going in to friday. at that point, we will be looking at a level two storm for thursday evening into friday morning with rain scattered snow levels down to 500 feet and winds gusting in from 30 to 45 miles per hour. we have a winter weather advisory, freeze watches and warnings, i will show you all of that a little bit later. larry: have team this extremely unusual weather. ryan and suzanne are looking at the preps for the upcoming storms. kristin: first let's head to dustin dorsey where a baby was injured by a falling tree. the storm, and after the storm here in the santa cruz martins. neighbors in a nearby boulder creek tell me that the winds they felt last night were stronger than they have ever felt before, she down a massive

tree and onto the home where a one-year upds ty were unlike fors cmunity, tuesday night was chaos. >> we heard snapping. >> i felt the ground rumble and i went out and couldn't walk on my deck. dustin: a massive tree came crashing through a fence, across two homes. amid the chaos, screams for help from a mother and side one of those houses. the neighbor rushed in to help the parents of a one-year-old baby boy that was hit by branches. >> nothing he could do. the tree came straight down.

dustin: the quick neighbors helped rescue baby milo. some rushed down the mountain to get cell service to call 911. he went to the hospital where he was treated for broken legs and a broken pelvis. he is expected to survive. when the family came up us the baby had surgery. it made me feel dustin: this neighborhood now focuses their attention on the next set of stormy days ahead. at any time, they know anyone of these massive trees could be the next one to all. they push on, just part of that mountain living. >> living here.

dustin: there is a winter storm watch here in boulder creek, and many of the towns here in the santa cruz mountains. so that could bring more of this weather to the area. we are thankful that baby milo is ok and hope others are safe going forward. kristin: thank you so much. power outages are still a problem across the bay area today. here is a live look at the current power outages in the bay area. according to pg&e. green is less than 50 customers, yellow means 50 to 500, orange means 500 to 5000, 5000. we don't see a red right now, thankfully. even the oranges and yellows are disappearing more now. at one point, well over 100,000 customers have lost power. it is down to 42,000 right now. larry: let's get to the east bay and ryan with a look at the storm preps there.

the wind is not nearly as intense as it was earlier this week, but we do know the bulk of the storm is on its way here, bringing back those high winds including some rain, as well as snow. we will have to wait and see about that. it is causing east bay residents to take necessary precautions. foreshadowing what is to when rain is added to the picture. residents are on high alert. >> i am not a big rain person. i have had some flooding. ryan: she took her dog out for a walk and expects not to be leaving her house once the storm hits. she has kept the sandbags lined up along her driveway since the january storm. she says with the way this driveway is slanted, it could flood. >> we can't afford that. flooding. nightmare.

i did spend some bucks on getting the sandbags. ryan: the rain is one factor, the wind is another. this tree fell on the bay bridge , and backed up traffic for hours. there are extra crews available to deal with wind damage or any road obstructions. >> we have had an increase on our field maintenance and patrols, maintenance stations are also fully staffed. we also have additional staff and emergency contractors on standby. ryan: the roads in the east bay can see heavy traffic. some say the rain and wind intensifies, they will avoid driving altogether. >> you can't drive the way you do when it is dry outside. i even slow down and put my flashers on. ryan: slow down and be cautious. those we spoke with said taking it slow is the best way. >> i stay away from people who

are driving crazy. slow down. always try to anticipate, and i give myself reaction time. drivers that if there are any obstacles, just to treat that as any sort of obstruction and avoided and be prepared for any delays that may come as well as if there is any snow, we will have to wait and see if that does fall, they do advise people to treat that as a hazard as well. maybe avoided as best as possible. kristin: i like winter already, not hamilton in santa clara county is cold enough for snow to all. there is not a whole lot of snow on the ground right now, but that is expected to change tomorrow and friday. we will get more precipitation and temperatures will really drop.

