degree water is a major fall of at least 100 to 100 feet she did say that the ntsb has not yet boarded the vessel either. there are recorders on board as we watch video of the incident as it unfolded roughly at 01:30 this morning at the francis scott key bridge in baltimore. but she said that this will be a thorough investigation looking at every aspect of what happened yeah. >> and then really, truly at this point, it sounds like the overarching takeaway is that they are still very much focused on the rescue, the recovery efforts that they're trying very hard not to impede anything that would get in the way of those we have cnn's danny freeman. they are on this seen along with brian todd. we also have ameri schiavo, a former inspector general for the department of transportation gave let's start with you. you've been there for several hours this morning. i believe it's actually danny. you've been there for several hours this morning. danny and i know you've talked to family members of those six people who

are still missing. you were describing just how understandably emotional they are with so many questions not a lot of information, in fact, really none out of that press conference. what are they saying to you now >> yeah. you're not wrong, jessica, especially about the spill, lack of information from the press comments. i just concluded, but boris highlighted that line that the main focus is still on the family and the people and they did emphasize that while it's not the ntsb's priority, we're hearing and seeing the coast guard helicopter was up there. they're still at this point searching for some of those people believed to be missing in the area behind me. but you're right. just got i had a chance to speak with a number of people who say that they had immediate family members on that bridge behind me earlier this morning when it ultimately collapsed those family members very distressed, very upset, as you can imagine, still hoping for more information. let me tell you a little bit about what they told me. they said

that their family members worked at bronner's builders. that's a local construction company. it's only about five miles down the road from where we are at this but before i go on, i want to note that bronner's builders, they did not comment, they declined to comment. i should say, when we reached out to them. now, the first woman i spoke with said that she has at least two family members still missing who are working on that bridge behind me. obviously, she's incredibly worried. she did not want to reveal her name or her family member's name at this time. but she said that her uncle had worked at this construction company for many, many years, loved the job, love being out there with the team. i also spoke with two other women who so that one of their family members actually was one of the people who survived the collapse and was able to get out of the hospital. but frankly, they told me that he's still not doing well. you can imagine just the the emotional and mental stress after witnessing and being a part of something like that. his wife was actually sitting in the car when i was having a conversation with these family members and she as i described

to you, the other our just got just sat really stone-faced tears in her eyes clearly this is just tremendously difficult for this entire family. and the one last thing i'll note jessica is the secretary transportation for maryland noted that these workers were out here not doing major repairs, not doing major infrastructure changes on this bridge. they were just doing normal maintenance, filling potholes to make drivers rides on this bridge easier day in and day out. so again, a tremendously difficult de for this particular community and for the family members still hoping for some answers here, just to boris. yeah. no doubt about it. we're certainly thinking of them and boris worth noting too, that the ship was able to get that made a call out which did allow them to shut down the majority of traffic, which and the hour it was in the middle of the night really probably saved a lot of lives. yeah. notably, the chairwoman was asked a question about the timing of the vessel dropping anchor. she was asked why they didn't drop banker as soon as they started having power issues as you saw in that footage, the lights for

flickering on and off. she wasn't able to give an answer, obviously is still very early in the investigation. let's ask mary schiavo about the process of investigating an incident like this as jennifer homendy said, mary, she said, quote, the ntsb doesn't speculate we provide facts this is an enormous seen with a lot of folks that they have to interview. a lot of information to process. what is that going to be like >> well, that's a really good point that she made because one of the criticisms of investigators bu the ntsb or the fbi or anyone conducting an investigation is investigator bias. and if you speculate early on, they say that could cause you to see facts certain ways. and so this is how the ntsb operates. they do we tried to stick to the facts they will have opinions at the end of the investigation, at the end of the investigation, they make recommendations and they really do put forth a lot of opinions, et cetera. but at this stage it's all about the facts and

so then the next thing she mentioned, which they're forming tonight are the various operational groups and these are really important because because that's how the ntsb finishes a huge investigation like this. and they do it by dividing up the subject matters. she said they're going to have an operations group. how was this? this ship in this crew operated? they will have a performance group. how were they doing their jobs? how were they trained? they'll have an engineering group. they're putting together there the the highway group and the bridge group to look at the highways and bridges, they have a recorder group just like on a plane crash or a train crash there recorders and there's a group at the ntsb that is that specializes in downloading and evaluating the data recording information anion she was careful. i mean, the one thing that everyone wants to know is of course, what about the anchor? what about those crucial two minutes? and she did not speculate. she did mention that they had been in contact with their counterparts, the mot it's the

