hardest by the filipino typhoon. >> as many survivors struggle without food, shelter and water. >> i'm don scott. >> i'm jessica kartalija. >> emergency relief crews are trying to speed up efforts in the philippines but now violence in the streets is not helping. here's alfonzo van marsh with the latest for wjz. >> reporter: more security forces on the streets of tacloban after mobs broke into a rice storage house. a wall collapsed killing eight people. looters hauled away thousands of sacks of food while hundreds of typhoon victims waited in line hoping to get something to eat. disaster specialists are desperate to get supplies and medicine to victims. authorities say it's a logistical nightmare, 90% of the port city in ruins, the airport is destroyed. with hundreds of bodies on the streets there is fear disease will spread. this woman says the smell is overpowering. there are so many dead bodies

that haven't been picked up. forensic teams are working quickly to identify the dead and prepare for mass burials but there are tales of survival. ahead of the -- the head of the orphanage says the kids survived 20-foot waves that almost swept them out to sea. >> they showed the true filipino spirit. they refused to give up. >> reporter: the u.s. is among dozens of countries sending aid to the philippines. the united nations says the storm left more than 600,000 people homeless. wjz eyewitness news. >> if you would like to help the red cross is one of the agencies taking donations. call 1-800-red-cross or redcross.org. breaking news from howard county where minutes ago a jury returned the verdict in the sex abuse trial of a former aide at the maryland school for the deaf. of the seven charges that clarence taylor was facing the jury returned two guilty verdicts, one not guilty verdict. not able to reach consensus in

the remaining four cases. prosecutors say they will not retry the cases. the jury thribd for two and-a-half days and at one point indicated they may be deadlocked on all charges. more on this at 4:00, 5:00 and 6:00. switching gears -- another cold november day. though we're thankful the winds have died down a little. outside now sunny and very chilly out there. wjz live with first warning weather coverage. marty braving the outback. chelsea ingram is in the first warning weather center. >> hello. winds haven't died down too much. currently we're at 40 degrees now at the airport all the way to 25 in oakland. we bottomed out in the mid-20s at the airport last night. 26 degrees was our low, all the way down to 18 degrees in oakland. with winds ranging anywhere from 10 miles per hour in oakland to 20 miles per hour in elkton and pax river, we are

not getting too much of a reprieve as far as the real feel temperatures. it feels like 34 at the airport all the way down to 13 degrees in oakland but we do have a little relief on the way. let's go to marty for details. >> thank you. let's look in our national temperature map. look just downstream to the south and west. it's not necessarily really warmer but it's certainly slightly milder. we're going to tap into that air here before not long. as a matter of fact, tomorrow we'll actually move out of the 40s and we'll get ourselves in the low 50s. then it does come to a nice push of temperatures at or above normal as we move into the week's end and weekend. more coming up shortly. chelsea ingram will be joining us. back to you. plans being unveiled today

for the next generation inner harbor. ron matz in the newsroom with more. >> reporter: good afternoon. plans include making rash field into a park and putting up a pedestrian bridge to connect federal hill and harbor east. it's to upgrade the downtown attraction. the park will have a kayak launch, performance stage, outdoor dining, a sculpture garden and playground. the plan is based on a study that found the harbor attracted 14 million visitors last year. >> thank you very much. there are no cost estimates tacked about now but state funds are already being requested. prince george's county police are searching for an arsonist. 11 vehicles were found burning in the parking lot of a watkins regional park in upper marlboro, nine completely burned out. police say someone parked a stolen car in the lot and set it on fire. yesterday's high winds helped the fire to spread to other vehicles owned by the maryland

national capital park and planning commission. southbound i-95 is open now after being shut down for hours because of a fatal accident. just before 6:00 this morning two tractor-trailers, a pickup and car collided on 95 near route 22 in aberdeen. one person was killed, state police say several people were very seriously injured. one person was flown to shock trauma. the cause of the crash still under investigation. right now on capitol hill the house oversight committee is holding another hearing on health care.gov and danielle nottingham reports for wjz the white house should soon release the long awaited official enrollment figures. >> reporter: house lawmakers are probing technical issues that led to the disastrous rollout of the healthcare.gov. >> this was a monumental mistake to go live and effectively explode on the launch pad. >> reporter: government information officers who know the most about the site's operation talked about the

statement calling him satan and domestic terrorist. prosecutors are seeking two consecutive live sentences for the 84-year-old, convicted in august in a broad indictment that includes racketeering and several murders. the justice department now ok'd two big air carriers to become the world's biggest airline. as part of the deal american and u.s. airways will have to scale back on the number of terminal slots they now have at reagan national and other airports. the government wanted to block the merger in august saying it would reduce competition and drive prices up for passengers. the new deal must still be approved by a federal judge. the canadian woman accused of stalking actor alec baldwin is being held in contempt of court. genevieve sabouring is charged with stalking baldwin and sending him tons of e-mails. she was to testify in her own defense today but constantly interrupted other testimony even after her attorney told her to quiet down. the judge stopped the trial and had her arrested. baldwin is denying her claims

it's not helping to warm us up if any today. currently now, 40 degrees at the airport. of course much cooler as usual in western maryland, 25 degrees in oakland. 37 up in cumberland and dew point around 14 degrees so this is very dry air mass over us now. locally we're seeing temperatures anywhere from 37 westminster to the typical warm spot, 42 degrees in dc. winds from the northwest so they are bringing in the blustery chilly conditions making things feel like they are in the 20s to around freezing in a lot of spots. winds are going to be -- not going to be dying down until we head into the overnight tonight. that is actually going to help us to get even colder. as we move into the overnight. currently across the northeast, you can see that cold core of air over us now but as i zoom out we have somewhat -- i want to say milder temperatures but still on the cold side, 48 new orleans. 43 dallas. this air is going to be headed our way and it's because of high pressure that is going to be sinking towards the south. right now the center of high

wjz health watch -- new guidelines urging wider use of cholesterol-lowering drugs to reduce the risk of heart attack and stroke. the floins call for twice as -- the guidelines call for twice as many adults to continue to take statins. there are factors such as age, gender race and whether or not they smoke. a new study shows only 52% of paramedics and first responders wear latex gloves in contact with patients. it finds only 15% of medical providers wash their hands. the cdc says gloves is not enough to spreading germs and it's vital to practice hand hygiene as well. in the united states one in every five patients gets a health associated illness each
