domestic flights. we're live at oakland airport with the impact from the faa's air traffic system failure leaving passengers in limbo. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. a very good wednesday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we want to get you straight to the breaking news this morning. >> that's right. here is a live look at some of america's major airports, sfo, sjc, l.a.x. and new york's laguardia airport this morning where domestic flights out of all united states airports are temporarily grounded for at least the next hour. >> "today in the bay's" bob redell live for us at oakland airport. it sounds like that ripple effect at local airports is starting to widen. >> reporter: it is, marcus and laura. you might recall 30 minutes ago we showed you the departure and arrival board at oakland international. there wasn't much yellow and red. you can see it's still lit up.

you're seeing a lot of yellow on departures, delays. on the right side that single screen in the middle a lot of yellow. those are incoming flights and one cancellation. the delays are ranging from 30 minutes to 60 minutes to 2 hours depending on where you're going, and this is kind of going along with what we are hearing. the faa saying they have asked all airlines to pause domestic departures until 9:00 a.m. eastern, 6:00 a.m. pacific time and, again, this is because of the computer outage to the notam system. this is the notice to air mission system that alerts pilots to issues surrounding the airport as you heard mike mccarren saying, things like closed airspace due to military operation, equipment problems at the airport. quoting here from the faa, the faa is working to restore its notice to air mission system, we are performing checks and repopulating the system now. we do not know when they are

going to have this back up. again, they are asking all domestic air lines or all airlines to pause all domestic departures until 6:00 a.m. pacific. united airlines says in a statement they have temporarily delayed all their flights until at least 10:00 a.m. eastern which would be 7:00 a.m. our time. southwest airlines urging people to check the status of their flight on the southwest app. most flights out of oakland are southwest. that's what you were seeing on the board moments ago. we did catch up with a passenger who is on one of those flights that is delayed. >> i was told the faa shut down the whole system. a nationwide delay. i'll go upstairs and see what happens. >> reporter: according to flightaway.com, this is an image

we took 30, 45 minutes ago. around 1,200 delays and 100 cancellations. the numbers have since doubled. now roughly just over 2,500 delays into or out of the u.s. and cancellations now are just over 250. reporting live at oakland international, bob redell, "today in the bay." >> thank you very much, bob. and within the last hour u.s. secretary of transportation pete buttigieg tweeted this about the unfolding situation. quote, i have been in touch with the faa this morning about an outage affecting a key system for providing safety information to pilots. faa is working to resolve this issue swiftly and safely so that air traffic can resume normal operations and will continue to provide updates, unquote. so now let's head over to scott mcgrew. he's been analyzing the news for us this morning. it's very uncommon we see something like this unfold. what we're dealing with extremely inconvenient.

it's not alarming, these notams, notices pilots are given throughout the day, can be very routine. these are recent notifications sent out by the airport in san jose before the outage. they read ficon, that's field conditions, wet. pilots can absolutely fly without that notification. this is not a safety issue. sometimes they say don't fly over levi's stadium, there's a game. the president is visiting. one warning pilots of a tall temporary crane that may be in the area of their flight path as construction workers build a new tower in san jose. a live look at sfo, we're watching for delays and cancellations. there may not be delays in some flights yet that will show up later. bay area airports restrict the flights that can go out before 6:00, so there were no flights leaving at this time anyway.

as bob points out there were some inbound flights scheduled to land that aren't coming yet, and that will cause problems throughout the day. we've checked with all the big airlines about their reactions. pretty much the same. we're waiting to hear from the faa. please be patient. one last thought and that is when we talk about faa computer systems and air traffic system, if you have a loved one on an airplane right now, they're perfectly safe. these are just notifications. mccarren compared them to mike's traffic report, you can go without them. you'll be okay. >> good to know. thanks. >> and we are hearing from the white house the president has also been briefed about the situation as well and they're saying there's no evidence of any cyber attack at this point. we'll continue to follow everything unfolding this morning. right now to that other big story we've been talking about. for weeks now it seems we're still monitoring that extreme weather out there. we're getting a new storm coming in this morning with mostly light rain but pockets of

heavier rain moving through as well but we are seeing a pretty widespread shower that's coming down in those areas and then the rain has really picked up in palo alto and sunnyvale moving to milpitas and eventually will make it over to san jose within the next 10 to 15 minutes. we are going to see at times some pockets of heavier rain but this system is just coming on an already saturated ground, so we'll still have the threat of more flooding, and because of the breezy wind that's going to be picking up today, we can also see more trees coming down. but looking at all of this activity that's really starting to develop here on the radar and that stream of moisture coming in, the rain continues with this time more of a focus on the north bay because of the impacts of the heavier waves of rain coming in as we go into not only this morning but this afternoon and then eventually tonight most of us will get a break from the rain while the north bay is still seeing the showers continue into early tomorrow morning. so we are going to see a lot more rain in the forecast