ministry of transport in singapore, and they function like the ntsb. they investigate various accidents and they're very important because they're going to have to help the ntsb get the records out of singapore. and the records of the safety of their manager group, which is called synergy group out of singapore whether this vessel had any prior problems, how they're safe 50 management was handled. all those records are going to need to get out of singapore and she's going to need the ministry of transport to help her. >> so all in >> all, it was a good start there. so much work to be done and the other question that she could not answer, which is also an everyone's mind is an addition to the the road workers. are there any other vehicles private vehicles down there that were on the bridge that we don't know about yet. obviously, she couldn't speculate on that, but that's terribly tragic. and everyone wonders about that >> of course. i mean now it's the first thing that i think a

lot of people thought about how many cars went into the water, married. i just want to ask q2. >> while >> we have you, she said that they have not talked with the people on that ship on that vessel. her explanation was we didn't want to get out there. and again, impede anything about this rescue effort. but does it surprise you? they haven't spoken to them yet because they're going to have so much information to fill in a lot of these holes they are because you know, the ntsb, you don't have pretty powerful >> investigative strength. and the ntsb goes to hospital beds, they go to wherever they have to to get their witness statements. and so her explanation of they do not want to get in the way of a coast guard which is still, you know a rescue operation. it has not been switched to what they call her recovery operation, and that is when they don't think anyone could survive. so no one would ever want to get in the way where there's a hope of

bringing people back alive. so that was a reasonable explanation, but there was someone who was on the bridge and is on the shore and there's someone in the hospital, but so much would be answered by talking to those harbor pilots and i understand the crew is international but sometimes depending upon your work group, your union, your insurer, this vessel is ensured by a group out of london. they do sometimes bring their counsel or their lawyers in and they insist that their lawyers be present. so there are a lot of moving parts here and maritime law is extremely complicated. there are so many interests here that it's possible they want representatives present, but the ntsb is pretty powerful when it comes to getting their person, they will get their interviews. >> yeah, a lot to consider when you look at a scenario like this, let's go to cnn's brian todd because brian, you have a unique vantage point into this

crash and one of the things that we've heard from officials over and over again is just how challenging a search and rescue like this is going to be. you have frigid waters, you have the tide, and then you have what i imagine or just massive amounts of noralyn still in the water, potentially impeding divers from getting to where they need to go >> that's exactly right, boris. and we can actually show you that gnarled still that twisted metal and the concrete near we have two cameras that we can with which we can zoom in. and you can see the point of impact. this is really where we have a unique angle on this accident. you can see the point of impact from here, we're a few hundred yards away, but you can see the twisted metal and the concrete from the bridge port that was that was just basically crushed and collapsed underneath the weight of this vessel. you can also see the twisted metal on top that's part of the stanchion of the bridge that is still lying over the bow of this ship. and you

can see again that with the force with which this hit, this is a ship that's a little under 1,000 feet long, about 100 jordan, 40 feet wide, about 116,000 tons and you can literally see the force of impact there. look at that, look at the twisted metal and the devastation there, and the fact that more, than half of, this bridge in the entire middle section is gone. we can also kind of illustrate for you with this visual. it's about 185 foot drop from the top part of the bridge into the water. we do know that they are searching for of course, six people on accounted for we were told by officials that they tracked a few vehicles that were on top of the bridge that may have gone into the water, but it's unclear whether there were any people inside those vehicles. we were told also one of the vehicles was observed with its lights on in the water, but again, not clear whether there were any people inside those vehicles that a plummeted into the water. and again, we can just again giving you this visual here, you can see rescue boats helicopters, other vehicles in the water

moving around against searching for any sign of life, any people that might still be in the water, but we have told you all day about the conditions here between 46.48 degrees fahrenheit in the water very dangerously cold conditions for anyone to survive more than a couple of hours those conditions, i have to say also make it dangerous for the dive teams that are in here, about 50 divers have been in and out of the water all day long. and of course, they're alternating in and out of the water there. but again, just the angle of this and you can see see it much better now with the angle of the sun now hitting the dalai. this that's the name of this vessel, but the crashed into the bridge here on its way out of baltimore harbor. it was fully loaded with containers that are still there and you can see just the devastation of this bridge as we pan over to your left and my right are photojournalists, andrew crissman can kind of show you the fact that everything is shut down here in the port of baltimore. these are some of the terminals over there that green vessel is called the

