matt bradley, thank you. >>> more breaking news from overnight. the senate passed a $1.2 trillion government funding bill at the last minute. it is soon headed to the president for him to sign. julie sirkin is joining us from capitol hill. it was in the wee hours it came together. talk about how it happened. what was the process overnight? >> reporter: it was back and forth alex. i was talking to sources before he went to sleep late in the night who told me there was no way to get an agreement on the mimic process to get it done in time. they are going to come back on sunday to do it. obviously that would mean a lapse in government funding, although not a serious one because operations would not be affected until monday. you see what is on your screen. 70% of the government agencies were funded. i woke up in the middle of the night to see that perhaps the jet fumes and the two resist the congress started today got them to muscle this through and get the agreement done. they voted faster than i have ever seen them vote on anything to get out of tow
