san francisco board of supervisors overrides a veto from mayor breed. the legislation that proved to be controversial and up in smoke. >> the popular 420 event in san francisco that is not going to go on as scheduled this year due to budget cuts. good morning. welcome to wednesday, march 27th. >> yeah, a lot to get to this morning. want to start the check of our forecast with drew. yeah. >> good morning. so it's quiet start to our day then into the afternoon and evening. rain is coming back. here's why. live doppler seven along with satellite. you can see our next cold front already moving onshore across northern california for us it's in the afternoon and evening. we'll find this rain impacting us right now. temperatures in the 40s and 50s under partly to mostly cloudy skies. it's a level one today for light showers, giving way to briefly heavy rain later on tonight as the front crosses through here. so we'll take a look at your day. it starts out quiet with those clouds. the north bay sees those showers first right around lunchtime and then later on tonight between 8 and 11 p.m, we'll see a brief line of

downpours moving through as that front crosses the region. daytime highs in the 50s to mid 60s. hi amanda. >> good morning drew. so heads up for drivers through dublin. a multi-car crash is blocking two lanes there. here's a live look at it right now. this is westbound 580. it's now backed up from airway boulevard in livermore. it is expected to really slow you down since it is commute direction. now let's take you to the bay bridge. metering lights are on. it'll take you 18 minutes from the toll plaza to get into the city. back to the desk. >> thank you. amanda. new this morning a loss for san francisco mayor london breeds effort to build new housing across the city. the board of supervisors has overturned her veto of a controversial housing legislation piece that would limit development in certain areas. abc seven news reporter gloria rodriguez joining us to explain this and the impact it could have on new housing. gloria >> good morning. kumasi. you know, this is actually the first time that the board of supervisors has overridden a

veto from mayor london breed. and basically this legislation will be limiting the scale and the height of developments in jackson square and also the northeast waterfront and we have a map that shows you the area that's going to be affected. it includes 15 to 20 blocks in historic parts of san francisco. board of supervisors president aaron peskin sponsored the legislation in response to a 200 foot tall housing project that was proposed on sansome street. peskin is expected to run for mayor in november against breed and breed said in a statement that the city needs to address the housing shortage and that the vote to override his veto is a setback in their work. and she added, i will not let this be the first step down the path back towards being a city of no. we will not move backward. meanwhile, peskin saying that this proves that the city can be both pro housing and also pro neighborhood. live in san francisco gloria rodriguez, abc seven news. >> thank you. gloria. happening

today, oakland residents will officially meet their new police chief, mayor sheng tao is set to introduce floyd mitchell at city hall this afternoon. mitchell most recently served as police chief in lubbock, texas. his start date hasn't been announced, but he is expected to begin in his new role in late april or early may. oakland has been without a police chief now for more than a year, recovery efforts resuming this morning in baltimore after the shocking collapse of the francis scott key bridge just moments after it was hit by a cargo ship early yesterday. six people are presumed dead and two others were rescued. they are recovering this morning. now here is a live look at what is left of the bridge this morning. you can see those parts collapsed into the water and that cargo ship still sitting there. as that investigation continues, we now know the missing people were working on the center span of that bridge when this collapse happened. most of them, we learned, were immigrants from guatemala, honduras and mexico. now the collapse happened on one of the

three main connectors linking north baltimore to the rest of the city. and to give you a better idea of the impact, this is the google earth view of the bridge before, and this is what it looks like now. you can see that central span is gone. amanda is at the live desk with the evidence that could be critical in this investigation. amanda. >> yeah. >> kumasi this morning investigators are looking into whether contaminated fuel may have played a role in this disaster. the ntsb is combing through video like this one that shows the moments before the ship over here slammed into the bridge. you can see right there the lights went out before the crash. and that's just one of the big questions. what caused the ship to lose power? we know that the crew we were talking about, they're all parked here. this is in the mid span uh. and even though a warning or a mayday was issued just before the crash, which stopped some of this traffic from coming across the bridge, these are the last few trucks that we're seeing go right now before that collision

happened. we know that the workers likely didn't hear anything. that's what we're learning. their employer says they probably didn't hear the mayday call and had no idea what happened. on good morning america, transportation secretary pete buttigieg spoke about the collapse, and there but there are questions being raised as to why the bridge was so vulnerable to a collision. >> some engineer, they say that it's there. it would have benefited from what's called a fender system. do you think something like that would have helped? >> well, that's something else that the investigation will be helpful on. again, it is difficult to overstate the level of physical force that hit this bridge all at once. i was there, i saw this ship. it is about as long as the bridge itself, and it went straight into that key supporting beam, he said. >> the biden administration is working to improve infrastructure across the nation, including strengthening the golden gate bridge to help it withstand earthquakes.

president biden says the federal government will help rebuild the bridge there in baltimore, but that could take years back to the desk. >> all right. thanks, amanda. developing news, santa cruz county has secured $30,000 to collect data on a landslide that blocked access to two critical roads for dozens of residents in the santa cruz mountains. the landslide started as cracks in february. but look at it now. the only way you can pass mountain charlie road is by climbing it. santa cruz public works officials held a meeting to address the problem. they say a timeline of repairs could take up to three years because the land is still moving. residents say the broken road makes everyday activities challenging. >> this is our route to our elementary school, to our community, to our grocery store, to everything. >> county officials also say repair costs from last year's storm damage exhausted all of their resources. they hope the data they collect will help with the design and cost estimate to repair the road.

