witnesses to come forward. i was talking to a detective who told me this fatal shot was one in a million. the bullet, the stray bullet struck the victim in this chair behind me but it came from a few hundred feet away at the top of the block. >> she didn't deserve a death like that, not that way. >> reporter: candles and mementos from neighbors now mark the spot on adams avenue where 25-year-old megan doddo who was eight months pregnant lived some of the last moments-er her life. a bustray bullet struck her in e face. doctors successfully delivered her baby girl by c-section but the infant didn't make it and died around 1:15 this morning. it was her friend, christopher d'agistino who was sitting with her.

>> i haven't slept a wink. she was bleeding from her mouth and nose. >> detectives canvassed the neighborhood today and area they say known to drug dealers. they have a tip that the gunfire came from a man targeting a white sedan driving by the block. >> she starts firing about 10, 11 shots were fired at this vehicle and one of those bullets hit the young lady down the street. >> it's just sad. i had just seen her. she's always walking, always rubbing her stomach. she always -- it was a mortgagely thing. >> i was praying for the baby. when i found out about it, i was hurt. the baby didn't have a chance. >> reporter: parents in the neighborhood are worried for their children's safety and want the killer caught. >> other than the reward money, you have to just doç it for yo

own conscience. >> reporter: again, it's a $40,000 reward for the arrest and conviction of the person responsible. it's coming from the city. the victim by the way leaves behind a boyfriend and two children who are ages 4 and 6. reporting live in frankfurt, i'm rosemary connors, nbc 10 news. embattled football star ray rice is planning to appeal his indefinite suspension from the nfl. the league handed out that punishment last week after a new video surfaced of rice knocking out his then fiance inside an elevator in february. he originally got a two-game suspension. meantime, new jersey lawmakers are tackling the domestic violence issue. >> today the state assembly passed a series of bills designed to protect victims of abuse. nbc 10's south jersey bureau reporter cydney long is live in trenton. >> sydney, these bills were already on the table before the ray rice incident became public. >> denise and renee, that is

correct. lawmakers tell me this has been a conversation, a dialogue they've been having for several months here in trenton. it just so happens the public's attention has been captured simply because of the ray rice incident. they say this is not isolated to a ray rice issue. this is anyish that affects hundreds of thousands of new jerseyans every single day. >> domestic violence as i said is extremely complicated. it knows no age. it knows no economic station in life. it can happen to anyone. >> by nums vote, new jersey's general assembly passed a series of bills aimed at protectioning domestic violence victims. it comes one week after new video surfaced of the moments before ray rice dragged his unconscious fiance out of an atlantic city casino. it is something assemblywoman

gabrielle mascaraç knows all t well. >> my mother is a survivor of domestic violence. i stayed in women's shelters as say kid. i know what it looks like. i know what it feels like. >> reporter: among the bills, one would save -- fra victim fr coming face to face with their abuser, allowing them to testify via closed-circuit television. >> it's a level of intimidation. >> reporter: another that could become law would allow police to check a restraining order da database statewide. the package would also allow a domestic violence victim to use a self-defense argument in court if they were forced, rather, to defend themselves when a

restraining order is in place. we're also working to find out how quickly the senate could take up this measure before it would ultimately head to governor christie's desk. live in trenton, i'm sydncydne g long, nbc 10 news. now your nbc 10 first alert weather. >> nbc 10 first alert weather, technology is tracking rain on the way. it could create an inconvenience for commuters. so let's get more on that timing. >> nbc 10's first alert meteorologist sheena parveen in our weather center. sheena, when can we expect the first rain drops to fall? >> it won't be until early tomorrow morning. we're in the clear for the rest of the evening. the rain should be here, though, for part of your morning commute tomorrow. but looking at our sky camera network you can tell it's nowhere close at the moment. we have clear skies out there right now. this is lake wallenpaupack up in the poconos. not seeing any clouds. nice conditions and a lot of fall-like weather out there with cool temperatures. locally we're nace and dry. the rain is very far away,

moving into the ohio area, so this is the batch of rain that we'll be getting here just in time for the morning hours. for tonight we will be staying on the dry side. it's moving fairly slowly so the timing will put itç for the morning commute. temperatures currently feels like fall outside. it felt like that all day today with a cool start this morning. 71 in philadelphia, 6 7 in pottstown, 69 in allentown. 73 millville, 67 degrees at the atlantic city airport. as we go through the rest of your evening, we will start to see changes not until late tonight, though. by 8:00 p.m., mid-60s, clear skies, cool temperatures. by 10:00 p.m. tonight, more clouds move in with temperatures in about the low 60s. you'll see the rain around for the morning commute. we'll take a closer look at that coming up. right now, the manhunt continues for the gunman or gunmen who ambushed two pennsylvania state troopers killing one of them and wounding the other. >> the troopers were attacked

