we have two big breaking stories at this hour. on the screen you're looking at right now this will be the announcement by robert f. kennedy junior who was an independent candidate for president. he will announce his pick for his running mate, his vise presidential candidate who will join the ticket with them as he makes an independent run for the white house chance -- from either of the two main candidates. we are also watching as you've just seen we've heard a rather lengthy statement from the ntsb just moments ago as they have updated on the bridge collapsed in baltimore, a lot of questions are still circulating this tragic situation and the search and going on for six construction workers were believed to have gone in to the water with the bridge collapsed. this is the moments of the collapse, just stunning, horrible video as we look back at the middle of the neck in baltimore and it

struck and then took down all of the span of that bridge. it is just an astonishing and really tragic sight there as they are trying to contact the families and update them on what's going on as they search for the missing "investigators say that the cargo ship lost power. you didn't send a made a call around 1:30 in the morning but thankfully they were able to hold off some cards from ever crossing the bridge. a construction crew as i've said in a few related vehicles believed of plunge in to the old water there in the middle of the night. the fbi says there is no specific readable information does address that there were any types of terrorism involved in this. senior national correspondent kevin corpses on the scene in dundalk, maryland right now with the very latest were asked mckay, kevin. >> reporter: quite a day here as you can well imagine, this is a multiagency circumstance where they've collaborated and tried to

collectively dissolve this problem -- puzzle discovered sitting puzzle that's -- we can you be an update on hospitalized individual according to the university of maryland medical centre the individual has been released from the hospital and mix search for answers continues at this hour, tried to figure out first of all what happened to that vessel and first -- second of all given the span, how did it and hitting the part of the bridge that it did which ultimately brought it down? so the search continues as we tried to find out what happened in this overnight crash that destroyed the bridge and sent until numbers of individuals plunging in to the cold dark waters. as you just pointed out have just heard from the ntsb chair, she said there is not a ton of information she can share at this hour although she did give us some bit of an update and letting us know that they will continue to work with the coast guard and other agencies who tried to find the answers here. meantime it's also important to point out and i think you mentioned this and i want to make sure the folks at home now that authorities did attempt to clear the bridge before the cargo ship crashed

into it. still the search and rescue efforts continue at this ho hour. >> we believe we -- we have six people were unaccounted for right no but that mission is going on. i reached out earlier to the governor because i want to do what -- that the federal government is a full partner in its effort to. i've been in touch with secondary people to gage twice and the head of the ntsb national transportation safety board and others. >> given the nature and scope of this disaster, it is also not surprising that the president was informed soon after. tonight he's letting the full wait of government in response to this tragedy. >> president biden: i spoke with governor moore this morning as well as the mayor of baltimore county county executive and make very of transportation is on the scene. i told him we are going to send all the federal resources they need as we respond to the emergency. i mean all the federal

resources. >> all the federal resources says the president. back online now you expect to hear more from officials including the governor, where specking tear from the governor around 3:30, aux -- but for now back to you. >> martha: kevin, thank you. we'll continue to keep a close eye the search there as we bring in charlie carrera, former investigator now president of transportation, safety and security consulting. thank you for being here. we just heard from the current head of the ntsb, what did you think about what she had to say and did it raze other questions for you as you listen to that? >> i think standard operating procedure for them. they're going to work with the coast guard, click on the data that they can and hopefully report to us as soon as possible on the facts. once they interview the crew and get the data recorder information and hopefully will have more factual answers.

>> martha: you know, some of the questions obviously that surround this, first and foremost, whether or not there are survivors in the rescue mission is ongoing as she made clear and others have made clear. and any other questions about why anchors weren't dropped, if they weren't dropped is the initial take is that they weren't -- also early on the request and about whether or not there was a tugboat in the area whether or not a tugboat could have been effective at pushing this off course a little bit so that it didn't hit the bridge. what did you think about those? >> that will be explored during the investigation. it would be inappropriate to try to opine on the effectiveness of anchors or tugboats at this point. i think we really just need to focus on collecting the data especially any perishable information as soon as possible. also i think they should be taking a close look at things that they know we can do in the near future to prevent

these kinds of accidents, automated warning and production systems for bridges, these are things that shouldn't wait over a year or two to conclude -- bieser core core issue types of things, that's a two -- year or two that -- already obvious to try to prevent this from happening again. >> martha: charlie, thank you so much, could tell you with us today. >> you're welcome, thank you. >> martha: nor bringing bob tersigni -- and bomb tech, with happy with us. thank you very much for your service. you're thoughts on this what we are told is an ongoing search and rescue mission at this point? >> well from a search and rescue or search and recovery perspective this is very complex given the hazardous nature of the bridge on the concrete on the material that sitting in the water healthy for 1 feet of schmuck 21 feet of water is not part of the complex but the debris is

