the next round of winter weather creeps in tonight. but this storm will have a different impact than the last one we track the storm and what to expect in your neighborhood, we begin with meteorologist brittney shipp. >> two big differences in the nor'easters. the first one, we'll see accumulating snow and but as strong as wind speed. 40 miles per hour, still strong, but it's not going to take a lot to bring down more trees and power lines. rain showers to the north, rain showers to the south. and that starts this evening. your evening commute will be fine. closer to 8:00, 9:00, that's when we see precip moving in. wednesday, steadiest snow to the north. keep in mind, your commute is going to be messy, worse by your lunch hour. definitely by the evening commute. now we're talking heavier snow. the rain/snow line drops farther to the south. then as we approach into

wednesday flignight, the system going to be moving quickly. part of the system here bringing snow to parts of the great lakes is going to head our way. we'll see yet another piece of the system move up from the south. and the combination will make this radar here, this satellite radar turn into rain, wintry snow and rain mix. again, we'll start to see the light rain moving in. coming up, krystal klei will break down the neighborhoods. right now to jessica with a closer look at traffic. >> right now the camera on trooper road to see if we have a delay. not yet. and moving eastbound towards the schuylkill expressway. right now, though, everything is still moving. bustard road and fry road, here at 95, moving through delaware, not too bad. pretty much the same as the rest of the majors there. 11-minute trip there. on the northbound side from 295 to 495.

another developing story, a grandfather is shot on the job while delivering pizzas. and new this morning, co-workers describe him as a loving family man. nbc10's katy zachry is live for us outside temple hospital where the victim is in critical condition. katy. >> reporter: yeah, vai, a lot of people this morning hoping that this guy making a full recovery. police say he was ambushed on the job that he's done for the last 20 years. take a look at some video of the place where he workings. we spoke to his co-workers inside the domino's on broad street. he's extend years old. he has children and a grand child. police say late last night he was lured to a location in haggert street in north philadelphia. police say two men walked up to him when he got out of the car and during the robbery attempt, they shot him in the neck and ran off. it's unclear if they got anything of value because the victim was disoriented right after.

in fact, police tell us, he didn't even know he was injured. >> the unusual thing about the shooting when police first arrived on location, the victim told police he wasn't shot. the victim told police he was shot at. he appeared to be in shock. >> reporter: it was medics who soon arrived after the police arrived and they didn't think anything had happened to the victim. the medics found a bullet hole in his neck. he was rushed to temple university hospital where overnight, he's been in surgery. doctors tell us he's still listed in critical condition. central detectives are taking the case and they're looking for two men, one of them wearing a gray hooded sweatshirt seen running from the scene. i am told that they spoke to several witnesses who saw the crime happen. they're hoping to learn from those statements. >> katy, thanks. storm cleanup in and around philadelphia seems to be a never

ending project. nbc10 on wayne avenue overnight, crews clearing away limbs and fallen trees to help get traffic by and restore power. here are the latest outage numbers, piqeco reports 24,000 out. and ppl. scattered remain for delmarva atlantic city and. se and g customers. >> and now the centers are open in middletown, marple, sharon hill and upper darby open from 8:00 a.m. to 9:00 p.m. in the lehigh valley, ppl tells us the weekend storm is one of the most damaging storms it's ever dealt with. crews have restored power to 200,000 homes in the allentown area as well. trees toppled in doylestown leaving homes and businesses with no electricity.

branches and streets littered across that county. airports are getting ready for the next nor easte'easternor'ea. check with your airlines for waivers if you qualify. and now under arrest and charged with the hit-and-run death of a gas station attendant. prosecutors say the victim was trying to stop the suspect, the 18-year-old, nevis from driving away from the crash. that's when nevis himself was shot and killed. a video and a tip helped police track down reeves yesterday. three republicans running for pennsylvania governor will debate in philadelphia. this will be the fifth those gop candidates meet. laura elsworth, a lawyer from pittsburgh. paul mango retired businessman from pittsburgh. scott wagner from york county. incumbent tom wolf is running for re-election. he has no democratic

