in pittsburgh. this is the scene just minutes ago. the shooting happened near bradshare high. police say the gunman came out of the woods and opened fire, wounding three students. the victims are expected to survive. the gunman has not been caught. we'll bring you more information as we get it on this breaking news in pittsburgh. fighting for survival, after the deadly super typhoon. the military is now trying to keep order as military crews try to speed up aid efforts. alphonso van marsh with the latest. >> reporter: more security forces are on the streets of tacloban, after people brock into a rice house. looters hauled away thousands of sacks of food, while hundreds of typhoon victims waited in line, hoping to get something to eat. disaster specialists are desperate to get supplies and medicine to victims. but authorities say it's a

cross.org. another day of unseasonably cold temperatures. let's take a live look outside. multiple layers of clothing are a good idea for these people in hampden. this won't keep a few skateboarders from doing a few tricks. and there is no immediate need for these plows and salt trucks. just the city showing that it's ready when winter does arrive. we like to know they're ready. plenty of salt in the dome. a live look outside now. feels as if we've skipped the rest of november, jumped right into december and january. meteorologist tim williams is live in the first warning weather center with updated temperatures. >> good afternoon, everyone. you know, temperatures really are on the cool side, as mary mentioned. and there's not much difference today than yesterday. but certainly with that breeze coming in from the northwest, makes it feel so much colder. 27 now in oakland. 41 in elkton. temperature at 41 degrees in central maryland is still, even

at that, about 5 degrees warmer this time today than yesterday. winds have been coming in from the northwest. and coming in up to about 10 miles an hour or so. with that, that 41 feels more like 37 degrees. it's feeling just a tad bit above freezing. 19 out in oakland. and even on the shore, it's 36 degrees. that's what it feels like on your skin. we have a warmup coming. it is going to be here this weekend. we'll talk about the timing coming up in your complete first warning forecast. convicted boston gangster whitey bulger hears from the family members of his victims. vinita nair reports from boston with the latest. >> reporter: whitey bulger sat with his back to family members of his victims, as they addressed him in court, calling him a rat, a punk, even satan. steve said he wanted to strangle bulger. he challenged would 84-year-old former leader of south boston's notorious winter hill gang, to turn around and look at him.

>> he took off his glasses and was going to glance over when something told him not to. maybe it was best it didn't happen that way. >> reporter: in court, david wheeler held up a photo of his father, roger, who was killed in a hit bulger ordered in 1981. he also criticized the fbi for as he put it, protecting and supervising bulger, before he went on the run for 16 years. bulger was finally captured in 2011 in santa monica. >> he kept his back turned to me, just like the fbi and justice department have turned their back to me. >> the two-hour hearing ended when the judge asked bulger if he wanted to speak. he simply said no. >> even if bulger didn't look at or address the victim's families, his attorney was affected by the raw emotion. >> i sat right next to him. saw how he responded. and i thought that was in response of the words! the daughter said three words

to bulger that he's not likely to hear thursday, that the judge could hand down two life sentences. she said "i forgive you." boston, wjz eyewitness news. >> whitey bulger will be sentenced at 10:00 a.m. tomorrow morning. a mixed verdict in the sex abuse trial in the former aide at the maryland school of the deaf. vic is live in the courtroom. >> 38-year-old clarence taylor is found guilty of sexually abusing two middle school students. taylor was accused of inappropriately touching the girls while he worked at the school for the deaf in columbia, between 2008 and 2011. taylor denies any abuse. he is set to be sentenced in late january. >> thank you. a retrial on the four counts of the jury deadlocked is set for the middle of may. police impersonator, busted by the real police in anne arundel county. police say this man, 31-year- old jonathan conner, used a car, equipped with emergency

lights to pull a driver over. that driver became suspicious because conner didn't have a uniform or a badge and took off calling police. conner was arrested and now faces several charges. maryland delegate and gubernatorial hopeful, heather mizeer selects her running mate. mizeer is a montgomery county democrat, running for her party's nomination, against lieutenant governor anthony brown and attorney general doug gansler. breaking news, regarding president obama's signature law, the affordable healthcare act, just a short time ago, the administration announced just over 100,000 people enrolled in o bama wear -- obama care in a month, well below the forecasted numbers. this follows another hearing in washington today. >> reporter: lawmakers are asking the government's chief technology officers who could have been done to prevent a

disastrous launch of healthcare.gov. >> we spent over a half billion taxpayer money. and no one who is responsible for the rollout is willing to say that we should have done things differently. >> reporter: republicans on the house oversight committee wanted to know why the launch date was not delayed and why a planned feature to allow consumers to browse plans anonymously, was disabled. the witnesses said the answers were related to policy. not technology. democrats called the questions politically motivated. >> reporter: but nobody in this room. nobody in this country. believes that republicans want to fix the website. >> reporter: the committee did learn, progress is being made on the website. the time to load a page has been reduced from eight seconds to less than one. >> reporter: the witnesses were also optimistic. the majority of the website's problems will be fixed by the end of the month. >> progress, still much, much work to do. a lot of work to do. >> reporter: the white house is also working on a way to help

nearly 5 million people who have learned they lost their current coverage. house republicans are set to vote on a bill at the end of the week that would let those consumers keep their plans. darniel -- danielle nottingham, wjz eyewitness news. >> only about 27,000 people were able to enroll on the federal healthcare website, healthcare.gov. the rush hour was a mess this morning. the question is, how are things shaping up this evening. let's check in with kristy breslin, live at wjz traffic control. any residual effects, kristy? >> well, kai. we've having major effects. two separate accidents. the first on the beltway, blocking three right-hand lanes. then another one. a vehicle fire that happened about 30 minutes ago. northbound 95, it was closed. it is now reopened. the vehicle fire has only two left lanes getting by. but as you can see, the delay is just solid, back to at least moravia road. as far as other accidents go, maryland avenue at 21st street.