>> police are trying to find out what happened moments before. a teenager was reportedly shot in berkeley, according to the online publication berkeley scanner. a 13 yeaold was shot in the leg and then taken to the hospital. it happened on the 2200 block of bonner street near bancroft way, witnesses reportedly told told poce that a car that may have been involved in the shooting sped ofon bonner street. the extent, the extent of the teenager's injuries is not known at this point, but he is expected to survive. >> he is running for president as an independent in 2024, and now robert f kennedy jr has named his running mate, lawyer and oakland native nicole shanahan. >> it isn't just about policing, it is about the school to prison pipeline. it is about a broken and dismally functioning infrastructure. it is about recidivism that we have not taken the right approach to. >> kennedy made the announcement at a rally in oakland yesterday. shanahan spoke of her childhood there, as well as the issues

vote. the move upholds the rights of transgender people in the city. it also prevents city staff from detaining people seeking gender affirming health care, and bars the city from cooperating with out of state jurisdictions that are criminalized such care. advocacy groups say more than 20 u.s. states currently ban gender affirming health care. it's over a uc berkeley professor ended his sit in two weeks after it started. ron hester was protesting what he said was the university's lack of response to anti-semitism on campus. he moved into his office earlier this month, even holding classes in the cramped space hassner tells abc seven. he ended the sit in thursday after the university agreed to his request. the request included making sure jewish students are able to pass through sather gate without being blocked and harassed by protesters, and mandatory training to address islamophobia and anti-semitism

love these cultural events. and we need to support them all across the board. >> the rec and park department says instead of the 420 event, it will hold volleyball and kickball tournaments at the site. >> a satellite created by students in morgan hill will soon be sent to space through a nasa program called the cubesat launch initiative. students at oakwood school designed a four by eight cube satellite with multiple functions. one of those functions is using acoustic mapping to see if an object is hollow. students say they never could have imagined their assignment would actually go to the international space station. >> it gave me an opportunity to apply everything that i learned through, like through the different classes that this school offers and put it into a real project. >> our work is going to be sent to space, and that's like exciting news for all of us. >> yeah. >> for us, they've been working on this for a year. since 2021, nasa launched more than 150 student designed satellites into space. i had no idea how. cool.

through here later on this evening for those showers returning. it's a level one today. briefly. heavy rain later on tonight and it will be breezy at times. here's future weather this morning. we have the clouds. we'll have an isolated shower in the north bay and then as we go into the afternoon and evening, here's 830. that's when the front is crossing through, and that's when we have the best chance for finding widespread showers, even a brief downpour. and then it moves through quickly. but tomorrow morning we may track an isolated shower, lingering behind that front. rainfall totals. it's a fast moving front, meaning those rainfall totals will end up being less than a half of an inch across the region. a winter storm warning is beginning at 11 a.m. today for the west slope of the sierra. up to two feet of snow, likely in our highest peaks, with the heaviest snow falling late tonight. early tomorrow morning, upper 50s to the mid 60s. take the umbrella with you. you'll need it later on this afternoon and especially this evening. here's the accuweather seven day forecast evening. rain today with showers lingering tomorrow. there's that stronger storm on friday. a level two moderate system in the evening for wet and windy conditions. and then we'll dry

east. and right around 9:00 pm kumasi. that's the best chance of finding a brief downpour. >> all right. thank you. drew. new at six more legal trouble for sherry papini, the woman who went to prison for faking her own kidnaping. federal prosecutors say papini has yet to pay any of her restitution. they filed a motion monday with the u.s. attorney's office to get papini to pay the fee comes with a 10% litigation surcharge, which brings the total to roughly $340,000. she has been given 20 days since she received monday's filing to notify the court if she wants a hearing. history in the north bay. napa county has elected its first ever all woman board of supervisors final results for this month's primary have been posted. amber manfrey, liz alessio and incumbent bella ramos have been elected to the board. they make up only the second all woman county board in california, behind la county. well, we are less than two weeks away from the first total solar

eclipse in north america in seven years. it's happening monday, april the 8th, so the moon will look, will complete, block out the sun from new york to texas. now in the lone star state, the eclipse is expected to generate a billion dollars for the economy, as many people are going there to see it and businesses are getting ready. >> everyone is going to stop. what they're doing, guests included, and they'll all be outside. and i just want to celebrate it and have a good time with it. >> now, here on the west coast, we only get a partial eclipse. you'll be able to see that on april 8th between 10 a.m. and about 12:15 p.m. locals in akron , ohio, are expecting people from out of town to watch the eclipse in their city, and now some residents are concerned it might have an effect on cell towers and their cell phone service. that day, a verizon spokesperson says people shouldn't be worried. >> our engineers are on it. they've been on it for months as far as preparing for that day and making sure that the network

