there is no accountability. they fail to train, fail to supervise. and as a result, the sta citizens are placed in peril. >> reporter: they have not commented on the lawsuit. a house fire has claimed the lives of two people in north baltimore. mary has the latest on the investigation. >> city fire officials say two elderly people died after being pulled from the home. you can see the extent of the damage done to the house. the fire appears to have started in a middle room on the first flar of the two staph hear duplex. fair are fire fire the -- firefighters say the two people

died of asphyxiation, while being rushed to the hospital. shot rang out just after 1:00 this afternoon. at 22nd and kennedy. one of the men was pronounced dead at the scene. the second of the transported to johns hopkins hospital, where he was later pronounced dead. no arrests have been made. anyone with information is asked to contact baltimore city police. big changes at the airport. airline passengers can now stay plugged in during takeoff and landing. the faa just loosened its rules on the use of portable electronic twices on planes. wjz is live at bwi air marshal airport. flying the skies got a little friendy -- friendlier. >> they will soon. we don't know when it's actually going to go into effect just yet. it's airline by airline. it means that flyers can now listen to their ♪ and watch videos, without interruption on their mobile devices. it's good for those of us who are technically dependent. but some passengers want to

sensitive information. last month, aaron alexis shot people. he had cleared security clearance despite concerns about his mental health. wants the information that kathleen sebelius has so far not turned over voluntarily. yesterday, sebelius testified for hours about the faulty launch of healthcare.gov, saying all of the glitches should be ficked by the end of november. and intense criticism and cause for action in washington over those problems with the healthcare website wjz is live in north baltimore. derek valcourt has reaction from two of the members of congress and how they think it should be addressed. >> reporter: as you can imagine, how maryland's congressional delegation feel about those problems, depends on their political affiliation.

>> this is exactly what we thought would happen. >> reporter: republican congressman andy harris isn't surprised by the problem in the healthcare act. he finds faults with this. and insurance companies are dropping more than 2 million people because their policies don't meet the minimum standards for the law. >> first, complain that the president said if you like your healthy care, you can keep it. the healthcare.gov website is up and running. i mean really up and running, so you can be able to go in from beginning to end. that's when they should delay it. >> this whole delay is let's delay it long enough so we can kill it. >> reporter: elijudge cummings believes problems with the website need to be fixed. but he rules that the affordable care act is saving lives and saving people money. >> be patient. there are a lot of people

saying a lot of negative things about the affordable care act. but they've got to remember what the motives are. for people who have sat on the sidelines, bashing this program. trying to fund it, destroy it, delay it, if they just cent a little of their time, trying to help to make it be the best they can be. we'd be far better off. >> it appears, members of congress will have a chance to vote on delaying at least parts of the affordable care act right now. deadline to apply and enroll is set for march 31st. we're live, derek valcourt, wjz eyewitness news. and those who don't enroll by that march 31st deadline will face a tax penalty of $95. the weather seems to be holding up. as people around the state venture outside to celebrate halloween. in towson, sky eye chopper 13 found some trick or treaters are already out collecting

the kids, probably better to go out early rather than later. it's going to be very, very mild. temperature-wise, around the region, 68. 67 in d.c. 68 in elkton. 57 in oakland. we're 11 degrees warmer than we were yesterday at this time. it's a very, very mild end to the month. let's check out what tim has for us, from perry hall, with the wjz mobile weather lab. tim? >> well, it's definitely a comfortable night out here. we're here with the wjz mobile weather lab. where the temperature here now is just around 65 degrees. take a look. we'll give you an idea of what our readings are out here for the trick or treaters. we're looking at 65.6. relative humidity at 77%. if you want to come out here is your trick or treat forecast. we're looking at the temperature, staying right at the mid-60s or so. that's going to be pretty much throughout. and the later you stay out, the better chance there might be for some drizzle. right now, just a little cloud cover. and as you're heading into your friday, looks like the rain moves out. gets a little breezy and starts

