To the Class of '58:
The Faculty of the School of Public Health Administrative Medicine extends congratulations and best wishes to this year's class. It is our hope that the academic year will always be remembered as one which provided for you a foundation of sufficient width and depth to sustain the years of professional growth and development ahead which are yours to achieve on your own initiative.
You have seen many changes in the School and have learned of many in the community. These will not stop — they are necessary and inevitable. The challenge to each of you is to determine how you can best participate and what you can contribute in new experience, new knowledge and sound thinking without at the same time sacrificing what has already been well established.
You are leaving the School at a time when there are serious shortages of key personnel — deficiencies which are highlighted by our expanding popu- lation with their needs for health services which must somehow be met. You are entering or returning to your professional fields at a time when research in better ways of supplying health services is expanding, be- coming more objective and based on more scientific methodology.
The acquisition of new scientific knowledge toward the betterment of medical practice and the protection of health is proceeding along exciting lines. As health officers, hospital administrators and other health workers it is your privilege to encourage and make possible the application of such knowledge to the maximum number of people. Your future work will not be easy or monotonous — there is too much to be done — but we are confident in you.

STUDENT COUNCIL
The Student Council of the School of Public Health and Administrative Medicine is elected annually by the students; as their official representatives, the Council is responsible to the student body.
Council members represent the various academic disciplines in the school: five students are studying Public Health, three Hospital Administration, one Administrative Medicine, and one Biostatistics.
Purpose of the Council is the promotion of understanding and cooperation among the students, faculty and administration, alumni of the school, and the student bodies of other divisions of the University. The Council has representation on the Columbia University Student Council through an appointed delegate. This assures cooperation in intra-University affairs.

The pictures on the preceding pages show students and faculty in settings associated with "the pursuit of knowledge". If we were to convey an attitude that life at the School of Public Health and Administrative Medicine is all work, however, we would be doing a real disservice. Life at this school has presented many oppor- tunities for social contacts and informal associations. The pictures here have been chosen to give some idea of "the lighter side".
HISTORY OF THE
SCHOOL OF PUBLIC HEALTH
AND ADMINISTRATIVE MEDICINE
The first academic year of what was to be the School of Public Health and Administrative Medicine was 1922-1923. It wasn't until May 2, 1931 that the trustees of Columbia University officially estab- lished the Institute of Public Health of the faculty of Medicine.
The University's first concept of a school of public health dates from 1903, when tne faculty of medicine recommended that a Depart- ment of Hygiene, Sanitary Science and Preventive Medicine be formed as part of the College of Physicians and Surgeons. This did not come to pass. The recommendations of special university committees in 1909 and again in 1915 that a School of Sanitary Science and Public Health be established separate from the medical school did not quickly mate- rialize either; a lack of funds was partly responsible.
Meanwhile the faculty of medicine was not inactive in the field. In 1909 it sponsored a series of 25 public lectures on health matters on which were received with popularity. In 1911 P. & S. initiated its first regularly offered course in Public Health and Sanitation, which was taught by Dr. Walter Bensel to fourth year medical students.
In 1918 funds necessary to establish the school were unexpectedly provided through a bequest in the will of Joseph R. DeLamar.
Mr. DeLamar's gift to the University amounted to nearly five mil- lion dollars. His will stipulated that the funds were to be used for study and teaching in the prevention of disease and in the conservation of health by proper diet. Mr. DeLamar also wished the results of such study to be disseminated not only through scientific journals but also through popular magazines and lectures.
Although the Institute of Public Health was founded in 1921, as an integral part of the Faculty of Medicine but as a separate entity from the medical school it was not until September 1922 that its first full-time faculty member, Dr. Haven Emerson, was appointed. His title was Pro- fessor of Public Health Administration.

In 1922-23, Dr. Emerson lectured at P. & S. on public health to fourth year medical students and gave elective courses in preventive medicine. He also taught preventable disease and public health adminis- tration to graduate nurses at Teachers College and delivered twenty-two public lectures on hygiene. At the end of the Institute's first year he suggested that hospital administration and industrial hygiene be added to the curriculum with the passage of time.
In 1926, the name of the school was changed to the DeLamar Insti- tute of Public Health. Nineteen hundred twenty-seven saw the first graduate with the first degree. Master of Science, awarded by the faculty. The student was Marion McKinney. At this time, the school offered twelve courses comprising epidemiology, public health administration, public health engineering, and statistics.
In 1936 the Columbia-Presbyterian Medical Center deeded the present site of the school to the city with the proviso that the City of New York erect and maintain a building providing adequate space for the needs of the school and a Department of Health Center. In August 1939, the Institute moved from the medical school to its own quarters in the new building.
On July 1, 1945, the Trustees gave the Institute a new name: School of Public Health, in recognition of the status it had achieved. During the same year Dr. Claude W. Munger organized the school's first formal course in hospital administration. Financial help for this major undertaking came from the Kellogg Foundation.
In 1946 the Master of Public Health degree was added to the list of customary M.S. degrees in specialties given by the School. At the same time, the Doctor of Public Health degree was initiated for physicians doing advanced work. The Ph.D. degree in parasitology was approved starting in 1952.
In March 1950 the Trustees, recognizing the need of extending edu- cation in the fields of administration in hospitals, prepayment medical care, industrial medicine and medical schools, approved the establish- ment of the Institute of Administrative Medicine. The Institute pros- pered, with the result that the school's name was changed in July 1955 to the School of Public Health and Administrative Medicine.
