this noon, another security breach at the white house, a person jumps the fence. and but we begin with a soggy start to our thursday and when the rain finally moves out we have cooler temperatures and wind to deal with. the umbrellas were out and the hoods were up in winfield. the rain put a damper on everyone's morning but the good news is it's on its way out. looking live at philadelphia international airport, no words of flight delays coming or going, things are smooth sailing for the most part. but the weather is another story. lets go to david murphy and get the first look at the accuweather forecast. >> the forecast today is working out pretty much like we thought it would. gray and windy and damp, and as you check out stormtracker 6 live double scan a couple of spots are still looking at

showers, they continue to dig down from new york state, it's a dry slot and are you getting wet there again in trenton as well. some of that precipitation is pushing down into buck county and into montgomery county seeing a little bit of it. it's moving south with a glide over toward media, and cherry hill is in line for that. and a break away precipitation that is still popping its way through pops of south jersey, salem county and southern newcastle. and places like allentown and reading, other than some drizzle are probably done with the showers for the day. but as we go out wider, there is another area of low pressure that seems to be wrapping to the east, it's the stuff by albany, i don't think it will be as intense as it rides south, but we may get it this afternoon.

collection of weather related images. now to a developing story here, philadelphia traffic court judge, tom tynes, he was convicted in a ticket fixing trial and said district attorney seth williams has indicted her on bribery and fraud charges, among other things a tiffany bracelet from a business plan in exchange for special consideration. tynes surrendered to authorities today and david henry will have a live report in our next half hour. a man from norristown died after a crash on the pennsylvania turnpike. michael graham was the passenger in a car that collided with a tractor trailer. a 25-year-old woman was behind the wheel when she lost control and her vehicle hit a guardrail

and went into the path of a tractor trailer. graham was taken to the hospital where he died. the four other people are hospitalized. emotions ran high in canada's house of commons this morning following yesterday edwards shooting sergeant at arms kevin vickers got a standing ovation for stopping the shooter. >> reporter: good afternoon, canada's capital city is getting back to normal. some roads are closed but people, including lawmakers are getting back to work and the lockdown is lifted. prime minister, harper says canadians will be vigilant but not scared. >> an incredibly moving scene this morning, sergeant at arms kevin vickers was greeted with a standing ovation, parliament and

officials showing their grat stud tude. he stopped the gunman inside of the building. >> flowers and reeds were placed at the war memorial to honor corporal cirillo, the soldier gunned down there yesterday. >> one individual was responsible for the shooting yesterday on the hill. so many questions remain about the shooter. he was 32 years old and born in canada, he had minor convictions for drugs and robbery, recently authorities seized his passport for traveling aboard. because there are concerns here like in the u.s. for home grown terrorists. and the other day a man that had ties to isis, had his passport revoked and he ran down law

enforcement, and killed one. now they are making their own recruiting videos. >> before islam, i was like any other canadian. i watched hockey. >> the mother of the shooter gave an emotional interview, she is crying for the victims of yesterday's shooting, not her son. in washington it has happened again, another person made it over the white house fence and charges are pending against the 23-year-old man from maryland, he barely played it over the fence before being taken down by k-9, and secret service agents. he kicked the dog and last month a man jumped the fence and walked into an unlocked door. now, to the latest on the concerns over ebola, new jersey and pennsylvania are among six states that will begin monitoring the health of

travellers coming from areas of west africa, in the meantime, at the hospital where a man with ebola died and two nurses were infected. say their numbers and revenue decline, it declined 20% in the first 20 days of october and emergency room visits are down 50%. cooper university is spearheading an ebola event. they met at camden county college to get hands on training in the event they have to care for a patient in our region. our ali gorman took part in the session today and we'll have more coming up later on "action news" at 5:00. three philadelphia police officers were hurt overnight in an incident with a man in center city. officials were called to the 7-eleven store at 1:00 a.m. because of a belligerent man

trying to get into a woman's car. it took three officers to bring him down, the officers injured were all minor. and philadelphia police are looking for a man that stole a car at gun point, they caught him on camera at a shell gas station on bradenton street, he went up to the car be asked the man for a ride and he agreed and then the suspect pulled out a gun and the driver got out of the car and he took off with the toyota corolla. an 8-year-old girl is recovering this noon after suffering burns from a small cooking fire in delaware, the girl was cooking in building b on the 2400 block of heritage court and a grease fire erupts and the building's fire alarms when off. the girl had to be rescued. her mother was not in the apartment when firefighters arrived on the scene.