carmen. it's a vessel that brings cars in and out of the port of baltimore and that s has been completely stranded as have other vehicles, other vessels that have come in and out of usually come in and out of the harbor. everything is now trapped inside the harbor. you cannot get out. it's a major, major economic disruption for us yeah. just one of many issues created by this bridge collapse brian, todd, mary scambos, danny freeman. thanks to all of you >> we >> want to bring in felicia port are now she's a baltimore city council member who represents the area where the bridge collapsed felicia. thank you so much for being with us i'm really sad that it's under these unfortunate circumstances. i do want to get your perspective on what we just heard during that press briefing from the ntsb, if you were able to listen to what officials shared their i'm wondering what your reaction is and what questions do you have? for those investigators

>> definitely. so one of my first first emotions is definitely just heartbreak. we've been here. may or scott going to more and i have been here since 01:00 a.m. this morning and hearing some of the hearing some of the initial disgust shin about this particular tragic incident. i do have a lot of questions. i do have a lot of questions as far as how the ship actually hit the bridge, but more importantly what type of protocols needed to be in place. not only from the nst be, but also here in the city of baltimore and at the state level sure. that this did not happen, but i'm willing to hear where we are in the investigation and making sure that the investigation so we finishes before i make a make a final justification >> sure. i'm curious to get any update you might have on the search and rescue, the ntsb he said that local officials might have an update on that, might have that sort of information. are you hearing

anything from those crews >> so we are hearing that one body was found on but this is still an active active search and recovery. i'm investigation here at the site, but we did hear that one body was found >> and i'm assuming that it was removed from the water. is that correct >> that is correct, yes sir. >> got it >> as far as your constituents go how are they reacting to all this? because it is as brian todd was just describing in an enormous disturbance, not only to traffic or to commerce but to those who call that area home and now have to deal with this influx of investigators and eventually accrues to clean up and rebuild what are you hearing from them and what's your message to the community? >> you know, obviously my

convenience, these are heartbroken and they, you know, they are experiencing some of the tragic events firsthand. this particular community of curtis bay and the baltimore has been the site of many of the tragic issues that we see in baltimore city. not only only from an environmental justice issue, but just from a public safety perspective. and so obviously with this tragic incident, they are heartbroken. but i believe that they believe in the leadership of my office and the city of baltimore to make make it better and also to not only just make it better, but also bring the economic recovery from the port but that we need from this tragic incident >> council woman there at least six people that were unaccounted for it. i did want to give you an opportunity to send a message to their loved ones who are potentially watching right now, trying to get answers definitely. >> so, you know, to those to those families, we are here, we're praying for you and we're making sure that we are

appreciate that in a secretary. and also, please please let the president and vice president from the bottom or how much we appreciate get it as well. we've also had a chance to be here with all remarkable congressional delegation from the earliest parts of the morning. our congressional delegation has been there throughout. and i always say i'm grateful that i've got such a remarkable congressional delegation. and today i just have another example as to why i am, i'm a very lucky governor to add the congressional delegation that i have. and also our state our local elected officials maire scott, who literally got a call from the very first thing in the morning. i know you have had no rest in the very long time, sir. >> and >> so long as how much we appreciate you. but also, it's to the members own philanthropic community who've been reaching out and offering support. its members of the private sector hoover and reaching out and offering support. it's the sandwich companies who have said we're going to shut down because we just want to make sure that the first responders are getting

everything that they have done. i just really want to underscore a couple of points. our first priority is the search and rescue for those that were on the bridge we then need to make sure that that the channel is reopened. it's critically important to our economy. it affects many, many jobs. it affects not only jobs here in maryland, but around the country and world. so our our next priority is make sure we get that channel opened. and then we also need to fix and replace the bridge for the surface transportation we're going to work together as a team. i am very impressed by all the partners that are with us today. we heard from them at the state level, the local level, at the federal level. i particularly want to acknowledge our federal partners, secretary transportation as with us, we add the coast guard. we have the army corps of engineers. we had the investigators. we have the small business administration. they're all here because of the commitment of the partners to work together. a special thanks to

extraordinary and courageous work of the first responders, some of whom are in that cold water right now, some of whom are from right here, some of whom have traveled into render mutual aid all of whom are responding with extraordinary professionalism and whose work has already saved lives and to those state, county, and local responders, i would add the extraordinary work of the united states coast guard we should also recognize that this is an excruciating de, for several families who went to bed last night having it be a normal night and woke up today too? who's that? no one wants to receive. they are hoping and praying and we are hoping and praying with them we are all putting our arms around the community of baltimore and that that is true for all of this country. i've even heard from counterparts as far away as the united kingdom, reaching out to express their support to the

