right now at 4:00, powerful winds and heavy rain is moving across the bay area. a state of emergency continues with neighborhoods across the state under water. from flooding,allen trees and closures, we are tracking it all including brand-new reports of shelter in place in santa cruz mountains. all of this new damage already piling up at this hour this is a special edition of "today in the bay" streaming live on roku, amazon fire tv, apple tv and online. i want to say good morning to you on this tuesday. i'm marcus washington. >> and i'm laura garcia. we're coming on the air early to bring you the very latest on this microclimate weather alert. we have live team coverage. mike inouye monitoring the slick

roads out there. a lot of branches and trees. watch out as you head out the shutdown on highway 17 this morning. first, we want to get a look at the storm's path. meteorologist kari hall is tracking that hour-by-hour forecast. winds are a big concern, too, kari. i saw a 71-mile-per-hour wind gust near los gatos, and we're still seeing 50-mile-per-hour winds in a lot of our hills around the bay area. this was with that initial line of the storm arriving this morning, and we're still seeing lingering showers in marin county, now moving to oakland as well as richmond. we now have a severe thunderstorm warning near sacramento that continues f the next 15 minutes. if you have to call and check on them. we have a tornado warning in effect to the east of modesto, and that is also producing a lot of lightning as that storm moves through the bay area. it really intensified once it moved over to the sacramento valley, and we're seeing a

steady line of cloud-to-ground lightning, winds and intense rainfall. that's what we're dealing to the east of us. that was that initial line that moved through, knocked down all of those trees and power lines in the bay area, even produced lightning. g any lightning strikes here locally, but we will still have that chance as we go into today. this is a series of numerous storms. we're looking at waves of rain coming in. it's also going to bring in colder temperatures and the threat of severe weather will continue. at 9:30 we're seeing intense rain in parts of the north bay with pockets of it elsewhere, and then we continue to see that chance of thunderstorms, sll hail and gusts that could top 40 to 60-mile-per-hour even into this evening. the next storm that will be coming in will be arriving first thing tomorrow morning, as if we haven't already had enough rain,

but it's going to target the north bay with the heaviest rainfall with this next round coming in for tomorrow. so we have a lot that we're watching here, and we'll talk more about how much in the way of rain we're expecting, the wind speeds as well as how it looks going into the weekend. that's all coming up in a few minutes. mike, this really had a big impact on the roads. it continues to have an impact on highway 17 which has evolved over the last hour. there have been changes, southbound reopened for a portion but still blocked at bear creek road. the cliff notes version basically 17, don't drive on it if you don't absolutelyave to and you can't, in fact. some of our crew found the area impassable, and they've lived there for over a generation. we're going to talk about that in the future. i want to let you know the northbound side of 17 did reopen over the last hour. southbound still blocked at bear creek. folks considering alternates, maybe you've heard of them, don't. look at all the flooding reports scattered around. no full closures for 101.

the continuing rainfall through areas like that as well as ghway 1, 152. we've heard of all those closures the last 24 hours, rotating open and close as the water continues to come in and be cleared once again. stay to the roads, the main roadways, if you can, and stay home if at all possible. the south bay does have scattered reports. we heard about some flooding, minor flooding off of 87. the usual suspect, 280 just off 17 and85 down near fremont, the sunnyvale/mountain view border. a couple of lanes flooded there. freeways are still open. looking at soupy conditions and still cannot drive on 84 through niles canyon. we have a clohrough la honda. t sur the reason. we typically see trees down in the area or some slides. it may be both. we have winds kicking in here on the peninsula. lots to consider as you get on the roadways.

again, don't if you don't have to. you, mike. we are following breaking news out of the santa cruz mountains where there's a shelter in place in ben lomond. >> this is mainly due to downed trees and power lines. one of our own "today in the bay" edi lives in ben lomond. she was actually trying to get to work this morning. i know you're on the phone right now. talk to us about that, because you were trying to get to work this morning but you couldn't get through because a lot of the roads impassable. >> hi, yeah, i woke up and becaw of the conditions on the road right now. as i was logging on, the power nt of i hopped in my r and tried to get out. i have three different routes out, and they're all closed by downed trees or m slides. >> oh, wow. when did your power go out? >> my power went off at about 2:00 a.m. almost on the dot. there was a huge wind gust and then we heard what we think was a transformer blown.

