want to get you prepared because you could see several inches in your neighborhood. meteorologist bill henley is following it for us this morning. >> clouds overhead will be increasing during the day. the temperature is already warm right now, in the upper 60s and low 70s across the area. dry on boathouse row, but the showers not far, just to the west. the first line of showers is fairly light, moving into lancaster county right now. these showers will move into the western suburbs during the morning hours. and then as we go into the later morning and afternoon hours, heavier downpours that are moving through portions of western pennsylvania and into virginia. that line of storms will roll in, and that's when we'll see some very heavy rainfall at times. 72 degrees right now in northeast philadelphia, 72 in millville. we're already warmer than we normally are during the afternoon this time of year. and we will see the temperatures climb. mostly cloudy skies and 70 degrees at 7:00. by 9:00, 73 with some scattered

showers to the west and some scattered breaks of sunshine in delaware and south jersey. then showers moving in at noontime, 77 degrees. your neighborhood by neighborhood forecast when i come back. but first, jillian mele has a dry start to the traffic day. good morning, jillian. >> good morning to you, bill. but unfortunately, we have a serious accident out of chester county, upper oxford, route 10 limestone road is blocked off right now at route 926, which is street road, all because of an accident involving a downed pole and some downed wires at the scene. you can take hawkins road, forest manor road, even 896, depending where you need to go this morning, but avoid that portion of limestone road. heading to 95, average speeds looking great, about 55 miles per hour is what we're seeing right near girard avenue. and this is what it's looking like. this is the southbound side right at girard. you can definitely see where we're seeing some volume out there start to increase, but no big slowdowns just yet. drive times about 13-14 minutes both ways between woodhaven and the vine. tracy? it is 5:32.

nbc 10 is staying on top of breaking news in texas. another health care worker in dallas has tested positive for the ebola virus. this person provided care for thomas duncan, who died from ebola and is now in isolation. it comes as national nurses united claims that the nurses worked in dangerous conditions for days without proper protective gear. they also say the entire lab specimen delivery system could have been contaminated. dozens of hospital workers are being monitored right now. federal health officials now admit that they were not aggressive enough in containing the ebola virus in dallas. first, though, this forecast from the world health organization. they say within the next two months, west africa could see up to 10,000 new ebola cases each week. back here in our region, hospitals in new jersey are being told to test their ability to handle ebola. they're asked to send fake patients to see if the staff can identify them as possible ebola patients and put on protective gear correctly. no cases of ebola have been

diagnosed or confirmed in new jersey. now, children's hospital of philadelphia has a response plan to provide safe care in identifying the ebola case. how does it work? screen the patient and then isolate them. educate the nurses and doctors on how to control the virus and protect themselves. c.h.o.p. is also enforcing travel screenings at entrances to the hospital. meantime, a new castle county company is supplying all that protective gear worn by health care workers. the dupont company based in wilmington supplies suits, boots, aprons and sleeves. since the ebola outbreak began in west africa, dupont has more than tripled production of those products. the world health organization estimates there is a monthly need for 300,000 personal protection suits. and stay with nbc 10 and nbc10.com for complete coverage of the ebola crisis. right now on our website, you will find an entire section devoted to the outbreak, which includes information on how the virus is spread. at 5:33 now, on to decision 2014 and a visit today from the first lady miles per hour

michelle obama will be in this area this morning to campaign with democratic governor candidate tom wolf. now, republican governor tom corbett is campaigning in pittsburgh and harrisburg. we're down to just the final weeks of the pennsylvania governor's race. just 20 days until voters head to the polls in the keystone state. nbc 10's monique braxton is live in cedarbrook this morning, where first lady michelle obama will rally voters for wolf. monique? >> reporter: good morning to you, chris. the event that gets under way here in a couple of hours is being billed as a grassroots effort to get voters in this northwest corner of the city to the polls. as you mentioned, first lady michelle obama is coming here to dorothy emanuel rec center to campaign for democratic gubernatorial candidate tom wolf. some polls give him a higher rating or give her a higher rating, that is, than the president. others say she is the real star in the white house. no doubt, with less than three weeks until election day, political analysts tell us obama's high-profile visit may boost wolf's lead in the polls.