that multi-car crash we were telling you about in dublin. the good news is that in the last few minutes, it looks like things have been easing up. this is westbound 580, just before santa rita road, which is the good news. it was commute direction. so of course that was going to have residual impacts. but again the delays starting to ease up. now let's get to your drive times here. at around 631 you're seeing tracy dublin is going to take you 53 minutes. antioch to concord 28 minutes. and then to the richmond-san rafael bridge cam showing delays as you're approaching the toll plaza. back to the desk. >> thank you. amanda. this morning the coast guard is resuming its search for the six people presumed dead in the bridge collapse in baltimore. >> this is a live look at the ship that hit the francis scott key bridge, causing it to collapse early yesterday morning. still there in that spot in the water, the coast guard called off the search and rescue last night, and now it will transition into a recovery mission. abc news reporter perry russom is joining us live from baltimore this morning. hi,

perry. >> hey, guys. investigators are here right now for day two of this investigation. divers are in the water right now searching for the six missing people. the governor tells us the water is incredibly cold, and these divers can barely see what's right in front of them. this morning, the search and rescue mission at the collapsed francis scott key bridge has turned into a recovery mission. >> we do not believe that we're going to find any of these individuals still alive. >> rescue crews have been looking for six people in the mangled metal of key bridge, brought down by a cargo ship early tuesday morning, a brawner builders work crew was doing bridge maintenance work on the surface of that bridge. >> at that time, six of our workers lost their lives and one was seriously injured. >> moments before the collision. it appears black smoke was rising from the ship as the lights on board went out. >> hold on. traffic on the key bridge there's a ship approaching has just lost their steering. >> maryland governor wes moore

says the crew on board notified authorities they lost power. >> i'm thankful for the folks who who wants the you know, once the warning came up and once notification came up that there was a mayday, who literally by being able to stop cars from coming over the bridge uh- these people are heroes. >> the ntsb says the ship called dolly, is nearly 1000ft long, weighing 95,000 tons. >> i do not know of a bridge that has been constructed to withstand a direct impact from a vessel of this size. >> abc news obtaining records showing dolly was inspected in june. issues were found with propulsion and auxiliary machinery concerning gauges and thermometers. president biden says he will move heaven and hell to rebuild the bridge and reopen the port of baltimore, a major transportation corridor. >> it's my intention that the federal government will pay for the entire cost of reconstructing that bridge, and i expect the congress to support my effort.

>> and the chairwoman for the ntsb tells us this morning that they are going to go on the ship today to gather as much information as they can, as quickly as they can, to try and figure out how this happened. guys. >> and i understand that you just talked to maryland's governor. what did he have to say? >> well, he said he wants to get this port as open as quickly as he possibly can. but his concern right now is finding the six missing people he spoke with, their families yesterday. he said he could see the pain on their spouses and their children's faces. just trying to bring some closure for them. as soon as he possibly can. >> it must be so difficult, perry. thank you for that report. >> well, the incident in baltimore makes a lot of people wonder about the safety of our bridges here in the bay area. officials say the golden gate bridge has the most robust ship collision protection of any bridge on the west coast. the north and south towers are. >> the south tower is protected by a concrete fender ring. the tower itself is anchored to bedrock below the water and this

developments in certain parts of the city. so wll put height and also uh- density restrictions on buildings in the jackson square neighborhood and along the northeast waterfront. board of supervisors president aaron peskin sponsored the new rules in response to a 200 foot tall housing project proposed on sansome street. in a veto, the mayor argued that restricting development in these areas would deter critical housing projects needed to meet the state's housing element, but peskin says some of the buildings in the areas are historic and need to be preserved, and supporters of the legislation say the battle is not about affordable housing. >> i don't think i don't think many neighborhoods in this city want to see towering skyscrapers with luxury condominiums. yes, we need more density. yes, we need more housing. but it has to be done in a respectful way. >> in a statement, mayor breed

>> officials say the rehab and educational services build trust between incarcerated people and staff, which creates a safer environment inside the prison. >> a sonoma county sheriff's deputy is out of the hospital this morning, three weeks after being critically hurt on the job , video shared by the sheriff's office shows deputy nick d'elia being released yesterday, and you can see the deputies saluted him as he was wheeled to an ambulance. d'elia will continue his care at a rehab facility. he was one of several deputies hurt while pursuing a suspect back on march 4th. another deputy accidentally ran d'elia over police believe the suspect died in a crash that followed a shootout, during which suspect injured several other deputies. >> residents want to see changes to the intersection in west portal, where a family of four was struck and killed by a driver while the family is waiting at a bus stop. the concerns come as sfmta releases a new report saying the driver was on the wrong side of the road and speeding before she hit
