over san francisco on a near freezing saturday morning. hopefully you're safe and warm at home. thank you so much for starting your weekend with us. i'm kira klapper. cinthia pimentel joins us with a quick look at our microclimate forecast and cold, cold but clear. >> cold, clear, but lovely, yes, exactly. i wanted to do a little bit of a field trip around the bay area. these shots were too gorgeous not to share with you. sunrise over san jose, golden gate bridge, isn't she lovely? it's a little cold out there. we'll finish in the east bay with dublin. there a's couple of people out on the road. please bundle up because it's 32 degrees. 33 in point reyes and 31 in santa rosa, think in the city, and 35 here in san jose. so a very cold start to the day. we are under this freeze warning, all of the purple you see from the north bay down into the interior, down into the

south bay as well until 9:00 a.m. we're going to talk about these cold temperatures, when our next chance of rain might be, and of course i'll give you a look if you're lucky at the 49ers forecast. kira, back to you. >> thanks. we scandal rocking the oakland police department. the chief of police is now out on paid administrative leave. the unprecedented decision comes after a report details that the chief mishandled cases involving his own officers. so what's next for the city that's battling a public safety crisis? "today in the bay's" gia vang takes us behind the scenes of this bold move. >> reporter: oakland mayor sheng thao made the biggest decision in her short administration. a source tells us she and the sfi administrator cold chief armstrong to tell him he was on administrative leave. it follows this 16-page report by an independent law firm hired by the city. it hones in on one officer who the report says twice violated

the rules of conduct. the first time was in march 2021 when the unnamed sergeant and an opd officer he was dating were driving a department-issued suv and took off the bumper of another car in sf. the report says surveillance video shows the sergeant stopped the vehicle for four to five seconds before driving away. . the report also found that after an internal affairs inquiry, the investigating officer says his captain ordered details of the initial report be changed. more than a year later, that same sergeant also fired his service weapon in an elevator of the department but didn't immediately come forward. and later, he admitted he tossed the shell casings off the bay bridge. the report says those incidents revealed multiple failures at every level in a system designed to, quote, find ways to minimize misconduct sucht that opd members are able to avoid serious discipline. >> the chief is responsible for the failure of this to go the criminal rude route because he's

ultimately responsible. >> reporter: he's involved in the lawsuit that put the department under federal oversight in 2003. while he says he hasn't decided if he agrees with armstrong's lead, he says he understands it. >> i think this has gone on long enough so these kinds of incidents need to stop happening. until they do stop happening, we're asking for a lengthening of the sustainability period until the department is in compliance. >> reporter: the federal oversight was set to end this year prompting questions for the city's new administration. >> what i want to hear, especially from the new mayor and the administration, what is the plan? that first and foremost will get us from underneath federal oversight. number two, what is the plan that is going to restore community trust for the department. >> john jones iii is a community activist who was born and raised in oakland and has worked with the police department. >> i mean, we've seen how many

chiefs fired in the last ten years and people in the department itself. for me i'm like what are the hiring practices and policies that the city administration is looking for? what is the support and accountability? >> reporter: council president nicki fort na doe said we must hold officers accountable when they break the law and violate public trust. she and most of the council support this move as mayor thao addresses this situation publicly in front of city hall. gia vang "today in the bay." >> gia just mentioned oakland mayor sheng thao will address her decision to put chief armstrong on leave. she will hold a press conference on the steps of city hall. that will start at 10:15 this morning. now to a follow-up to a story we brought you about a young man swept into the ocean in pacifica. authorities have not yet found him, but we do know his identity. police have identified the missing san francisco state student as 22-year-old hamzah alsaudi of santa monica.

