america? >> right now at 5:00, calls for police reform. the protests following the release of police body camera video showing the deadly and vicious beating of tyre nichols in a memphis traffic stop. also, the high-stakes meeting lawmakers on capitol hill are now pushing for. >> plus, displaced. a fire overtakes part of an apartment complex in the south bay, leaving 15 people without a home. this is "today in the bay," streaming live on roku, amazon fire, apple tv, and online. good morning, monday. we are here and so glad to see you. i'm marcus washington. >> i'm kris sanchez. laura garcia is off this monday morning. we are going to start with a look at the forecast. people are going to have their heaters on in the car, that's for sure. >> absolutely. those temperatures are dropping and it feels windy out there. we're in the upper 30s for a lot of our inland valleys and low 40s for oakland and fairfield.

we are seeing a frost advisory in effect for much of the bay area away from the coastline, and that will most likely be a freeze warning tomorrow, as temperatures dip even more so than we're seeing right now. it's still gusty, but as we go into today, breezy with sunshine, reaching into the low to mid-50s. 53 in san francisco. we'll talk about slightly warmer temperatures coming up. mike, you have a look at the east bay, where the workers are trying to clear things up. >> we're looking for them to finish up paving work. we see green sensors around most of the bay. over here in the tri-valley, north 680 we saw things clear up north of 84. now we're starting to see a slowdown on the approach. to me, that means they're prepping the crews and doing little traffic breaks to get crews cleared from that portion or 680. so approaching 84 may be slow for a few more minutes heading

stop. people marched in major cities across the country, including here in the bay area. this is nbc sky ranger overhead the demonstration in oakland, capturing the sights of hundreds of people marching through the downtown area. that march was followed by a rally, and activists, business owners, and even politicians were speaking about that need for change. >> what is it going to take for people in this country to admit the way we do public safety doesn't work? >> the activists say they are introducing a bill to the state legislature that would remove police from traffic enforcement. those calls for change are also happening this morning on capitol hill, but other bills on the same issue have stalled in the past. "today in the bay's" brie jackson is live in washington. we've seen police reform talks fall apart before, repeatedly, even though regular people like us want it. >> yeah, that's right. good morning, kris. we've been here before. many police reform proposals were introduced following the

black lives matter protests back in 2020. but those bipartisan talks fell apart, largely over the issue of qualified immunity and now negotiators are being urged to restart talks quickly. this video of five black memphis police officers beating tyre nichols, who later died,s that once again put concerns about policing in the national spotlight. >> it's this culture that says it doesn't matter whether the police officers are black, hispanic or white, that it is somehow allowed for you to trample on the constitutional rights of certain citizens. >> reporter: communities across the country are now seeing protests against police brutality and hearing all too familiar calls for change. >> i don't know that there's any law that can stop that evil that we saw. it's just difficult to watch. what strikes me is the lack of respect for human life.

>> reporter: following the 2020 murder of george floyd, who died after a police officer kneeled on his neck for more than nine minutes, congress tried and failed to pass a bill that would include bans on chokeholds and no-knock warrants. this latest incident is renewing talks about police accountability. >> if we can incentivize certain things, i think you want to keep this at the state and local level. >> that does not absolve us. we have standards, due process standards and others that we are responsible for. >> reporter: advocates are demanding legislative action. >> how many of these tragedies do we have to see on video before we say, we have a problem, america? >> reporter: talks around police reform have stalled in the past and any legislation now could face an uphill battle in a divided congress. the congressional black caucus has requested a meeting with president biden to discuss addressing police reform, kris. >> it has to be so hard for