very dangerous and very complex very similar to the minnesota bridge collapsed and the recovery that took place there. so this will take a long time obviously just to complete the search, rescue and recovery of the missing people and then clear the waterway beyond that and then during operation. >> martha: is there anything that surprises you about the way that they are approaching it? i've seen some other boats in the water that look like they are not related to the search and we've seen choppers ab above. what do you think about the way it's being carried out as far as you can tell? >> i'm sure that all departments in the u.s. government on the state of maryland and the u.s. coast guard, i'm very confident in their abilities and their ability to coordinate all the resources and use the resources widely. but, you know, just an aerial search could reveal a

piece of floating debris that could be a key piece of information for example. so surveillance at this time, at this critical time, is important if there is going to be any type of recovery of any potential survivors. the current is very strong, somebody could have been washed down the river, so to speak, so a wide area search for human survivors i think it's critical of this point. >> martha: and how long would you expect if someone were able if they were swept down and maybe we were able to grab -- they were able to grab onto something, how long do you expect them to be able to survive out there? >> my understanding is the water temperature there is roughly 48 degrees fahre fahrenheit, and hypothermia i think would set him very quickly, probably within 2-3 hours, and survivability against the water temperature definitely is a key chal

challenge. the scale of debris in the size and the mass of the debris can easily pin somebody. again in the case of the minnesota bridge gone there were vehicles that were penned underwater by the debris. so it's extremely chall challenging, and i think that survivability at this point is very limited. >> martha: you know, tell me what the procedure would be, you know, for someone with your experience when you first get on the scene. i mean it's such a large area, how do you know where to begin? >> so the first thing really is to make sure that we don't create any additional damage or, you know, again there could be wreckage from above that is not secure, much like a building collapse, for example, where firefighters

who will first make sure that it's safe to enter or there may be debris that has to be made safe in some capacity. so really the first thing to do is to assess the immediate dangers down the immediate hazards and then determine the point of entry, whether it's from the remaining structure of the bridge, from the water, or bring in surface craft which will certainly happen if it hasn't already start making penetrations in to the water on the water taps is 51 feet, not currently challenging, but the debris will range from above the water to anywhere between the surface and 51 feet there my so there is a lot of investigation to do just to figure out where it starts. >> martha: indeed. this is from the earlier news conference earlier today, and this is about the crew and what they were doing on the bridge.

let's take a listen to this... >> the crew that was out there working was basically repairing potholes that are understood that had nothing to do with cultural issue at all in the facility. >> the bridge was actually fully optical. >> martha: as we mentioned we are going to hear from governor wes moore at 3: 3:30 this afternoon. you know, just in terms of what you would want to understand about how this came apart when you begin a search mission or you are entering a mission that is going on, it does appear that this wasn't a structural issue for the bridge, that it really was caused by this tanker that hit this pillar square on. >> yes. having seen similar bridge spans be disassembled if you will through the use of explosives, it's amazing to see this video how this bridge came down very similar to the way i've seen --

clearly a key support structure was impacted and again the ship, 1000 feet long, you know, i u.s. aircraft carrier canada rural reagan, for example, is roughly 1100 feet long, so the impact to that ship was significant on that particular support structure. >> martha: well thank you very much for turning us today with your back on a discovery appreciated. we are going across the country to oakland california. in the minute presidential cabinet robert f. kennedy junior is about to take the stage, he will name his running mate not since ross perot in 1992 we seen an independent candidate get so much traction in the polls, he's anywhere from 9-18% some of the polls that we've looked at, they're player campaign video right no and there are a lot of reports that team peter doocy is very concerned about the impact of this on the peter doocy and exi and that they are "building a machine" to

attack him and what will that look like i think we're going to to find out very soon. -- all here as we wait for this announcement, cheryl hines, the wife of the candidate who everyone knows from curb your enthusiasm will come out to introduce him, we'll go to the accident that gets underway because i could be entertaining so we are going to check that out. so first correspondent jeff paul who joins us live in oakland. hi, jeff. >> we are expecting rfk jr. to take the stage at any moment to not only announced that he is got a vp candidate but really to signal that he's not going away anytime soon. we got a pretty good idea of who that person could be but regardless of who it is it's really going to help his campaign not only build on the enthusiasm of the hundreds of supporters who are here and who are all around a greater california area and beyond but also it's really going to help with fundraising. the other big challenge his campaign faces is getting on as many ballots as possible

