that gays should be allowed to serve openly in the armed forces. we'll get to those stories in the minute. first, we want to talk about some snow coming our way. >> we go straight to bob rien for more on all this. hi, bob. >> hi. it has been a very active winter. tonight, we are under a winter storm warning for possibly as much as a few spuots, five or sx inches of snow. the visibility is prettyood right now. but the snows continue to come in from our west. folks in the shenandoah valley, it's been snowing for several hours. the roads are wet. but that will change as this area of snow continues to move in on us. we may see some breaks. the main area of storminess is reforming off the coast. even as that moves away, we'll be drawing in more moisture and then a wave up above us as we get into around midnight. we'll be squeezes out moisture. that's why washington in the

immediate area is under the bullseye. so i think right at washington, even though we may be seeing sprinkles here at the very beginning, essentially all snow with a chance of three is to si inches in the immediate area, it will be out of here tomorrow morning. i think there's now almost a 50/50 chance that we'll be talking about a bigger storm as we get into late friday and saturday. this has been a very, very active winter. show you the timeline and what to expect tomorrow morning. plan on some delays and cancellations and a wet snow this time. back to you. >> thank you, bob. roadparing for the snow. drivers need to be ready for a slow commute tomorrow morning. darcy spencer is in rockville with more on that side of the story. hi, darcy. >> hi, doreen. we saw a lot of traffic early in the afternoon on 270. apparently people trying to get home to get ahead of this

weather system. you can't blame them for that. transportation officials are out in position also. they have their trucks ready. now they're just waiting for the snow to accumulate. in rockville, road crews are getting loaded up with salt, preparing for an afternoon and evening of winter weather. the montgomery county department of transportation has got 400 trucks prepositioning on area roadways in preparation for the snowstorm. >> this is a typical weather event. there is nothing special about this. rush hour storms are what we're used to. we do the best that we can. these weekend weather events are -- two regular for us to really be comfortable with. >> reporter: last saturday, a significant snowstorm caught many off guard. the result, total gridlock. many cars ending up in ditches. drivers lost control on slick streets. >> speed played a huge part in the accidents this weekend. >> how many were there? a lot? >> there were a lot. >> dozens? >> more than dozens.

>> reporter: police and transportation officials say roterists can avoid accidents and problems by driving slower and being prepared for slippery road conditions. >> this time we're going to have troopers out there in visible locations. hopefully to influence the general public to slow down. and hofully slow down a little more while there's inclement weather. we'll respond to accidents and hopefully we don't have any -- or that many tonight. >> back out live. be are on the montrose road overpass looking over 270. vehicles here heading north toward the frederick area. the traffic is moving, although moving a little bit slower. transportation crews are saying, you know, it could be rough in the morning. there could be ice, there could be snow on the roadways. as always, they say, allow yourself extra time. darcy spencer, news4. back to you, doreen. >> thank you, darcy. information about weather, traffic, and school closings and delays. a mother and her 8-year-old child were murdered in prince william county. their bodies were found last night inside a house in the 4500 block of hanover court in dale city. pat collins is in woodbridge now with more on this story. pat? >> jim, a double murder in dale city. a mother, her 8-year-old son dead in their own home. here detectives are pressing to identify the killer. 8-year-old paul wilson found murdered last night inside his home in dale city. also killed, paul's mother, 41-year-old slavka naydenova. the two bodies discovered around 11:00 p.m. by mrs. naydenova's husband business as he returneo work. francisco lives next door. >> it scares me. i live here for 14 years.