to the sierra, this is how it looks near truckee. check out that blowing poor visibility on state route 267, which heads to kings beach and north lake tahoe. the conditions weren't as bad on highway 50 around twin bridges. and caltrans is making sure that drivers know that chain controls are in effect. larry: snow is also a problem in southern california, a backup that went for miles. things could soon get worse, because there is a rare blizzard warning in effect, leo has a look at the concerns about conditions. >> we are working with caltran making sure they are ready. they put a solution on the roadway to hopefully prevent ice build up so we can keep traffic safely moving. leo: this emerging storm could bring lots of snow.

that would blanket the grapevine . the california highway patrol saying their hope is the defensive work being done on the grapevine it will be enough to keep the traveling public on the road, despite the storm. >> we do with caltrans at trying to keep it open. if it becomes unsafe for the public due to the ice build up, we do have to shut it down. leo: chp needs you to do your part to be prepared for the worst. >> for those who have to travel, definitely leave early. and give yourself plenty of time. have a go kid with you full of water, snacks, blankets, in case you get stuck or in case there is a major accident and we have to stop traffic. slow down and watch following distance and give yourself plenty of time to stop.

kristin: a big day for silicon valley. newsom and elon musk side-by-side to announce that tesla will base its global engineering headquarters in palo alto. newsom telling musk he appreciates tesla's partnership with california. >> this is the beginning of something even more extraordinary on the journey to dominate in this space and to change the way we produce and consume energy in this date and this nation and the world. >> we are looking forward exciting partnership with california to do exactly that and transition to sustainable energy as soon as possible.

kristin: today's announcement comes 15 months after tesla moved its main headquarters to austin texas. musk has previously criticized california for overregulation and taxation. larry: a week from today, san francisco's public health emergency comes to an end. the same date that the california state of emergency also expires. health officials say it is time for these declarations to end, but not everybody agrees. more on the message. reporter: for public health officials, the end of this health emergency is really an acknowledgment that hospitals are not being overwhelmed anymore because of covid. we spoke to people dealing with long covid and other impacts of the virus who have concerns about this next up. they say the pandemic is still very real. it is airing across the covid treatment sing-along

commercial from the california department of public health, showing people of all ages and in the cities singing and jumping away about ways to be covid. some say the virus is no dancing matter. >> having long covid is a nightmare. reporter: olivia is a 27-year-old woman with no underlying health conditions who has been dealing with long covid after being infected last june. >> fatigue, really bad aches, some gastrointestinal issues, and i was kind of surprised to be experiencing all of these, because we have kind of been told that covid has become kind of a cold. reporter: she had to drop out of grad school and move back home with her parents. >> there is so much confusion. reporter: kristin is from work by covid. they are both raising con that san francisco's public health emergency comes to an end.

>> there is still a crisis. we are about to lose a ton of protections that have been keeping san francisco afloat. reporter: housing protections, benefits, are in jeopardy. >> how we measure the phrase of emergency is around severe disease. reporter: the end to the health emergency does not mean an end to fighting covid. >> the phrase emergency also has to be attached to hospital systems being overwhelmed. it doesn't mean that covid is gone. unfortunately, it will never be eradicated. reporter: they hope people don't get the wrong message about the future of the virus. >> i don't think the general public really understands how bad it can be reporter: i also spoke to another young man who is homebound with long covid. he believes the public health emergency should not end until there is a treatment for long covid as we know, there isn't

one right now. larry: what exactly does the end of the public health emergency actually mean for residents of san francisco? reporter: the city has not released specific details places like housing. the mayor said that covid related sick pay requirements will be coming to an end, and master remains in certain settings like hospitals and homeless shelters are also ending. kristin: the pandemic forced a lot of us to focus more on mental health. today, construction began for a new behavior health center in santa clara county. the center will provide mental health support for children, teens, and adults, for inpatient and outpatient care. >> there are some the kids out there who are struggling in ways that i think many of us find hard to imagine. they deserve our help, they need our help.

