hello, everyone. i'm kate bolduan. 200 days on the job, but out of the office today. president trump marks a milestone on a working vacation at his new jersey golf club. this, from a man who promised he would neither vacation nor play golf. instead, he is doing something he never said he would stop doing, firing off on twitter and taking stock. with this one. the trump base is far bigger and stronger than before despite phony fake news polling. look at rallies in pennsylvania, iowa, ohio.

military strength, jobs, supreme court pick, economic enthusiasm, deregulation and so much more has driven the trump base together. will never change. you have that. as for the russia investigation, the president mentioned the justice official who launched it is defending the investigation. we'll have more on that in a second. let's begin with kaitlan collins in new jersey today. that's a lot of twitter for the first day on vacation, kaitlan. >> reporter: that's right. clearly, the bad weather is getting the president to tweet. the white house is insistent this is a working vacation that are necessary because of repairs that are happening in the west wing. there are no public events for today. we were told by a white house spokesman the president received his intelligence briefing this morning and had an hour long phone call with secretary of state, rex tillerson and his new

chief of staff, kelly to discuss north korea. we know he's been on twitter and watching television. the president talked about his accomplishments the first 200 days, including the supreme court nominee, border security and the stock market. he went after the phony poll numbers which he doesn't think reflects everything he accomplished. he's sitting at 38% job approval rating in the gallup poll. he is watching television. we know this because he went after senator richard bloomen -- blumenthal. trump got on twitter and called him a con artist and questioned his past military service. now, we also know, kate, the president is going to new york this next week because he tweeted about it. he said, working hard from new jersey while white house goes

through long planned renovation. going to new york next week for more meetings. that was the first we heard about these meetings in new york. we will likely find out about them soon. that's what's happening in new jersey. kate? >> stay close to twitter feed for scheduling updates. great to see you, thank you so much. speaking of twitter, the president fired off another tweet like this. >> hard to believe with 24/7 news that the trump base is getting stronger. let's discuss that. for more, david is joining me now. the tweets are so long these days, i feel like it's taking me a long time to get through them. let's talk about that. the president says the base is stronger than ever. what does the polling say about trump's base? >> he said it's growing and getting bigger and stronger. there's not a shred of evidence i can find to suggest that's true. he pointed to pennsylvania rallies, iowa rallies, ohio

rallies, west virginia rallies. the rallies are as big as he has had rallies in the past. i don't see that that represents a stronger growing, getting bigger base of support. in fact, the polling would indicate there is some erosion, a little bit of cracks in his base of support. >> some of the numbers we have been discussing that gets back to the poll of what you are talking about, the poll that shows when it comes to white voters without a college degree, there has been -- it shows a decline in support. 43% support there. in june, it said it was 53% support. you can see there. also, there is a gallup daily tracker, david, that shows a less, maybe big jump in a decline of support amongst his base but still a decline. a trend toward the negative. >> yeah, the poll is an outlier and bigger margin of error. the gallup is more.

this shows the trajectory is going in the wrong direction. >> yeah. >> it's going down. it's not what he wants. we saw in the poll among republicans, he's at 76% approval. that, i mean, obviously, that's a good number in a vacuum, but among republicans, you would expect a republican president to be well in the northern part of the 80s and 90s. 76% approval in your own party shows there's been some diminishing of support from your own partisans. >> you have that. you also have some maybe acknowledgement from the white house. the counselor to the president, kellyanne conway, remember, she is a pollster at heart. she knows the numbers and mechanics. she said on the sunday shows they have work to do. listen to this. >> i would note, too, in some of the polling, which i scour daily on behalf of the president. his approval rating among republicans and conservative and trump voters is down slightly.

it needs to go up. they are telling him, just enact your program, don't worry about a congress that isn't supporting legislation to get big ticket items done and don't worry about the distractions and diversions and discouragement of others trying to throw logs in your path are throwing your way. >> i was surprised to hear kellyanne conway acknowledge this, coming from the white house, the numbers are down. that is like the first time we heard that. what does that say? >> my ears perked up. as you said, kellyanne is a pollster and lives and breathes the numbers. it's hard to not see what they are saying, especially for someone on the trump team kellyanne. the numbers are down, they need to go up. it's not his fault, it's congress. it's those voters saying ignore that, keep marching forward.

