city, which is running 12 degrees colder than yesterday at this time. it's down 16 in millville. northeast philadelphia is 15 degrees colder. and wilmington is off by 14, which has us in the 40s. 48 right now at philadelphia international. trenton, mt. holly also at 48 degrees. but look at millville. in cumberland county, it's 38 degrees right now. stand by for sunshine. once the sun is up after 7:00, the temperatures will start to warm. 50 degrees at 9:00. and by lunchtime, 61 degrees. i'll be back in less than ten minutes with your neighborhood by neighborhood forecast. right now, let's check in with first alert traffic reporter katy zachry. good morning, katy. >> good morning, bill. there are a few more accidents to report for drivers in new jersey. the first to tell you about is on the turnpike for southbound drivers, right past route 168, which is exit 3. it has been moved over to the shoulder, so that's a good thing, not tying anything up there. and just on 295, this is new into our system for northbound drivers approaching route 561, which is exit 32. there's an accident. but again, that one has been

moved over to the shoulder as well. also following an accident in camden county in blackwood, new jersey, black horse pike at marshall avenue. in the last few minutes, this was cleared. good news for new jersey drivers. and 95 live look at the philadelphia international airport, no issues to report on this stretch of 95. in a few minutes we'll talk about 76 and issues on route 1. and ebola concerns prompt a national debate over the best way to monitor medical workers returning from west africa. this morning, the governors of new york and new jersey are standing by a 21-day quarantine, but the white house and scientists say that's taking things too far. nbc 10's jesse gary's live in trenton this morning. jesse, the last half hour, you mentioned pending federal guidelines. pell tell us about it. >> reporter: vai, federal officials are trying to craft something, but their reaction time is not keeping up with circumstances. so, this state right here at this state house and neighboring new york decided to act, erring on the side of caution.

both now have new policies requiring 21-day home quarantine for people returning from west africa who had contact with ebola patients. nurse kaci hickox returned from the so-called hot zone and presented with a fever, so she's been quarantined in a newark hospital and has characterized her treatment as inhumane. governor chris christie says he understands her discomfort but says the restrictions stand for now. >> we get to the point where she's no longer an issue or a risk factor, then we'll move from there, but until that time, my job is to protect the people of the state of new jersey and that's exactly what i'm going to do. >> reporter: governor christie made those remarks on the campaign trail in florida. so, why is the governor of new jersey in the state of florida? we'll talk about that coming up in 30 minutes. live in trenton, mercer county, new jersey, jesse gary, nbc 10 news. meantime, the medical team treating the new york city doctor who contracted ebola while working in guinea says his symptoms have intensified. dr. craig spencer received a plasma transfusion from ebola

survivor nancy writebol. meantime, his fiancee has been cleared of ebola but is under quarantine at their home. bucks county health officials are monitoring at least three travelers for ebola who have been to west africa. once travelers enter the united states, the local health department has to follow up with them. they're asking travelers to take their temperature twice a day and stay in contact with the health department every day. so far, they've been cooperative. >> i think there's a little bit of hesitancy because some of them aren't from the united states, and their trust of government is different depending on where they're from, but i think they understand why we're doing it, why it's so important. >> the health department has not said where these people have gone locally since they've been back, but they are being monitored for 21 days. of course, you can count on nbc 10 to ease your concerns about ebola virus, and as we help you understand those facts. coming up in ten minutes, we have a medical professional at

the nbc 10 studios answering your questions. and if you have a question, just logon to the nbc 10 facebook right now and look for the ebola q&a section and post a question there. we'll answer them right here on "nbc 10 news today" a little bit later on. 5:04. overnight in philadelphia, two car accidents left two people hurt. it happened before 3:00 a.m. at tyson avenue and roosevelt boulevard in the mayfair section. police say a man and woman were taken to the hospital but are expected to be fine. also new overnight, police in burlington county are trying to figure out how a tractor-trailer caught fire on the new jersey turnpike near exit 4 in mt. laurel. our traffic cam shows the smoke coming from the truck and emergency crews, you can see, on scene. troopers tell us the driver was hauling food. no one was hurt. today, we're expecting to hear from septa union workers about their unanimous vote to authorize a strike. yesterday's vote does not mean, however, that workers will definitely walk off the job. it involved about 5,000 bus

drivers, subway operators and other workers at the transit authority. they belong to transit workers local 234, septa's largest union. the group has been working without a contract since the spring. >> we've got to strike, we'll strike. as of right now, i'm tired of coming home hurt, exhausted, broke, just being able to make it. >> i was actually on my way to go buy a weekly ticket, and as soon as you said strike, i'm like, forget it, i'll drive. >> right now the key sticking points are pension and health care. septa say it's been given no indication if or when a strike could happen. happening today in delaware county, a man accused of using craigslist to lure and then rape a woman is scheduled for pretrial hearing. upper darby police say kevin cornish attacked an 18-year-old from philadelphia after she responded to an employment ad that he had posted on craigslist. investigators believe he may have lured dozens of other women. cornish remains behind bars.