we're not sure. wires are down. everything is flying everywhere. then the power went out. i called in and i tried to get on■ my way, but everything is blocked by emergency vehicles and just there's no way out for me right now. >> my gosh, i'm glad you managed to getack home and back safe. as we're talking to you, shayna, we're looking at pictures u there at ben lomond, a lot of trees down. what do you see, if anything, around your own home? we've had limb fall from one of my redwood trees that actually was about seconds away from killing my husband, because he just got in the house at the right time. lot of limbs down on my driveway, which i have a four-wheel drive, so i drove out to get out of my drivew, but right now there's nowhere i can go. >> i think from some of the pictures we see firefighters in the pictures, were they actually trying to clear some of the

lolying areas as well place for especially along the russian river. officials say within an hour the river is expected to crest or reach its peak. this is video of guerneville near the russian river where water has reached more than 30 feet. residents say they've seen floo days. >> we're bracing for the worst, hoping for the best. think that's all you can do this youive in a place like this. >> models indicate the crest february it reached levels of 45 feet. >> we can see more flooding today. the bay area undno flood watch unt at least 4:00 p.m. the floods in sonoma county kept first responders busy all d yesterday. now neighborhoods in petaluma and santa rosa completely flooded. and then the standing water trapped many drivers. two cars had to -- people there, the people inside the cars, had

to be rescued in windsor. turn around if you see that standing water out there. you just don't know how deep it is. today many people waking up to the same conditions that they were dealing with before they went to bed last night with their yards and streets just looking like ponds. >> if you are headed out the door, allow a little extra time. not a lot of traffic to report so far this is a live look at the bay bridge approach this morning. we'll check the morning commute with mike, though, we are getting reports of trees down and any road closures we'll tell you about. let's talk about the forecast. meteorologist kari hall. we are getting that initial line of rain coming in pushing off to the east. it came in with a bang with all of that rain, scattered showers returning to the north bay and moving through marin as well as southern sonoma county moving over to san francisco and also into richmond and orinda. this is much lighter than we saw earlier but it may still be kicking up high wind gusts.

we're still seeing the potential of more thunderstorms as we go into the morning. but the storms really blew up once they got east of the bay area. the lightning and the tornado warning does continue near modesto. i know it's early but they're probably already up, so might as well call and check on them. here is a look at what's going on. with heavy rain, we'll continue to see more lightning and small hail in some of the storms moving through to night it gradually tapers off. we're still looking at 1 t 3 inches ofda andhe ingmo t potenal otomorrow more flooding and power outages and landslides will continue to be a threat especially in some of the hills and near those burn scars. the sierra snow will reach another 2 to 6 feet as we go into the next several days. so we do have a lot going on, and we'll continue to track it all as we go into the rest of this ing. and, mike, you have an update r 17. as shayna was giving us that

live report from ben lomond, how she was stuck at home because of all the downed power lines, route 17 did reopen. shayna, do not drive in right now. it's probably only temporary ven the cditions we've seen, how much fluctuation very tough. again, avoid the area. avoid the roadways through this portion of the bay. highway 17 has reopened in both directions, but we continue to follow the progress, likely more slides andipages over here we do have a tree wn, this is coming down to sunnyvale, southbound 85 just before you get to the fremont exit there. that is an issue for southbound 85. only one lane at that point is opennd that is a slower drive right at the scene. it'slso dark in the area. of course we have crews on scene that shoul hopefully clear the tree relatively quickly and for what mning c there is we have your typical closure for 84 that continues because of that mud that came down through niles canyon. the advisory, wind advisories

well connected. >> the still talk about a possible recount. you may recall oakland's naacp wanted to help fund the evident citing confusion in the city's rank choice voting. today alameda county supervisors are expd issue even though the window to discuss a recount has now closed. this morning president biden is in mexico city where he'll meet wit mexico's president and canada's prime minister. >> this coms thez■udéresident is facing criticism following his first trip to the u.s./mexico border. a lot of people, some opponents anyway, are calling this no more than a phoapp. brie jackson is in washington for us. >> reporter: president biden meeting with mexico's president obrador for key issues including tackling the migrant crisis and stopping the flow of illegal drugs coming across the southern border. >> i wish we could just have one focus, only one focus. we have multiple focus and

that's what we have to work on. >> reporter: on his first day in office president biden sent congress his administration's plan to provide a l pathway to citizenship and strengthen border security. it'sone nowhere. >> we would ask them to take another look at that reform legislation and act on it. >> reporter: house republicans now hold the majority with kevin mccarthy taking over the speaker's gavel. the party passing a package of rules monday that will govern how they run the house over the next two years. >> that was the real goal of the rules changes to open up the process and let members of congress be able to represent constnts better. >> reporter: the gop is moving forward with its agenda which includes launching investigations into the biden administration and undoing democrats' expansion of the irs. >> republicans are saving something by doing this. all they're doing is crashing

4:20 this morning. we've been talking about a lot of damage happening across the bay area this morning. >> we are certainly seeing it, and look who is out in t t of it. "today in the bay's" kris sanchez joins us with the very some p are waking up to la w flooding i understand, kris. >> reporter: theed flooding here -- this is a mobile home park in belmont. we've seen it flooded here before, but it looks like the ters have now receded.