during a shift change friday night in pike county in northeast pennsylvania. funeral services will be held in scranton for the trooper who died in the ambush. corpor corporal bryon dixon. he transferred to pike county back in june. nbc 10's doug shimell talked to some of those who walked with corporal dixon locally. >> some of his philadelphia colleagues will play a role in his funeral? >> exactly. many have volunteered because they feel like they need to do something to pay tribute to their friend. >> it hit us personally because bryon was stationed here. >> he came to the belmont barracks when trooper bryon dixon was promoted to corporal july 2013. >> he had a great passion for traffic enforcement, particularly in the dui area. that enthusiasm that he had was contagious amongst the members here in troop k. >> corporal dixon won several

awards from pennsylvania's dui association and leadership became obvious. >> the impact that he had on the younger troopers, he took a great interest in their report writing, their skills, their safety. >> 402. >> when they heard he had been ambushed and killed outside the blooming grove barracksç in pi county three months after being transferred there, shock. >> my concern is for the guys that work here now and how they're dealing with it. and making sure we have all the resources available to them. >> reporter: part of that coping are the mourning pins they wear and the flag that's unfurled and part of the coping means being there for corporal bryon dixon's wife and two young sons. >> everyone that was in his squad has been asked to be an honorary paul bearer and all ten of them will go up to do that. >> reporter: coming up tonight at :00, the legacy that corporal

bryon dixon leaves here at troop k. live in winfield, i'm doug shime shimell, nbc 10 news. >> thank you, doug. another atlantic city casino will close it's doors in a matter of hours now. tomorrow morning, trump plaza will become the latest victim of the casino crisis. casino operations are scheduled to end just before 6:00. owners file for bankruptcy four times, including last tuesday. the closure will leave about 1,000 workers without a job. the trump plaza is the father atlantic city casino to shut down this year. the atlantic club was the first to close in january, showboat shut its doors august 31st, two days later, revel closed and the trump taj mahal could be number five. that casino sent notices to workers last week warning it could shut down come november. the nation's oldest nuclear power plan has been taken offline for a planned refueling outage. it was shut down today.

during the outage, crews will perform maintenance work and replace one-third of the reactor's fuel. plant officials did not say how long it will take to complete the work. investigators working to figure out what led to a crash that injured two people and shut down a busy south jersey road. éç cars involved here. the accidentç happened just before 11:00 this morning. sticklerville road was closed in both directions for about an hour and a half as crews cleared the scene. in montgomery county, a first for prosecutors. >> a man facing the death penalty is about to represent himself at trial. in october of 2012, the father of sanjay zena found his daughter abducted an his mother murdered. for four days, investigators searched for the baby.

the family friend told police he killed the grandmother and baby in a botched kidnapping attempt. he hbegan arguments in court today, asking a judge to throw out autopsy and crime scene photos. the man appointed to be stand-by counsel. >> he had no choice but to confess, that's his position. >> reporter: a judge is outlining a plan for extra security in court as jury selection is scheduled to take place tomorrow. it could take days because of the international attention this case has received. more information in the decades old case of a missing new york boy. videotaped confession of pedro hernandez, burlington county, new jersey will be key evidence as a judge determines whether it is fair game in his trial.

hernandez pleaded guilty in the death of paetz. hernandez's lawyer says i had client falsely confessed and lacks the mental ability to understand his rights. the hearing will determine whether the confession will be used in court, not whether the statement itself is true. the philadelphia school budget crisis is front and center as the pennsylvania legislature returns from its summer break today. >> fund our schools. fund our schools. >> this çmorning, city leaders led a rally outside gw child he's elementary school pushing to are approval of the funding bill. k kinyata johnson rallied with education advocates, parents, teachers and students. >> there's no other pressing issue than making sure our young

people receive a quality education. this should be the number one priority here in the city of philadelphia. we want to send a strong message to our legislatures in harrisburg. >> it would provide $80 million to the philadelphia school district. a legislatures return to work today after summer break. but before the state house of representatives can vote on the cigarette tax bill, it has to be put on that chamber's calendar. state senator anthony williams who authored the bill says time is of the essence. he'll start lobbying lawmakers in harrisburg on the need to move quickly on the cigarette tax bill. >> i think six days they'll be in session. the bill has to be listed "x" number of days, three days consecutively in order to be voted upon. >> district officials say they need revenue from a $2 a pack tax to be flowing into the district by october 1st. if not, cuts will be implemented

that could close schools as early as christmas. from our delaware bureau, an award for courage to a boy bullied while he sat in his wheelchair. kwan mackey has cerebral palsy. two kids last week got his wheelchair stuck in a storm grate, roughed him up and stole his keys. this morning, the group's founder visited kwan at his house in newark. >> he stood up. he didn't cry about it. he stood tall. he was courageous. it makes me teary-eyed thatç ts young boy would have to go through that. >> in addition to the medal and the award, teach andy bullying gave him a signed ryan howard jersey. howard is kwan's favorite player. police are still looking for the

