i want to thank commissioner maguire and the ramsey county, minnesota. the fact is that it is an honor to journal of youth. i want to thank you for how far we have come the last three years. and i want to thank you. we have more to do, but with your help, we are making real progress in red counties and blue counties. i promised to be president for all americans. whether you voted for me or not. [cheers and applause] together -- it's ok. [applause] together we are making a difference in this country together and not tearing it apart. now some of you know i started my career in the county counsel. [cheers and applause] i ran for the united states senate because serving as a local official was too hard. [laughter] that's almost true.

when folks have a problem they know where you live and they come knocking on your door. it's not a joke, i know. kidding aside, what you do matters. it matters to people's everyday lives, kitchen-table issues. your answering key questions of people's lives. it is my neighbor safe? will get better? will the bus get me to work on time? do have a good future in his hometown? will there be jobs? that's why i feel that my administration, it has so many who served in county government, starting with vice president harris. all he does is brag about you. you think i am kidding? i am not. others in my cabinet, they know what you do. the measure of success is not how many partisan points you can score, but can fix the problem? [applause] democrat and republican.

you fix the problem. we all share the same belief. we are here to deliver results for families, for communities, for the country. that is why i have kept my commitment to leave no one behind. to rebuild the economy from the middle out in the bottom up because if we do that, everybody does well. look at the progress we have made together, and i mean it when i say we. i came to office with the pandemic was arranging and -- i came to office when the economy was changing. our economy was reeling. the american rescue plan provided $250 billion to state and local governments. that money put cops on the beat, teachers in the classroom, money to keep childcare centers e-minis in their homes. small businesses on their feet. money directly to every single

community in the america so all of you could decide how best to spend your money without having to go through the statehouse or your governor. you know what you need. the biggest assessment in our nation's infrastructure in generations. roads, airports, public transit, clean water act, high-speed internet and so much more. the american infrastructure plan -- you know, we used to be the worst vesting if the structure. by the time i took office, america was ranked number 13, 13th best infrastructure in the road. how could he have the best economy in the world when you don't have the best infrastructure in the world? i don't know how that works. but today we are on her way to leading the world again. over 40 6000 new projects announced. with jobs now, jobs for the next

decade in your counties that your communities. just like the fbi who passed the rural electrification act to deliver electricity to every home in rural america we are delivering high-speed internet for everyone in america. because internet is just as essential today as it was then. [applause] how does your county deal with telemedicine without it? you know it is consequential. last month i was in wake county, north carolina. [cheers and applause] holy mackerel. [laughter] we are investing $3 billion to connect the entire state to affordable high-speed internet by the end of the decade. we are doing that in all 50 states. we already saved 23 million families as much as six $75 a

month in their internet bills. it is essential for children to do their homework, small businesses to sell their products, books to have access to telemedicine instead of driving long distances to see a doctor. we are fixing every poisonous lead pipe in america so everyone can drink the water and not worry about brain damage for our children. [applause] one recent study shows that reducing lead exposure for children improves student test scores as much as reducing class size for 1/10 the cost. that is a practical impact. but mainly, no parent should have to watch the kid turn on the water fountain and worry about what effect it will have on the brain. at the same time, we are of the investment in climate change ever, anywhere in the entire world.

i have been with many of you after devastating floods, tornadoes, wildfires and hurricane. we would keep working together to respond and build resilience to extreme weather. my administration also helped me install. solar and build a national network of electric vehicle charging stations. we are revitalizing communities smothered by the legacy of pollution like where i lived in claremont. we are promoting clean energy and industries of the future made here in america. what i didn't realize that they have been around, i know it doesn't look like it, but i have been around a while. [laughter] i do remember that. [laughter] [laughter] [applause] pres. biden: there is so much to get done. i signed the chips and science

-- [indistinct shouting] i thank the chips and science act which attracted 600 $40 billion in private companies' investments that are building factories and bringing jobs to america again. here's an example, america invented the semiconductor. that little tiny computer chip about the size of the tip of my little finger. everything from smartphones, dishwashers, automobiles, nuclear weapons, everything. all these things. we went from producing nearly 40% of the worlds chips, to about 10%. now semiconductor companies are moving back to america to produce them. back to your country. so folks never have two leave their home towns to get a good job. they can raise their family. by the way, they are building these fabs.