people of baltimore has been mentioned, been in close contact with the governor, the mayor, county leadership in a congressional delegation. and as president biden has made clear the federal government will provide all of the support that they need for as long as it takes this is no ordinary bridge this is one of the cathedrals of american infrastructure it has been part of the skyline of this region for longer than many of us have been a lot so the path to normalcy will not be easy it will not be quick it will not be inexpensive but we will rebuild together in order to make sure that happens, the president's plan is to work with everyone here in order to rebuild this bridge and reopen this port including our readiness is at apartment to approve emergency funding as soon as we receive that request

meanwhile, are maritime administration will help with port, harbor and supply chain operations are federal highway administration will assist when it comes to the bridge itself. and any ways that we can help ease roadway congestion for residents and commuters who can no longer use this major thoroughfare. the federal aviation administration is even involved working to keep the airspace above the bridge clear for emergency personnel, fins are pipeline and hazardous materials safety administration is on the scene to help with any hazmat issues and our newly stood up freight office is already at work preparing for supply chain impacts that we know are coming because of the importance of this port, not just the baltimore region of a really to the entire united states economy >> we're gonna >> be working closely with the national transportation safety board as they lead their independent investigation and with the coast guard, is they continue two operations in the water and also spoken with secretary mayorkas, he's working to ensure that all dhs

assets are integrated. so in many ways, our work is just beginning to rebuild this bridge and deal with impacts. in the meantime do reopen this pores and deal with supply chain impacts. in the meantime but today, we are most acute julie focused on the emergency operations underway and on the families that have been impacted. i have no doubt that we will rebuild together and that baltimore more it will come back stronger than ever before with that, i'll turn it back over to governor to lead them media questions >> there's there's there's no new information about the search efforts that we know that we still have, we still have the six individuals were missing building or when when you talk about the investigative standpoint, how concerned are you if there were any 50 violations on the ship or the track record of the owner operator mr. secretary,

if you could speak to that as well. do you have any concerns about that maersk? not we also but didn't hear from you what are your thoughts on this tragic incident >> well i'll i'll take a first and i can pass off continue summer. i know there's a there's a thorough investigation that's going to be going on about everything that took place last night, the things that led up to it, and also the aftermath and so i don't have any further comments about any concerns that we have about the companies are involved because there's still a thorough investigation is going to take place >> thank you, mr. governor. >> think >> we all know this is an unspeakable tragedy and while as the governor just said, the investigation is still underway all of that can wait right now. this is about the lives of those individuals that we're searching for and nothing else, everything else of this team of folks will work together to make sure that we rebuild and do everything we need to do for our poor. but right now, we need everyone to understand this is about the labs and those families or deeply impacted but this we've seen

now a several bridge collapses happened over the past couple of years. obviously this was a catastrophic catastrophic event, but that bridge felt very quickly how concerned should americans be about the bridges? severe traversing every single thing as well? >> this is a unique circumstance. i do not know of a bridge that has been constructed to withstand a direct impact from a vessel of this size. what i will say is anytime anything happens to any bridge, we as a country take that and learn from that. learning from incidences diverse as what happened to i95 and fidel philadelphia. what happened? i tend and los angeles or another case that we're learning a lot from here, which is the 2007 collapse of i35 west and minnesota. let me emphasize that was very different circumstance with very different causes. and the ntsb by design is independently meeting the investigation into what those causes are. no

question that we will take all of that information and apply it in our future work. >> mr. secretary, how and how long are you preparing for the shipping channel to be closed? and you mentioned supply chain. what else are you doing to make sure other ports are prepared? maybe take on some of that >> well, the port here in baltimore does the most vehicle handling of any port at all. and that's just talking about the vehicle side. you also have container traffic, you have bulk traffic. there is no question that this will be a major and protracted impacts to supply chains. it's too soon to offer estimates on what it will take to clear the channel and reopen the port. there is one part of the facilities here, trade point, which is located at sparrow point, which is outside of the part that's blocked, but the main part of the port of baltimore is of course inside the channel that has been blocked this is part of why we're fortunate to have that newly stood up for aid office, which along with the maritime ministration and all of our interagency and intergovernmental partners here

