>> building a better bay area, moving forward, finding solutions. this is abc7 news. >> there's going to be a lot of questions and if history is any indication, we're going to be short on answers. but we do know that oakland has got itself another problem. anchor: tonight, we are following that huge news out of oakland. the police chief suddenly put on administrative leave. i'm ama daetz. >> and i'm dan ashley. we spoke with insiders about this latest shakeup. >> loron armstrong has been place on administrative leave

for dereliction of duty. sources say he failed to take action on a sergeant who ripped the bumper on a nba's car during a hit-and-run accident. that officer later fired a gun. and alleged misconduct by o.p.d. this. in relation to the federal oversight of the oakland police department which has been ongoing for 20 years. >> what we have here is the allegation that the chief either looked the other way or didn't follow through on an investigation into misconduct by one of the sergeants. doesn't look good for the department. reporter: inside said that this move made by shentao puts oakland' leadership front and center. >> this is also the first challenge that the new mayor is facingful she barely got sworn in. and already the police chief is in trouble. it was going to be one of the biggest decisions she's made is

how he handles this. >> they learn offend the actions taken against armstrong during a private session in city hall. >> my hope going for sward that the community see this as a part of the city's efforts to address transparency in all city departments. >> when we're talk about accountability, transparency, it's just the logical course of action to have an outside independent investigative process. >> it's that investigation process of the oakland police department that those with the anti-police terror project are questioning. >> we need true and independent oversight. we need oversight with subpoena power. we need a group of city visionian who is have teeth. and until we have that, we're going to have this over and over again. >> some question whether there have been 10 police chiefs in the last 10 years.

housing, job creation and education among others. >> a one-time $5 million payment that's what could be coming to each eligible black resident and it's a proposal put forth by the reparation committee. a big step at correcting historical injustices. >> systemic oppression and the systems that have worked against folks especially in san francisco. >> but the city's recommendations go beyond financial compensation they include topicsic like housing, education and closing the racial wealth gap. >> we were forced to close because of eminent domain or redevelopment or the folks that weren't allowed to buy property. terror qualify, s.f. residents would have to be 18 years or older. would have to have identified as a black person for 10 years.

>> how do get to a number? the next challenge will be where does that money come from? who is responsible far. >> question that is the chairman of the san francisco republican party also has. >> it seems ludicrous. >> he opposes the proposal an has serious doubts on how they could implemented. >> if a city with a $14 million budget more or less proposing to spend $15 billion. so just financially it doesn't make any sense. >> he thinks the recommendations would be unpopular among a majority of the voters. >> it's theater. it's amateur hour. if it passes it will be -- i would imagine it's going end up getting tied up in the courts. >> now, the committee is expected to release its final report with all of the recordations in june.

a month. the company calls it a phone plan for just 10 bucks a ama: t-mobile says a hacker stole personal information ant 37 million of its customers. a bad actor was taking information through a single application. the activity in started on november 25th of last year. t-mobile discovered the hacking on january 5th. it did take names, phone numbers and e-mails and home addresses. this is the company's second breach in as many years. dan: prosecute ors in new mexico announced that they've charged alec baldwin for the deadly

shooting on the rust movie set. it resulted in the death of 42 year-old gloria alred is the attorney and pursuing these charges. >> district attorney has indicated that she believes that she has that's probably cause. dan: baldwin's attorney says actor will prove his innocence. >> during his tour of storm damage here in the bay area. >> president biden took time to find classified documents at his home and former office. >> we found a handful of documents who with filed in the wrong place.
