formulation. >> yeah, making it stick together at higher temperatures.

josé as the sun rises this morning. we have seen a little rain moving through here, and we can see the snow on mount hamilton there. you will see it as the sun comes up and as we go throughout the day and the snow keeps coming down there. it's a cold start. this is what you are stepping out the door to. in napa, it's below freezing at 31. it's 27 in santa rosa. 40 in san francisco. it's freezing in los gatos where we have seen the snow coming down. we have been tracking that with storm ranger this morning, off and on showers, and take a look at the snow dumping down as we move towards elevations above 1,000 feet. we just checked in with kris sanchez a little while ago, and it's not snowing but it's moving in that direction. give it another few minutes. we have also seen a lot of rain coming down in redwood city, and we are watching out for the potential of hail today. there's going to be all kinds of precipitation today. that's why we want you to take

pictures of it and let us know where you are. we want to help you also decipher what type of precipitation it is, because it may at one time be hail, but there could also be snow bellets, graupel. we could see that happen today and snow as well as the rain mixing in. looking at what is happening across the region, it has been so spotty but i expect the activity to pick up later this evening with more of the moisture coming in. here we are at 5:00, we are seeing rain happening in parts of the east bay. snow for some of the hills. for the north bay, we are going to see the snow continuing to come down. i do think the highest snowfall totals between now and tomorrow morning is going to be over mount hamilton, so it's really going to be lit up. we keep the possibility of spotty showers for quite a while. we have a winter storm warning

for the areas in pink. we are seeing the winter warning in effect for tomorrow morning for lake and mendocino counties. and then mount tam could be coated with snow, and we could also see it over the oakland hills, mount diablo and mount hamilton. we will see more snow and rain in the forecast. a bit of a break on saturday. on sunday, there will be a new round of rain coming in and several more behind that so the active weather continues at least through the middle of next week. as far as how much rain we could see, at least between now and the weekend, about an inch to possibly closer to an inch and a half, but in total we could see closer to 2 1/2 inches of rainfall before all is said and done. know somebody in the sierra trying to make it back home? this is how much snow is going to fall between now and the weekend. on sunday there's the potential of up to 44 inches of snow in

kingvale, and 29 in south lake tahoe and more next week. some of that going off the charts there. there could be over 100 inches of snow. unreal, especially as we are going into march. it will stay cold and there will be lots of changes in our weather. vianey, you are getting a lot of alerts now? >> yeah, very busy, and the bay bridge toll plaza backed up now for sometime. we had an earlier crash on the southbound lanes of 880, and now there's a sig-alert along the northbound lanes near alvarado, and it appears there's several lanes blocked. you are looking at 2 miles per hour. that means it will give you a drive time of about 51 minutes if you are driving through this direction, you may want to jump off and take surface streets

welcome back. 6:24 right now. new this morning, many californians this year have an extra month to file federal and state income taxes, but the extra time is due in part to what could be a more complicated process. >> the series of winter storms that battered our region costs people tax preparation time, and the irs extended the deadline this year, and also a loss of cryptocurrency losses and the pandemic era losses. >> there are those provisions that were only good for tax year 2021 that were expanded through the american rescue plan, and so those provisions, they either reverted back to free american rescue plan or they totally went

snow we will see, often when we get snow it's a few flurries in the hills, and we are talking feet in some of the mountains around the bay area. we are already seeing it in the santa cruz mountains, and we are seeing it picking up for some of the upper elevations. as you go down in elevation into the woodside area, redwood city, palo alto is changing over to rain but there may be hail in the mix as well. it's off and on. not all of us are seeing the same weather, and in some spots you are watching the sunrise, and it's nice out there. it will change quickly, minute by minute as we go throughout the day. check out the live view in san josé, where we can see the snow-capped mount hamilton. in the next couple of hours there will be more of the hit and miss showers as our temperatures start out in the 50s and only reach 50 for today. vianey, you are seeing this

have a big impact on the roadway? >> it is. we see more folks hitting the roads, and look at the bay bridge toll plaza. the metering lights are on and those delays are not only impacting our bridges, but we are seeing slow spots, especially 880. 880 has been our trouble spot since early this morning southbound and north bay. right now i have a bit of good news, and it looks like the sig-alert in the northbound lanes has cleared, and the traffic is still backed up from an earlier crash. we will have another update, coming up. >> thank you, vianey. this winter storm is bringing snow to the region, including along highway 17. >> that wild weather is causing thousands of people to be without power this morning. kris sanchez is live at the summit. kris, the conditions there are -- i guess the snow stopped,

right? >> reporter: it stopped but kari said don't let your guard down because it will be snowing. and there could be more power outages to come even though the winds have died down. now we have the weight of the snow to worry about as well. we have the latest numbers from pg&e. as of 5:45 this morning, a very slight improvement over yesterday. yesterday's numbers about, oh, about 23,000 customers had no power around the bay area, and the next hardest hit area is the southbound with 14,000 customers in the dark. pg&e said they are working as hard as they can, to repair the ongoing outages and to prepare for those outages that could

come. and one restaurant owner said he loses $1,500 a day when he is closed and then the perishables that he has to throw away after two hours. we have definitely seen pg&e crews out and about around the bay area working on trouble spots. again, 23,000 customers, not people but customers, so a lot more than that are in the dark. check on anybody in your life that you know is vulnerable, and make sure they have power, and invite them in if they don't and charge your gadgets so you are not left totally disconnected if you lose your power. in the santa cruz mountains for "today in the bay." >> yeah, bring the pets in. think about the unhoused in all this, too. >> very true. also, what about pictures?