he was a member of the college's wrestling team. alsaudi disappeared around 10:30 thursday morning along esplanade beach. investigators say he was in the water with two other men when a huge wave washed over him and pulled him away from the shore. the two other men made it out and called 911. crews from several agencies including the coast guard and chp searched by boat and air the majority of the day but called off the search thursday night. now to a call for change in san francisco. it comes after a woman was killed in a crosswalk last week in the mission. 64-year-old juan may tan was crossing the street when a car turning left hit and killed her on 16th and valencia. the driver did stay at the scene. people gathered at the intersection last night as you see here demanding the city make a change. >> create a comprehensive plan that is centered in equity, and i think with working with us who understands these streets and how it works for us so they can

do a better plan and do something comprehensive and long-term. the entire mission, not piecemeal, which i think has been happening for a lot of years. >> tam is the second pedestrian to die in the traffic accident in the city so far this city. on new year's day another woman was hit by a car and killed on pa terror roe hill. happening today, the annual walk for life will be held in san francisco. the pro-life march has been happening since 2005. although the right to an abortion is now part of the constitution in california, abortion does remain a focal point for anti-abortion activists. a rally kicks off in san francisco's civic center plaza at 12:30 followed by a march through the city. on the other side of the fight, a group called the women's march santa rosa will be in the city today for a pro-choice counter-protest. the bigger than roe caravan will leave santa rosa's courthouse square at 9:30, head to petaluma and ultimately march in the

city. their march will end in civic center plaza to rally against the walk for life event. take a look at this, an east bay neighborhood is quite literally on edge after this entire home shifted off its foundation and slid down a hill. neighbors on orinda street say the house began to shift last sunday prompting the family to leave. as of thursday the home had slid about 30 feet down the hill. now the house next door is at risk of sliding as well. that neighbor's driveway has started to crumble and collapse. their home is now yellow tagged. >> as of yesterday, it was sinking down there, and they were watching, and as it got a little bit closer to our house, and it was happening so quickly, they said we don't know how far it's going so you can't stay hear. >> orinda heir miller says public works crews are closely

monitoring the situation. she's urging neighbors to stay alert and contact the city if they see any further signs of movement. we are looking ahead to tomorrow's epic showdown. our sky ranger was over levi stadium yesterday where the 49ers will take on the cowboys in round two of the playoffs tomorrow. out of all the 49 faithful it doesn't get more faithful than this man, season ticketholder albert van has built himself a recliner that drives. he likes to take it around the levi's lot while tailgating before games. it has brake lights, speakers, and the all important cup holders. >> we're season ticket hold ergs so it actually started out as a little project to run to the portables and back as a little shuttle. once i got carried away, i started slapping things on it. it's been a blessing for all the time and everything that i spent putting it together. you know just to see everybody get a kick out of it. >> if you want to join him at levi's tomorrow, get ready to

welcome back, just about 7:13 on your saturday morning, a clear look from emeryville towards san francisco on a near freezing morning across the bay. temperatures in the 50s expected today. cinthia will be along in a moment with your forecast. but first, state leaders are calling for more federal aid to help santa clara county recover from storm damage. state senator dave cortese and gail pellerin called on president biden to add santa clara county to the others in the major disaster declaration. that would qualify the county for full federal aid, which means more money to pay for cleanup. the request outlines how the federal funds would be used to help people who were flooded or

otherwise impacted. speaking of santa clara county, property owners may qualify for tax relief if their property was damaged by recent storms. the county assessor says you must meet these requirements to qualify. $10,000 or more in property damage. the property owner must not be at fault for the damage. an application for reduced assessment must be filed within 12 months of the date of the disaster. and due to all the recent rain, potholes you may have noticed are appearing all across the bay area. if one happens to damage your car, consumer investigator chris chmura joins us with some options to get reimbursed for your repairs. >> reporter: one quick drop into a pothole can cause a lot of damage, an average of $600 worth according to aaa. let's look at who pays. two ways, first, car insurance. the insurance information institute says pothole damage is usually covered provided you have collision coverage. your deductible will apply, and that's usually 500 to a thousand dollars, but you might be able