come november. by naming a running mate will help him meet a requirement set by two dozen states currently permit so formally 11 -- to lead to voter excitement deputy to raise more money and further challenge both president joe biden and former president donald trump. kennedy was recently asked about his intentions to run during a new york times podcast and had this to say... >> you are concerned -- and consent -- pull more votes from tom shillue or trump? >> my purpose is to win the election. >> if there was any evidence that he would help one candidate or another went without cause you to drop out? >> no. >> you have any personal fears about quality of playing a spoiler to either tom shillue or trump? >> i have a fear of both of them winning the election. >> the name of the top of the list for his perturbed -- potential vise presidential running mate is a woman named nicole shanahan, she's a 30-year-old, lawyer --

indigenous rights has consumed a lot of my life, my personal and professional life, and at this work -- that this work will continue onward on own the -- were in the white house. [ cheering ] i want to say something about oakland. my father spent a lot of time doing hearings in oakland on poverty issues come the poverty committee, in 1967 when he was in the unit -- united states senator and he came back here in 1968 under

presidential campaign. and during that presidential, -- presidential run made an unscheduled visit to oakland's taylor memorial church and he went there with willie brown who you know later became mayor of san francisco. but the time he was an smb man and he came to me with a lot of local activists here in oakland, very, very violent and turbulent time. you met with the nac p. and the black panther party. and it was a very rancorous meeting, he was advised by the local police chief not to go. he attended with two of his companions -- one of his best friends, rayford johnson who had been a decathlon champion in 1961 was -- was one of my father's closest friends and the meeting was so rancorous and vitriolic that at one

point rate for an john clapton advised my father to leave. people were insulting him how people were threatening him. and my dad refused and he said "this is between me and them, i need to hear them o out. any to hear what they are going to say." and he waited -- he stayed throughout that meeting and the next day all of the people who were at that meeting signed up to join his campaign. [ cheering ] the black panther party provided his security detail here in oakland and continued -- [cheering and applause] continue to provide security for him later on in the campaign count in his -- and it was a lesson that i just wanted to share with you because it's a lesson all of us need to learn at this point in our history. and we need to start

listening to each other even when it's difficult. [cheering and applause] we need to sit through the anger. we need to sit with each other and listen to the feelings and walk away, and not see each other as enemies. but learn to love each other even through that anger and vitriol. we need to start coming back to each other as americans again. [cheering and applause] the last time i am one in oakland is when i served on the trial to him in the monsanto cases and we -- [cheering and applause] we tried two of the three

cases in the city, we won quantitative 9 million in the first and then the third one which we tried here, we asked the jury for a billion dollars. and oakland jewellery gave us to point to billion dollars. [cheering and applause] and that brought us to the negotiating table, we settled them all, 40,000 cases. but i here for several months during that trial, i got to really love the city. monsanto case was the latest in a lifetime of battles for me. i get poison our food out all our farms and restore our soils. that effort has consumed a lot of my life and i wanted a vice president who shared my passion for a wholesome, healthy foods, chemical free

for regenerative alcohol -- agriculture, for good soils. [cheering and applause] and i found exactly the right person. and among other things, she has used over the past several years, cutting edge technology including ai, to calculate the catastrophic health consequences of toxins in our soil at our air, are water, and our food. technology has been a lifelong passion for my future vice president. this is important because i also wanted a vice president who shared my indignation about the participation of big tech as a partner in the censorship and the surveillance and the information warfare that our government is currently waging against the american people.

our wildlife and our chil children. i wanted someone who would honor the traditions our nation as a nation of immigrants. but who also understands that to be a nation we need secure borders. i'll tell you a little bit about nicole before we bring her out here. i'll show you a video. nicole's personal story -- she was a daughter of impoverished immigrants, she grew up on food stamps and welfare in a city can be said many, many other unique challenges that all of which she overcame. her very, very american journey took her to a career as a patent attorney and as a silicon valley tech entrepreneur and is a stanford university fellow. like many of us, nicole assumed our government was working for our people. and our defense and intelligence agencies wanted peace, the public health agencies wanted us to be healthy, with the usda supported wholesome foods and family farms. at the epa which -- would stand up for clean air and clean water, that the fed wanted phosphorescent ame

america, the democratic party was on the side of the middle class, the working poor and maine's street -- that scientists weren't incorruptible and that the science was a search for an exalted search for the truth. and that the president of the united states could always be counted on to defend free speech. i do use to believe all those things. do you remember those days? she'll tell you that you know understands that the defense agencies work for the military-industrial complex, that health agencies work for big pharma, that that the usda works for big add and -- big bag and processed food cartels can let the epa is in cahoots with the polluters, that scientist can be mercenaries catholic

clinton and her to george h. w. bush. i think we'll start to get a little bit of clarity on how rfk junior is pulling -- rfk jr. is pulling based -- right now i agree that peter doocy is more reticent about its, wants him involved in the overall political process jill stein, how do all of those interacts if people have five, six, seven choices on the ballot undergo to vote in november. >> martha: there's no doubt -- jan saki said that this is a huge issue, the democrat party needs to be very concerned about mark penn if you talk to bobby kennedy junior he said like all i need is 34% and his polling,