now they will get our help kristin: the facility is said to be completed by october next year. larry: will around the world are still ridding ash wednesday today, it marks the period of lent, flexion, prayer, and penance. this is a service today. pope francis celebrated ash wednesday mass saying that this marks the beginning of the return journey to god. kristin: and one is the beginning of the journey back to warmer weather? sandhya: we are getting deeper into that journey. spencer: we have pockets of isolated cold showers scattered around the bay area. much of it offshore, but some of it has moved overland in the santa cruz mountains, you see an area of rain and snow. snow at some of the higher elevations. those snow levels will be coming down. the current storm is a level 1.

today through tomorrow morning, we expect more isolated showers, cold and gusty winds, and mount hamion will probably get some snow. here is a forecast animation. during that period of time, we will still have mainly scattered showers. but like tomorrow, the system becomes more organized. the storm itself gets elevated to a level two on the exclusive scale. from tomorrow afternoon in to friday morning, we expect the rain and scattered downpours to be more widespread, snow levels dropping down to about 500 feet. winds, 30 to 45 miles per hour. wind advisory is likely to be issued again tomorrow. rainfall estimates, well over an inch. some parts of the north bay. current conditions, up to 43 miles per hour gusts in oakland,

and from 25 to 35 over a good portion of the remainder of the bay area. 24 hour temperature change shows most locations several degrees learn than they were this time yesterday. here is a view, you see clouds shadows over the city right now. temperature readings at the moment, mid to upper 40's. 51 at santa clara. looking at mixed sky conditions over the bay area. temperatures in the upper 40's in santa rosa and livermore. 50 degrees in fairfield and concord. looking across the cold bay waters toward the bay bridge, these are forecast headlines, showers overnight, ross and freeze warnings. second round of this kind of weather will be with us tomorrow into friday with rain and snow levels coming low. then a brief break. overnight, low temperatures will be mainly in the upper 20's to

low 30's, low to mid 30's and inland location. tomorrow's highs will barely reach 50 degrees in the warmer locations. in the sierra, winter storm warning remains in effect until four and saturday. three to six feet of snow. you can see in those areas of purple, freeze warning in effect. as well as midnight tomorrow night into 9:00 a.m. friday. and a frost advisory in the areas near the coast. here is the seven-day forecast. a little bit of a break on saturday, rain comes back on sunday, monday, tuesday, wednesday. interesting weather. larry: when you like to see spencer out there like the old day with the big parka, a winter

larry: a coalition of committee groups in the mission district is saying enough is enough following an unprovoked attack on a 78-year-old woman. she described how she was left cut and bruised when a robber grabbed her purse and knocked her to the ground. the attack has prompted emergency leaders to state of emergency in the mission. overall crime that is plaguing the neighborhood. >> we will not bend, we will not break. this is the mission. we demand that you do your job. larry: the l.a. list demands including opposition to a red light district anywhere in the mission. that is a response to legalize sex work in san francisco. kristin: a beloved business has opened since the death of its owner.

angel cakes bakery began serving customers once again this afternoon. the bakery's owner, jan angel, was killed during a car break-in outside an oakland bank on february 9. the shop has seen an outpouring of public support in the wake of angels death. a gofundme was set up to the bakery open has raised more than $150,000. larry: the mint on the glide church for 60 years is stepping down. he said in a letter, he intends to spend his remaining years focus on his family and his health. williams is 93 years old. he was first brought on as a pastor and 1963. he retired in 2000, but has remained as ceo. kristin: the impact of the storms moving across the country today. larry: from canceled flights to a blizzard warning. what you can expect when we come back.

