captioning funded by cbs this is the "cbs morning news" for thursday, november 14th, 2013. good morning. good to be with you. i'm anne-marie green. now, six days after a devastating typhoon hit the philippines, the situation for hundreds of thousands of victims remains desperate. they have nothing to eat and no place to stay. aid has been slow to arrive. this morning the united nations said it distributed rice and water to 49,000 victims in hard-hit tacloban. the death toll now stands at over 2,300. mass burials began today. the red cross estimates 22,000 are missing. the american aircraft carrier "george washington" arrived this morning, tripling the number of helicopters available for relief work. government officials estimate that it will take six weeks before power is restored to some areas. seth doane reports from tacloban. >> reporter: good morning.

yes, aid is starting to trickle in. you certainly see it piling up at the airports. we rode along with some of that relief aid on one of those giant c-130s as we came here to tacloban, but as you go around the city, it is hard to see. most of the people we've spoken we have said, what aid? we haven't seen it at all. it hasn't made it to our street. of course, that could change depending on what street you're walking on. it rung a little more true after i visited the government-run hospital in town which said it was also running low on food and didn't have enough to feed the patients. tacloban is still a tenuous place. you have armed guards on the streets. you still see body bags on the sides of the streets many days after this typhoon struck town. in fact, just next to us they removed some bodies from this hillside i'm just standing over a few minutes ago. so, improvements, yes. aid is coming in. we did see utility workers who

were starting to work on utility lines, but we asked them when power would be restored. they said, oh, we're not trying to restore power yet. we're just cleaning up this mess. seth doane, cbs news, tacloban, philippines. well, the number of people who signed up for the obama care act is way below the number set up by the administration. one-fifth what officials projected. and a vast majority of those signed up on state websites, not the troubled federal website. susan mcginnis is in washington. susan, good morning. >> good morning, anne-marie. there are also already some questions being raised about the math here because some folks chose plans on the federal website, put them in their shopping carts on the site, but did not necessarily pay, but they're being counted as enrolled. the president will likely address these numbers when he makes appearances today in ohio and pennsylvania.

and here today the white house will be trying to assure some skeptical democrats. white house officials head to capitol hill for a meeting with democrats about the rollout of the affordable health care act. it comes one day after the obama administration released the october enrollment figures. >> they are not meeting what they set as their self-imposed benchmark. >> nationwide 106,000 chose health care plans, about 20% of the government's goal. >> had we not had the disastrous rollout, i think we would be further ahead. >> only about a quarter of those enrolled in the plan were able to do so on healthcare.gov. the other 79,000 chose plans in one of 14 states or the district of columbia, which operates their own. president obama called the top democrat in congress to reassure him the website will be fixed by the end of the month. >> i was kind of surprised when he called me so late, but, yes, i feel very comfortable after having my conversation last night that it will be fixed.

>> republicans say they have the solution. >> well, i think you know what our view is. we think the thing ought to be repealed and replaced. >> the president ordered his team to fix the problem, and the white house said their solutions will be announced sooner rather than later. now, the white house will definitely be trying to take the temperature of democrats when white house officials meet with democrats today on capitol hill. they definitely want to take that temperature ahead of a vote coming up tomorrow on the "keep your health plan" act. that's a vote in the house on the republican bill. there are some signs, anne-marie, that there may be some divisions among the democrats. >> we'll see how it unfolds. susan mcginnis in washington. thank you, susan. well, cbs news has confirmed that a senior secret service supervisor of the president has been reassigned over allegations of inappropriate conduct. the agent caused a disruption at the hay-adams hotel. the agent allegedly went to a woman's room where he unloaded a

firearm, but he left a bullet behind and caused a ruckus when he tried to retrieve it. someone said he sent suggestive e-mails to a co-worker. four marines were killed at a training range. they were clearing a range of unexploded ordinates at camp pendleton yesterday. they were making range safe for exercises. there was no live firing at the time. mob boss whitey bulger is scheduled to be sentenced today. yesterday the victims' family members spoke out. they had harsh words for the fbi and the justice department, but they saved their strongest lainch for bulger. vinita nair reports. >> reporter: whitey bulger sat with his back to family members of the victims as they addressed him in court called him a rat, a punk, even satan. steve came to honor his sister debbie. he said he wanted to strangle bulger.

he challenged the months bob of the winter hill gang to turn around and look at him. >> he took off his glasses and was glance over and something told him not to. maybe it was best it didn't happen that way. >> i think he was scared. i think he was afraid to turn around and see that mass of people and all the families he affected. i think he was scared. i think he was scared to face up. >> reporter: in court david wheeler held up a photo of his father roger who was killed in a hit bulger ordered in 1981. he also criticized the fbi for, as he put it, protecting and supervising bulger before he went on the run for 16 years. bulger was finally captured in 2011 in santa monica. >> he kept his back turned to me just like the fbi and the justice department have turned their backs to me. >> reporter: the two-hour hearing ended when the judge asked bulger if he wanted to speak. he simply said no. even though bulger didn't look at or address the victims' families, his attorney said he was affected by their raw emotions. >> i sat right next to him. i saw how he reacted.

here's a look at today's forecast in some cities around the country. new york will be sunny, a high of 48. showers in miami. chicago will be sunny and windy, of course, dallas will be sunny, and nothing but sunshine in los angeles. time now for a check of the national forecast. it will be clear from the plains to the eastern seaboard today, and temperatures will begin to rebound. most of the midwest will be sunny and dry, but windy conditions are expected for the great lakes. the south will be mostly dry as well except miami, which could see some showers. scattered showers are forecast for washington and oregon, but california will be warm and sunny. in sports, houston texans' head coach gary kubiak is expected to be back on the sidelines with his team this sunday. kubiak collapsed half time at the texans game two sundays ago.

the coach suffered what's called a mini stroke on the sidelines and missed the team's next game. doctors have limited kubiak's work schedule. he says he does not remember collapsing. in college football, northern illinois trying to keep their bcf dreams alive. the 20th ranked huskies feeling the pressure from ball state. the game tied at 27-27 in the fourth quarter. jordan lynch throws a 36-yard touchdown pass to break the tie and he adds a 16-yard touchdown run to steal the win. northern illinois stays undefeated with a 48-27 victory. in the nba, the surprising sixers notched another victory. the sixers facing houston and a red-hot jeremy lin. lin hits a career-high 39 leading the sixers to a 123-117 overtime winn. the sixers are now 5-4. and major league baseball continues to hand out the hardware today when the most

valuable player awards are announced. on wednesday los angeles dodgers pitcher clayton kershaw was named the national league cy young award winner for the second time in three years. kershaw fell one vote short of being a unanimous selection. max scherzer took home the american league cy young award. scherzer was the only 20-game winner the major leagues. former wide receiver sam hurd has been sentenced to 15 years in prison for his role in large-scale drug operation. while hurd was a member of the chicago bears, he was arrested for trying to buy more than two pounds of cocaine. prosecutors said hurd was planning to distribute several pounds of cocaine and one point a week. he avoided a much stiffer sentence because much was an agreement to sell drugs rather than actual sales. and when we return, toronto's embattled mayor under fire. rob ford makes a new drug