water, and possibly life? >> reporter: this is the way nasa thinks mars used to look. >> reporter: 3.8 billion years ago, mars was wet and warm. it was raining and probably snowing in the higher elevations. >> reporter: in other words -- >> it was much more earth-like. but then it went from conducive life to the dry, bitter planet today. the question is, where did all of the air and water go. nasa will launch this spacecraft monday to try to combat that. it will be mars' thin, upper at his fear. actually, dipping down and tasting -- taking in chemicals from the upper atmosphere. and we're trying to see how much is lost to space over time. specifically by the sun. >> reporter: the sun is the lead suspect, blasting out highly-charged particles, called solar wind. strong magnetic field. something mars does not have. >> and over a billion years, we think the sun stripped away

30.43. high pressure in control now. the sun is now really in ghoarnlings glorious form now. a lot of sunshine out there. but the northwest winds have kept us in the cold zone. we'll start to see a shift. right now, 41 in elkton. 41 in ocean city. around the immediate metro area, we're seeing temperatures in the upper 30s to about the low 40s. and that shift is happening. northwest winds, around elkton. you're starting to see the west wind here now. eventually, we're going to start to see a southwest shift. that's going to tap into milder air. and all of our neighbors to the south and southwest are warmer than we are by at least 5 degrees or so. detroit, 38 in chicago. and coming from the west, caps canc city at 49 the memphis and atlanta at 49 and 50 respectively. that's going to take us into the weekend. as the high stays in control, we'll have a nice, carved cutout here of dry conditions. all the rain that came through here yesterday and snow that we really did not see.

♪ it is 4:30. sunny and 43 degrees in central maryland. hello. thanks for staying with eyewitness news. i'm denise koch. >> and i'm vic carter. >> with sports-related concussion, such a big concern, the nfl players association is announcing a big step to announce former football players. co-imhas details. >> reporter: charlie batch experienced concussions when he was a quarterback for the pittsburgh steelers. he's preparing for life after football and wants a long-term game plan for his health. >> concussions are always going to be a concern. and this is something you don't know how your body is going to react in the 15 years down the

road. >> reporter: batch is signing up for a new program called the trust. retired players for neurological evaluation. >> there -- there are studies that these may be at greater risk for alzheimer's and parkinson's disease. with that certainly comes cognitive declines and motor decline. >> reporter: doctors at the cleveland clinic and two other sites hope to identify potential brain and health problems, so former players can receive treatment earlier. >> if we can help identify what some of those problems may be early on. >> reporter: the program is freed. anyone who has played at least two seasons can join the roster. >> now, the player's union received $22 million from the league to set up the trust.

the program will also provide financial and career advice. the mayor of torontoa grilled by fellow lawmakers after he admits smoking crack. kai has the latest on the scandal. >> it is. they made another disturbing admission. >> mr. mayor, have you purchased illegal drugs in the last two years? >> yes, i have. >> ford publicly admitted last week that he smoked crack coke in a drunken stupor. but this is the first time he's admitted to buying illegal drugs. he says he is not an addict. in fact, he says he is a positive role model for kids.

all but two voted to accept an open letter, asking for ford to step aside. >> the vote was symbolic because the city council does not have the authority to force the mayor from office, unless he's convicted of a crime. a bizarre case, involving sex jul -- sexual assault and beer pong. >> reporter: montgomery county police say they arrested a man they say had too much to drink. >> reporter: police say joey poindexter prowled bars and sports events, looking for intoxicated young men to attack. they say he frequently went to beer pong events in d.c. and maryland. police say poindexter also traveled to the national beer pong tournament in las vegas. in search of young men who were so drunk, they were unable to defend themselves. >> the victims all stated they are heterosexual and never had a sexual encounter with another

man. >> reporter: the alleged attack that caught him started last month at loony's pub and ended at poin poindexter's home. the victim said he drank liquor and beer with poin poindexter and then everything is a fog. but he knows he was a victim. >> we are investigating that. then he takes advantage of them. >> reporter: police say they found photos of up to 10 other victims, all unconscious, on the suspect's phone. >> it's a horrific case. the fact that it's a male doesn't make it any less horrific. >> they are asking other victims to come forward. >> we're here to help you. trust in us, please. >> reporter: several men did come forward. but police fear there could be dozens of other victims across the country from the past 10 years. >> if you have information on this case, you are asked to call the montgomery county police major crimes decision.