testify but offer the testimony of the general counsel instd. a hearing on the indefinate suspense is expected to happen next month. a new test is being done to keep football players safer. virginia tech university is trying out a variety of helmets to see if they could take a hit. they tested four, the sg helmets are lighter but the shell contained kevlar, and it flexes, turns out these new designs are all safer than the old ones. we want parents to learn that getting out of the old helmets and into the new helmets will reduce your risk. >> virginia tech hopes that high schools will keep tabs on their research and allow their players to only wear the safest helmet. an suv damaged a business in virginia, you can see the damage at adams automotive after the

suv slammed into. she got out to get gas and the 2-year-old somehow got out of their car seat and put the car in neutral. it went in reverse and hit an embankment and rolled into the shop. >> the mom was frantic and scooped her little daughter out of the car and everybody was fine. >> police say it was fortunate nobody was hurt. you can see in this video a car passes just seconds before the suv rolled across the road.

meteorologist, david murphy, is here and we mentioned that the rain is moving out but slowly but surely. >> it's still cold and gray, well chilly and gray. stormtracker 6 live double scan we see a little bit of rain out there yet. there continues to flow down from the north and if i go ahead and take a closer view, one area being affected by this is from trenton and parts of southern buck county back up towards

sayerville. you can detect in the movement of this, it's not just pushing to the south and east but also starting to curl a little bit back to the east. that means the rain is kind of moving like this, that is good for you in the western suburbs and doylestown and landsdale, that rain is having a hard time holding together and i hope that the rest of the afternoon any rain we get will be to the east and we'll spare the areas to the west. here is the wide view, in allentown, montco or chester, are you probably done at this point. as we look outside we have cloudy skies and we saw that on the action cam and a lots of changing leaves and they are starting to fall. this is a pretty picture, i have to call the guy to clean out my gutters. it's a sign of the times. we are cool, winds outs of the

northwest at 20 miles per hour. are you looking at blustery conditions with sustained winds over 20 miles per hour. the rains are an issue everywhere, a 20 miles per hour winds, not as bad in trenton and wildwood and the winds are wrapping from the northwest around the area of low pressure. future tracker isn't selling a lot of rain for the rest of the afternoon, the best chance of things poking through is over to the east, i'll point out however off to the north there is a batch of precipitation trying to come in through binghamton, north -- new york, i hope it evaporates before it gets here. in allentown today, cloudy and windy and a few showers are

capital. and they lay flowers in ottawa where a soldier died in yesterday's rampage. and now the details, the wet, cloudy weather is hanging around all the morning long. >> meteorologist, david murphy, is at the big board with the latest from accuweather. slowly but surely. >> in the last 10 minutes or so we saw improvement on radar, there was pronounced precipitation east of wilmington and in and around philadelphia, but it's falling apart. you might see drizzle here where you don't see a lot of green but the last prong of precipitation we see diving down from new york right now is splitting the difference right along the border with trenton and towards the east and diving towards surf city, and areas to the coast and south jersey may pick up a little bit of that. the wide view shows you the pinwheeling motion of low pressure moving to the

north-northea north-northeast. i am keeping an eye on precipitation here in northern york, there is a chance that it makes a dive down towards philadelphia over the next couple of hours but at the same time it will lose its support and will probably fall apart. so basically the rain you have got out there right now is possibly the last big piece and then a chance of a sprinkle coming through. i'm planning on taking a walk this afternoon and i'll be okay. 55 in pottstown and 51 in saint davids, if you are going out do bundle up, a sweatshirt and jacket too, we have temperatures in the low 50s going to the upper 50s today, it's also windy and cool and feeling damp. for the afternoon commute it looks like we are in the upper 50s. the high today is 59 and gradually sinking down to 57 by 7:00 and a couple of sprinkles