mothers of young men. it's so hard to watch. thank you, bree. 5:05 this morning. and at least 15 people are displaced after an apartment fire in san jose. it broke out just before 8:00 last night at the woods apartment on the south side of the city. several cars in that parking lot caught fire as well and the flames spread to buildings. the fire captain tells us that the damage seems to be limited to physical structures. the fire captain is speaking here. >> so far there's no report of injuries to firefighters or civilians. our investigation team is working on the cause. it's under investigation. >> at least eight units were without power and gas immediately following the fire. the pg&e outage map shows it has been restored. a worker charged in the dead of a 94-year-old walnut creek resident is set to appear in court. letitia starling is accused of elder abuse. our investigative unit was the

first to break this story of the death of a third atria senior resident. canoun died in august after his family says someone left out cleaning chemicals. the facility told them that he died after eating hot cheetos. for months they insisted it was food related, but the family obtained a coroner's report that canoun died from drinking cleaning materials. we'll have an update following the court hearing today. you can watch our previous reports on our website. go to nbcbayarea.com/investigation. now to a live look at the state capitol where, happening today, leaders from truck driving unions are organizing a rally. they say they're going to push for more regulations for self-driving cars. the union argues that heavy duty

self-driving cars designed for busing and deliveries pose a major safety risk and they're taking away jobs. two assembly members plan to announce introduction of a bill that would enforce more regulations. and also today, we are expected to get an update on when the oakland zoo will reopen. it's been closed after that road leading up to the popular attraction was badly damaged in the new year's eve storm. crews have been working to repair the massive sinkhole. leaders plan to name a reopening date today. taking a live look at san jose this morning, it looks like we are at santana row. the palm trees look pretty tropical. doesn't feel tropical out there, kari. >> yeah, that looks so deceiving. especially later today when we get that sunshine, but it's also pretty windy out there. we've had high wind gusts since yesterday when that cold front moved through. so we are still under a wind advisory for parts of the north bay.

when you add in the cold temperatures and the wind, it adds more to the wind chill and what it feels like to you. so our temperatures are in the 30s, upper 30s, but the wind chill is in the lower 30s for the next couple of hours. heading toward 11:00, it does start to feel a little better, but you do still need a heavy coat on as winds pick up to 20 to even 30 miles per hour. look at the north bay, you see the purple highlighting, those are some stronger wind gusts that could reach 30 to even 40 miles per hour in the next couple of hours. so eventually the wind will start to calm down today and even colder weather tonight. we'll talk more about that coming up in a few minutes. mike has a look at where you're stopping for lower gas prices. >> i've got the gas prices and i think the trend is trending higher. we're looking at this grid, we still have able to find various places below $4 but it's getting tougher. marin county, their best is $3.93 at lucky service on sir

francis drake boulevard. middle here is cupertino. they have their best in santa clara county at $3.79. most of the prices trending above $4 a gallon. contra costa county, concord, $3.69 at world gas on monument boulevard. that's one of the better in the state. looking at the entire area, a smooth drive. 680 did clear with construction north in sunol. traffic is flowing in both directions, per the earlier two-way traffic control past the sinkhole, which is still being addressed and one lane in each direction past the scene. traffic does flow. you don't have to necessarily stop for that. we're looking at a nice drive through the rest of the bay, including the bay bridge toll plaza. there are a few cars here but no metering lights and no backup just yet. back to you. >> thank you, mike.

good monday morning. it is 5:14. let's take a live look outside in the tri-valley. it is a busy one and it's also chilly, as you're heading out the door temperatures will drop down into the mid-30s. lots of sunshine today but not much of a warm-up. we'll talk about what's ahead in our forecast coming up. the east bay, we're looking to fremont coming out of the tri-valley. a smooth drive. i heard about a crash on warren, but i don't see anything going on. we're looking okay so far. we'll show you where there is a little bit of a build trending coming up. good morning. very happy monday to you. it's a good week for business news. on friday we get the big jobs

