it is 6 o'clock and there must be a bit of a breeze out there, which you will notice is it's another mild morning. you're going to see that there's rain on the way. sharon is watching the commute and marty is over at first warning weather. let's take a look at first warning doppler weather radar. note now shower activity has crept up from the south and moving through the delmarva. we're bookended with rain along the 95 corridor.

now a naval academy graduate isg ing with congress to change the way the cases are handled. mike schuh is live with more on this. good morning, mike. >> reporter: good morning, don. good morning, everyone. the problem according to critic social security self-interest that military commanders are reluctant to bring prosecution charges against someone accused of sexual assault because it makes their command look bad. that's why they say that military prosecutors should be making the call. >> she's a naval academy grad, an iraq war vet. ariana clay left the marines after she was gang raped fellow officers. >> when i reported it my command responded with retaliation. >> it happened in 2009 in washington dc where clay said the commander fostered a hostile environment. >> he decided in writing that calling officers sluts and whores was not harassment and any harassment was deserved because of who i wore or complained about it. >> she should have never had to learn lesson she did.

>> they are pushing an amendment that would take the decision of prosecuting sexual assault cases out of the military chain of command. >> sexual assault in the military is not new. it has been allowed to fester in the shadows for far too long. >> department of defense officials say they have zero tolerance for sexual assault and at the naval academy in annapolis officials say that they've revamped sexual assault prevention and response programs. >> it's impossible to expect justice in the legal system run by commanders with no legal training. >> until that changes she said victims will fear coming forward. >> now the center is looking to build support for that bill. i'm mike schuh reporting live. baa back to you. >> thank you. military leaders said removing m their hands would undercut their ability to maintain good order and discipline. we're learning more about the double murder in upper fells

point. two brothers, carl and curt borain were shot and killed in the 200 block of south wolf street. no arrests have been made. the second phase of the malpractice case against dr. midei has ended in a mistrial. here is kai jackson with the story. >> after four days of deliberations at the circuit court in baltimore county the jury in the civil trial involving dr. mark midei hit the roadblock. they couldn't reach a verdict on the damages and the judge declared a mistrial. there was tension in the jury room. >> the fore lady, the name calling, it wasn't good. >> in the first phase of the civil trial a jury found dr. mark midei, formally a cardiologist with st. joseph

medical center, put unnecessary stints into glen weinberg's heart. >> when charges surfaced they found out midei put stints into own people who didn't need them. weinberg sued midei and st. joseph for $150 million. >> there were people there who wanted to give us all of the damages. there were people there who wanted to give us less than all of the damages. they just couldn't agree. >> the jury said the amount of the lawsuit was not the problem. >> actually, no, it wasn't the amount. it was the way that the verdict sheet was written. >> glen weinberg's attorneys said he hasn't decided whether he plans to sue again. i'm kai jackson reporting. back to you. >> thank you. it was in 2011 the board of physicians revoked midei's medical license. anne arundel county police are releasing more information about the man behind bars accused of a major marijuana growing operation. officers this week arrested agustus

stone. he is the ex-husband of singer lil mo. police found 158 marijuana plants inside his home in pasadena. they believe he distributed marijuana out of this house for the past 2 to 3 months. today the local board of elections could determine the win over the annapolis mayor race. starting this morning 9:00 more than 300 absentee and provisional ballots will be counted. it's the last showing for blockbuster. they are closing their 300 remaining stores by next year. they enjoyed huge success in the 90s but struggle led with competition from netflix, red box and others. it was caught by the dish network after declaring bankruptcy in