i don't know that that's the advice she is giving the president. but, it seems to avoid any responsibility that his down tick in numbers, even among the partisans of his base might be new to him. >> let's see, keeping on the path, helps him in the next 200 days. great to see you, david. thank you so much. >> thanks, kate. >> president trump 200 days in and is he already hearing footsteps, not a stampede of republicans at his heels at the moment. "the new york times" has reporting several republicans are running their shadow campaigns for 2020, amid doubts the president will seek a second term. the president's second in command tops a list of those they are keeping an eye on according to the times. even that suggestion brought on an unprecedented level of pushback from the white house, from the vice president, himself, issuing a formal statement, calling the newspapers claims absurd,

disgraceful and offensive. we have been working our sources on this one. it is unusual how forceful that statement was and not just how forceful it was, but it was an official statement coming from the vice president on this one. what is behind this? >> sometimes you see someone come on a sunday talk show or the staff come and push back. to get it on formal letterhead like that, very unusual. now, i just was speaking to a senior republican source who just told me that, in fact, the president, they believe, knew about it ahead of time, that the article was coming out and was not upset about the article. so, why did the vice president push back? no vice president wants to appear to be measuring the curtains in the oval office ahead of time. talking to people who know the vice president very well, he is

particularly sensitive about this. we are also told they had a heads up the story was coming and they said, look, if you go with this, we think it is out of context, we are going to push back hard. they push back hard. at the same time, what did the vice president do? he got to send a message across the way to the president. i'm not, no pitter patter footsteps from me. >> one thing that a lot of folks wonder when you read that statement, you wonder if it was written, not for the country, not for "the new york times," but audience of one. >> audience of one. look, no question, does donald trump like it when people up stage him? is he going to like -- >> ask anthony scaramucci. >> scaramucci, steve bannon. remember the cover of the magazine, bannon for president. this president is not afraid to call out his administration

publicly. his vice president doesn't want to be in that group. >> part of the conversation around mike pence is that he has formed his own pac. that's something that the president is, as you said, knew about it. why form the pac in the first place? that has a lot of people talking. >> just to give context, this is the first superpac, the earliest pac that a vice president has ever done. the president was thoroughly briefed every step of the way. guess who else was briefed? the trump children. i'm told don jr. and eric offered to raise money for it. the white house counsel vetted it. but, officially, it's to help congressional races raise money, support them. of course, down the road, does mike pence want to be president some day?

absolutely. this paves the way. >> 2020? >> 2024, not saying. same motivation. >> prudent to be prepared. >> correct. >> a lot for monday. great to see you. thank you so much, appreciate it. this morning, north korea is lashing out at sanctions and vowing reinvestigation because of it. secretary of state, rex tillerson is, right now, meeting with counter parts in the philippines for a security summit. our correspondent is joining us from the state department for more on this. this, by all accounts thrks is a big victory for the trump administration. the sanctions that came out from the u.n. north korea has been sanctions over and over and over again. how is today different than last week? what are you hearing? >> reporter: well, kate, first of all, it's the toughest sanctions, ever, against north korea. we are talking a third of their

foreign revenue, a billion dollars. you have to give credit to ambassador nikki haley and rex tillerson for getting russia and china on board. how much financial impact it will make and what it will do to north korea's response remains to be seen. it shows unity in the international community. that's china. the question is, is china going to implement the sanctions? you heard this administration, specifically, president trump, voice frustration that china hasn't done enough. i think they are going to be looking for china to put its money where its mouth is and implement the sanctions, they hold 90% of korean trade. >> no matter what, sanctions or not, the key remains, china and that's where all eyes are. there's another effort i want to ask you about. as you mentioned, the secretary of state is overseas. he told reporters he had tough words for his russian counter

part regarding election interference. how big of a move is this? what did tillerson say? >> russia was complaining about the sanctions passed by congress and signed by president trump and also, you know, secretary tillerson was very upset about the cutting of 755 u.s. employees from the russian, the u.s. embassy in russia. there's this tit for tat going on right now. what secretary tillerson was saying to the foreign minister was, look, this meddling in the election, this is the elephant in the room. we can't get moving forward on national security issues we have to talk to such as syria, such as ukraine and north korea, which is why they were there in manila, unless we address this. look, we need to look past it. there was a lot of mistrust in the relationship that needs to be addressed. >> that's not going to change.