the damage is still ongoing. i want to show you the businesses in the area. sandbags and gia piles of debris that people have had to pull o of their mobile homes. there are about six diffe dumpsters just full of things people have taken out of their homes. clearly these folks will have to take some time to recover. this is in belmontear highway 101 and harbor and the rain has stopped here right now, but the nds have started to pick up. as i was waking up in the south bay, i also saw some of that heavy downpour, the lightning that kari was talking about as well. and we'll tell you that your commute, you should expectt will take a lot longer today. even though the roads are starting to open, we saw highway 101 in gilroy that was shut down in both dtions because of flooding, but it is open again now. however, with more rain and more debris on theroways, you can expect things might be complicated. as you leave the house this morning, make sure you give yourself plenty of time.

in belmont, kris sanchez, "today in the bay." >> kris, thank you. now let's look at the forecast because i understand it's a quick-moving storm? yes, but we'll see it coming in waves so there's going to be some breaks in between and that initial line as it moved in really kicked up some high winds, also produced some lightning off the coast. we didn't see a lot of lightning strikes around the bay area. now we're seeing the rain returning to the north bay and look at all of the lightning. that storm really intensified as it moved off to the east. we're still seeing that lightning as it continues to make its way in upper elevations as it approaches the sierra. the number of lightning strikes, 115. also producing a lot of severe weather in the area as it moves over towards the sacramento valley. here at home we're seeing some ra gusty winds, and this is going to continue that threat of more downed trees as well as flooding impacts as we do continue to see this rain coming with nowhere for it to go,

nowhere for it to drain, as we've gotten round after round of it. this will not be the end of it. we're still watching our river stages. at felton should stay below flood stage. it peaked yesterday at 24 1/2 feet. that was in a major flood stage. the russian river at guerneville has just peaked and it is expected to stay just below flood stage but will need to be closely watched as we go into the rest of today. the alameda creek near niles canyon, that major flooding continues, but we're also going to see it quickly dipping as we go into the rest of the morning and eventually in the next uple ofng to go back down. these high winds will contie throughout the morning. a prolonged wind event we're expecting here with winds at 7:30 still at 40 to 45 miles per hour, even 47. where you see the purple, that's our upper elevation, some of the hills. we could see over 50-mile-per-hour wind gusts

continue. going into late this mornin we're still looking at5 to 30-mile-per-hour winds. and t f tomorrow, as we get ready for the next storm, the winds kick rightack up again. 40 to 50-mile-per-hour winds again. here is what's happening here. we're starting to see the activity become more attered, so that means we do get a few breaks in between. but here we are at 10:00 and we see another l of intense rain moving through the north bay, pushing off to the sth and east. also that chance as you look at the ninsula, parts of the south bay, just need to be prepared for quickly changing weather as we go into today with this cold front dippingn that's creating a lot of energy, some err winds as well as e potential of small hail in some of the thunderstorms. as we take it through tonight, scattered showers and then when it up with the yellow, that's the next storm that will be coming in tomorrow morning. another atmospheric river. it will enhance the amount of rainfall, and then it gradually

tapers off for thursday. that rain stays just to the north. we see more storms going into the weekend. there will be a brief break thursday into friday and then on saturday another storm rolling in with heavy rain and more flooding potential. and then another storm right behind that sunday into monday. we're still seeing activity that could continue into the end of next week. we're looking at least in the near term another three-quarters of an inch of rain through wednesday, but it could be as much as over 3 inches for santa rosa and the santa cruz mountains. and then in all we could see another 7 to even higher amounts of rain as you head farther to the north. most of us getting another 3 to 4 inches. the sierra snowpack is double its normal amount, and we are seeing more snow in the forecast, another 26 to 57 inches of snow over the next several days.

so your seven-day forecast stays busy. a few breaks in between. we're going to continue to see more of these impacts over the next few days. mike, you have an alert now for sunnyvale? we're dealing with a tree down across highway 85 southbound as you approach fremont avenue, so that will restrict traffic to just one lane there. that's why you see this slowing, unusual for this time of morning. a tree down across lanes. reports of it having hit a couple of vehicles in the area in the 2:00 hour but still going on and they don't know when they're going to clear that. again, that's counter commute. we're still watching that. no major injuries are reported. reports of scattered flooding on and off ramps. things are starting to dry out a little bit, getting a break. highway 17 did reopen south of highway 9, both directions were closed for a period of time overnight. it has reopened in both directions. another tree reported down just around highway 9 as well in the last half hour. again, continued problems will be there. use caution and decide carefully