heading into the weekend. i'll have more on that, how much we've already measured, and how our reservoirs are doing coming up in a few minutes. mike has a look at the san mateo bridge. kari, we're showing our view from all that activity coming in from hayward. there's moisture in the air, you see glowing lights, glowing headlights coming toward us. the mist kicking up off the damp roadway. westbound still moves smoothly, so does eastbound. puddling and ponding showing up as kari showed the radar activity coming down in toward sunnyvale and palo alto. we'll watch this portion potentially for slowing but the light volume of traffic shouldn't be a major issue. we have closures highway 84 through niles canyon. the chp, actually caltrans, i'm sorry, says we don't know when we're going to open this. they have to clear the debris, the mud and do the repair work to the roadside fencing. that will take a while.

680 to mission the longer term. westbound out of the altamont still smooth and so is vasco road coming down at the speed limit. back to you. >> thanks, mike. governor gavin newsom says teams across the state are responding to flooding and cleaning up as fast as they can. yesterday we got a firsthand look at some of the damage in santa cruz county. you may remember heavy surf recently battered capitola's historic waterfront and took a chunk out of the pier. the governor met with business owners now facing rebuilding and says federal relief money is on the way. he also underscored the dangers of the recent storm activity noting more deaths from the recent storms than the last two fire seasons combined. >> we have now 17 confirmed, i underscore confirmed, tragically, just confirmed deaths. two related to lightning

strikes. >> parts of california including san francisco and some is your rounding areas have experienced the wettest ten-day period in at least 150 years. maybe you saw it for yourself but hail fell yesterday in some parts of the bay area. this is new video of the hail storm in berkeley. in some cases ice crystals briefly blanketed the ground. we have a live look this morning at palisades tahoe ski resort where it looks like another day of fresh snow measured in feet not inches. getting to tahoe right now, you can see from this shot might be a big problem. take a look at the conditions. in fact, yesterday on the way to the sierra interstate 80 was closed for much of the day and everyone is still being advised to avoid traveling there. if you absolutely have to go there, chains are required. meteorologist kari hall joins us now.

kari, still more good news for the sierra snowpack. >> we are seeing a lot of that snow moving in. as we take a look at tahoe right now we are seeing that snow just weighing down those trees as we take a look at palisades. and so the snowpack has had a huge boost. we're more than double the normal amount of snow at 214% of normal. the southern sierra at 257% of its normal amount of snowfall. and what we've seen with climate change that only two of the past ten years we finish above 100% of our normal amount of snowfall. so hopefully this all continues and we do have a lot of snow in the forecast. as we go into the next couple of days, in fact, as we go through the next week or so, there could be another 37 to 86 inches of snowfall in those areas. so we'll continue to monitor that as more storms come in. and we'll talk about bay area rain coming up. mike has been tracking the

roads, and it's still pretty sloppy out there. >> and we see the camera here from emeryville as it's looking across the bay toward san francisco looking at the clear drive across the bay bridge. it shakes quite a bit from time to time. a lot more the last half hour but still that indicates some of the higher winds that can be possible as you drive across the bay's bridges watching for that. this is i-80 across the water. through the sierra, kari, you talked about that and laura mentioned it was closed for hours yesterday. i forwarded a tweet talking about the closure because of whiteout conditions. the latest update i have is that they've reopened i-80. i'll double-check and will let you know if there's any significant change. again, indicating the type of conditions you're dealing with. over here we're dealing with more puddling and ponding as the cell comes through the area. kari talked about palo alto and sunnyvale going to get more rain soon. more reports of the roads still

right now at 5:14 it is a very wet morning as another wave of rain hits san jose. a look at the live camera. you can see that it's pouring quite hard right now, and we'll see this off and on not only throughout the morning but at times going into the afternoon. we're also watching the north bay river levels and more potential of flooding. more coming up in a few minutes. another example of a live camera in fremont. wet on the roads now and still those flags are flashing indicating that wind coming through. we're watching your morning commute build. there's a little slowing. we'll talk about other signs of what you have to deal with as that continued rain comes in. wall street is set to open higher after stocks rose yesterday. the nasdaq posting its first three-day winning streak since november amid a relief rally for riskier parts of the market such as tech. investors are gearing up for a key report on inflation tomorrow.