pennsylvania state senator leanna washington is expected to plead guilty in a corruption case this week. washington is accused of using staffers and taxpayer money for her political fund-raisers. she represents philadelphia and a portion of montgomery county. new this morning, a major drug operation is busted over the weekend in delaware county. upper darby police superintendent michael chitwood said officers seized $100,000 in cash, firearms and drugs from a home in drexel hill. the drugs included methamphetamines and steroids. one man was arrested. a woman is in custody after police say she threw her baby into the ocean at the jersey shore. it happened yesterday in atlantic city at the end of pacific avenue at the boardwalk in the city's inlet section. police say the woman threw her daughter into the bay, then jumped in. nearby fishermen rushed to the rescue, pulling the pair from the water. a retired atlantic city firefighter also happened to be there. he performed cpr. investigators think the woman,

24-year-old patricia shurig, was suicidal. >> you know what i'm thinking about? why? what was going through that lady's mind to put herself and her child in danger like that? >> police say shurig will face charges. she is recovering this morning along with her daughter. now to decision 2014. today in philadelphia, officials will unveil the george h.w. bush gallery at the national constitution center. and pennsylvania governor tom corbett will be there along with former florida governor jeb bush and united states supreme court justice samuel alito. the new gallery recognizes george h.w. bush's public service and his former role as chairman of the national constitution center. meantime, former president bill clinton will be campaigning for corbett's challenger, democrat tom wolf. clinton will headline the grassroots event for wolf in pittsburgh a little later this morning. president obama will also be lending a hand to the wolf campaign when he makes a stop in

philadelphia next weekend. wolf had a big lead in the polls earlier this month, but recent polls show the race tightening in recent weeks. there is now just over a week, eight days to be exact, until election day. you can count on nbc 10 for coverage leading up to the november 4th and for results after the polls close. it is 5:08, 47 degrees outside. now to the philadelphia school budget crisis. there could be a ruling this week on the legal battle between the teachers union and the school district. an injunction issued last week stopped the school district from forcing teachers to contribute to their health care benefits. district officials are appealing that decision. a judge, meantime, is deciding if the case can stay in state commonwealth court or should be moved to philadelphia common pleas court. there will be another hearing for a philadelphia charter school today. the school district is in the process of revoking the charter of the palmer leadership learning partners charter school, claiming that it overspent and overenrolled. the hearing will be held at school district headquarters this morning.

now your nbc 10 first alert weather with meteorologist bill henley. >> temperatures are falling right now. our skies are clear and it's a chilly start. 30s, 40s this morning will turn into the 60s this afternoon with bright sunshine again today. it continues tomorrow. and then, come midweek, we'll likely see some showers that will make for a big temperature difference later in the week. right now it's 40s for allentown and northeast philadelphia, but look at millville in interior new jersey with clear skies and calm air. that's where you could get some of the coldest temperatures. it's 38 degrees there. nice and calm in front of the boathouses, boathouse row, schuylkill. no wind strong enough to produce a ripple. it's just 3 miles an hour at northeast philadelphia airport's a little stronger, but calm conditions for pottstown, dover and wildwood, helping the temperatures to fall. there's some rainfall way to the north and west. not for our area, not for today, tonight or tomorrow. we will stay dry. the radar screen will see

finally some action later on wednesday morning and into wednesday afternoon. for today, sunny skies, 58 degrees for mt. pocono, into the 60s for allentown, reading and quakertown. bright sunshine, a little bit of a breeze. not as windy as yesterday for trenton, northeast philadelphia and mt. holly. a bit breezier right along the coast for rehoboth, cape may and atlantic city, but plenty of sunshine for wilmington, chester and philadelphia. middle to upper 60s today and even warmer tomorrow. the seven-day forecast when i come back in less than ten minutes. and it is 5:10. time to get a check on traffic as we take another look at the final week of the workweek for the month of october. hard to believe. >> nbc 10's first alert traffic reporter katy zachry is watching all of our cameras. what are you seeing? >> we are seeing some accidents in new jersey and also overnight construction. fortunately, in all of our states, that's clearing. so, we're starting off with a live look at 476 right at macdade boulevard. you can see free and clear of any issues. take a look at drive times

between 95 and 76, about 17-18 minutes in both directions. on 95 south, drivers are going to be going about 55 miles an hour as they head into center city, philadelphia. you'll take it, right? you know that stretch of 95. it's typically pretty bad. so, for speeds in the 50s, that's a good as suspect of this time of morning. for drivers on route 1 as you approach 76, this is the southbound lane of route 1 curving down to the 76 exchange. free and clear of any issues there. and for drivers in bear, delaware, we do have some long-term construction. this is on 896, right at the summit bridge. right lanes in both directions are blocked. we have new information about friday's deadly shooting at a washington high school. we have learned an update about the conditions of the students shot and the investigation into a motive. and we are answering your questions about ebola this morning. send us your concerns, your questions on our nbc 10 facebook page. we will answer some of them in less than five minutes.