vacation. the success, the failures, the to-do list and, of course, the tweets. john is here, his former chief of staff. jeff dewitt is arizona state treasurer. anna is cnn political commentator and republican strategist. friends, let's get to it. anna, 200 days in, the president is taking stock, according to twitter, calling successes, record stock market, border security, military strength, jobs, economic enthusiasm, deregulation, to name a few. do you give him those? >> i definitely give him the supreme court pick. that's something most republicans were happy about even if we didn't like the process of how it was done. look, in 200 days, he's had very few good days. he failed at his signature promise of replace and repeal. his white house had more people go in and out for quick kis than

a las vegas brothel. chaos that ensued is absolutely insane. he keeps fabricating, making up things and outright lying. he keeps tweeting like a deranged person. he caused international incidents. the leaks out of his white house is like cheese cloth. no, i don't think you can say this has been a good 200 days. certainly, he's had some good days. by and large, he would get a c minus to dwo"d" and i'm being generous. that is anna being generous. you can pick at them or answer my question. not on the list, anna didn't mention not on the list out there some of the biggest campaign promises he made, right? getting rid of obamacare, major

tax reform, major bill on infrastructure. how do you then, with those out there, how are you going to take stock of 200 days? >> again, i think he has had the most successful 200 days we have seen for a president. >> what's the hemeasure? >> consumer confidence, a 16-year high. unemployment, a 16-year low. the stock market went to record highs, not just barely, double din din digits. he's bringing back jobs in america. he is delivering on promises. yes, big items are coming up -- >> coming up? coming up? i think health care is in the past, don't you think? >> i said tax reform. health care is not done. it is going to happen. too many republicans campaigned on it. they will come around.

but, look, this is a president who has accomplished all of this, while having to deal with the swamp trying to kick back on his agenda. he's done a very, very good job. let's make sure he gets credit for north korea and the sanctions we saw, which is the first time china came on board. this is a president who has taken his role as leader of the free world and getting china to the table. we have to give him credit for that. >> jeff, you were watching the segment before, we did give him credit for that. moving on, though. >> you did. >> john will agree with everything that the treasurer said on the level of success on 200 days in. also happening on these 200 days is talk that general kelly coming in as chief of staff bringing much more order and discipline to this white house, this west wing. do we need to assume the president's tweet this is morning, i think i lost count

how many there were, they were signed off on by the chief of staff? >> i doubt they were signed off on, but, look, that's a reflection of the first 200 days have been a failure. you don't bring in a new chief of staff, 200 days in if you have had a successful 200 days. that's a hard 200 days. beyond the fact that his legislative agenda has gone nowhere, we are looking at something that is more deep and troubling here, which is, you know, this is a presidency, an office of the presidency that's been weakened the first 200 days. look at a sanctions bill passed by congress on a bipartisan basis, the veto proof majority, a bipartisan effort to create a judicial act to keep him from firing the special counsel. this makes it office of the presidency weaker. look at him on the international stage, he is not respected by international leaders and really

not taken seriously by members of congress from his own party. >> that actually gets to a question i had for you, anna. i want to take stock in 200 days, not just the president, but the republican party. john lays out a few things of the party bucking the president, if you will. you have three republican senators basically saying no to the obamacare appeal. a scathing critique in a book of the president in his book. congress, the sanctions bill the president was against, they signed it regardless. where is the party right now? >> look, i think the party is divided. i think the party is disillusioned, i think the party is worried with with a president whose poll numbers keep singing, now among the base, which had not plunged a bit until now. i think the party is beginning to look at itself and say, how many times are we going to pretend what this president is doing is normal and you are beginning to see those cracks.