the consumer price index and earnings on friday from jpmorgan chase, bank of america, citigroup and wells fargo. wells fargo is shrinking its mortgage business aiming to serve its own bank customers and minority communities. the company will also exit the so-called correspondent business in which a bank serves as a third party. demand for new loans and refinancing weakened as interest rates have climbed making it more expensive to buy a home. wells fargo was ordered by the consumer financial protection bureau to pay $3.7 billion to settle charges it mismanaged car loans, mortgages and deposit accounts. disney is making it easier for loyal customers to visit its theme parks. effective immediately holders of annual passes to disneyworld will be able to visit during afternoon hours without making a reservation. guests staying at disney hotels will get free parking and photos at attractions if they buy the genie plus service which lets

ran is ticking up heavier. we see it increasing in marin county but the widespread light rain is still going on all around the north bay with, once again, some breaks but it's really getting some heavy rain moving into san jose as well as east san jose, showers increasing within the next few minutes and it's widespread, so this is the next storm system coming in and it is also tapping into that deep tropical moisture, so a lot more rainfall as we are going to see more storms lining up and heading in over at least the next week, but we're also seeing all of this rain adding up with our 14-day rainfall totals over 15 inches for most of us. so it's been a lot. once again it's been the wettest we've seen since the goldrush and this is about two to three times our normal amount of january rain, and we know that it continues. but that water flowing into the

reservoirs that are slowly filling up does take a while. right now at 38% and we're seeing our local reservoirs which are much smaller filling up much faster. looking at the uvas reservoir at 102% of capacity, all of our north bay reservoirs on average at about 100% of capacity as the next storm system is targeting those areas. a live look outside in san jose, very soggy. showing that cell moving in and there will be times of rain toepd but also some breaks as the north bay sees wave after wave of rain and even a few thunderstorms going into this afternoon. and then going into tonight while most of us are getting a break from the showers, it's still raining in the north bay, and that's the reason we're watching those river levels and creek levels that could continue to rise there even as we are getting a brief break from late thursday into friday as we go towards friday afternoon, another storm coming in and then

a stronger one on saturday. on sunday there may be a break as well but then we start out next week with more storms and then we'll see possibly it extending into next thursday with the rain. so we are going to see with this round of rain most of us getting less than a half inch from san francisco on southward. head to the north bay. it's another 1 to almost 2 inches of rainfall up for parts of mendocino county as we extend the rainfall forecast through the end of the week. in total we could see another 4 inches of rain in the north bay as well as in san francisco along the coastline and then for the south bay close to 2 inches of rainfall. we know all of this rain doesn't have a lot of places to go, and there could be more beyond that once again. so we're staying soggy through the seven-day forecast. be prepared for more power outages. never drive over where water covers the road and be prepared for more flooding.

mike, you were seeing the fresh rainfall on the roads, too. our camera the richmond side of san rafael, you talk about lighter rain in some spots but north of here we're seeing much more activity, definitely will be throughout the day. so farp we still have the local roadways with some flooding there reported through napa and sonoma county. keep those in mind down through santa cruz county, a ton of local roadways by trees and wires. that's still in the report. the only outstanding issue traveling through lafayette, just north of there slowing in the 24 commute direction. i don't have anything from chp but will check on that. overall through contra costa county, vasco road still basically at speed. 580 a little more slowing because the volume builds out of the altamont pass. no major concerns. just your typical build. the dublin interchange is fine. 84 closed through niles canyon for the foreseeable future and

uncertainty this morning. joining us is aviation consultant mike mccarron. this is good news all sites could start at the 6:00 hour. talk about the impact this is having on people across the country. >> anyone who has flown cross-country knows the flights on the east coast start three or four hours ahead of us so they fly out here on the west coast and then we can turn the planes around. so many flights were probably destined for sfo should have taken off two or three hours ago. they're going to be delayed. if you are expecting to catch a flight it may be delayed because it's a flight going back. you'll see delays throughout the day regardless. the longer they stay in this shut down or slowdown mode, it's just going to affect the day as flights take off late and have

to return late. >> we could have that snowball effect. the faa said in a statement this morning the operations across the national airspace system were affected. talk about what that means to people. >> sure. there's a system called notice to air missions. it's a set of advisories that go out that delineate any issue out of the norm so if you have a runway closure, if you have to de-ice at a certain airport because of weather, military airspace is operating that they have to avoid, the aircrew, the pilots, get all this information and they know what to expect on the route of flight. it's updated in route should an airport have to close for weather or a mechanical problem or whatever it may be, they get updated en route. it's like you get your traffic advisory on the road to work, you know which roads to avoid