he says he got 18, 20 in that range mcaium aarons i only have to grow 15% and over -- order to really be a player in the swing states according to their polling and routine some strength that he has in some of these swing states to what you say mark? >> look, we did a poll done two days ago and looked down jill stein or cornel west they get 1% and they do take that 1% from democrats. kennedy got like 14%. that means he could be a rear factor here. these things announced and they could -- a month from now flopped down to 3%. would see that before or store, as ross perot did, 239 cents back in june. so there's an -- there is an opening here. is a bit of unconditional speech but his anti- big, and his anti- big government, he's anti- censorship copies anti- big corporation. is for pure environment where maggie had a message, he was delivering it, and now he has potential funding.

quest in making sure that each and every person is seen and supported and lifted up. and so to our first responders today, and always, we just want to say from the bottom of our hearts, thank you. we also had a chance to speak with both the president and the vice president who have been full throated in their support of everything that we are doing here in maryland and we just want to say how grateful we are to them how grateful we are to the secretary of transportation, and the department of transportation who within hours of this happening, i was on the phone with a secondary interpretation that i think pete buttigieg was telling me at 3:30 in the morning, and now he and his entire team have been down here this afternoon spinning time looking at the efforts began to damage and also identifying what they can do to support and help. i can tell you enough how much we appreciate that and also, please let the president and vise president know from the bottom of our hearts how we -- much we appreciated as well gimmick we also had a chance to be here with remarkable

congressional delegation from the earliest part of the morning our congressional delegation has been there throughout and i'm always say that i'm grateful that i have such a remarkable congressional location and today i just have another diddy so -- example as to why i am a very lucky governor to have the congressional delegation that i have. and also our state, our local elected officials, mayor scott, who literally got a call from the very first thing in the morning, i know you have had no rest in a very long time so i just want to say how much we appreciate you but also it is to the members of the philanthropic community who have been reaching out and offering support. as the members of the private sector have been reaching out in -- and offering support. it's a sandwich companies who have said we are going to shut down because we just want to make sure that the first responders are getting meals. everybody has stepped up. everybody has raised her hands to serve mark and i can tell you it is so deeply appreciated. it is so deeply felt.

and for everyone who was offering prayers and supports i can tell you how those prayers are working and we are grateful. and i think i would ask for people to remember is this, the first, this is very much still a search -- search and rescue mission. we are still actively looking for survivors. we know from an a and page we made to these families, and this is still very much an active search and rescue mission. and there is not a single resource that we will hold off on deploying. are already authorized an implement on everything from air, land and sea resources, to make sure that the search and rescue operation is carried out who is fully -- for this intent. the second thing i want to remind people is that this will not be short. there's going to be a long road. there's going to be a long road not just as we go from search and rescue counter will be a long road as we talk about what does the

future of this region and the future of the area looked like. and we're going to need -- we are single to partners like what we have from the biden-harris administration, we are -- we're thankful for the partners we have in our state and local leadership our think or for the partners that we have in the private sector in the philanthropic community, with ankle for the parties within the more -- we think for each and everyone of you. both marylanders and not marylanders who have reached out and offered supports. we feel its. we needed. and we are truly grateful for it. and i think just in this ti time, the state has been able to show what it means to be marilyn tough in baltimore strong. and the state and the city will continue to show exactly that. and so with that, i want to turn over to our secretary of transportation, pete

buttigieg, with deeps that -- sense of thanks and appreciation. oh apologize before i send it over to secondary pete buttigieg i want to turn it over to the dean of our delegation and someone who has been leading from the front this entire time and we are deeply grateful for the leadership of senator ben garden. >> governor more fair -- first of all thank you very much for getting our whole team together to meet these challenges in our prayers are with the families of those that are lost at sea at this moment as the governor said, it is still search and rescue so we are hopeful and we are with the families in mckay also meant to underscore our thanks to our first responders path they did an extraordinary job acting very quickly and saving lives much so we think our first responders for everything they have done. and swilley want to underscore a couple of poi points. our first priority is the search and rescue for those that were on the bridge.

as president, biden has made clear the federal government will provide all of the support that they need for as long as it takes. this is no ordinary bridge. this is one of the cathedrals of american infrastructure. it has been part of the skyline of this region for longer than many of us have been alive. for the past normalcy will not be easy. you will not be quick. you will not be inexpensive. but we will rebuild together. in order to make sure that happens, the president's plan is to work with everyone here in order to rebuild this bridge and reopen this -- to support including our readiness as a department to approve emergency funding as soon as we receive that request. meanwhile our maritime administration will help with port harbor and supply chain operations that our federal i let -- will assist when it comes to the bridge itself in
