shirleen, the nation has been on edge waiting for this decision but it came down to a grand jury, 12 jurors. nine white, three black. they had five different possible charge toes consider including murder. they had been investigating this for three months they met in 25 different sessions and heard from more than 60 witnesses. the grand jury is separate fact from fiction and tonight, we know that they did not see enough evidence to indict officer darren wilson. here is more from the st. louis d.a. robert mcdull a. >> they determined that in probable cause exists to file any charge against officer wilson, and returned a no true bill on each of the five indictments. physical evidence has not changed because the public pressure or personal agenda. physical evidence does not look away as events unfold. nor does it blackout or add to memory, physical evidence remains constant, and as such is a solid foundation upon which the cases are built.

>> reporter: d.a.'s play is that these jurors used the evidence to come to their conclusion. we are getting a statement tonight from the brown family. it reads in part we are pro foundly disappointed that the killer of our child will not face consequence of his actions. we will respectfully ask that you please keep your protests peaceful, and answering violence with violence is not the a appropriate reaction in this case. they also said that they would be pushing to urge more department to use body cameras. how did we get here. it unfolded on august 9th, michael brown, the 18 year-old and his friend were walking down street heading back to his home from a convenient store. brown, and officer darren wilson were involved in a scuffle, and followed by gunshots. brown, he died there at the scene. his body remained in the street for four hours, in the summer heat. neighbors later lashed out at authorities, saying that his body was mistreated. the days that followed is where we saw more protest. there was a vigil the very

next day. brown's death after this happening, and during those protests we saw property being damaged, car windows being smashed, even some looting happening at the time. the in the first of several nights of violence looters are seen taking off with food and toilet paper. some protesters stood on up to of police cars and contacted the officer. we are taking a look back in ferguson a and is what happening in missouri. we have been hearing all day from state leaders and city leaders and also those in the county there saying that they were preparing for the worst, and additional 1,000 police officers are on the ground tonight, even the fbi has sent in 100 of its agents, we also know that the state's community and leaders have offered guidance and prayers and that churches are actually being turned into safe havens tonight in light of what might happen. as you take a look, we cannot really make out exactly what is happening in every portion of the video but there is a lot of activity, dozens of

people in the street as we see, the the city and state has said their goal, it is to prevent violence. they did call in the national guard, to help them provide security especially what they called critical locations the fire stations and also the police stations, so they say they have promised, to protect the rights for protesters to be on the streets but only done peacefully. they say that is a message that they intend to keep. more in reference to darren wilson, during this time, we have not even him nor have we heard from him. the 28 year-old, st. louis resident, six year veteran of the department. has managed to stay out of sight and in hiding all of this time. while off the radar we do know that he got married late last month. a marriage license was filed in st. louis county, his new wife, a fellow ferguson police officer and while in hiding, he has been on paid leave, brian and shirleen, he is one of only 53 officers in this small town that has, of course, become the topic of a

managing peaceful protest that is may occur. understand our police officers put their lives on the line every single day. they have a tough job to do to maintain public safety and hold those accountable those who break the law. as they do their jobs in the coming days, they need to work with the community, not against the community to distinguish the handful of people who may use the grand jury's decision as an excuse for violence, distinguish them from the vast majority who just want their voices heard around legitimate issues in terms of how communities and law enforcement interact. finally, we need to recognize the situation in ferguson speaks to broader challenges that we still face as a nation. the fact is in too many parts of this country a deep

distrust exists between law enforcement and communities of color. some of this is as a result of the legacy of racial discrimination in this country and this is tragic because nobody needs good policing more than poor communities with higher crime rates. the good news is that we know there are things we can do to help. and i have instruct attorney generaller hold tore work with cities across the country to help build better relations between communities and law enforcement. that means working with law enforcement officials to make sure their ranks are representative of the communities they serve. we know that makes a difference. it means working the training officials so that law enforcement conduct is it self in a way that is fair to everybody. it means enlisting the community actively on what should be everybody's goal and that is to prevent crime.

there are good people on all sides of this debate as well as in both republican and democratic parties that are interested not only in lifting up best practices because we know that there are communities who have been able to deal with this in an effective way but also, we're interested in working with this administration and local and state officials, to start tackling much needed criminal justice reform. so those should be the lessons we draw from this tragic event. we need to recognize this is not just a issue for ferguson this is an issue for america. we have made enormous progress in race relations, over the course of the past several deck kids. i have witnessed that in my own life and to deny that

progress i think is to deny america's capacity for change. but what is also true is that there are still problems and communities of color aren't just making these problems up. separate ago this from this particular decision there are issues in which the law too often feels as if it is being applied in the discriminatory fashion. i don't think that is the normal. i don't think that is true for the majority of communities or the vast majority of law enforcement officials but you these are real issues and we have to lift them up and not deny them or try to tamp them down. what we need to does understand them and figure out how do we make more progress and that can be done. that won't be done by throwing bottles. that won't be done by smashing

car windows. that won't be done by using this as an excuse vandalized property and certainly won't be done by hurting anybody. to those in ferguson there are ways of channeling your concerns constructively and there are ways of channeling your concerns destructively. michael parents understand what it means to be constructive. vast majority of peaceful protesters they understand it as well. those of you who are watching tonight, understand that there is never an excuse for violence particularly when there are a lot of people and goodwill who are willing to work on these issues. there are those only interested in focusing on the violence and just want the problem to go away, need to

recognize that we do have work to do here and we shouldn't try to paper it over. whenever we do that, the anger may moment trily subside but overtime it builds up and america isn't everything that it could be and i'm confident that if we focus our attention on the problem and we look at what has happened in communities around the country effectively then we can make progress not just in ferguson but in other cities and communities around the country. okay. >> will you go to ferguson when things settle down there. >> lets take a look ande how things have going. eric holder has been there. we have had a team from the justice department there they have done very good work. vast majority of the community has been working are hard to

try to make sure that this becomes an opportunity for us to sees the moment and turn this into a positive sit ways but i think we have to make sure that we focus at least as much attention on all those positive activities taking place as we do on a handful of folks who end up using this as an excuse to misbehave or break the law or engage in vialens. it will be very important and i think media will have a responsibility as well to make sure that we focus on michael brown's parents and the clergy and the community leaders and civil rights leaders and activist and law enforcement officials who have been