ghouls take over neighborhood streets tonight, police in anne arundel county are boosting patrols, keeping an eye on something much more dangerous. wjz is live. gigi barnett is watching. >> police officers in anne arundel county are teaming up with parole officers, going door to door. to make sure that children don't come into contact with what some parents may call their worst nightmare. >> reporter: before the trick or treaters hit the cul-de- sacs, anne arundel county police issued a list of dos and don'ts to convicted sex offenders. a strict, 6:00 to 10:00 p.m. curfew is in place. porch lots must be off. and a no candy sign must be in plain view. police are also keeping their eye on certain types of sex offenders. >> there are certain types who are prohibited from having contact with children on halloween night. and that's because their crime victims were children.

>> reporter: chief kevin davis says officers have a list of about 70 homes they'll visit just to make sure. it's called operation lights out. >> my hope for them is that they are all in compliance. we certainly aren't doing this to embarrass anybody or to out anybody. but public safety trumps anything else on a night like this. >> they know not to talk to strangers. and if the house looks like it's not giving out candy, don't go to it. >> reporter: but on a night like tonight, parents like karen cody are concerned. >> that's scary. i don't know of any in my neighborhood. but yeah, we worry about stuff like that. jazz and chief davis says he, too, will be out with his officers on foot patrol, going door to door. and just to mention again, that for convicted sex offenders, they are not to pass out candy or come in contact with anywhere children in any way, shape or form. >> reporter: police say sex offenders caught violating the

curfew will violate parole. jessica kartalija is live with sean stafford, director of planning and analysis for the maryland health insurance plan. jessica. >> hello, vic. hello, everyone. sean, let's get right into it. >> senior prescription drug assistance program. it provides financial assistance. moderate income. maryland residents who are medicare eligible. and enrolled in a prescription drug program. >> what do people need to know? i know there's a lot of confusion. >> all they need to know is that if they need assistance, if they're 300% of poverty or low, if they meet the cost, they can ark play for a plan. and it would help us. we would provide a subsidy for the drug cause. >> there are a lot of questions. we were watching the ad. and then the phone started

here in perry hall with the wjz mobile weather lab. gray skies are going to clear up. put on your scary face. >> definitely scary. that's for sure. all right. we have right now, cloudy skies, but a mild night. take a look at the numbers. we're at 68 degrees here. 67, hagerstown, d.c. cumberland had a couple of sprinkles a little while ago. they're at 61. 57, oakland. and locally, still in the mid- 60s. even some upper 60s this time of night. so it's a very, very mild night. looks like for the time of week, it will stay dry. however, a little batch of right -- light rain here. may graze you folks in northern carroll county. a little southwest of carroll county. more importantly, another batch moving. we have probably another hour to two hours. but later this evening, we're going to see a little batch of rain moving through, which might interrupt your plans a

little bit. but the bulk of the rain really probably won't even come until sometime early in the morning. southerly winds picking up in the area, 13, 13, 9. from frederick county west, overnight tonight, until about 7:00 in the morning. there's a wind advisory. winds can get over 30 to 35 miles an hour. out across the mountains, maybe a little higher in some of those higher elevations. there's a lot of rain a little later. a lot of it is passing to our north and northwest. low pressure heads to the great lakes. most of that is not going to hit us. but later tonight, overnight, the actual frontal system associated with a front across the midwest. we're bringing some rain. already starting to see some stuff in virginia. a lot of is not actually reaching the ground. tomorrow morning, as the front approaches, with mild air in place. and cool air beginning to move in. showers. maybe a rumble of thunder. 4:00, 5:00, 6:00. saturday, it will turn cooler. friday night. it's going to be quite breezy ahead of that front.