is we're going to make sure we coordinate. there is no central authority that directs maritime traffic the way you have with air traffic so it's going to be important to have a number of dialogues, establishment oath, ocean shippers, beneficial cargo owners, port operators, and everybody else who plays a role here. >> i'm sorry, governor so just for clarity, you a question from this morning. >> it was >> unclear if there were any vehicles on the bridge when the vessel can you have an update now whether they're we're actually vehicles. >> now, there are so there's still an investigation going on about which vehicles that we had that was on the brakes. the thing that we got, we know that we also can verify though is the quick work of our of public officials and law enforcement who kept more vehicles from coming onto the bridge. they undoubtedly saved in neural and allies, less. >> you're still a few for six people and that's it. as far as you know, that's that's our invalid investigation has not changed on the company >> the company is now fear the shippers, the owners is your

mega electron. >> thank you all >> thank you >> we've been listening to officials described the situation in baltimore after the collapse of the francis scott key bridge after being struck by a massive shipping vessel overnight, the secretary of transportation, pete buttigieg describing the bridge is one of the cathedrals of american infrastructure sure describing how long of a process it is going to be to not only clean up this scene, but to rebuild though the focus from officials there today, not only a secretary buttigieg, but also senator ben cardin and governor wes moore is on the families of the six, at least six people that are still unaccounted for secretary buttigieg describing it as an excruciating day for those families who woke up to news that no one would ever want to hear. >> yeah. >> and the governor, there emphasizing this is still an active search and rescue

mission underlining that it is a still a rescue mission as they try to save anyone who might still be there and they are to actively looking for them when we heard from the ntsb earlier today they were emphatic that they did not want to do anything that would disrupt that search and rescue mission as they tried to find those at least six people that remain missing after this bridge collapsed in the overnight hours. and that right there that you're looking at it it's what it looks like now you see the shipping or the vessel there and just the mangled metal all around it and we know that there are divers underneath that continue to look for any survivors, any cars, anything they can so we will continue to keep an eye on that. in the meantime, before we let you go today, we are falling breaking news in former president trump's hush money criminal trial in new york, the judge overseeing that case has just imposed a gag order on president trump. >> let's go to cnn's kara scannell. now, qarrah, significant ruling from judge juan merchan he basically says

that trump is overstepped his bounds and talking not only about court officials, but other people involved in this case. >> yeah. so the judge overseeing this case that we've referred to as the hush money trial has imposed a gag order on the former president saying that he cannot make any statements about potential witnesses in this case about any of the attorneys, the prosecutors in this case, court staff, or the family members of attorneys and court staff? because of the nature of the statements trump has been making publicly, the gag order, though, does not apply to the district attorney, alvin bragg. he is a public figure, but the judge said that he reviewed a lot of trump's statements. this was a request that prosecutors had made. they'd submitted records showing that there was a spike in threats to the office, a spike in threats to prosecutors on the team. the judge said he looked at that and he also looked at some of trump's statements and he said trump went far beyond just defending himself, but he said

many of these statements were threatening an inflammatory. and even singled out yesterday when donald trump spoke after the court hearing where the judge finalize the trial date and trump spoke at his property, 40 wall street, and he talked about one of the prosecutors on the case making claims that he was a biden person. the judge pointed to that in his ruling, two of saying this goes beyond what trump should be doing. the judge said this, i thought was interesting piece of a thing you said, given that the eve of trials upon now as it is without question that the imminence of the risk of harm is now paramount. so he's imposing these restrictions. he waited until just before the trial. this motion had been before him for several weeks, but now he is saying that trump has gone too far and he wants to protect the process here. in addition to restricting trump from making any comments about witnesses, lawyers, some other than the case the court staff members, he's also restricting him for making any comments about any potential jurors or actual jurors on the case and saying that trump cannot cause anyone else to make statements

on his behalf, either boris, jessica well, i think the question is, can he appeal this at all or is this the final say? because it's coming from the judge >> mean he could always make an effort to try to appeal this. we're about three weeks away from the trial and in writing this order, the judge focused a lot on the order that went in the that was made in the dc case, the federal election gen. case, where the judges there had imposed this gag order and that one was appealed and it was held up. and so the judge is pointing to that saying, i'm making this finding in line with another case that is already faced scrutiny and so trump could try to appeal it, but it looks like it'll stand for now. >> all right. kara scannell. thanks so much. the judge also >> citing precedent multiple times, a lot of news we got through this afternoon, jessica, thanks so much for being with us and thank you for watching. we'll send it over to the lead with jake tapper, which starts in just about eight seconds.