it was, help, please, stop. it was agonizing to hear, which is why i immediately ran outside to the front of my house and that's when things really unfolded. >> he later found the man on the ground further down the street. he said the victim told him it started with an erratic driver near the community gates. police right now say officers are still trying to learn how the situation escalated. so far no charges have been filed. a surprise announcement from one of the most beloved faith leaders in the bay area. cecil williams is leaving his post, and he founded the tenderloin church 60 years ago. he's 93. he wants to focus on his family and health. well deserved. we have not heard back from them yet. the winter blast is going above and beyond when it comes to potential impact.

while the sierra may be used to all the snow, you don't normally hear the phrase blizzard warning in the same sentence as southern california. >> cinthia, drivers headed south will have to listen up. >> yeah, drivers headed south and everywhere in between, it's a dynamic weather pattern. we have different layers of storm warnings, watches, advisories going up to lake tahoe as well as in the greater los angeles area. i will get to them in just a moment. let's get to the sierra where heavy snow and gusty winds are possible with little to nor break until maybe sunday. cold windchills in the forecast, too, and that could cause frostbite on exposed skin in 30 minutes. all eyes will be on the forecast

tonight through at least saturday night as this system brings in heavy rain and feet of snow to the l.a. county mountains. we have new video just intobr o news room from vianey's brother, and thank you to him. he's driving along highway 14 in santa clarita before you get to the six flags magic mountain area. we have been checking in on the chp log and there are several crashes being reported right now involving several cars. if you are traveling or know somebody traveling along the grapevine area, please give them a heads up right now, and taking an alternate route around this could be tricky. if there's one thing about the grapevine, you are sharing the road with a lot of big rigs, so getting to your destination could be very difficult to impossible in both of these regions. best advice is don't go anywhere if you don't have to, but if you

must, don't forget your emergency kit, food and blankets and keep an eye on the forecast. >> it's crazy. we're talking about feet of snow in parts of southern california and those elevations above 1,000 feet. like mount baldy, it's going to get a lot of snow over the weekend. even in the downtown l.a. area, it's going to be raining off and on, and temperatures in the low 50s. may not clear up until sunday there. if you are planning to go to tahoe, there's not much of a window to try and get back to the bay area. if you were there all week or planning to go for a weekend trip, it's going to be snowing off and on. take a look at the snow forecast, there's anywhere between 29 and 44 inches of snow expected for the weekend in tahoe. definitely want to travel safely or not travel at all. if you are planning to head down the pacific highway, it's going

to be cold and at times rainy. saturday there may be a break from big sur reaching 49 degrees. keeping it closer to home, you might want to check out the warriors game. it will be in the mid-40s as you head into the chase center, and also breezy with off and on rain. vianey, what is goinging on in traffic? >> it's getting busy. the typical 640 delays there. and this is a wide look at the bay area, and you see the pink and white, the wintry mix. the speed sensors are picking up slowing at 46 miles per hour, and you saw that updated in real time. this is through a stretch where we are seeing a wintry mix along highway 101 and 17. 880 northbound still working to recover from an earlier crash, but all lanes are clear so we should be seeing better recovery, and highway 17 moving along faster because an earlier

good thursday morning. right now at 6:43, as we take a live look outside in san francisco, sun is peeking between the clouds but there will be a little rain coming through in the next hour. it is so cold out there, only 39 degrees and only headed for the upper 40s. cold around the bay area with a mixed bag of precipitation. we will talk more about that coming up in a few minutes. i have an update on the mass transit. bart tweeted they are traveling to some of the locations at slower speeds because of weather, and it's out of precaution. ac transit said the oakland to fruitland trip canceled. vta, no delays have been reported. happening now, transportation secretary, pete buttigieg, is in ohio surveying the wreckage from the freight

train near east palestine. >> this is a huge environmental disaster we are talking about and it's turned into political football. >> yeah, it has, and some of the players are eager to play. this is ohio, a key state in the presidential election. presidents from either party care about all states, of course, but you cannot ignore the political implications here. secretary buttigieg bet with officials at the site of the chemical spill this morning. it has been 20 days since the 150-car train derailed spilling toxic and flammable chemicals. officials have been on site since the get-go, and president trump visited the town yesterday and is taking advantage of some of the confusion over fema's role in the cleanup. he claims president biden blocked fema from helping. fema and the governor of ohio had been in close contact working together and released a