to get that back. more on that in just a minute. if you have minor damage, say 100 or $200 worth, your insurance might not kick in. progressive says in many instances it doesn't make sense to file a claim. one thing that might make sense is seeking reimbursement from the agency that maintains the road where you hit the pothole. all these drivers hit the same pothole on 101. caltrans maintains 101, so they could theoretically all file a claim with caltrans to get paid in full or get reimbursed their deductible. here's how. download form ld-0274 from the caltrans website. it's only two pages long and has basic fields to fill out what happened, where, and when. the form also asks you how much the pothole damage cost you. this is important. caltrans wants either two written estimates or one paid receipt. when you're done with the form, you sign it and mail it to your local caltrans district. don't wait, your deadline to file a claim is six months after the incident. >> chris chmura for us, thank

you, chris. and check out this video, the recent storms are paying off in the sierra, the statewide snow pack is now at 245% of normal for this time of year, and new satellite pictures give us a bird's eye view of the snow pack this year compared to last year. this is from january 2022. there's some snow, but it's nothing near what the sierra should look like during the winter. now take a look at this picture. wow, taken earlier this week. what a difference. here's a side by side comparison. look at all of that snow all the way down into the southern sierra. very nice. some bay area faces at the white house yesterday, president biden hosting a conference with mayors from across the nation, and among those in attendance, oakland's new mayor sheng thao. she tweeted these pictures with the president. this is a group of mayors from cities with populations of more

than 30,000 people. demand for mental health services by young people are at an all-time high, and doctors say they are struggling to keep up. so when faced with a long wait for an appointment, psychologist laura gray says children and teens can use online tools. websites like the american academy of pediatrics provide resources for a range of age groups. for young children, the "sesame street" website offers age appropriate video lessons and apps like head space and calm provide guided meditation to relieve stress and anxiety. dr. gray says an important step is the first one, addressing feelings. >> i think it's actually helpful to really talk about that stress happens, that there's going to be times that things are challenging for us, that challenges come up, and we all have to have ways to be able to manage that. >> with technology, mental health care doesn't have to wait.

back here locally happening today b.a.r.t. will be unveiling a newly renovated station in oakland. this will be happening at the 19th street and oakland station. renovations include revamped l.e.d. lighting, an additional elevator and new fare gates to reduce fare evasion. b.a.r.t. leaders have been planning for this project since way back in 2014. construction began in 2020 with a majority of work being completed last year. the ribbon cutting ceremony will happen this morning at 11:00 a.m. congresswoman barbara lee will be there to help out. the lunar new year is tomorrow, and if you and your family are going out today, our mike inouye has a look at some events you can attend in his weekend calendar. >> good morning, kira. now this weekend officially marks the lunar new year, but celebrations are spread out all over the many weeks, and they span traditions in san francisco at thrive city outside the home of the warrior, the celebration promises to be a multicultural lunar year celebration filled

>> thanks, mike. we love that guy. time to check in with cinthia pimentel for a look at our microclimate forecast for anyone headed out to those events today. >> i love mike, he's just a joy to work with. come join us on the weekend. we've got an extra seat for you. he worked so hard to put those together. i appreciate it. it gives me a little bit more to talk about, help you plan your day as you step outside. let's go over san jose right now, gorgeous sunrise, you can see there in the distance, but it is chilly. so 35 degrees warming up into the 50s this afternoon. while we don't have the rain to worry about, you do have those cold temperatures and something else. san francisco 41 degrees right now, also going to climb into the 50s. what i was talking about today with those temperatures that are going to be nice, mid to upper 50s all around the bay, 57 san jose, 55 in san mateo and 57 in santa rosa. everything you see here in green around the east bay shoreline out on the coast and even into

