now a naval academy graduate isg ing with congress to change the way the cases are handled. mike schuh is live with more on this. good morning, mike. >> reporter: good morning, don. good morning, everyone. the problem according to critic social security self-interest that military commanders are reluctant to bring prosecution charges against someone accused of sexual assault because it makes their command look bad. that's why they say that military prosecutors should be making the call. >> she's a naval academy grad, an iraq war vet. ariana clay left the marines after she was gang raped fellow officers. >> when i reported it my command responded with retaliation. >> it happened in 2009 in washington dc where clay said the commander fostered a hostile environment. >> he decided in writing that calling officers sluts and whores was not harassment and any harassment was deserved because of who i wore or complained about it. >> she should have never had to learn lesson she did.

>> they are pushing an amendment that would take the decision of prosecuting sexual assault cases out of the military chain of command. >> sexual assault in the military is not new. it has been allowed to fester in the shadows for far too long. >> department of defense officials say they have zero tolerance for sexual assault and at the naval academy in annapolis officials say that they've revamped sexual assault prevention and response programs. >> it's impossible to expect justice in the legal system run by commanders with no legal training. >> until that changes she said victims will fear coming forward. >> now the center is looking to build support for that bill. i'm mike schuh reporting live. baa back to you. >> thank you. military leaders said removing m their hands would undercut their ability to maintain good order and discipline. we're learning more about the double murder in upper fells

point. two brothers, carl and curt borain were shot and killed in the 200 block of south wolf street. no arrests have been made. the second phase of the malpractice case against dr. midei has ended in a mistrial. here is kai jackson with the story. >> after four days of deliberations at the circuit court in baltimore county the jury in the civil trial involving dr. mark midei hit the roadblock. they couldn't reach a verdict on the damages and the judge declared a mistrial. there was tension in the jury room. >> the fore lady, the name calling, it wasn't good. >> in the first phase of the civil trial a jury found dr. mark midei, formally a cardiologist with st. joseph

beltway. that's a look at that 795 delay. you can see the accident at the bottom left of your screen. it's an accident at 795 southbound at franklin boulevard. it's blocking all lanes. there's a look at that accident on 295 northbound approaching the beltway. that one fortunately does not seem to be causing any delays. there's a neighborhood on edge in baltimore county. this comes after thieves target two college students in two separate incidents just hours and blocks apart really. as mike hellgren explains, the culprits are armed and at large. >> the victims were simply walking on well traveled burke avenue. sky eye chopper 13 gives you a bird's eye view of the area. it's just off york road. the first attack on sunday was a block from the second attack on monday and close to both towson university and goucher college. >> now that it's getting darker earlier it's scary walking home from classes.

>> police say these men are so dangerous right now they're worried about retaliation. >> they tell wjz the name of the hospital and the identities of both victims are being with held for safety reasons. >> burke avenue is not some back road. >> for the first time towson university is speaking about the violence that left one of their own with stab wounds. >> we feel it's our responsibility to let them know when and where things are happening >> that includes partnering with police to increase patrols and warning students. >> it's apple picking, picking cell phones out of people's hands. >> the suspects described as three young men and the method, using a knife. >> never this late. that's what is scary. it's timr time now. they say that the police patrol is out but where, i'm not sure.