68 degrees and cloudy in central maryland right now. good evening. thanks for staying with wjz. the u.s. attorney's office announces, it is reviewing the circumstances, surrounding the death of a georgia teenager whose body was found inside a rolled up wrestling map inside his high school gym. vinita nair has the latest for wjz. new surveillance video shows kendrick johnson in his high school gym, just hours before his body was found there. u.s. attorney michael moore says his office is reviewing the facts surrounding the teenager's mysterious death. >> there are several wees that -- questions that must be answered or confirmed. first, what was the cause of mr. johnson's death? second, was mr. johnson's death the result of a crime? >> reporter: the body of a 17- year-old high school athlete was found last january in an upright wrestling matte in the -- matt in the dpim.

thethe medical examiner ruled that he was suffocated. but the body was exhumed and an autopsy showed it was a blow to the neck. >> reporter: on wednesday, the judge released hours of school video. his family hopes it will provide clues about his death. the u.s. attorney says if he indicates -- uncovers enough evidence, he will ask the fbi to conduct an investigation. >> reporter: vinita nair, wjz eyewitness news. >> federal prosecutors add, even if they determine johnson's death was a crime, they may not have jurisdiction to pursue the case. convicted sniper, lee boyd malvo is challenging his sentence to life without parole. >> reporter: they argue malvo's petition should be dismissed. he was convicted for his role in the 2002 sniper shootings

that killed 10 people and wounded three others. malvo, who was 17 at the time of the killings, argues his life without parole sentence should be dismissed because of a recent supreme court decision, outlawing mandatory life sentences, without parole for juveniles. the virginia attorney general's office, also support a similar challenge in that state. >> malvo's accomplice, john allen muhammad, was sentenced to death and executed in virginia in 2009. as the civil war rages on in syria, an international chemical weapons watch dog group says tacountry has destroyed the equipment used to make chemical weapons. the announcement for the organization for the prohibition of chemical weapons comes a day ahead of the deadlines. the u.s. blames the regime of barbar -- bashar alassar. president assad says the rebels who want him out are responsible for the mass

killings. a push to change the redskins name is growing as members of the oneida indian administration meet with the nfl. >> reporter: as the nfl season heats up. so does the push for the washington redskins to change their name. >> it's an insult. a slur. no matter how debe nine -- benign the present-day intent. >> reporter: members of the oneida indian nation want the team to -- >> change its mascot from a dictionary-defined, offensive racial term, and have a legacy of something that is more inclusive and representative of the ideals of this country. >> reporter: members of congress are listening and will take up a resolution, urging the redskins to change l name. >> this is, clearly, from where i'm sitting, a damaging process and it's something that needs to be stopped. and i hope that the washington organization and the nfl hear this and reconsider their decision and change the mascot.

>> reporter: some newspapers are even banning the team name from print. but the campaign was briefly overshadowed as a new york assembly woman began heckling oneida representative ray halbert, saying he's not a legitimate member of the tribe. overall, the oneida nation is calling their meeting with the nfl disappointing. now they're requesting a meeting with all 32 nfl team owners during super bowl week. >> mutual respect is not present when a football team markets across the world, using billions of dollars, and includes an ugly caricature of an entire ethnic group and employs a slur, alleging to their skin color. >> reporter: after the meeting with the nfl, it was evident they were defending the continued use of the redskins name. and said they were disappointed. >> the president said if he

powerful storms are drenching storms in central and south texas. the storm is causing flash flooding in austin. rescuers are using boats and helicopters. some are stranded in trees as the water rose to over 10 feet. police say one person died while driving on a low-lying road. the storm also knocked out power to over 12,000 homes. a dramatic rescue is caught on tape in china. a little girl is found dangling from a third story window. as you can see, the 2-year-old is hanging from her sweater from an open window.

police say no one was home. and it took over 20 minutes to get inside the parm. that's when the little girl was timely pulled back inside. it is not known how she got into that predicament. statistics show that one of the safest forms of traveling is by school bus. that's comforting news to parents am but some students found out they needed to take their safety into their own hams -- hands. >> a high school hallway. so much energy, fined in one space. but it's a different story on the way to school. >> i usually lay my head down and list tone ♪. >> reporter: but what happened to jessica dice has changed that forever. >> we hit a branch. >> chris and terrorist an sit up front and noticed the driver. >> he didn't slow down to hope the door for someone. and he went into the middle of the road. and a few people started noticing what was wrong. >> as we reached the intersection, he was going