challengers. the pennsylvania primary is may 15th. a former trump campaign aide appears to be reversing him after he spent the day vowing to fight the grand jury subpoena. the president, it's a witch hunt. >> in an interview on msnbc yesterday, sam nunnberg said he would not appear before a grand jury and turn over documents. and then last night he told nbc news that he would probably cooperate. during that msnbc interview, nunberg said that he did in fact fight back during the campaign. and talking about the next step about the stadium project. since the proposal of the stadium brought in two years ago, opponents have rallied saying that the new stadium will likely need to more trash and traffic. and force low-income residents

out of their homes. the town hal is scheduled for 6:30. delaware transit will hold two hearings about service changes scheduled for later this year. they're looking for public input for several route changes across the state. d.a.r.t. also wants input on seasonal beach service. the hearings are at 11:00 this morning and 4:00 this afternoon at the wilmington library. well, a second winter storm in less than a week will start moving in tonight. you can see it approaching on the "first alert" radar here. "first alert" meteorologist krystal klei is showing us the impact the storm will have neighborhood by neighborhood. krystal. >> yeah, we're going to take you through parts of the corridor, from wilmington, down to trenton and neighborhoods as well. tlgsz there's a look at our region,

you can see around 5:30, pretty much a dry commute this evening but you could see an isolated rain shower. temperatures too warm for anything but rain. around 8:00, it's spreading around and mostly light and mostly rain. and i-95 corridor stretching through parts of south jersey. as we get to midnight, notice the freezing line is going to start to wobble. we've seen this scene before where that line between rain and snow sets up just against the i-95 corridor. so, this is midnight. it's going to pretty much wobble around here through the morning commute on wednesday. this is around 7:30 in the morning. i think we're going to see rain if anything else, very wet snow that will impact the melt to the ground. and it's not going to be terribly rough but slippery out there. 10:00 a.m., not a lot sticking yet. but by noon time, this is when it starts to stick. the intensity is going to pick up a bit enough for the cold air

to rush and start cooling us down. the snow is falling steadier and sticking. we continue this trend from noon to 6:00 with sticking snow. which is why, this is the zone where higher accumulations are likely. farther south, lesser amounts because the temperatures are a little warmer. and you get more of the rain. everything starts to move out, though, as we go overnight. we're talking noon to about 8:00 p.m., we smay see more steadier snow. here's the impact, going for the high-end in the philly corridor. rain tonight, mixing tomorrow morning. heavier snow tomorrow afternoon. particularly that wednesday evening commute, if you make plans around that, maybe leave work at lunch time. that would be best. total, 2 to 6 inches. if you have a damaged tree, this may be enough to knock it over. let's look at the totals, 2 to 6 inches in new castle county. notice in philadelphia county, you get up farther, 5 to 9-inch

prosecutors may want as many as 19 women to take the stand in bill cosby's retrail on sex assault charges. and the comedian's lawyers are trying to stop that from happening. >> the battle will play out in montgomery county. nbc10's dray clark is live outside of the courthouse where cosby and his team will arrive in a few hours. dray. >> reporter: good morning, tracy and vai, bill cosby's lawyers will argue that allowing 19

additional women to testify is a wrong condition, because their testimony is too old and too vague. members of the prosecution destroyed key evidence that could potentially help the case, the judge adisagreed and decided the case will go on as scheduled. meanwhile, prosecutors wasted no time making their argument that cosby's legal team should also be thrown off the case because they lied in court and was yo otherwise unethical. again, the judge disagreed and he will remain on the house. and although the defense now claims it can prove through travel and phone records that cosby was nowhere near constand when that alleged assault happened. cosby has pleaded not guilty. and his first trial ended with a hung jury.