2010. blockbuster's mail service will be discontinued as well but they're streaming service will still be available. turning to sports, the nfl orders a special counsel to investigation the possible bullying case on the miami dolphins. player accused of making threats speaks. here is mark viviano. >> the nfl wants to know what drove a young player to leave the team after he was harassed by a teammate and whether the dolphins coaching staff was aware of the problem. >> miami dolphins players say richie incognito and jonathan martin were like best friends and brothers. they played side by side on the offensive line. >> did you have any sense anything was wrong? >> no. if you asked jonathan martin a e who his best friend was he would have said richie. >> details have emerged of voice mails and text messages

dolphins said they will cooperan . a legend is waking up a big winner after country music's biggest night. >> and the cma award for entertainer of the year goes to george strait. >> it's the third time strait has been named entertainer of the year. it's been 23 years since he last won that honor. the 61-year-old beat out taylor swift, jason aldean and luke bryan to take home the trophy. he's on his last road tour. >> country music power couple blake shelton and miranda lambert had a big night. shelton won male vocalist of the year and lambert won female vocalist of the year. turning to baseball.

three orioles win silver slugger awards. chris davis won his first ever. he led the major leagues with 53 homeruns and 137 rbi's. davis is the first orioles first baseman to get it since rafael palmero. adam jones became the first oriole out fielder the take home the honor. he says with all the orioles great out fielders he's surprised he's the first to win one. j.j. hardy gets the silver slugger for shortstops for the first time. he had 25 homeruns, leading all other players at his position. hardy is the third orioles shortstop to win that award joining ripken and tejada. the three silver slugers are the most out of any team in the major leagues. congratulations all around. >> can i show you something really cool?

beltway. that's a look at that 795 delay. you can see the accident at the bottom left of your screen. it's an accident at 795 southbound at franklin boulevard. it's blocking all lanes. there's a look at that accident on 295 northbound approaching the beltway. that one fortunately does not seem to be causing any delays. there's a neighborhood on edge in baltimore county. this comes after thieves target two college students in two separate incidents just hours and blocks apart really. as mike hellgren explains, the culprits are armed and at large. >> the victims were simply walking on well traveled burke avenue. sky eye chopper 13 gives you a bird's eye view of the area. it's just off york road. the first attack on sunday was a block from the second attack on monday and close to both towson university and goucher college. >> now that it's getting darker earlier it's scary walking home from classes.

>> police say these men are so dangerous right now they're worried about retaliation. >> they tell wjz the name of the hospital and the identities of both victims are being with held for safety reasons. >> burke avenue is not some back road. >> for the first time towson university is speaking about the violence that left one of their own with stab wounds. >> we feel it's our responsibility to let them know when and where things are happening >> that includes partnering with police to increase patrols and warning students. >> it's apple picking, picking cell phones out of people's hands. >> the suspects described as three young men and the method, using a knife. >> never this late. that's what is scary. it's timr time now. they say that the police patrol is out but where, i'm not sure.

drag himself to safety. yesterday the killed tsa officer was remembered at a ceremony in the airport. paul ciancia remains hospitalized after being shot by airport police. in just a few hours twitter will start trading on the new york stock exchange. the social media company set the price of its initial public offering at $26 a share. that puts the value of twitter at more than $14 billion. twitter officially announced its ipo late yesterday via a tweet. a necktie may not seem like the most original holiday gift unless it's one designed by the patients at the johns hopkins children's center. here is kai jackson with more. >> 12-year-old lila's favorite season is winter. she designed the holly tie. >> it's a plant you see during winter so i choose to draw that. >> the miracle ties are all drawn by the young patients at

>> you know, it was not part of my life growing up. it was in my dreams definitely. i used to dream of getting my hair done and my make up done and trying on pretty dresses. in that sense, it still feels like i'm living any childhood dream. it was my dream to also be an actress. if i told 4-year-old allison this is what my day is like she would be very impressed. that's kind of who i aim to please. it is not the craziest adjustment. it's happened slowly over time. my parents made a rule that i couldn't start acting until i graduated from college. so it was kind of offset by that. i don't know. it's just really exciting. it's a sign of something good. it's a show i'm proud of. any attention that comes to all of us associated with the show i'm very proud of. >> cool. all right. let's talk about map to your left. there's a reason i'm going theri didn't know we had