last week was a pretty good week. i think a lot of us hoped john kelly is in there. i was ready nominate him for canonization. i saw so much more discipline and order in that white house last week, but, either, you know, either donald trump freed himself from his chains today or maybe john kelly had to go home for a change of clothes and leave the toddler unsupervised. yes, he went off the rails again today. i think the republican party is beginning to realize you have given him six plus months, he is not going to change. he is not anymore presidential today than he was before. he criticized them constantly. he takes no ownership of the legislative failures or the leadership failures on his behalf and puts all the blame on the republican congress. yeah, i mean, how much longer are they going to carry his water and pretend he is normal? >> let me ask this, john, if the

republican party is divided and in trouble, is there an argument to be made 200 days in, the democrats are in no place? if you see where the democrats are, you lost all the special elections you thought you had a chance in. there's no clear leader as everyone looks toward 2020 and no clear message despite the attempt at the reboot. >> kate, the test will be in 2018. we have a lot to live up to in november of 2018 when we have a race. we have a lot of time between now and then. i would say, look, we blocked the president and republicans in congress from enacting what would have been a disastrous health care bill. that is a big success story. chuck schumer did an incredible job keeping the democrats together in the senate and having worked with with the senate and that diverse group of democrats there, that is no easy

task. but, sure, look, democrats will have to develop what they want to run on in 2018. schumer and pelosi put out that plan with a few messages, members will take what they like from that. >> yeah. >> at the end of the day, if we are running on vote democrats, we'll protect your health care, that is a good message. >> we need more time. treasurer, i have one final question for you as we were talking poll numbers and the president saying the base is growing and stronger than ever. polling showing in segments of the base, we are talking white voters without a college degree, there is a decline in support for the president there, even kellyanne conway mentioned that. does that concern you? >> well, you know, these are the same polls that said he would never be president. doesn't concern. polls can be tweets of anything. >> kellyanne conway -- a pollster herself, she says that

you all have work to do there. >> well, again, i don't think another pollster wants to criticize her colleagues in the field, but i can. again, the enthusiasm that i see in the republican base is growing. i think if the election were held today, donald trump would win by bigger margin than he did in the fall. he's doing very well and what the base wants to see are jobs coming back to america and he's producing that. we hire add deal maker in chief to improve the economy. he's done that. he's had a very successful 200 days. the polls will reflect that, no matter which pollster you hire, it is going to reflect that. he is doing well. >> depends on the pollster. great to see you all. thanks so much. >> thank you. coming up for us, is robert mueller going too far in his investigation of russian interference in the election? has he crossed a red line? we'll talk about that in a second. plus, the city of chicago is

continued attacks from the president himself that it is a hoax, a witch hunt and fabrication. the special counsel is following the trump money trail, looking into financial crimes, some connected to the 2016 election. the president warned, of course, digging into finances crosses a red line. now what? susan is here, a former nsa attorney. michael zeldin is special counsel to robert mueller at the justice department. great to see you. thank you so much. matthew, the deputy attorney general says they are not going on any fishing expedition, but you think they are. why? >> well, i was concerned when i read the cnn reporting you mentioned the special counsel is looking at trump's finances, unrelated to the 2016 election,

unrelated to russian coordination in that regard. i think that is a red line that is beyond the scope of the letter that the deputy attorney general issued and appointed director mueller, as special counsel. really, it's not controversial. it would be a fishing expedition if they look into all of trump's finances. i know that's what some on the left want. there is a fourth amendment issue, even as it relates to the president and others in his family, we can not have unfettered prosecutors turning over every rock unrelated to any nexus to the underlying issues, the russian coordination and the 2016 election. >> susan, what is your view on this? should looking into finances be off limits for bob mueller? >> one thing that is important to note is the scope of mueller's investigation is that of which comey testified about. we don't know the full scope of

the investigation. we know it includes looking into ties between trump campaign and russian officials, but we know it's been reported it involved investigations into financial crimes. so, it is a little difficult to draw red lines and say, well, looking into trump finances would be a red line or the trump organization would be a red line because we don't know the full scope. that said, there is a point where he would exceed his jurisdiction. we need to go to deputy rosenstein. he said there's no issue here and is happy with the scope of the investigation. mueller hasn't come close to exceeding by looking into the financial issues. >> michael, whether he's supposed to go there or not, what does it tell you that finances are somewhat of a focus in the investigation? >> i said for a long time, i thought following the money was going to be an aspect of the