again, at issue today, will the judge allow those additional 18 women to testify against cosby. prosecutors will say those women deserve to be heard. and that testimony should be allowed. back here live now outside the courtroom, jury selection is scheduled to begin on march 29th with a trial starting in april. meanwhile, court resumes this morning at 9:00 a.m. live in norristown, dray clark, nbc10 news. >> and cameras could be in the courtroom throughout the day bringing you on the free nbc app. hey, good morning, everyone. jessica boyington with you right now with a check on the roads. we're going to start things off with the schuylkill expressway. our cameras around belmont avenue. not doing too bad but out can definitely see more delay right here. moving towards center city, westbound from king of prussia, starting to stack up the drive times just a bit. nothing really reported right now. the 42 freeway doesn't look too

bad. northbound heading to the walt whitman bridge towards philadelphia. average speeds into the 60s. i'll end here in mansfield township where we have an emergency construction project right around king cora road. i'll keep you updates for the rest of the morning, and have another update on the morning drive when i come back in ten minutes. and i'm "first alert" meteorologist brittney shipp. a closer look at what we expect to see with the nor'easter moving in. here are your quick facts. starts ahead of the main system starts tonight, the main system gets here for most of the day wednesday. accumulating heavy snow. that's the big different from this system versus the last system. the wind gusts won't be as strong, up to 40 miles per hour. and that is going to give us messy commutes wednesday evening the worst of the two.

closer look at our accumulating snow, half of the area under eye winter storm warning philadelphia stretching all the way up to the suburbs. lehigh valley to the poconos, all through the wind storm warning and a winter storm watch which basically means we're dealing with heavy snow, accumulating snow right over your commutes. on top of all of that, we're dealing with strong wind speeds that so decreases your visibility. the totals down to the shore, temperatures are going to stay warm, 2 to 6 in the suburbs most of the sush -- suburbs, 5 to 9 inches. and this is going to be a strong system moving through, especially as you get through the afternoon and evening when the wind speeds start gusting close to 40 miles per hour. this is the time that the nor'easter is the strongest. get thing is, the system is

quick-moving by 9:00, 10:00 tomorrow might, it's out of the area. "first alert" goes into effect at 3:00 a.m. a little light rain starts this evening. closer to 8:00, 9:00. but the bulk of the system, the energy of the system is well to the north of chicago. it's going to continue moving closer to us. we'll see the coastal low coming up and we'll see the cold air wrapping around on the back end. here's the timing of the precipitation tonight. light by 7:00, over through philadelphia through pottstown, mainly rain. a little mixing of snow in the areas of the lehigh valley. then by tomorrow morning, as you're heading to work, you'll start to see rain from mt. holly, to the shore. philadelphia, more of a wintry mix. closer to allentown we'll start to see accumulating snow. once it starts by tomorrow morning, we'll see the rain/know line drift to the south. a lot of areas seeing accumulating snow.

and south korea. we just learned both sides are agreeing to establish a hotline between leaders to reduce military tensions. officials in seoul say the north also agreed to impose a moratorium on nuclear and missile tests if it holds talks with theis. north and south korea plan to hold summit talks in late april. a falling hazard is forcing graco to recall more than 36,000 highchairs for babies. walmart exclusively sold the table to table 6 in 1 chair to october 2017. the rear legs can pivot out leading the take to be unstable. it's injured five children. if you have one of these chairs stop using it and contact graco. a data breach exposed personal information of tens of millions of drivers. the attorney general has sued

ready for round two. another winter storm is heading our way as part of the area struggles to get back on track for the last one. grandfather shot. developing overnight. a man is gunned down while delivers pizzas leaving his co-workers stunned. and a man's backyard is disappearing and he knows who is behind the developments on his property. a lot going on not the least of which is weather issues. good morning, this is nbc10 news. i'm vai sikahema. >> i'm tracy davidson. keep the shuffles and boots ready. as another whammy comes in overnight. as crews race to get the power turned on after neighborhoods left in the dark last week. these crews were out overnight in lincoln drive and west mt. airy. >> about 25,000 homes across the region are still without power.

and we have live "first alert" team coverage on the push to restore power and what's to come with the next winter threat. we begin with meteorologist brittney shipp tracking the time line of the next storm. brittney. >> we have a weather alert going into effect at 4:00 a.m. tomorrow. and basically going to about the entire area. the timing on this, the worst of it is wednesday as you're trying to head home from work. we'll start to see light rainfall for tonight, before the main system gets here. accumulating snow is what we're concerned about. messy commutes. gusty wind speeds. we've mentioned we have thousands without power and still with the strong wind speeds moving through, bringing down trees and power lines and outages. here's the breakthrough through today. we continue to see clouds increasing by the lunch hour. temperatures in the 40s. then we start to see the light precipitation moving through by 9:00. through millville, out to atlantic city. more of a light wintry mix over