>> building a better bay area, moving forward, finding solutions, this is abc 7 news. kristin: doppler 7 where there are scattered showers and it will be a wet and windy week. the storms are not just in the bay area, two storms are moving across the country right now with alerts from california to connecticut. larry: millions are under alerts. we have the very latest. reporter: a week of extremes across the country, the warmest mardi gras on record. in minneapolis, people are bracing for one of the biggest snowstorm since the 1880's.

the state activating the national guard. >> travel is not going to be difficult, it will be impossible. reporter: in new jersey, first tornado in february since 1999. >> i heard the hundred first, and the wind came right after that. reporter: from california to connecticut, 100 60 million americans under winter weather warning. just outside of los angeles, a rare blizzard warning in the mountains for the first time in more than 20 years. in utah, snowplows out trying to keep the roads clean. south dakota, workers putting in extra hours as drivers face treacherous conditions. >> could be pretty rough towards the end of the week. our plow operators have been out since yesterday. they are back on 12 hour shifts. reporter: the theme of extremes continues on the east coast. some cities in the south seeing their warmest february temperatures ever. new york and new england are

bracing for an icy mix and treacherous travel. larry: are heading airport today, you should definitely check the status of your flight, over 1400 flights have been canceled as winter storm sweep across the u.s.. multiple airlines offering winter weather waivers to air boards heavily impact. kristin: a live look at the current pg&e outages. you can see lots of small outages mark green, the smallest. we have some bigger ones, the orange meaning outages of 500 to 5000. 42,000 customers total are without power right now. abc 7 news reporter suzanne has the latest. suzanne: in daly continues to block the street. we heard about so many downed trees and sony power outages. pg&e says that one in three

customers in the peninsula were without power. winds across the bay area -- mean a lot of work for pg&e cruise. they have their hands full dealing with trees. >> the wind keeps blowing, the trees keep coming down. suzanne: in south san francisco, it is a mess. >> tree came down, knocked down our lines, broke the power pole, and affected this house. suzanne: fierce winds are to blame. >> over 60 miles per hour in the bay. suzanne: this tree knocked out power to 134 customers. a cell phone tower and school were also affected. >> it is cold. suzanne: not having power or heat is not a great thought. she was home yesterday when the winds whipped up. >> i think some roof tiles came off of our house. i think i heard the tree fall, because i heard something crash

and then the power went out. suzanne: crews were busy clearing away fallen trees. these are pictures of a tree that fell on the garage of a house yesterday. they told us pg&e removed the tree and cleaned up the property in san carlos, more trees toppled over, keeping tree service companies exceptionally busy. >> chaotic, like i have never seen a situation like this before. suzanne: this neighborhood continues to waiver tree crews. some believe the tree fell away from homes and into the street. >> over here, it didn't even hit the house. suzanne: pg&e says there cleanup and power outages to come. >> we will see wind and trees coming down. suzanne: about 60,000 pg&e customers did not have power at the peak. it is now down to 32,000. kristin: so, what should you do

to keep food in your refrigerator or freezer from going bad? i have some expert advice today on getting answers. >> when there is a power outage, your fridge rater will keep a food safe temperature of about four hours if the door remains closed. after that four hour timeframe, the temperature may have risen too high to keep that food safe. four hours is your number to focus on for your refrigerator. when it comes to your freezer, you have about 24 hours for a half-full freezer, or 48 hours for a full freezer that will keep that safe temperature. your food might thaw, but as long as it is below 40 degrees fahrenheit, it should be safe to re-freeze. focus on things that will help keep your food safe like getting a cooler ready with ice if you think the power outage will last longer than four hours or longer

came under intense scrutiny in the state senate. the gas prices in california, well over a dollar more than the rest of the country. a special hearing was held in sacramento to penalize refiners for excessive profit margins. they propose the bill last year because of the record prices at the pump. or than two months later, a state senate committee has started to talk about this. >> this is slightly different in a number of respects because it is a penalty rather than a tax. it is on refining, which is sort of an issue of first impression. representing refiners saying this proposal is a tax, quoting that our industry is strongly opposed to senate bill because it misguided lee focuses on profits rather than the root cause of spikes, a lack of supply.