issue of whether or not there were links and coordination between the russian government and trump members of the campaign and also as it relates to matters that arose or might arise out of that coordination. i think the question of, was there a financial motive that underpinned the behavior of the trump campaign or the presidency of the trump matter with respect to sanctions is relevant. if it turns out it is completely unrelated, say they found tax evasion and nothing related to russia, then the mueller mandate is clear, and the regulation that is govern his behavior are clear, he refers it back to doj, and they say we'll take it or no, bob, continue and we'll expand your mandate. i don't think there's much of a fishing expedition. it's basically, excuse me, prosecution 101 to follow the dealings of the party you are

investigating to see whether they provide relevant information or motive. i think we are a long way from determining red lines have been crossed or unrelated matters are looked into in a fishing expedition way. >> matthew, you say there's a different. it's important to draw a distinction, a line if you will, between special counsel bob mueller and ken star. folks talk about them one in the same. why is it wrong? >> i noticed a lot of pushback from folks in response to my piece on cnn.com from yesterday where they say ken star, you know, in your analysis exceeded his authority and the independent -- >> started with a land deal gone bad and ended up with monica lewinsky. >> yeah. ken star went back and sought, expanded jurisdiction as michael's describing, so he

could go after other things unrelated to the initial investigation, which was the white water land deal. so, i think there are key distinctions there. listen, i -- you know, i'm not certain, i have to take the cnn reporting they are looking at unrelated financial crimes as true. that gives me concern. as a former prosecutor and somebody that sent cases, i understand following the money. at the same time, we cannot go on fishing expeditions casting a broad net looking for crimes unrelated to the purpose of the investigation, which is russian coordination with the trump campaign in the 2016 election. >> susan, can -- can bob mueller go down this road without looking at the president's tax returns? >> i think this is a core question. considering how closely sort of the conduct of the trump campaign or the trump organization, the president's

failure to divest from businesses, the closest to which he elected to comport his campaign and private business is difficult to imagine a credible investigation that wouldn't involve looking into trump organization financials in at least some way. >> susan, michael, matthew, thank you all so much. >> thank you. coming up for us, chicago's mayor, rahm emanuel blasting the justice department in a battle over chicago as a sanctuary city. why a threat to hold federal funds is unconstitutional.

requirements that threaten to hold money from his city, unless they assist with all federal immigration enforcement. today, the city of chicago plans to file a lawsuit against the department of justice over this. it's the latest confrontation with the trump administration and this so-called sanctuary cities. rahm emanuel says chicago will not be blackmailed, ryan. where is this going? >> reporter: this is a fight back and forth. eventually, you knew the city was going to hit back. donald trump has been hitting the city over and over, especially on the campaign trail talking about the violence in the city. rahm emanuel, the mayor said look, we are fighting against violence and the two do not have to go side by side. the argument is if he alienate communities throughout the city, there's no way people are going to come forward and talk to the police. there's money involved in this.

we are talking millions of dollars for grant funds. the city needs the money to continue buying tasers, bullet proof vests, equipment for the police department. they are worried shutting off the money will put them at a disadvantage. when you talk about the government, they want access to people coming in as illegal immigrants. they want a 48-hour hold. if someone has been brought in, a questionable immigration background, the city would give i.c.e. agents a heads up and have a conversation with them. the city believes that would freeze the idea of people in those communities coming forward and talking to police. rahm emanuel spoke to us about an hour ago about the situation. >> the fact is, by forcing us or the police department to choose between the values of the city and the philosophy of the community, it undermines the public safety agenda. we are going to be filing a case saying that the justice

department is wrong both on constitutional legal grounds. the federal government cannot coerce a city to change its policy. >> reporter: kate, the big conversation here is, what happens next? the federal government is hitting back. in 2016, more chicagoans were murdered than in las vegas and los angeles combined. he is protecting criminal ail yents. we heard concerns from the mayor. they will push forward and fight. the police department wants to make sure anyone who calls 911 gets the service they deserve. do you see the city of chicago taking this punch and fight up by themselves? that's the question but the lawsuit is moving forward. the question is who to blame first. >> sounds like the city announced the lawsuit has been filed. they are not only going to have