>> most polls are still in double digits, but you do see at least a little bit of tightening. the question is, is it too little, too late? >> reporter: the doors open here at 9:00. in the next half hour, we're going to hear from some residents who are more than excited to have the first lady coming to their part, the northwest corner of the city. live for now in cedarbrook, monique braxton, nbc 10 news. new from overnight, some tension in the pennsylvania state senate last night. republicans were voting to bypass a rule that says they can't work past 11:00. republicans said they wanted to get some important work done. democrats accused them of trying to sneak through bills to please special interest groups. republicans decided to hold off on any controversial votes until later this morning. now, today is the senate's last voting day before the november election. protecting your personal information. the bill on the table in this area that would give people peace of mind as they shop for insurance in the new health care marketplace. right now 70 degrees in cape

clouds are here with warm temperatures, but we're tracking showers that will be moving in this morning. heavy downpours with a threat of thunderstorms later on could lead to some roadway flooding late today and tonight. 67 in doylestown. look at 70 degrees, very warm start for philadelphia and cape may, and breezy, too. these winds coming courtesy of the storm system that's going to be moving into the area. the heaviest downpours, look at that rain in eastern west virginia and into virginia. that's going to be here later today. this morning we'll see some of these showers move into the area. for now, all of the shower activity is to the west.

depending on where you need to go. more and more teenagers are choosing other ways to get around, instead of getting behind the wheel of a car. that's according to a new report from the u.s. public interest research group. those in the millennial generation are waiting longer to get their driver's licenses. instead, the study says they prefer the convenience of public transportation and walkable neighborhoods. so, we checked with public transportation and biking in philadelphia. septa ridership in philly is up 4% compared to last year. in fact, so many people are riding, sometimes there aren't enough seats and folks have to stand. septa crews are working overtime to make more cars available. and philadelphia is one of the best big cities in america for biking. according to the bicycling commission, commuting across the major schuylkill river bridges increased 260% between 2005 and 2013. two philadelphia neighborhoods rank in the top 25 nationally for biking. center city and south philadelphia. don't like waiting at the dmv? now's your chance to let penndot

at 5:44 in case you're just joining us, breaking news coming across the wires about 25 minutes ago. another health wear wocare work texas has ebola. this worker also treated thomas duncan, the patient who died of ebola last week. the new patient, the health care worker, reported a fever yesterday, then tested positive for the virus. that patient has been placed in isolation. another nurse at the hospital is also in isolation being treated for ebola. we'll continue to follow this breaking story and bring you new developments throughout the morning. we are also tracking storms for you this morning. bill henley has been telling us about rain and thunderstorms moving into our area this morning. it's from the same system that left a mess in the south. take a look at some of the severe weather that pounded the south since yesterday. it spawned at least one confirmed tornado. nbc 10's vai sikahema is live in the digital operations center keeping an eye on what's happening in the storm zone. show us more, vai. >> yeah, tracy, this came as a sudden surprise. certainly, that's what folks down south are saying about this

system that packed with it a lot of rain and wind. and not just a little bit of wind, but a lot of wind. let's show you this system as it touched down in georgia. a tornado, actually. the national weather service confirming this was a twister. more than a dozen homes and businesses were damaged. other tornadoes from texas to the state of alabama this week killed at least two people there. and some people in louisiana will continue to clean up today from severe storms that hit there on monday. this was the scene in monroe, louisiana. homeowners had to break out the chainsaws because of downed trees in their area. now, the storm system also brought a lot of wind and rain to western kentucky. look at this. people had to get a little bit of help digging this big piece of metal after it blew on to a roadway. the area was hit by a series of power outages there. and as we mentioned, this is the same system that's about to bring us all that rain that's being forecasted. live in the digital operations center, i'm vai sikahema. nbc 10. >> all right, vai. and bill's been talking about

that. tell us the timing. >> the timing is that we will see the clouds arrive with some scattered showers this morning, but it's this afternoon and this evening that we could see some of the heaviest rain. and giving the history of this storm system, it is a possibility that we'll see damaging winds. can't even rule out a weak tornado in our area. but i don't expect to see widespread, severe weather in our region. we will see, however, umbrellas go up and heavy downpours at times. right now the clouds don't look too serious in our immediate area. there are some breaks in the clouds in delaware and south jersey, but this is what's going to be moving in during the day. and here are the heavy showers. we're already seeing some severe weather this morning breaking out in eastern west virginia and northern virginia. you can see those heavy downpours. and along with those downpours, some damaging winds. and as far as rainfall totals? we'll start adding it up later this morning. this is 11:00 this morning. lots of clouds with some steady rain moving through portions of new castle county and delaware and into montgomery county.

look how quickly it can add up this afternoon. this is a slow-moving system, so we could see close to 2 inches on the ground in parts of the area by 3:00 this afternoon, while other spots, barely anything is on the ground. then as we go into the evening hours, another round of heavy downpours, slow movers. this is 10:00 tonight. an inch on the ground in philadelphia. and by the time this one pulls away early thursday morning, some spots could see more than 3 inches, closer to 4 inches of rain on the ground. most areas will wind up in the 1 to 2-inch rainfall zone by later tomorrow. for today, though, grab the umbrella and plan on another warm one. we're starting off warm this morning, upper 70s to near 80 this afternoon with scattered showers and storms. the storms will settle down overnight tonight, but there will still be some showers in the area on thursday. a bit cooler thursday, but the real cool weather moves in as we go toward the weekend. not so bad friday. sunny skies, 72 degrees, but a