philadelphia. and we start to see snow coming down for parts of allentown, potts town and reading. we start to see accumulating snow. we have a winter storm warning in effect tonight and a winter storm watch. you want to be careful shoveling the snow. this is that heavy bad snow. we'll have more details on what to expect in your neighborhood with krystal klei, but now a check of roads with jessica boyington. >> thanks. the cameras right around 8th street here not too bad. once you get through the center of vine street. broad street, you start to see a delay westbound. but everything's still moving out there. watching hazardous road conditions upper moreland. by south warminster road and watching the schuylkill expressway. eastbound and west, starting to see volume. tied with eight minutes in both directions. on the blue, to the vine street expressway, speeds kind of up there but they're dropping.

and even into the 30s on the westbound side. vai and tracy. the race to restore power is a marathon. that hasn't stopped since friday's storm especially with the next winter blast looming. >> nbc10's matt delucia is live in havertown where many people are still in the dark. matt. >> reporter: that's right, vai and tracy, hopefully not for too much launch, these folks here in havertown are still without power. as we pull back, you can see right here is a tree laying across the entire roadway here and right by this car. and there's also some utility lines that are still down as well. we've been seeing a lot of this over the past few days, and peco crews and public works crews are working to get it cleaned up and power restored. there are still power out in places like haverton and plenty still wondering when the electricity is going to come back on. for now, they're keeping the

story in north philadelphia this morning. a grandfather shot while delivering pizzas is now fighting for his life. police say two men set him up for a robbery placing orders that lured the driver to haggert street. officers found the man with a gunshot wound to the next, possibly in shock. in montgomery county, fire rips through a home in lower pottsgrove earlier this morning. they raced to the scene just befored any night. they got the fire under control in 90 minutes. no one was hurt. the sergeant in philadelphia sheriff's department is accused of preying on a woman who he supervisors sergeant stephen postelle is charged with indecent exposure and assault. the woman said she had to fight postell off last october. she also said postell assaulted her another time in the office postell is currently suspended and will be fired. new video shows part of a

brawl in a chuck e. cheese restaurant over the weekend. >> really, chuck e. cheese, for real? >> this is the scene overnight in deptford township. two women face charges after an argument turned into a fight and a stabbing. and police say it started over a back of cigarettes. up to 20 people got involved and the restaurant's general manager was hurt. an 18-year-old gymnast is now the first man to publicly accuse olympic doctor larry nassar of sexual abuse. >> if i can kind of help end the stigma that guys can't be sexually abused, you know, i'll take that and that's a victory for me. >> jacob moore joined more than 200 women who accused nassar of abusing them under the guise of medical treatments. you can see that on the "today" show and "megyn kelly today."

>> a second storm will start moving in tonight. you can see it approaching there, with the "first alert" radar. our meteorologist krystal klei is snowing us neighborhood by neighborhood. >> and in the last hour, i was showing off areas of philadelphia and now we're going farther south and jersey shore with the impacts. hour by hour future model, you see we're actually looking at a pretty nice day. you don't have to worry about any impacts during this tuesday daytime hours. it's really overnight that we start to see the system move in. for the afternoon, temperatures right around 40 degrees but by 8:00 at night, then we have light rain showers moving in. py delaware beaches, at the jersey shore, even a little inland, it's mostly a rain event. the areas don't get as cold as areas farther north. in fact, we're in the 30s wednesday morning. and heavier rain mobile possibl parts of atlantic city at 8:00.

and notice farther north, mixing happening but not going to make it to the shoreline. at noon time, now the mixing is trying to get further south. this is where the model is struggling a bit but we think it's going to stay mostly to the north of the delaware beaches. even if a flake falls it's going to medical on tlt on the ground. temperatures are too warm. and then 5:00 in the afternoon on wednesday, now, we may have a brief burst of some snow mixing in with rain. wet kind of stuff falling all the way down to the shore. if this happens, we don't expect anything to stick. at most, maybe an inch in parts of atlantic county. overnight, we dry out. here's the storm impact scale. not going to be as high as the neighbors to the north. we're looking at some impacts. wednesday evening, snow possible. totals mostly rain to one inch. gusts 40 miles per hour could damage things like a weakened