never a problem here. >> last night a lot of police? >> yeah, a lot of police. they were asking me if i saw anything. >> have you ever seen any trouble at that house? >> no, never. >> reporter: friends say that slavka naydenova was a land lady who made her living off of rental properties. she would often provide rooms for immigrants from bulgaria, here homeland. paul wilson was a 2nd grader that mary porter traditional school. news of his death, a great shock to the people here at the school. >> yeah, it's not real to me. it's just not real. >> oh, that's a terrible thing. >> we're deeply saddened by the loss of paul wilson. this is such a -- a tragedy. such a young age. when something like this occurs, we have a crisis response team that responds to the school and provides counseling services for students in any way that they may need, whether that's in group settings or one-on-one if

they need additional assistance. and those counselors will be available tomorrow as well and as needed. >> now, police have some very strong leads here, but so far no suspect, no motive, no arrest. jim, back to you. >> pat callns, thank you. the prime minister of haiti says it's clear to him that the american church workers accused of trying to take children from the country without permission knew what they were doing was wrong. but the church workers deny that. they're accused of trying to take the children to an orphanage in the dominican republic. they said they h permission from the parents of the children who had been put in the care of a haitian minister. the government is trying to determine if the americans from idaho were acting in good faith. >> you know, this is not trafficking. we know for -- without a doubt that god is going to reveal

truth and enable us to be free. >> the haitian prime minister says he is open to having them tried in the u.s. president barack obama hit the road to build support for his new badget plan. he emphasized his focus on sdwrajobs. the spending plan and its huge deficit came under attack here in washington. steve handelsman on capitol hill now with more. steve? >> jim, thanks. even some democrats up here on the hill are worrying publicly about all the red ink and so today was the president, but he was more focused on jobs. president obama went back to new hampshire to camp pain for his 2011 budget. he visited a plant that makes high-tech lighting, the kind of employer mr. obama wants to help with loans, using $30 billion paid back by bailed-out wall street banks. >> it will provide capital for community banks on main street. >> reporter: that's the obama priority, his budget director

testified on capitol hill. >> one of the reasons why we are not getting the job creation that we need is that small businesses lack access to credit. >> reporter: so the obama plan to reuse bailout funds -- >> no, no, no. >> reporter: republican senator judd gregg complained. by law, those bailout billions have to go back to the treasury. >> for the reduction of the public debt. it's not for a piggy bank because you're concerned about lending to small businesses. and you want to get a political event when you go out and make a speech in ashwood, new hampshire. >> reporter: up in gregg's home state, the president agreed. more than a trillion in red ink this year and next will stain our future. >> these deficits won't just burden our kids and our grandkids decades from now. they could damage our markets now. they could drive up our interest rates now. they could jeopardize our recovery right now. >> reporter: senator gregg proposed a bipartisan commission to drive down the deficit. the president agreed.

and gregg, who is an influential republican, says he might be willing to take part in one of these balance-budget panels even if it's one put together by the president. live from thehill, i'm steve handelsman, news4. jim, back to you. >> thank you, steve. more people are signing contracts to buy new homes. that set stocks up day. the dow picked up 111 points to close at 10,297. this was the second straight day of triple-digit gains for the dow. the nasd is up 19 points and the s&p gained 14 points. the national association of realtors says sales contracts were up 1% in december. that makes the ninth improvement in ten months. the u.s. transportation secretary is blasting toyota as dealers gear up for repairing those gas pedals that stick. ray lahoud says the company was slow to realize safety problems that led to the recall of millions of vehicles.

lahoud says toyota was "a little safety deaf" and that federal safety officials needed to "wake them up" to the seriously of the pedal problems. toyota's executive vice president apologized for the issue and said it should have been dealt with sooner. drivers of eight models of toyotas have experienced unwanted acceleration from gas pedals that stick. repair parts are on the way, but analysts wonder what can be done to repair the company's image. >> the image is stuck to toyota for a long time and it's like velc velcro. it will be there for a long period of time. meanwhile, toyota reports its sales were down 8.7% in january compared to january of the previous year. ford says its sales were up 35% and that their u.s. market share is also up. general motors reports sales gains of 23%. the company says its chevy, bui buick, gmv and cadillac brands

metro conducted a high-profile anti-terror drill today at union station. the exercise took place between 7:30 and 9:00 this morning. about 50 officers participated. metro says there is no current threat against the agency. the show of force is meant to remind riders that the agency remains vigilant against terrorism. metro plans to conduct similar drills in the near future. the military's top uniformed officer wants to allow gays to serve openly in the armed services. mike mullin's appeal to congress comes a week after president obama called on lawmakers to repeal the don't ask don't tell