and which to take if there's a problem. this system went down throughout the united states and pilots and the airlines didn't feel comfortable taking off. the faa put on a ground stop overnight for us on the west coast. hopefully we'll start to see departure. until then they'll play catch-up throughout the day. >> rebooting or checking the system, what does that look like? for us who don't know anything, turn it off and on and hope it reboots. i assume that's not the case. >> on a grander scale, rather than taking your computer and restarting it, it's a much more complex -- because they are integrated. 435 commercial airports. they get a notam and go internationally. flying from london to tokyo you have to get notams if we go to overseas airports so all the

speaking of those alerts, we're talking about the weather. meteorologist kari hall that top story, the rain, hovering over the bay area. it really didn't let up for long, did it? it was yesterday evening, some of us got a break. the next storm system is arriving with light rain at this point but there may be pockets of heavy rain as we go into later today. as we zoom into the north bay, showers move through and has been fairly light. over to the south bay just a few minutes ago it really pick up and the cell that moved through milpitas is over the hills. for most of us, we're seeing light showers right now. but as we go into today, all of this moisture has to work its way into the bay area and there's more storms out there in the pacific that will be coming in over the next several days, and i'm focused on the north bay where the rain will linger a lot longer, have bigger impacts, but all of us will see waves of rain today and even at times some

breaks. we're watching that as well as all of this rain comes on an already saturated ground and we'll continue to see the flooding threat increase as well as increasing winds today which may bring down more trees and cause more of us to be without power. we're watching all of that. you saw the recent rain that traveled through san jose, and how is it looking now? focusing on the north bay because we just traveled through the south bay, i get the leftovers. the effect on the roadways, slippery conditions continue. here's 280 coming toward us at 17, 880. that rain having just traveled over eastbound through the area and now clearing in to the milpitas area. 101 just at its usual spot around oakland road at 680. a lighter traffic flow right now as we continue to see no major issues as far as any n reports of any closures. still 84 through niles canyon. that blue over on the left side of the screen is where rain did travel across from the peninsula leaving puddling and ponding in

toward 280 but not so bad right now and the north bay will get more rain. i checked where the arrow is. it's clearing now. a crash on the shoulder now, west 24 in lafayette. back to you. >> thank you, mike. weather-related power outages have been a major issue this week. pg&e, the crews there, are making headway. crews were catching up with about 43,000 customers statewide that were lacking power so here in the bay area the most number of outages we saw in santa clara county, more than 11,000 customers in the area waking up in the dark, but almost all power now restored in san francisco and the east bay. that's good news. one impacted traffic in los gatos. drivers were on their own there. elsewhere a huge tree falling in the willow glen neighborhood knocking out a transmission tower and three utility poles. the bay area had a

much-needed quiet night weatherwise. the rain is ramping up with the north bay getting hit the hardest. >> "today in the bay's" kris sanchez live in san anselmo. this is a brief window to clean up the mess that's left behind. >> reporter: the rain has already started. you saw kari's radar and that little patch of green is really above us right now as the rain is starting to fall softly. they are used to flooding. they haven't had massive flooding in a while but they are prepared and you can see the sandbags and the plywood blocking some of the stores here on little main drag in san anselmo. the cleanup continues. the cleanup in san francisco continues. that's where trees came down, crushed cars and blocked rows of traffic. a lot of people working to remove trees so the traffic can be moving smoothly and so that the storm drains can do what they're supposed to do as well.

one of the issues with the trees coming down, new yorking down power lines. there was one situation that was pretty scary for firefighters there. a tree came down on muni lines, brought those electrified muni lines on a car. luckily they knew what to do. take a listen to what the fire department said. >> it immediately energized the vehicle blowing out the sun roof and causing arcs around multiple points. something that happens if individuals get out of the car or first responders try to run up to the car to assist and become electrocuted themselves. >> reporter: so who do you call and when? we heard that question a lot yesterday as we were talking about trees down and power lines down. call 911 only if it's a true emergency and if you see power lines call 911 as well. for everything else, trees coming down, flooding, et

has it already started? meteorologist kari hall with a look at the forecast. i see the monitors showing a lot of green in the area. we are seeing pretty much widespread rain so the rain is back, most of us are hearing it hitting the roof and the windows now and we'll see waves of this coming in at times getting heavier. this is all a part of the atmospheric river that has been targeting the bay area one after another, and we are going to see more of this rain coming in. you can see the large swirl of clouds, that's the center of low pressure as it pumps in the tropical moisture into the bay area. the winds are going to pick up today. i wanted to focus on the winds today. a wind advisory starts at 7:00 a.m. for all of the bay area, and we can see for most of us 15 to 30-mile-per-hour wind gusts. but some of those gusts in the mountains and along the coast could see 60-mile-per-hour winds today bringing down more trees,