marin, those are those king tides. we do have this flood advisory with us, even though no rain, be careful of this. some of those storm effects are still lingering about. you can see on your screen when the highest of tides will occur today, tomorrow, and into monday. what are king tides you might be wondering? it's when the earth and the sun are both at their closest point to the earth. now, you might be wondering, well, what does this do? that actually has a very strong effect on the earth and will pull the water farther inland. so that's something that you have to be out, if you are out and about have to worry about on this saturday and sunday. now, where is the rain? well, in the next couple of days, it's not with us, and i'll tell you why. we have high pressure dominating around the bay area. you can kind of see what's happening around us. any storms are staying to the north, and of course dropping a little bit more snow around the plain. if we fast forward it, getting through january here, we might see rain return into early february. these are the last couple of days of january.

"today in the bay's" bob redell gives us a look from the oakridge mall in san jose. >> good morning, kira. so you want to visit the sistine chapel in rome at the vatican, but you don't want to deal with the hassle of actually flying to

rome or the expense. it's called michelangelo's sistine chapel, here at the oakridge mall in san jose. the organizers have put together 34 high reproduction photographs of the frescos on the ceiling of the sistine chapel, of course created by michelangelo. eric leon with the exhibit. one thing you were pointing out, when you go to the sistine chapel, you're going to sea things here you're not going to see there. >> they aren't there 60 feet above you. you could stick your nose next to it if you wanted to. you see brush strokes from the paint, you'll see bits of the stone popping out in the images. i feel that allows you to get details and also the context of what you're seeing more than you could when you're rushed through. >> that is true. when i was there years ago, you are rushed through. you're not allowed to take pictures, if people aren't aware because there's licensing issues, and i think i probably had ten minutes. again, don't want to take away from that experience, but you

it's deceiving. >> it is, right? and you know, the good thing is that we're not driving around with the windshield wipers on full speed like we have been for the past couple of weekends. we're looking at 42 in the city right now, but 32 up in napa, so it's very cold up in the north bay valleys, the east bay valleys. look at concord and dublin, 32 degrees for you there, and down here in the south bay, we're not far from it. 37 in palo alto and 35 in san jose. so all of these cold temperatures, freezing. that's why we have the freeze warning until 9:00 a.m. please bring in those pets and sensitive plants. golden gate bridge, what a beautiful sight. if you are out and about, please remember that we have the king tide with us through monday. flooding could be possible in these areas. kira, back to you. we're going to go back to that beautiful shot and show you the choppy waters of the bay. as cinthia mentioned, we are seeing king tides across the

coast and in the bay. the national weather service expects those to continue until about noon on monday. king tides, of course, are the popular term for extremely high tides. they are predictable. we last saw them in december. the tides this weekend are expected to hit a high of just over seven feet, so beachgoers should be cautious. low lying areas may be flooded. happening today oakland mayor sheng thao will address her decision to put oakland's chief of police leronne armstrong on leave. that will start at 10:15 at oakland city hall. there's no indication yet how long chief armstrong will be on leave. the unprecedented decision comes following a new report from a san francisco law firm determining the chief mishandled two internal investigations. each involved the same officer. that report suggests opd failed to hold the officer accountable. according to sources within the police department, we've learned the officer was tied to a hit and run crash in san francisco,

and later that same officer allegedly fired his weapon inside a police station service elevator. all of this coming to light through the same federal oversight process that originated more than two decades ago following a widespread scandal that shook up the oakland police department. we are also learning new information about a sting operation in east san jose. neighbors say the situation was getting out of hand with suspicious activity happening all hours of the night. then the s.w.a.t. team arrived. here's "today in the bay's" stephanie magallon. >> san jose police have not confirmed what exactly happened, but they do tell us it involved their special operations team and there was no threat to public safety. now viewers tell us they believe this was an underground casino bust. a frantic night some neighbors say they knew was coming. >> wake up at 2:00 in the morning and i would say, you know, traffic going in and out, you know, people, and that light

