>> announcer: "nbc10 news" starts now. the ebola threat is now outside of texas. this morning, new fears after an infected nurse details her recent travels. preparing to protests philadelphia students and students will rise to track leaders. and tracking showers, a lot of rain moving through this thursday morning. a live look outside right now this is i-95 in south philly, showing drivers starting the morning commute on wet roads. good morning, this is "nbc 10 news today," i'm tracy davidson. a real drenching, rain pelted the streets and sidewalks, let's show you what the scene looks

like, a rainy scene in cape may as well. bill henley with the "first alert" forecast? >> good morning, tracy, yes, we're starting off damp and the showers are tapering off. first thing this morning, we're seeing the rain tapering off in some areas but other, getting a real sewing. a live view from the adventure aquarium with lots of rain lining up to the south most offshore. new jersey, pennsylvania getting pretty good showers, some of the heavier downpours through western burlington county. philadelphia, still have showers in the area. we'll see breaks in the showers to begin with. a little later this morning, we'll watch the clouds come to an end and some sunshine. 66 degrees in philadelphia. 70 in northeast philly. and temperatures will be climbing. once the rain ends, we will see the clouds start to break at 9:00, 65 degrees up to 70 at

lunchtime. jesse gary is live in center city where the showers have been on and off. get the rain gear i see jesse. >> reporter: that's right, bill. we were just experiencing some of the breaks you mentioned in center city and then the rain was beginning to fall. that's what it's doing, a little downpour and then a break, and then again. the water is pooling towards the edges of the streets, other than that, drive slowly and take it easy and make sure you bring your umbrella and rain jacket. jillian mele is live in the traffic center to look at traffic around the region. jillian, no traffic to speak of here in center city outside of city hall. >> good morning, jesse. let's take a look at the accident on 422, westbound side at trooper. you can see it right here, most of the accident is on the shoulder. we do are police on the crohn. roads are wet. you definitely have to use caution. some of our speed sensors

createding really low speeds. 55 is what we're seeing on 95, you'll notice a slow spot near montgomery drive where drivers round a curve in that area. 15 miles per hour is what we're seeing on the blue route, south of the toll plaza. we're not seeing any delays in that area. this is a camera right in that area, the problem is if you hit some rain, drivers slow down, that's where we are getting pretty slow readings in the area. so leave yourself extra time. this is the ben franklin bridge. keep in mind the bridge surfaces can be slippery throughout the morning. tracy. now to the developing story this morning. the ebola outbreak we now know that the cdc knew about the latest victim's fever before she got on a plane. top officials say she shouldn't have boarded that flight. amber vinson has arrived in atlanta for treatment. the cdc cleared to her fly before she boarded that commercial plane to visit her

family. the plane she was on is cleaned and disinfected. meantime, president obama says the response to any future cases will be more aggressive. nbc10 christine maddela and chris cato arrived to discuss more on the outbreak. >> reporter: we found out amber vinson, the second nurse to contract the ebola virus here in dallas actually reached out to the cdc on monday. a government spokesperson said she knew she had an elevated temperature of 99.5 and wanted to check in with the cdc to make sure it was okay for her to get on a compergs flight. the cdc did not ban her from getting on that plane. >> at this point, i really don't know how to feel. >> reporter: that woman was on that frontier airlines flight with amber vinson from cleveland to dallas. >> i was confident prior to this knowing unless i had exchanged bodily fluids with someone that had the virus that i would be

fine. but now it seems like maybe that's not the case. i don't know. >> you can never be too cautious for sure. >> reporter: steven arrived on the plane plane from dallas. >> my son was a little concerned. it was more my wife saying be careful. >> reporter: his wife wasn't too thrilled with his business trip either. >> she loaded me up with the sanitizer, just be cautious, that's all. >> reporter: he said he travels often for work but did notice that the cdc was closer to passengers today. >> there were a couple people that got questioned about, they wanted to know how long you've been sick, where have you traveled, that kind of thing. so, again, i haven't seen that in the past. >> reporter: and i overheard the same thing on our flight yesterday afternoon. tsa agents asking people who

looked like they might be sick, asking how they were feeling. asking about their travel history. so it looks like at philadelphia international airport, there are some health screenings already under way. reporting in dallas, christine maddela, "nbc10 news." >> chris cato will begin his live report coming up on "nbc 10 news today" starting at 5:00 a.m. here in our area, ebola will be the focus of hear, at city hall. city council members on the public hit and safety committee will discuss the city's readiness to handle an outbreak like ebola. medical and you community leaders are expected to testify. the hearing will focus on strategies to stop the spread of infectious diseases. meantime today there will be a briefing for the protocol at philly international airport. earlier, officials say there's heightened observation for travelers who appear to be sick

as christine mentioned. you can find more on nbc10.com about the ebola virus and the difference between quarantine and isolation. 4:07 right now happening today, vice president joe biden will be visiting penn grand. he will talk about the importance of investing in the infrastructure. and a rally is planned today in philadelphia ahead of tonight's school reform commission meeting it's the first meeting since the ffc cancelled the meeting last month. nbc10's katy zachry is live. tell us more. >> reporter: the teachers union tell me close to 1,000 people will be out here ahead of the srp meeting cancelling the board's decision to cancel the contract. both sides will be negotiating the contract since january. teachers say they put forth a new offer in july that reflected

