>> this is exactly what we thought would happen. >> reporter: republican congressman andy harris isn't surprised by the problem in the healthcare act. he finds faults with this. and insurance companies are dropping more than 2 million people because their policies don't meet the minimum standards for the law. >> first, complain that the president said if you like your healthy care, you can keep it. the healthcare.gov website is up and running. i mean really up and running, so you can be able to go in from beginning to end. that's when they should delay it. >> this whole delay is let's delay it long enough so we can kill it. >> reporter: elijudge cummings believes problems with the website need to be fixed. but he rules that the affordable care act is saving lives and saving people money. >> be patient. there are a lot of people

ghouls take over neighborhood streets tonight, police in anne arundel county are boosting patrols, keeping an eye on something much more dangerous. wjz is live. gigi barnett is watching. >> police officers in anne arundel county are teaming up with parole officers, going door to door. to make sure that children don't come into contact with what some parents may call their worst nightmare. >> reporter: before the trick or treaters hit the cul-de- sacs, anne arundel county police issued a list of dos and don'ts to convicted sex offenders. a strict, 6:00 to 10:00 p.m. curfew is in place. porch lots must be off. and a no candy sign must be in plain view. police are also keeping their eye on certain types of sex offenders. >> there are certain types who are prohibited from having contact with children on halloween night. and that's because their crime victims were children.

>> reporter: chief kevin davis says officers have a list of about 70 homes they'll visit just to make sure. it's called operation lights out. >> my hope for them is that they are all in compliance. we certainly aren't doing this to embarrass anybody or to out anybody. but public safety trumps anything else on a night like this. >> they know not to talk to strangers. and if the house looks like it's not giving out candy, don't go to it. >> reporter: but on a night like tonight, parents like karen cody are concerned. >> that's scary. i don't know of any in my neighborhood. but yeah, we worry about stuff like that. jazz and chief davis says he, too, will be out with his officers on foot patrol, going door to door. and just to mention again, that for convicted sex offenders, they are not to pass out candy or come in contact with anywhere children in any way, shape or form. >> reporter: police say sex offenders caught violating the

68 degrees and cloudy in central maryland right now. good evening. thanks for staying with wjz. the u.s. attorney's office announces, it is reviewing the circumstances, surrounding the death of a georgia teenager whose body was found inside a rolled up wrestling map inside his high school gym. vinita nair has the latest for wjz. new surveillance video shows kendrick johnson in his high school gym, just hours before his body was found there. u.s. attorney michael moore says his office is reviewing the facts surrounding the teenager's mysterious death. >> there are several wees that -- questions that must be answered or confirmed. first, what was the cause of mr. johnson's death? second, was mr. johnson's death the result of a crime? >> reporter: the body of a 17- year-old high school athlete was found last january in an upright wrestling matte in the -- matt in the dpim.

thethe medical examiner ruled that he was suffocated. but the body was exhumed and an autopsy showed it was a blow to the neck. >> reporter: on wednesday, the judge released hours of school video. his family hopes it will provide clues about his death. the u.s. attorney says if he indicates -- uncovers enough evidence, he will ask the fbi to conduct an investigation. >> reporter: vinita nair, wjz eyewitness news. >> federal prosecutors add, even if they determine johnson's death was a crime, they may not have jurisdiction to pursue the case. convicted sniper, lee boyd malvo is challenging his sentence to life without parole. >> reporter: they argue malvo's petition should be dismissed. he was convicted for his role in the 2002 sniper shootings

that killed 10 people and wounded three others. malvo, who was 17 at the time of the killings, argues his life without parole sentence should be dismissed because of a recent supreme court decision, outlawing mandatory life sentences, without parole for juveniles. the virginia attorney general's office, also support a similar challenge in that state. >> malvo's accomplice, john allen muhammad, was sentenced to death and executed in virginia in 2009. as the civil war rages on in syria, an international chemical weapons watch dog group says tacountry has destroyed the equipment used to make chemical weapons. the announcement for the organization for the prohibition of chemical weapons comes a day ahead of the deadlines. the u.s. blames the regime of barbar -- bashar alassar. president assad says the rebels who want him out are responsible for the mass

killings. a push to change the redskins name is growing as members of the oneida indian administration meet with the nfl. >> reporter: as the nfl season heats up. so does the push for the washington redskins to change their name. >> it's an insult. a slur. no matter how debe nine -- benign the present-day intent. >> reporter: members of the oneida indian nation want the team to -- >> change its mascot from a dictionary-defined, offensive racial term, and have a legacy of something that is more inclusive and representative of the ideals of this country. >> reporter: members of congress are listening and will take up a resolution, urging the redskins to change l name. >> this is, clearly, from where i'm sitting, a damaging process and it's something that needs to be stopped. and i hope that the washington organization and the nfl hear this and reconsider their decision and change the mascot.

powerful storms are drenching storms in central and south texas. the storm is causing flash flooding in austin. rescuers are using boats and helicopters. some are stranded in trees as the water rose to over 10 feet. police say one person died while driving on a low-lying road. the storm also knocked out power to over 12,000 homes. a dramatic rescue is caught on tape in china. a little girl is found dangling from a third story window. as you can see, the 2-year-old is hanging from her sweater from an open window.

police say no one was home. and it took over 20 minutes to get inside the parm. that's when the little girl was timely pulled back inside. it is not known how she got into that predicament. statistics show that one of the safest forms of traveling is by school bus. that's comforting news to parents am but some students found out they needed to take their safety into their own hams -- hands. >> a high school hallway. so much energy, fined in one space. but it's a different story on the way to school. >> i usually lay my head down and list tone ♪. >> reporter: but what happened to jessica dice has changed that forever. >> we hit a branch. >> chris and terrorist an sit up front and noticed the driver. >> he didn't slow down to hope the door for someone. and he went into the middle of the road. and a few people started noticing what was wrong. >> as we reached the intersection, he was going