report, apple reports profits this week, the fed starts its two-day interest rate meeting where they'll likely hike interest rates again, but this time probably just a quarter point. the fed is seeing evidence that inflation is slowing and things are getting better, and maybe, just maybe, we'll hit that soft landing that everyone was hoping for, where we get a handle on inflation without wrecking the economy. we also get the job openings and labor turnover survey this week. jolts, they call it. this one is important because it shows us how many unfilled jobs there are in the united states, even with all the layoffs. there are still way more open jobs than there are people who want to fill them. how do you get people to fill those jobs? you raise wages. which sounds good, except more money, more problems with inflation. coming up on the "today" show, our own sam brock is going to look into the shortage of pharmacists. major drug chains cutting back

on the hours the pharmacy is open because they can't find enough people to staff the drug counter. >> the ceo of tiktok has agreed to testify before congress in march. tiktok, of course, under a lot of pressure from the federal government, which is worried the app is passing on information about american use tors china. tiktok has testified before. it was the company's chief operating officer talking to the senate homeland security committee. this time around it will be the house energy and commerce committee interviewing the ceo later this spring. my gut instinct is that -- we talked about this a long time. i think we're on the road to tiktok being banned, which is going to upset a lot of young people. you know what? young people don't vote. >> that's a good point. >> they've got to vote if they want a say in some of this. >> it's strange, because we give up a lot of our personal information on all the apps that we use. >> it's true, we do.

>> tiktok maybe -- >> it's a much bigger alarm than all the others. it's a good point. there isn't an app that doesn't do some of that. >> they know all my stuff. >> it will make room for another app. >> probably so. they say love doesn't cost a thing, marcus. >> yes, it does. >> that's not stopping people from spending cash to show their affection, including marcus this valentine's day. the national retail federation says americans are expected to spend almost $26 billion in anticipation of february 14th. that's up $2 billion from last year. maybe it's because the pandemic is over and we can see people in person. i'm so happy to see you in person. >> where's my gift? >> well, paper straws as a replacement for plastic straws have generated a lot of backlash. >> mcdonald's is talking about this and taking steps in ditching the straws entirely.

so here's a photo of the new lids being rolled out. these are for cold beverages only and mcdonald's says that customers can still request a straw. some customers welcome the effort to be more environmentally friendly. others are mocking the move. we want to know what you think about this, the so-called strawless cup. i put a poll up on twitter to see what you think about it. you can see right now most of the people, 66% say, no, i want my straw. >> i don't want a paper straw. >> on twitter i added you because i have a flawed history with paper straws. but a sippy lid is okay. >> i think the other problem is the plastic cup. we have so much plastic waste. what are we doing about the cup? >> yeah, because we could

just -- right? >> no. when we were a kid, drinking out of a water hose. >> bigger hands, you get a better deal. >> i'm worried you're going to squeeze it and the lid will pop off. >> that happened in the car yesterday. >> my goodness, all the hazards. >> i mean, talk about real world problems. >> drinking coffee and those paper straws, no. >> they did say for cold drinks only. >> it's a hot coffee kind of morning because we're trying to warm up. temperatures are very cold. let's show you what we're watching here as we talk about the weather. the freeze warning that will be going right back up tomorrow morning, and also the wind chill, especially this morning, is a factor because we've seen those winds gusting, especially in the hills. the north bay still under a wind advisory until 1:00 today. as of our afternoon temperatures, we'll reach up to

53 in oakland and in san francisco. novato headed for 53 degrees, and 50 in dublin and livermore, 55 for san jose, as well as san martin. and then going into the next couple of days, we're dealing with these very chilly mornings. i think by tomorrow morning it's going to be colder once the wind calms down. we'll drop to 32 degrees in fremont and san jose 29 degrees. low 30s for the tri-valley, as well as freezing temperatures in parts of the north bay. overall we're still quiet, the cold front has pushed well to the south, and we're also seeing a clearing sky today as well as tomorrow. much of the week is dry, but once again, a very chilly temperature, and friday we'll see a chance of rain coming back to the bay area. and it looks like saturday is dry, but then sunday another storm system will be right behind that. we'll see as he get closer if the storm systems can hold together and at least bring us a decent shot of rainfall. as of now, models are showing a

