the street. this is a picture that d.c. police shows hilliard walking away moments after he groped a woman at logan circle back 2017. hilliard was arrested and released the very next day and then back i jail less than two weeks later for groping yet another woman. it's a pattern that's played out with hilliard over decades. but today folks in logan circle tell us they don't understand why hilliard keeps getting released and say they are hat he by the idea would push a pregnant woman. >> i'm shook. like, i really did not -- like, you feel like this is kind of like a good safe>eighborhood? that's really, really sad. that's horrible and should never happen to anyone, and, i mean, it's scary. >> others, they will intervene if they see hilliard attacking anyone else. >> look at my face.m reber this. >> chad jackson and rick ingram are homeless men in logan circle and say they feel protective of people in the area.

individuals to get guns, and that's our commitment. >> reporter: just five months agoser and newsham stoodhe withu.s. attorney for the district to aannounce plan to prosecute fell-in and possession cases in federal court. so far this year there have been nearly00 arrests for felony possession of a gun. only 65 of those have actually been prosecuted federal court. hest week the chief complained publicly that t consequences for being arrested with a gun ren't enough to stop the violence. we asked lu of the more than 600 total gun arrests this year how many have been prosecuted. >> i don't have those n for you. >> reporter: in 2016 then police chief kathy lehner blasted the criminal justice system caing it beyond broken and mayor bowser agreed complaining that federal prosecutors were unaccountable. >> prosecutors don't report to the people. they don't report to me either.g jues and others don't.