it is 5:14 and 47 degrees outside. we have new information this morning about the school shooting in washington state. hospital officials say 14-year-old gia soriano died overnight. on friday, jaylen fryberg opened fire inside his high school in marysville in a cafeteria. one student and fryberg died at the between. three others are still in the hospital. two are fryberg's cousins. a motive remains unclear, but police say a fight and a breakup may provide clues. and we're learning new

details about the gunman responsible for last week's deadly attack in canada. michael zehaf-bibeau's mother says mental illness is to blame for the shooting at parliament hill that killed a soldier. she also claims that her son is not a terrorist. he was trying to go to saudi arabia, she says, to study the koran. police are investigating a video they say indicates the attack was driven by ideological and political motives. a teenager shot outside a halloween party is in critical but stable condition this morning locally. this happened in winslow township at a hair salon early saturday morning. there was a party there and investigators say there was several fights that apparently continued outside. the 18-year-old boy was shot in the parking lot. the shooter got away. caught on camera. the philadelphia cop yelling at kids. now video of the incident has police investigating one of their own. >> big man, you have a problem? because i notice that you keep trying to make eye contact with me. okay. well, keep [ bleep ] walking! and next time --

>> police tell nbc 10 the officer will be disciplined for his actions. so far, no charges have been filed. the video shows a uniformed philadelphia police officer walking with students, and as he walks towards the middle of the group, the officer raises his hand toward one of the students, and you can hear him cursing at him. nbc 10 e-mailed the video to some high-ranking officers. one officer responded, "the video does not reflect well on the officer. i have no doubt he had good reason to be exasperated, but you have to maintain your professional demeanor." the u.s. ambassador to the u.n. is touring ebola-stricken nations in west africa. samantha power arrived in guinea yesterday and will also visit sierra leone and liberia, the three hardest hit countries. power hopes to get a better understanding of what's needed to fight the spread of the deadly virus. and this morning, nbc 10 is helping you sort out fact versus fiction when it comes to ebola. dr. ronny bright from the college of osteopathic medicine joins us live from our digital operations center.

nbc 10 traffic reporter katy zachry has that. >> we have a few issues in new jersey to tell you about, so i'm going to start off by showing you a great shot of route 38 and route 70. this is in camden. we're seeing volume pick up a little bit on this stretch as well as our majors, but it's really not accounting for any issues. moving on to some of the accidents i was telling you about p.m. t about. new jersey turnpike southbound by route 68, that's been moved over to the shoulder. 295 northbound approaching route 561, again, this is on the shoulder, not tying things up, but something to think about if you're headed in that direction. for pennsylvania drivers, a live look at 309 right near the pennsylvania turnpike. no issues to report here, but just as i was coming to give you this report, i was alerted about an accident in montgomery county. in a few minutes, i'll have that information. how your nbc 10 first alert weather with meteorologist bill henley. >> getting a colder start this morning than yesterday morning. our skies are clear, the wind has finally died down.

so, we're seeing temperatures in the 30s and 40s right now. look at boathouse row, very calm water in front of the boathouses. there's a little bit of a breeze at philadelphia international. it's at 9 miles an hour. most of the rest of the area's seeing lighter wind. and it will be bright sunshine for cape may. in fact, bright sunshine today for the entire area. and that's going to help warm things up. look at chester springs, 38 degrees, ten degrees colder than philadelphia international. it's in the 30s, now lower 30s in coatesville at 34. quakertown is coming down quickly, too, will likely grop into the 30s before the numbers start to warm up. newark is at 33, vineland 38 degrees right now while it's 42 in woodbine. satellite, though, shows we are in the clear. so, once the sun comes up closer to 7:30 today, we'll see the temperatures start to warm up. there are some clouds way off to the north and west. those will not arrive until midweek, so grab your sunglasses and plan on temperatures into

the 60s again this afternoon. warmer weather tomorrow. look at this, sunny and 75 degrees after a morning low temperature of 56. then here comes the chance for showers for wednesday, and behind those showers, the temperatures will be dropping. thursday afternoon, bright sunshine, 44 in the morning, 60 degrees later on thursday. and a little bit chillier but not all that spooky for halloween. you'll see a few scattered clouds and 58 degrees the high temperature after a morning low of 43. then it gets cold in a hurry friday evening. by saturday morning, we'll be in the 30s with a high of just 49 degrees saturday afternoon. and the wind will be blowing to make it feel even colder. high of just 53 degrees on sunday. >> thanks to bill's weather forecast for saturday and sunday. thousands of people hit the streets for a great cause this weekend. check out the scene yesterday. this is atlantic city in the walk to end alzheimer's. these people had one goal in mind, to help raise $2 million