former judge surrendered to face corruption charges, david henry was there to hear the announcement from the district attorney. >> reporter: good afternoon, she is the former judge of philadelphia traffic courts and she is now in jail. thomasina tynes turned herself in to face conspiracy and bribery charges all for a $2,000 tiffany charm bracelet. >> this is tangible evidence of the quid pro quo. >> judge tynes is accused of accepting it's bracelet from an informant for a businessman. the case against tynes and four state representatives was initiated by the state's attorney general office but when current a.g., kathleen kane came into office she dropped the case

and said it appeared to be racially motivated and now the current d.a. works for seth williams. and he revived the case and was indicted by a grand jury, they say that they have convincing audio and video evidence. >> at their first private meeting it's businessman said we are not going to the park, we are trying to go to the bank, it's judge responded, dealing with the greens. >> four state representatives were targeted in the initial investigation and they are still targets and there may be more. >> this is not dead on arrival and definitely not over and most certainly moving ahead with a full head of steam. >> sources say this is a very far reaching investigation and there will be more indictments to come. judge tyin tynes will be freed n

bail and is waiting for her sentence on perjury charges in a corruption trial in philadelphia traffic court. david henry, channel 6 "action news." >> david thank you. a teenager is killed in a crash overnight on the pennsylvania turnpike, a car spun out of control and hit a guardrail in the westbound lanes in white marsh, montgomery county, the car spun back into the path of a tractor trailer, 18-year-oldplyingal graham, a passenger in the car died and three other passengers and the driver were take and to the hospital. a man that jumped the fence and got on to the white house lawn is now facing charges this noon. the secret service sent dogs after him, but this guy did not get far. we are live in washington with more on the intruder and the scuffle with the k-9s. >> reporter: good afternoon rick, this wasn't the first

instant incident of the year and not the second but the seventh fence jumper of the year. >> a man jumps the fence and you can see in this fox news video that almost immediately a dog attacks. >> within two seconds there was five or six officers surrounding him with flashlights. >> an unarmed maryland man fought back, kicking the dog, within moments another dog dove in along with secret service agents. >> where he landed the officer swarmed on him. >> it was only 34 days ago that another man, omar gonzales jumped the fence and managed to owes cape five layers of security.

canada's parliament returned to business today but it was not business as usual. just one day after the attack in ottawa that left one soldier and the suspected gunman dead. that standing ovation for sergeant at arms, kevin vickers lasted more than two minutes as lawmakers returned to session. he is credited with stopping the gunman that killed a soldier and stormed the parliament building. prime minister steven harper opened the session with a call to remain on alirt. >> we'll be vigilant and not run scares but will be prudent but not panicked. as for the business of government, here we are in our seats in the heart of our democracy. memorial to leave flowers in honor of corporal cirillo who was gunned down in the attack. the global effort to stop the ebola in west africa continues. 61 cubans have arrived and will work in an american build treatment senner liberia. he wants to work with the u.s. on the outbreak. in switzerland marine meantime, an experimental vaccine has arrived. doctors left fearing they would get infected and patients stayed away because they lost confidence they could be cured. and now these are photos of collin lambert from tuesday when he got stuck in a crane machine in tennessee. lambert's grandmother said she looked down to check a text

and we some breaking news in woodbury, new jersey, chopper 6 hd is over the scene of what was an apartment building here. fire trucks are still on the scene. this is 239 avenue in woodbury, there were reports of a blaze in

pretty close to that just about everywhere else across the region, 20 in wilmington and a little less down by the shore and you can trade out the numbers over the next several hours, you can be down in the teens at 25 miles per hour with the wind. future tracker 6 picking up the precipitation i am showing you on satellite and radar up in new york, it looks like it will charge down with another wave of rain but it may lose its support and the rain will get dragged to the east. there is a good chance that the rest of the afternoon is dry except for a spotty, brief shower or sprinkle but later on tonight we may see clearing and stars start to come out again. high temperatures from north to south, 56 is your high in allentown and a shot at a temperature of 60 in wilmington and close to that in philadelphia and down the shore mid to upper 50s, showers are