causing more of us to be without power as well as very difficult driving. and so you do need two hands on the steering wheel as the winds pick up today. peak winds at 35 to an hour and that just continues into this evening. so, mike, you are looking at the dublin interchange. yeah, we're going toward that in the direction of the taillights heading westbound over to 580 at 680. westbound is your commute direction. a very easy drive. water kicking up, but the lens is drying out now. continuing to evolve as the rain continues to travel through. it is eastbound. it sounds like a car is hauling a trailer. over here no commute for 84 continues through niles. we talked about repairs that need to be done in addition to clearing. we don't know when that will reopen. 680 and mission boulevard are your alternates and they continue to do just fine.

right now at 5:46, we take a look at storm ranger. widespread rain across the bay area and pockets of heavier rain moving through but we'll be closely watching the north bay-we had heavy rain move through san jose and rain drops still on the camera lens. more showers, more impacts from all of this rain. we'll talk about that coming up in a few minutes. and new drops on the lens at the bay bridge toll plaza and a new condition seconds ago. chp activated metering lights. the volume just building suddenly from this shot. folks familiar will know what that means. the build is on. we'll see the impact.

that weather is playing a factor for the morning commute. we have an update on breaking news we've been following since we came on air. experiencing air traffic computer system outage nationwide this morning. airlines are told to hold all domestic flights on the ground until at least 6:00 p.m. our time. just in the faa reportedly making some progress if restoring its notice to air missions. they are resuming at several airports. we will see if all airports will keep up as we continue to follow this breaking news this morning. it is now 5:47. president biden is back in washington after meetings in mexico with the head that have country and the canadian prime minister. >> the president's visit was marred by the news of some classified documents. the white house had been

trying to keep this as quiet as possible. a small number of documents dating back to the obama administration were found in a locked closet in an office used by biden before he became president. he says he knew nothing about them. >> i was surprised to learn that there were any government records that were taken there to that office. but i don't know what's in the documents. my lawyers have not suggested i ask what documents they were. i turned over the boxes, they've turned over the boxes to the archives and we're cooperating fully with the review. >> now the president's critics are eager to compare this situation to trump's, but the two of them are actually very different. it's our understanding the documents found at the biden's old office could be measured in pages. the documents found at trump's current house were taken away in dozens and dozens of cartons. trump and his team denied the

here and we're not talking about money. this is as good as money for us because we've been so dry. a little bit of heavier rain moving through parts of the north bay especially marin county but mainly light as you get ready to head out. and then as we look at the south bay, i was looking at the cell that's off the coast right now, it's going to be approaching the peninsula moving us into the santa cruz mountains and eventually making it into wood side area at about 6:10, sunnyvale at 6:22 if it continues on its current track and holds up with all of that rain. we can see it go down at 6:31 and fremont 6:36. you try to get things done like driving or running errands and getting the kids to school. in between all of these waves of heavy rain they will continue to see it off and on throughout the

day as warmer air comes in and the focus for heavier rains. we'll see the russian river at guerneville going back up, higher than we just had a couple of days ago. it's going to be peaking at 32.8 feet based on the current forecast, so that means people in the area need to be prepared for more flooding. and we're seeing our reservoirs getting a big boost, some of the larger ones across the state at low levels, 38% of capacity, but that's much better than where they were a month ago and in the bay area we have smaller reservoirs that fill up more quickly. the lexington reservoir a month ago at about 19% of capacity. other ones are more than 100%. so this has been the rainiest 15-day period in san francisco history. went all the way back to 1862

and that's the last time we had this amount of rainfall. you can check that information out. it's not as heavy for most of us but it will be a lot higher for the north bay. we'll talk about what's ahead, we could see 3 to 7 inches of rainfall. that's a lot. very few breaks and we'll see a soggy week. we are looking at the sierra snowpack now more than double its normal amount. we'll continue to track all of that as well. it is wet and windy for some drivers. as we travel south, hold steady for a bit and watch the

camera, it moves quite a bit more, gusts of wind come across. typical across the bridges. the bay bridge activated a few minutes ago and we do see a backup forming. water on our lens and roadways. slicker conditions down the east shore freeway still moving well. basically at the limit down most of the east shore freeway. minor delays around richmond. right around el cerrito is where folks join in. in through the oakland area and piedmont looking just fine as far as those drives go. a smooth flow of traffic, 24 has cleared up. talking about more slowing as we do brake tapping. back to you. happening now, president biden is expanding federal help here in california. 14 more counties are being added to this week's emergency declaration which now includes