good amount of rain over the weekend with the possibility of about an inch of rain, maybe closer to an inch and a half in parts of the north bay. and for the sierra, there's going to be another light coating of snow, another 6 to possibly 14 inches over the weekend, so heads-up if you're going there this weekend. as well as what we're seeing here, temperatures stay cool and we do have these freezing temperatures we're expecting for tomorrow morning. after that, the mornings do look a little milder, but our highs are only reaching into the low 60s. mike, you've been watching the roads. a couple of spots popping up. >> i'm also watching if you're o baying the speed limit, the peninsula, south bay, no issues. tri-valley, we had the construction, the closure northbound of 680. next weekend is a full closure. we'll talk about that more coming up. right now we're looking at the build out of the altamont pass.

called for by gun opponents. this is "today in the bay" streaming live on roku, amazon fire, apple tv, and online. i'm kris sanchez, in for laura garcia this monday morning. >> i'm marcus washington. want to get started with a look at the forecast. meteorologist kari hall has been tracking what we all can expect today and certainly starting out with cooler temperatures. we're feeling that, we even felt it yesterday after the cold front moved through. it was windy and chilly and this morning we're in the upper 30s, as we're seeing for a lot of our inland valleys. as we go into the rest of today in spots like santa rosa we'll cool down another couple of degrees. but the winds have been kicking up and that's keeping us from freezing, for now, but we are going to see sunshine and a cool day ahead, only reaching into the low 50s. we'll take a look ahead to slightly warmer temperatures in the forecast. mike, you're seeing more folks heading out of oakland. >> from time to time we see more

kris. yes, to tighten gun laws so there's no need for memorials like this one behind me here in downtown half moon bay. again, there was another vigil this weekend outside san jose city hall to remember the seven people who were shot and killed last monday here in half moon bay, and also remember the one person murdered during another mass shooting in oakland last week and the 11 people shot and killed in monterey park a few days before that. just this weekend there was another shooting, a mass shooting west of beverly hills that left three dead and four wounded. a number of people want lawmakers to make it harder for bad people to get their hands on a gun. >> i think that we need to have better secure storage laws, we need to work toward having legislation that increases background checks. and i think we need to stand up for regulation of guns that are

high capacity magazines. >> we knew we wanted to mobilize and make sure our community in san jose had a space to grieve all of those that we lost, and particularly we know that a lot of community members are grieving those of asian descent and we wanted to provide that forum so people could be in community with each other. >> reporter: and there will be another candlelight memorial for the victims of the half moon bay mass shooting. leaders are inviting the public to take part in the walk. the procession will start on kelly avenue, go toward the plaza memorial, continue down main street and end at the ieds hall. at the hall, people are invited for dinner to be with the community. reporting live, bob redell, "today in the bay." >> we will continue to bring you the latest on air and online and we've set up a special page on our website if you want to help the victims and families in the community of half moon bay. just go to

"today in the bay's" jay gray is live in memphis this morning. some action there is already being taken. that's something you don't see too often, at least so quickly. >> reporter: no, marcus, kris. in fact, what those surrounding the nichols family are saying, including their attorney, benjamin crump, is this should be the blueprint for how these types of situations are handled. of course no one wants to see these types of situations, but when they occur, he says this is the way they should be taken care of. the release of the disturbing

video last friday, it was really something that prompted a weekend of what were mostly peaceful demonstrations and protests, not only here in memphis but across the country, demanding justice for tyre nichols. >> again, the family of tyre nichols. >> reporter: prayers and pain in memphis. >> i feel sad for the loss of the young life, i feel sad for disruption that's going to come to the families of those who were responsible, i feel sad for this community. the hurt is deep, it's palpable. [ crowd chanting ] >> reporter: spilling into the streets, through the weekend, here and across the country. the reaction to this body cam and surveillance video. >> you guys are really doing a

lot right now. >> reporter: tyre nichols kicked and punched, also hit with a baton and pepper sprayed. the officers are facing charges for murder, aggravated kidnapping and assault. all part of a specialized s.c.o.r.p.i.o.n. unit now permanently deactivated. >> we've got to dismantle these systems that allow police officers to dehumanize individuals. >> reporter: after the public release of the video, two sheriff's deputies and four members of the memphis fire department, including at least two paramedics, have been relieved of their duties pending the results of ongoing investigations. while this grieving community struggles with what comes next. >> the thing about healing is that even when a wound is healed, there's still a scar. and the scar remains forever. this scar will remain forever.