you know how much they pay? about $110,000 a year. then guess what, you don't need a college degree to have that job. [applause] all of these companies tell me dear coming back because we have the best workers in the world. when i got on the plane and went to south korea, i said, i will try to convince them to invest here. remember we had the supply chain issues and couldn't get chips? will guess what, samsung came when i met with the president of south korea. i asked the leader of the company, why don't you invest in america? he said -- you have the best workers in the world, number one. he also said, it's the safest place in the world i can make my investment. given half a chance -- [applause] think about this in practical terms. given half a chance, american

workers have never, ever, ever let this country down! ever, when they are given a chance. never! [applause] he started to say, you know, i didn't realize that there was a provision in the law back in the late 1930's having to do with whether or not unions could organize, what limits they had in all about but there was a provision also in that law that said that when the president is given money by the legislature to spend on a federal project, he should hire american workers and build it with american products. well guess what, that is what we are doing. that's why things are moving there they are. that is why we made historic investments. for example, we are expanding registered apprenticeships so people can get paid when they are learning. , for example, when i took office, only two states had registered apprenticeships were

teachers. now more than 30 states have infinite the american rescue plan submitted at the biggest investments ever in local public safety. all of you have been a tremendous job putting these resources to work, hiring more officers were accountable, effective community policing. supporting violence intervention programs that help prevent crimes in the first place, and they work. folks don't always hear about it, but the fact is we are making progress. violent crime rates are falling all across the nation. down nearly every major category. [applause] record declines and homicides. we also are investing billions in improving mental health services, which i know is another major priority. you know, after we -- the fella who is running against -- [laughter]

[applause] after he didn't move on making sure we dealt with vaccinating the american public, we ended up losing over a million people dead. a million people. million studies show that for every one of those who died, there were eight to 10 significant others left behind -- brothers, sisters, mothers, fathers sitting down at the kitchen tables to an empty chair. folks, my top priority to me, and last dr. vivek murthy to be the surgeon general, to make mental health a national priority. we are expanding community clinics, mobile unit clinics, working to treat causes of addiction while cracking down on deadly fentanyl trafficking. folks, we spent months working on a bipartisan border bill that included the most humane forms

-- reforms in the immigration system ever. it included the toughest set of reforms to secure the border. it was a win for the american people. by the way, this is not your father's republican party. i mean it, the maga republicans, a powerful minority, they killed the bill, my predecessor said he didn't like it. it was a loss for him. we have to end the political games, folks. who work for -- [cheers and applause] we work for the american people. i will continue making the case to them, the american people. folks, in all of my invest in america agenda has ignited a manufacturing boom, and energy boom. we are investing in all-america,

urban, suburban, rural and tribal communities. we have the strongest economy in the world, nearly 15 million new jobs since i came to office, the longest stretch of unemployment under 4% in 50 years. growth is strong, wages are rising and inflation is down, in fact, costs have fallen from everything from a gun of guest to a gallon of milk. we know inflation is still too high because of shrinkflation. i am calling out operations to pass savings on to consumers, for god sake. we are making progress. the recent washington post headline summed it up, quote, "falling inflation and rising growth gave the u.s. the world's best recovery." the world's best recovery. it's because you implemented what we did. you have made it work. folks are starting to feel it. but we have a way to go yet. consumer sentiment surged 20

them percent in the last two months, biggest jump. in 30 years. americans have filled a record 16 million new business applications since i came to office and everyone of them is a sign of hope. we are just getting started, folks. we have to keep moving to defend our democracy. to all of the county electorate workers -- county election workers in america thank you. never thought i had to say this to everybody, but thank you for your physical courage, for your coverage under service to your community. the idea that i ever thought -- the idea that i never thought i would be standing before over 1000 coming officials and having to think so many for being an election worker because they are putting their life at risk -- something is wrong, folks. we have to change the attitude in this country.

let me close with this. these past few years i have talked to folks all across america in their communities, at the kitchen tables. they tell me how back in 2020 they were down. they had lost their business. they had lost faith. then the laws we passed and the work you did to make them work began to bring them back on their feet. creating new jobs, new businesses. new cycle of hope, that is why when we see folks -- when you see shovels in the ground and people going to work, i hope you feel the pride in what you have done. pride in your hometowns making a comeback. pride in america. pride in knowing that we can get big things done when we work together. that's america. working together. that is what you do. [applause] and that's why have never been more optimistic about our nation's future. we just remember who in god's name we are. we are the united states of america!