policy regarding homosexuality in the military. and the pentagon is figures out how to make that happy. tracie potts has our report. >> reporter: defense secretary robert gates tells congress he's preparing to end don't ask don't tell. >> we've received our orders from the commander in chief and we are moving out accordingly. >> reporter: he's ordered a year-long look at how to keep courses strong if congress repeals the law and allows gays to serve openly. more than 13,000 gay members have left the military. >> this is my life. this is my job that they're talking about. they're going to fire me just because i stayed true to the west point honor code. >> reporter: gay rights advocates claim attitudes have changed. >> the young service members between 18 and 32 have no problem with serving with gays whatsoever. so it's very much a generational thing. >> reporter: the joint chiefs chairman says he served with gays since the '60s. >> we have in place a policy whichorces young men and women

to lie about who they are in order to defend their fellow citizens. >> reporter: but republicans worry allowing gay soldiers openly in barracks and fox holes on the front lines could threaten security. >> persons who demonstrate a propensity or intent to engage in homosexual acts would very likely create an unacceptable risk. >> at this moment when we're asking more of our military than at any time in recent memory, we should not repeal this law. >> reporter: the pentagon's moving forward but it's up to congress to change the law. tracie potts, news4. secretary gates has also ordered a 45-day study on how gay service members can be treated more fairly right away. the national transportation safety board ss it was complacency and confusion among the pilots that contributed to a deadly plane crash last year near buffalo, new york. nearly a year ago, a continental

flight crashed on approach to the buffalo airport. 50 people were killed. today the ntsb says the behavior of the pilot and the lack of experience played a part in the crash. >> unfortunately, it's taken 50 more lives for us to focus additional attention on these issues that have not been addressed. >> both pilots, the pilot and the co-pilot, failed a number of federal aviation administration test check rides. they have commuted long distances to get to work. the first officer was text messaging from the cockpit at the time, and the pilots were talking about personal matters below 10,000 feet. that is a violation of airline regulations. the ntsb says it will hold a safety symposium on how the major airlines should examine their pilot qualifications and other safety issues with their smaller carriers.

today, a trail got under way for the people accused of manslaughter in connection with a crash of a jet thatikilled 113 people. it was an air france plane that crashed into a hotel minutes after taking off from paris in july of 2000. continental airlines, two of its employees and three french aviation officials are being tried. investigators say the crash was triggered by a metal strip on the runway that had fallen from a continental dc-10 minutes before the incident. continental rejects those claims. company lairs will argue that the plane, the sst, caught fire before it reached the metal strip. congressman john murtha is in intensive care with complications from surgery. the 77-year-old democrat from pennsylvania had his gallbladder removed last week. he's at the virginia hospital center in arlington. a spokesman declined to discuss the seriousness of his

situation. the 19-term democrat heads the house defense appropriations committee, which has a big influence over defense spending. coming up tonight, bob is coming back with a check on snow coming our way. what goes into decisions about canceling class because of inclement weather. and we'll tell you what that groundhog up in pennsylvania thinks about the weather and sticking around and people putting their hands all over him and waking him up and all that kind of stuff. if i had to sit on a bench during the middle of a game

as the sky shines bright above me, my shadow i see beside me. six more weeks of winter it will be. >> well, good old punxsutawney phil says winter is not going to end soon. the groundhog saw his shadow today. even though it was cloudy. go figure. according to groundhog day tradition, that means winter is going to stick around for other six weeks. thousands turned out today. bob's favorite day of the year. you just don't make a move until you hear what punxsutawney phil has to say. >> they have those bright lights on, so -- and the press releases are out days ahead of time so they have to -- anyhow -- >> it does feel like we're going

to have six more weeks of winter. >> well, we're at least going to have six more hours. our high temperature today, we made it above freezing. it's still above freezing. the difference between this one and saturday, this is going to be a wet snow. it is a wet snow right now. our average february snow, a bit over five inches. maybe close to that by early tomorrow morning. outside now, snow is closing in on washington. there's the key. dew point, 2 degr8 degrees. the temperature will fall to around the freezing mark or slightly below. we have a northeasterly wind. we'll get snow here in washington. you folks into southern maryland y thought there would be rain. maybe more wet snow than rain. look at the cold air to our north and this pattern has continued. that is with a strong jet stream to the south. that's the reason there's going to be another storm forming to our south later in the week.