power line from last friday's storm. we're also looking at minor coastal flooding possible. this for the most part is going to be isolated in nature. we're not looking at high tide being as much of an issue as they were friday last week. there's the outlook of what we're watching, wednesday morning tonight, rough seas at least 7 to 10 feet, obviously higher as you go farther out. there is a small craft advisory in place for wednesday. those who do have anything at the shore i want to make sure they're tied down well. we'll talk about your neighborhood coming up. crews are still working to get roads open after last friday's storm. this morning, part of township line road still closed because of downs trees and wires there. company covers what and under what circumstances. we checked with aaa to give you a quick list of what you need to know. if your car is damaged, the damage would be covered bu ed u the comprehensive portion of your auto policy. keep in mind, that's optional. if it's your home, your insurance for your home for cover the damage to your home. and let's say a tree falls on your neighbor's house, your neighbor's homeowner policy would provide coverage there. if the tree that fell was damaged or neglected by you you could be held liable for the damages there. under standard policies wind or roof damage to your home or other injured structures will be covered. in the event that your home or property takes a hit in tomorrow's storm, one of the first things you want to do is file a claim with your insurance company so that repair process can begin.

in the digital operations center, pamela osborne, nbc10 news. sinkholes are taking over one man's back yard as he said a controversial pipeline that runs through his neighborhood is to blame. two new holes forced one family from their home in west whiteland township. video shows crews from the department of protection and sunoco working to fill them in. one neighbor says the sinkholes plus one last fall are directly linked to the construction of the mariner east pipeline. >> they will the 24-hour drill they did that until 3:30 in the morning. they actually stopped. but i come to find out they can't stopped because the other hole. >> sunoco released a state saying they took immediate action to fill the holes in and that the areas are secure. sunoco says it will continue to work with the dep, the township, and homeowners to monitor the situation. now, the dep closed down the pipeline in january for permit

>> 6:48 right now. we'll show you the poconos, they will welcome the snow. the rest of us, not so sure over the next 24 to 48 hours. >> let's check in with meteorologist brittney shipp with the most accurate forecast. >> hi, we want you to be prepared, that's for sure. regardless how you feel about the snow. first of all, we're got a first alert that's starting on wednesday, at 4:00 a.m. and night snowfall for the places like the poconos. here's the basic setup. we're going to see part of the system move closer to it. and we'll see another coastal low work its way to the north. and the combination of the two as they interact is going to pull cooler air in. and it's going to take a while to see it switch over. here's the view at 8:00, you'll see philadelphia, mt. holly, millville.

pottstown, wintry mix towards allentown as well. again, that colder air starts to move in and then we see the rain switch over to snowfall. by the time you wake up tomorrow morning, get ready to head out the door, it is snow for parts of lehigh valley. most of the suburbs still a wintry mix for philadelphia. and down to cape may tomorrow. that's why we say a messy commute and lunch hour that's when things are even more dangerous because the wind speeds are going to pick up you can see the precipitation gets heavier. where you see the dark blue, that's heavier snow over philadelphia by 2:00. northeast philly, checking down to mt. holly. that rain/snow line transitions to the south. so, by the time we get closer to about 6:00, we even have a wintry mix as far reaching as atlantic city. we also city the system move away from the city. the system is going to move quicker than the last one. wind gusts up to 40 miles per hour.

the other big difference is the accumulating snow. here's a closer look at the snow forecast. 2 to 6 inches for most of the jersey suburbs. suburbs north and west of philadelphia, 5 to 9, and lehigh valley, 7 to 12 inches, that heavy wet snow. again, you want to be very careful shoveling the snow. you want to be careful driving to work, coming home tomorrow. our temperatures right now, you head out the door, it's going to be a relatively quiet day. feels like temples in the high 20s. 29 in philadelphia. a cold start to the morning. the seven-day forecast shows big changes on the way as we head into wednesday. we still will see windy conditions thursday, friday. then we track the possibility of yet another system here. sunday into monday. so, we'll take a closer look at what's in store coming up in just a bit. >> all right, thank you, brittney. nine minutes before 7:00.