joint statement about five days ago, and there's fema on site. some of the misunderstanding is about what fema does. fema coordinates when a disaster overwhelms state and local governments. the lead agency on this disaster is the environmental agency. >> biden said he would not send fema aid to east palestine, and i thought that was a strange statement, because i have been working for fema for a long time. >> hurricanes and tornadoes cause wide-spread destruction, and fires as well, and that's fema's expertise. then president trump spoke differently about what fema should do when our state was on fire. >> president trump is once

nhl. here we have the shark's color analyst. >> good to see you. >> reporter: what do you think his legacy will be? >> one of the greatest players ever to play for the san josé sharks. he will be a hall-of-famer without a doubt. he played more games than anybody else in the nhl. he was drafted by the san josé sharks and grew up in the organization and excelled as a san josé shark, and he worked hard and prepared himself to play the game. within the community, he married a san josé girl, one of the most loveliest girls you will meet, and worked for the san josé sharks. everything that was in the shark's community, he was out front, front and center. he was the face of the san josé sharks.

he and joe thornton, for the longest time. he's a kid from a farm and he turned out to be one of the greatest sons of san josé. it's a great story. >> yeah, and the san josé sharks and patrick marleau will be down at city hall, at 5:30 before the game against the sharks they will be retiring that -- these will be handed out, and it's a first time for the team to have a player's jersey put up in the rafters. >> we will all be emotional messes. the biggest challenge for patrick, and he was always even keel emotionally in games, and that's why he was so good in big playoff games. it will be how long will it last before he starts crying. that's what he's most nervous about, how long can i keep it together. >> reporter: thank you for being up early. >> oh, he's free to cry.

that's quite the record and contributions he made to the community. >> history will be made. okay. it almost feels like history being made with the snow in the bay. >> yeah, we will be talking about this and documenting this, because it's very unusual. yes, we may set some records here as we get a look at san bruno mountain where we have our doppler scanning the area where the weather is changing minute by minute. we are looking near where we have storm ranger parked, there's rain showers and snow showers in the santa cruz mountains, and we are seeing it move over to saratoga once again. as you move below 1,000 feet, it's rain. another round of rain moving through east palo alto and sunnyvale as well as fremont. the off and on showers will continue for the day, and the weather changing with all types of precipitation.

we could see rain, and there could be snow and may be hail. there may be graupel, which is basically like snow pellets which is softer than hail. we are going to see the cold weather continue. here's what to expect. with the snow on mount hamilton, we could see snow on a lot of our hills over the next couple of days. the high temperatures in the valleys reach into the low 40s and 50s, and we will have isolated thunderstorms moving through, and then once again the mixed precipitation as our temperatures dip to freezing again tonight. there's not a lot of activity right now, but as we go into later this evening, we do start to see the radar lighting up once again with the possibility of heavy rain in the north bay around the evening commute. where you see the pink, that's a wintry mix. the white shows there could be snow in those areas. the green, of course, showing the rain. we are going to continue to see rain, snow and a wintry mix at

least into early tomorrow, and then there may be a brief break on saturday. in the meantime, we had the winter storm warning in effect for all of the areas shaded in pink, which includes our higher elevations and all of lake and mendocino counties. our estimated snowfall in parts of the healdsburg hills and over towards the oakland hills possibly, and the santa cruz mountain peaks, we are going to see all of these areas capped with snow. as it tapers off on saturday, there's a little bit of a window there, but then the next storm will be coming in on sunday. another storm on monday that continues into the early start of next week. just this weekend we could see the possibility of about an inch to an inch half of snow -- or of rain, i should say, but we are also going to see in total more rainfall next week of about 2

1/2 inches of rainfall in spots. we're looking at a very active weather pattern here as the cold temperatures remain and we are getting your pictures in. we want to see what the weather is like where you live because once again it's going to be all over the place over the next couple of days. vianey, you are starting to see more people coming out and more incidents on the roads. yeah, unfortunately, it's typical around the 7:00 a.m. hour to see accidents pop up. we have a new one. this one in the south bay, 101 northbound near matrix exit. looks like there's a crash that is causing delays, the speed through that stretch moving at 12 miles per hour. from 101 to the 880 stretch, you are looking at a drive time of 57 minutes. if you are heading out along highway 17, we have seen improvements. that earlier crash since cleared but expect delays on mass transit as they are reducing speeds due to the weather.

they usually give us the beautiful winter weather shots. we definitely saw snow earlier today. we saw big, fat snowflakes at 5:00, and then smaller snowflakes at 5:30 and then glittery shots throughout. if you are headed out to take pictures or head to work, make sure you are careful out there. this is what the summit looked like earlier today. about 2:30 this morning, there was enough snow that the caltrans plows were out scraping the roadway to make sure the roads were nice and safe for everybody. the observatory got more than a dusting of snow, and the cal fire station also got snow. we know the snow can be heavy and we are expecting we could see more power outages as the heavy wet snow is on tree limbs and it could bring those down, and we could see power lines