breezy and cooler saturday, up to 68. and then here comes chilly weather for sunday and monday, highs in the 50s both days. and then just barely into the 60s tuesday afternoon. bill, thanks. it's 5:48. medicare's open enrollment period begins today. that allows you to sign up or make changes to benefits for 2015. experts say medicare customers will see fewer plans to choose from this time around, but they will still have plenty of options, according to the experts. people who are eligible for medicare can transfer out of the affordable care act. open enrollment runs until december 7th and coverage begins in the new year. and pennsylvania lawmakers could be putting new restrictions on who is allowed to sign people up for health insurance. the so-called navigators that help people enroll under the new health care law, they typically work for non-profit groups, but under this new bill proposed in pennsylvania, they would have to register with the state and undergo a criminal background check. now, the senate has already passed a version of this bill. it's now awaiting a vote in the

house. and today, officials in new jersey will begin the countdown to coverage. the new enrollment period for beco obamacare begins one month from today, on november 15th. officials will be speaking at the new jersey state house this afternoon just to make sure the public knows what's available and how they can sign up. more than 500,000 people in new jersey are uninsured. it's about ten minutes before 6:00. new this morning, the ronald mcdonald house is celebrating its 40th anniversary today, and it all started in philadelphia. the co-founders are former eagles general manager jimmy murray and former c.h.o.p. doctor audrey evans. murray went to dr. evans because a player's daughter had cancer. she had a vision for a house where families could stay during treatment. murray went to mcdonald's and it snow-balled from there. what started as an idea for one house in philadelphia has now grown to 336 around the world. >> it's filled with loving people who are there because they want to do something to

help. so, the whole surround is helping these families going through whatever it is that they're here for. >> and they are selling clown socks today at landmarks throughout philadelphia for $10, and the money will go to the ronald mcdonald house. happening today, a bill that would crack down on parking lot price gouging comes up for a vote in atlantic city council. now, this measure was introduced after some concert goers over the summer were charged $50 to park in parking garages. they were attending free concerts. city officials want parking lot owners now to tell them about parking fee increases at least 48 hours in advance. under this ordinance, fines for price gouging would be raised from $100 to $1,000. and now to the casino crisis in atlantic city. a judge will decide tomorrow whether the trump taj mahal should be allowed to terminate its union contract. both sides made their arguments in federal bankruptcy court in delaware yesterday. now, trump entertainment said that it needs relief from pension and health insurance

costs in order to keep the casino open past mid-november. the union has offered $2.4 million in annual concessions, but trump entertainment wants $14.6 million a year in giveback. if the ruling goes against the company, trump entertainment says it's likely to close the taj mahal by november 13th. legal sports betting in new jersey could soon become a reality. this would be a move to try to help out the struggling casinos. lawmakers passed a bill that will clear the way for sports betting in the garden state yesterday. now, the measure is the latest in a long effort to legalize sports gambling and give a boost to the state's casinos and racetracks. four atlantic city casinos have closed this year. and as we just told you, a fifth could close next month. the state assembly is expected to vote on the issue on thursday. nine minutes before 6:00. let's update you on the roads. >> nbc 10 first alert traffic reporter jillian mele is standing by. >> we have a serious accident out of chester county, in upper oxford township. route 10 limestone road closed at route 926. you can take hawkins road,

three minutes before 6:00. deer mating season is here and aaa warns drivers to keep an eye out for animals suddenly running across the road. the hotspots for drivers in pennsylvania, bucks, delaware and chester counties. in new jersey, it's mercer, ocean, burlington and atlantic counties. and drivers in delaware need to pay close attention in new castle county. a couple of tips for drivers. be alert, obviously. and if you see a deer, use your horn to get them off the road. look for groups, because where you see one, there may be another. also, slow down and always buckle up. now, we know news happens in every neighborhood, so at this time of the morning, we try to give you a sample of what's making headlines as we take you county by county. we're starting in kent county, delaware. in fact, in dover, police are cracking down on distracted drivers. the department says drivers not paying attention caused 146 crashes across the state last year, so they've started a new campaign to try to cut down on some of that. in the past two weeks, officers

have handed out a total of 316 citations to drivers who were texting or talking on their cell phones behind the wheel. this was part of a 12-day blitz that ended sunday. now, that's more citations in two weeks than the department issued during the first eight months of the year. to mercer county now, where trenton's school board has voted to demolish its high school and build a new one. trenton central high school is 82 years old and is literally falling apart. we've covered several stories on the condition of that school. state schools development authority will fund the $130 million replacement project. well, how are you going green? officials in chester and montgomery counties want to know and they want to award you for it. they're looking for nominations for the growing greener communities award. it recognizes cities and towns that have come up with ways to preserve open spaces and connect people to nature. nominations are due by january 2nd. a lot of towns out there doing some nooet things, so they would like to see those cities recognized. tracy? vai? >> thank you very much, chris.