was always on 24/7. the living room light. i'm like something's going on over there. >> reporter: an east san jose family too scared to show their faces on camera say they weren't surprised when they saw this happening on their street. a police operation with masked agents. evidence bagged and officers going in and out of a garage with disco looking lights. >> looked like gambling machines. they had quite a few people arrested. >> reporter: neighbors say the suspicious activity began four months ago when the new owners moved in. >> seemed like a normal family moving in. >> reporter: police have not revealed the reason for the raid nor have they confirmed if any arrests were made. they say it's all part of a special investigation, and there's no threat to public safety. >> we knew something was suspect . this was the evidence that there was something, and the police department handled it. >> reporter: stephanie magallon for "today in the bay." happening today, the annual

after its formula made a number of babies sick. the shutdown sparked a nationwide shortage. abbott says it's fully cooperating with the investigation. and you may have heard a new round of layoffs at google, google's parent company alphabet announced yesterday that they plan to cut 12,000 jobs. that's about 6% of their overall work force. alphabet's ceo posted a blog addressing the layoffs. severance packages start at 16-week salary, plus two weeks for every additional year at google. google also plans to offer six months of health care. many companies large and small have been laying off workers this year so we spoke with dr. barbara roblis about what you should do after a layoff. she said there were a few things to keep in mind, first was your mind-set. this could be a time for a reset. try to avoid focusing on negatives. second, recall your accomplishments. those can spring board you into a new career, and third,

. good morning, it is 7:41 on this saturday. let's start in the north bay, novato under that freeze warning because it's 33 degrees right there right now, and it will only climb into the mid-40s by around 10:00. in the afternoon we can see those upper 50s. while we don't have the rain

today, it's the perfect day to get outside. do bundle up as you're heading your way to the grocery store or to get some coffee. maybe i need some more coffee. let's go to the east bay too, the valleys over there, concord, 32 degrees there and again into the 50s we will go in a lot of spots around the bay area. bundle up as you're making your way outside. tomorrow a few degrees warmer, you can look up there in napa, 59 degrees, 50 in santa rosa and 57 on the coastline. what's happening that's keeping the rain away and seeing those dry temperatures freezing at times. well, right now you can see over the bay area, over california no systems are going around us and that's because we have high pressure dominating. what it's doing is it's blocking all of the storms, actually sending them to other parts of the country. if you notice here in the plains, they're seeing some snow, winter weather there, and then down in the south they're seeing some thunderstorms, rain, and speaking of rain, let's take a look at our water year here in the bay area. we did great for january.

three to five times the amount that we should see for the month. we're doing spectacular, seeing a lot of surpluses on the board from santa rosa all the way down into san jose. livermore, look at that and oakland doing around 200, more than 200% of what's normal for this time of the year. so with that, let's take a look at the drought. no more red that's extreme, exceptional drought anywhere on the state right now. we are looking at some severe spots, but the bay area is in that moderate category. i told you a little bit earlier that there is one city, maybe two in california that are drought free at the moment, and that's up there, i don't know, if you can see it right there, crescent city on the eureka coastline. they've been getting a lot of rain. that's really good news. we hope that more is on the way. but let's keep it away for the cowboys and the 49ers game tomorrow at levi stadium. it's going to look great, i hope you're getting pumped, getting those snacks today at the store for game time.

following a new report from a san francisco law firm which determined the chief mishandled two internal investigations. each involved the same officer. the report suggests opd failed to hold the officer accountable. we've learned from sources within the department the officer was tied to a hit and run crash in san francisco, and later, that same officer allegedly fired a weapon inside a police station service elevator. all of this coming to light through the same federal process oversight process, which originated more than two decades ago because of a widespread scandal that shook up the oakland police department. and happening today, oakland mayor sheng thao will address her decision to put chief armstrong on leave. she will hold a press conference on the steps of city hall, that begins at 10:15 this morning. we're going to take a big turn to football, the original playoff weekend kicks off here on nbc bay area, when patrick