the reason we'll be seeing moderate snow later on tonight is a little wave coming through. not the area of storminess which is off the coast. that's pretty much the reason that right here in washington we're under the bullseye for the heavier snows. it really is rather little area compared to the other spots. it's a mix but i think more wet snow, especially out into the shenandoah valley ask you folks into fauquier county. tomorrow will be waking up to around six inches of snow i think. there you can see virginia beach and arlington, the northern neck. here's sort of the blank in between. there is a coastal storm forming. that will be racing out. that one is not going to be having an affect on us. it's this wave that you can see now coming out of west virginia that will be in over us later on tonight and then rapidly move off tomorrow morning. right now our temperature here in washington into the 30s.

gaithersburg, you folks obviously in upper parts of montgomery county, all snow. even though there may be a period of some snow/rain mix, i think it will be primarily even a snow-producer now inmarylato maryland. the upper little area of low pressure comes through so that by tomorro morning, everything pretty much is out of here. it will still stay cold but a lot of sunshine will let the wet snow and especially on the roadways melt. after the morning rush hour. morning rush hour is going to be nasty. then into thursday, there's that next storm forming. that is the one that really bears some watching that could be a major east-coast snow storm as we get on io friday and saturday. so in the timeline, the snow now already in on us. by 11:00 to 12:00, 1:00 i think there will be a batch of moderate snow moving into culpepper. even into stafford, spo county.

even into charles county, st. mary's county may see a brief period of moderate snow. then by 8:00, it will be left over out to baltimore, anne arundel county. three to six inches of wet snow. i'll keep an eye on things during the evening. i may up that accumulation into the south if it turns out to be more snow at the beginning for you folks into southern maryland than a mixture of rain and snow. in any event, it will be a wet snow tonight. tomorrow, two to six inches depending on just where you are. temperatures by tomorrow afternoon, above freezing with the sunshine coming back. nonetheless, as the snow packs down, watch out for the snowballs getting hurled my way and your way and snowmen because i think there will be cancellations so it will be good snowman-making weather. friday into saturday, that's the chance for a bigger storm along the east coast. a very very active winter. >> one storm at a time is all we can handle. >> tomorrow morning, boy, the

a look now at the stories making headlines tonight. police are investigating the murder of a woman and her 8-year-old son. 41-year-old slavka naydenova and her son paul wilson were found dead in a home in dale city last night. wilson was a 2nd grade student at the porter traditional school in woodbridge. police are looking for a motive for these killings. american church workers in haiti are waiting to hear if they'll be formally charged with child trafficking. they were arrested while taking kids to an orphanage in the dominican republic. the workers say they thought they had all the papers they needed for the work they were doing. the chairman of the joint

chiefs of staff -- the pentagon is launching a study on how to repeal the don't ask don't tell policy. some controversial policy has kept the nation's military unit strong, but top defense officials say it's not fair to force gay service members to lie about who they are. > coming up in this half hour of "news4 at 6," researchers say they've uncovered a key piece of evidence. and why some babies succumb to sids. we'll hear from a girl that fought off a shark with her boogie board. and we'll have an update on the a version of "the diary of anne frank." school districts are preparing for the snow. for many officials, it will be an early morning as they try to figure out whether to cancel or delay classes. there are a lot of factors involved in making that decision. jane watrel has our report. >> winter storm warning in effect.