millions of dollars in health care savings. then in what they called a smooth attack, the board cancelled the contract. that happened at a meeting that few people knew about because it was not advertised on the district website like meetings normally are. so today is the first regularly scheduled school reform commission meeting since the contract was cancelled. hundreds of teacher, students, parents, they're expected to be out there ahead of the meeting and then walk into the meeting. coming up in the next hour, we'll talk more about what teachers, potentially students are losing by not having this teacher contract. reporting live in spring garden, katy zachry, "nbc10 news." meantime schools are getting a budget bump. the school district is release $15 million to school districts. the money is coming from a teachers benefits package. >> happening today, the trial of son of kermit gosnell. investigators say barren

alexander was shot while burglarizing this home back in june. police say a man sleeping inside was shot. the son of kermit gosnell legally dropped his father's name because he said he couldn't get work. >> announcer: now your nbc10 "first alert" weather with meteorologist bill henley. >> rain is coming down. we are tracking showers which are not going to last all day. they'll be ending this morning but clouds will be hanging in there. but we'll still have a mild afternoon, into the 70s. it's this weekend that will be turning cooler. the temperatures will be coming down in a good fashion. and the rain still coming down in allentown, 64 degrees. 70 in spite of the rain for northeast philadelphia. and atlantic city is 70 as well. look at this dramatic view from the comcast center in center city. the rain has ended right there for now. there's still a few spots of showers moving through

philadelphia. you can see them moving through delaware county. but the heavier stuff is in new jersey, burlington county is getting a few spots on the radar which has been heavier. a flood advisory is in effect for burk and lehigh county. but the rain is quickly ending. this is future weather showing it's pushing off to the northeast. we will get some breaks in the cloud, while completely clear, and even later in the afternoon, there's a possibility of spotty showers popping up once again. but things get dryer after that. the extended future weather when i come back. >> all right, bill. to be expected with that rain a slow going on the roads on your way to work. let's check with jillian mele and see what she's seeing on the cameras? >> this is a live look at king of prussia, 76 is pretty quiet as far as incident goes. we're not reporting any delays. no accidents on 76 but we still

wanted for shooting two pennsylvania state troopers killing one of them. local police are spending money on extra manpower, overtime and equipment. to help out, one family in the county put out a port-a-potty to help officers get through the manhunt. and the philadelphia fire lieutenant charged with kidnapping, sex crimes and impersonating a police officer earlier this month. investigators said he was opposing an an officer when he told a woman she'd be arrested if she didn't perform a sex act

on him. and police are searching for a prowler that hit 50 homes in bucks, montgomery and philadelphia county since the summer. police have said they have a half dozen break-ins in one night. police say he broke into homes in shuttenham and afterington. police say he looks for open doors and in other cases he stole victims' cars. we have new information on the death of a woman found dead inside her car at 30th street station. the medical examiner says the cause of death for nadia malik cannot be determined. the family of the woman insists she was murdered. her body was found inside a parked car. malik lease ex-boyfriend reportedly told police they had a fight and he left her with the car while he took a bus to ohio. he was extra dated on a

probation violation. and a judge ruled he will remain in jail another five weeks while the police conduct the investigation on the death. retiring from the state probation board of patrol. he sent bornographic explicit e-mails and received more than 400. randy summingers who supervised agent, saying he will retire at the end of the month saying he did not initiate any e-mails nor did he view any born graphic materials nor did he say his retirement is an admission of guilt. the e-mails were discovered during an internal review of the handling of the sandusky case. 4,000 e-mails in all were found involving state justices.

after review, agents found. 2800 of those e-mails were allegedly sent by justice seamus mccafferty. the matter is under review. so far six supreme court justices have been exonerated after a review of some of those e-mails. happening today joint base mcgwire dix lake hurst will be holding a training going on tomorrow. also today the delaware training will hold the access to jobs expo. dozens will be there between 9:00 and 1:00. 123e7b9 million labor department grants some going to job training in philadelphia that focus on health care. the group will work with local employers including children's hospital of philadelphia, nationwide health care services and several local nursing homes. bucks, chester, delaware

counties will benefit. so will camden county and new caster county in delaware. now to delaware where an historic restaurant is about to be torn down. kat katie's tavern was a shot spot but was closed for good a couple years ago. at a ceremony yesterday, neighbors said good-bye and they got a look at sketches of the new six townhomes that will occupy the corner. it was bittersweet. >> i used to go after school to get the french fries. everybody kept an eye on everyone. i used to go there to have dinner every once in a while. their food was outstanding. in the 2008 debate with sarah palin he mentioned that he would go to katie's on union street. well katie's was already closed and it isn't on union street.

clear overnight tonight. we'll start friday sunny with sunshine. we'll be back in the low 70s friday afternoon. it's the weekend we'll see the numbers come down. for today, mostly cloudy skies, we'll get breaks of sunshine after a break in the rain. later this afternoon, scattered showers are possible moving through the area. it will be chillier this weekend, the full seven-day forecast coming up in the next half hour. all right, bill. so windshield wipers on high. and a little bit of take it easy going on the roads today. because you never know what you're going to come across. and jillian, i know you already warn drivers about ponding. >> yes, we have ponding on the roads and says that perfect example of what's going on. this is a vehicle that spun out. i-95, the vehicle is actually approaching the wrong way on the vine. that's a good indication you that need to slow down. that's what's happening on the