>> reporter: hundreds here are expected to join nichols' family and friends as they say their final good-byes at his funeral on wednesday. >> jay gray in memphis this morning, thank you. all this morning, those who knew nichols are speaking out about the loss of their friend. nichols was born and raised in sacramento and he was an avid skate boarder and met many friends at the skate park. now, thanks to friends, they are finding it really hard to cope with such a senseless tragedy. >> it was unbelievable, like, you know, our tyre, the guy we love, that brought us so much good energy, is just gone just like that. >> nichols' family has started a gofundme to build a memorial skate park in tyre's honor. that fundraiser sits at just

over $1 million. a san francisco police chief, bill scott, is addressing the nichols case as well. at a community rally yesterday afternoon he expressed horror at the officers' actions, but also commended the memphis police department's swift action. >> the chief made sure that the investigation happened quickly, once they got the information she took action and terminated the officers involved, the five involved officers. and then the prosecutor in that county acted within a couple of weeks. we don't usually see things happen that way. >> chief scott went on to assure the public that his department remains committed to the reform that started six years ago after an extensive review by the department of justice. the rally for police reform in memory of tyre nichols was held at the third baptist church in san francisco. the "today" show will have continuing coverage on the tyre nichols case live from memphis coming up at 7:00 this morning, right after "today in the bay."

proud of them. defense, offense, we rotated through our quarterbacks and we still did good. so i'm not mad. >> he's right, we rotated through all the quarterbacks, five of them. we do know how the game ended, so at least four this season. many fans did leave disappointed, but they did get this far. >> i'm proud of them. eagles fans didn't waste time celebrating. there was a big party happening in philadelphia last night. you can see the crowds of people taking over the streets. and, yes, nbc philadelphia, the chocolate will soon be in the mail. let's look live at the golden gate bridge, which is still beautiful. kari, it is chilly out there. >> it's still cold out there and

let's take a live look outside in san jose. still a breezy start and we have a wind coming in from the northwest, about 7 miles per hour. our temperatures are in the low 40s, but it probably feels like the upper 30s. cool day ahead. we'll get a look at the rest of the forecast with big changes on the way in a few minutes. i am tracking this deadly crash reported just on the castro valley y. it's north 238 coming off of east 580. north 238 is the problem. the connecter from castro valley over to the nimitz freeway is currently blocked. i'll give you some alternates when we come back. right now the concern is the deadly crash. a u.s. champion skier from the south lake tahoe area died after getting caught in an avalanche in japan. nbc news spoke with his father

those gusts up to 60 miles per hour, with cold temperatures and the wind that creates a bigger wind chill factor. so you do want to make sure you're also dressing in layers. we're going to see more of the winds picking up over the next couple of hours. coming in from the north, look at the areas highlighted in red and purple. we are seeing wind gusts at 30 to 40 miles per hour, and it's going to gradually start to calm down today as we go into this afternoon and into the evening. still pretty breezy for much of today. that's coming as temperatures only reach the low to mid-50s this afternoon, around the bay area we are going to have cooler than normal temperatures and then down to near freezing, even below freezing for a lot of our inland valleys for tomorrow morning at this time, we'll have even colder temperatures. so the front has pushed well to the south of us. it's going to be clear over the next few days. but then eventually we'll see rain chances coming back. starting on friday we'll see a wave of rain coming in with