>> reporter: it's the heartbeat of lauden county public schools. here dispatchers work around the clock with a single thought in mind. the safety of tens of thousands of students. >> i'll talk to you. >> reporter: with a snowstorm looming, the action here has kicked up a notch. >> winter storm warning means significant amount of snow. >> we have seven to ten people to go out every morning around 2:00 in the morning and we're checking for road conditions and we relay our conditions all around the county. >> reporter: ruth alexander will be surveying loudoun county roads. at 3:00 a.m., she will have a specific check list. >> icy conditions, especially on back roads. the main roads always get hit first, but the back roads, secondary roads, are some of the last to be touched in the neighborhoods. >> reporter: with 40,000 students riding the bus and 15,000 who walk to school, any

call to cancel classes comes well before dawn. >> usually we make the call at 4:30. we call the news, then we go to loudoun alert, which is a text message service. 5:30 we have an automated calling serve for all staff and at 6:00 we hit all parents. >> reporter: thousands of robo calls will be made to loudoun county homes. >> i think safety definitely comes first. you know, it's very important to consider a lot of people, all that are involved. teachers, businesses, you know. but especially the students. >> so far, loudoun county has only had to use two snow days. that was back in december. they have 16 left until the end of the year. jane watrel, news4. damaged several metro vehicles over the weekend. it happened on saturday night. metro officials say a maintenance vehicle carrying 20 workers hit a rail truck on the slippery tracks. nobody was injured. that accident came less than a week after track equipment struck and killed two workers. metro is required to notify the tristate oversight committee about accidents within two hours, but the committee chairman said metro didn't report saturday's incident until monday. the police in prince georges county say alcohol is a factor in a crash that killed two men. it happened late last night near the intersection of riggs road and wooded way in the delphi. police say it started when two men who were involved in a minor accident were exchanging information. another driver came along and plowed into them. john has our report. >> reporter: the family of alex

is still trying to make sense of how anything like this could have happened. >> we just lost a hard-working man who was happy all the time and didn't -- and we get a phone call that alex is dead because of a drunk driver. >> reporter: they say he spent most of his time working as a manager at jiffy lube, but today he was supposed to be with his daughter for her third birthdab. >> both males had pulled off to the side of the road, off the roadway, got out of their vehicles and were exchanging information. a third vehicle came along driven by an adult female. she actually struck both males in their vehicles. >> reporter: police have not released the identity of that 30-year-old woman but believe she was intoxicated. the family says he moved here

from the deminrepublic as a kid and made his living as a computer repairman. now his family is devastated. >> it can't be true. it couldt believe it. >> reporter: that disbelief has turned to anger and both families are hoping for justice against the alleged drunk driver. >> she didn't think about anybody else except her. i just think that's cruel. >> these kids have to grow up now not knowing their father. christy is a 30-year-old widow now. that's crazy. we need to make something tighter with the drunk drivers. >> that driver has not been charged yet because they want to be really careful with this case. it might be days or weeks before any charges come down. john triffin, news4. today opening statents began in the trial of a man charged in a deadly street racing incident in prince georges county.

taylor is charged with eight counts of manslaughter. today taylor's lawyer said his client wasn't involved and simply happened to come upon the accident scene. he also says taylor only signed a police account about what happened because he was under the influence and in distress. pl prosecutors say that taylor and another man were racing. bullock's car ran into a cloud killing eight people. he now faces a 15-year prison sentence. rtin o'malley is focusing on job creation and protection as he sets his agenda for this legislative year. o'malley delivered his state of the state address to the state legislature today. he says jobs are an important part of making sure that maryland's economic recovery does not stall. the governor is fproposing a $3,000 tax credit to businesses that fire someone who is unemployed. he also is proposing major investments in the capital

budget. he's hoping to create more than 20,000 construction jobs. >> progress requires that we focus the energies of this session on three primary actions, creating jobs, saving jobs, and protecting jobs. >> unfortunately, over the last three years he's done everything he could to hurt job growth in maryland. >> now it's an election year conversion and he wants to say he's going to create jobs with a little tax credit? here incredible. >> the governor also is pushing for a bill that would make it harder for mortgage companies to foreclose on homeowners in maryland. a version of anne frank's diary will still be available for students to read in cuppler county, virginia. it was first reported that culpepper system pulled the book after a parent complained. unlike other adetiditions of th popular book, this version contains sexual references. the book will remain a part of english classes.

the diary chronicles the jewish teenager's life in holland from july of 1942 until she was taken into custody in august of 1944. she died in a concentration camp. anne frank's own father csored about a third of the original diary published in 1947. the culpepper school district plans to develop a reading list this spring that parents can review before classes start in the fall. still to come tonight, doctors say they're closer to figuring out why some babies suffer from sids. and a teenage girl who fended off a shark attack with her boogie board. the waters off southern california are being

winter storm warning continues tonight until early in the morning hours. the snow continues to move in. matter of fact, already an inch and a half for parts of the shenandoah valley and folks out there will end up with three to six inches, too. a bit less into southern parts of maryland. there you can see that area that is continuing to move in on doppler. overnight tonight, by 7:00, 8:00 in the morning things will taper off. around midnight, there will be a period of moderate snows. that will be the time that things will mount up and make the early-morning commute really slick. while there may be schools --

to her quick thinking and her boogie board, of all things. 14-year-old lydia ward and her brother were waist-deep in water yesterday when a five-foot shark grabbed her on the hip. she bashed the shark in the head with her boogie board a number of times until it finally let go. she said she had read about a surfer somewhere who fought off a shark with his boogie board, so she tried to -- decided to do it herself. >> i knew it was like right beside me, but i didn't actually feel it biting me. i just hit it with one short shot of the boogie board. >> the shark's bite left holes in lydia's wet suit and it did penetrate her skin, but she didn't need any stitches. good for her. >> lucky she was wearing that wet suit. >> what a souvenir to have, huh? take a look at this, right? >> something to tell your boyfriend. you think you're tough? you think you're bad? >> i survived a shark. it is an always entertaining

mark for the colts because defensive end dwight freeney truly is the best defensive player that the colts have on their roster. he is a five-time pro-bowler, but he is right now the hot topic down at the super bowl because he has a severely sprained right ankle. nobody knows if he will actually be able to play in the super bowl on sunday. not even dwight freeney himself. let me take you back down to miami where they actually had to move media day inside because of the weather. but everybody wants to know if this guy, dwight freeney, is going to be able to play. that's t ankle that's injured. freeney suffered that injury on a play in the afc championship game. look at what he does here. he's going to make some difference but then look at this. he gets injured in the process. he knows that he might have to sit out the most important game yet. >> there's no ligament. it's a torn ligament. so, you know, it's going to be -- definitely painful. i'm just kind of dealing with it, trying to get the swelling down. just trying to get back to what

years ago, by the way. wizards' guard javaris crittenton will not appeal his suspension. the wizards are pushing forward amid trade rumors. they last, they tried to make it three in a rourke but thw but t apart in the fourth quarter. first quarter, the wizards were down eight. mike miller with the ball, hit the cuten brendan haywood. haywood throws it down. he had 12 points on the night. later in the third, the wizards were up by six. time winding down. buer trying to dribble it around, loses his control but then gets it back. he nails the shot. impressive. caron had 20 points. the fourth quarter, that heartburn finally sets in. caron butler kicks it out to earl boykins.

sudden infant death syndrome is the leading cause of death for babies under a year old. most sids deaths happen between the ages of two and four months. those deaths occur without any warning. new research is helping them figure out why some babies succumb to sids. >> reporter: parents are told to put their newborn babies to sleep on their backs to reduce the risk for sudden infant death syndrome or sids. the back-to-sleep campaign has been successful, reducing the number of crib deaths by about half since it began in the '90s. still thousands of seemingly healthy babies die in their

sleep each year. >> you cannot tell if a baby is going to die of sids that night. there's no markers. >> reporter: doctors at childrens hospital boston have uncovered a big clue leading them to a likely cause for sids. >> we've come to focus on serotonin. >> reporter: dr. hanna kinney has found that sids babies have low levels of serotonin in their brain stems. serotonin helps regulate breathing, heart rate and blood pressure. >> something about sleep, when the baby is stressed. >> reporter: stressed like rebreathing carbon dioxide makes affected babies vulnerable. infants with normal serotonin levels would wake up long enough to turn their heads and breathe fresh air. the long-term goal is to develop a test to develop which babies have the defect and then try to