two boys who attacked kwan in his wheelchair. drivers on a stretch of interstate 76 should be compared to are a lane closure, the westbound right lane will be closed between the 676 and spring garden street interchanges from 9:00 tonight until 5:00 tomorrow morning. work crews will be install be a highway sign in that area. here's a live look at the area this afternoon. drivers are advised to allow extra time to travel through the area. if the work isn't completed overnight, crews will complete the job tuesday night. >> federal investigators right now looking into potential safety issues with the ford fiesta. dozens of drivers are complaining that the doors of the car and latch won't stay closed. it covers more than 200,000 fiestas. the doors opened while they were driving, says a few people. one person was actually hurt in all of this. ford says if you're having a latch problem, call your local dealership. the latest in the gm ignition switch recall.

the death toll now up to 19. >> he says there are at least 100 more claims being review. that number could go up. those 19 wrongful death claims are eligible for payments from general motors. ken feinberg hired by gm to handle their compensation investigation, says so far, he's received 125 death claims due to faulty switches in older gm models. gm has admitted knowing about the ignition switch problem for more than ten years. but the company didn't begin recalling ignition switches in more than 2 million vehicles until earlier this year. >> now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, a beautiful day today felt a lot like fall. we had a cool start to the morning and we're continuing with the below average temperatures through the afternoon.ç still really nice outside but come tomorrow morning we'll be tracking showers, moving through. for the morning commute, compared to today, it's going to

be very different. we'll be dealing with rain around the area. but after the rain moves through, the fall weather is still staying. we're not going to get hot this week. we'll stay on the cooler side. temperatures will be below average, too. we'll have a nice dry stretch of weather. really we have to get through tomorrow morning's rain. it looks good going all the way into the weekend, believe it or not. we'll show you the seven-day in just a second. here's a live look out at center city. barely any clouds around. that will change as we go overnight. philadelphia, 71 degrees. humidity down around 39%. light south wind. those ones will stay light as we go through tonight. spots in the 60s like pottstown, 67 degrees, 69 in allentown. 72 northeast philly, 67 already at the atlantic city airport. 73 millville, 72 degrees in dover. everyone is feeling the below average temperatures. we do have a cooler air mass in place. we are nice and dry, though, no clouds really. you start to notice them back off to the west. this is the area of moisture we're watching this will start

to move in and the timing will put it to tomorrow morning. it does look like the morning commute. we are going to watch it as it tracks closer to the area as we go through the overnight hours. future weather for the rest of the afternoon, really nice end to your monday. great start to the week. then by midnight, more clouds start to move in, early tomorrow morning, the rain comes. i would say between 6:00 and 9:00 a.m. will be our best time for rain. by 7:00 we should be seeing scattered showers through the area. they quickly move out. so by noon tomorrow we'll start to dry out and we'll continue to see gradual clearing as we go through the day tomorrow. increasing sunshine through the afternoon, just a short period of rain. if you look back off to our west and northwest, look at these cool temperatures, 61 in chicago. 58 degrees in detroit. 62 in buffalo. we're right on the edge of this cooler air mass. we are getting some of the cooler weather. it will stick around. it's not going to retreat back up to the north anytime soon. we are going toç stay in this

nbc 10 breaking news. >> we are continuing to follow breaking news, a shooting outside a charter school in north philadelphia. it happened this afternoon, outside the kip charter school on lehigh avenue. witnesses tell our crew children were outside at the time of the shooting. they ran inside when the shots were fired. no one was hurt. count on updates as police continue to look for the suspects here. at 5:00 we hope to hear from witnesses. right now at 4:30,ç the discipline debate questions the debate about how far is too far when it comes to punishing kids. the issue is given a lot of scrutiny after adrian peterson was indicted on child abuse charges. he acknowledged he used a wooden switch to spank his 4-year-old son. the vikings benched him but today peterson was reinstated. today nbc 10 took the issue to a local expert. >> others are chiming in as well

on what is appropriate when it comes to doling out discipline to children. nbc 10's lu ann cahn has been talking to witnesses. >> a doctor believes no one should ever spank their child but she knows many, many parents, like this one, believe it's necessary. >> if it comes to it, yeah, most definitely, pow, right in the butt. >> he admitted he's old school when it comes to disciplining his children. he says this is the way he was raised. >> to me, if i have a belt, i use a belt. if i grab a switch, i grab a switch and hit him. >> reporter: but he believes the minnesota vikings running back adrian peterson crossed the line. this picture from houston police shows welts and bruises as a result of the switch peterson used to discipline his 4-year-old son. >> a kid doesn't need to be hit four or five times for them to get the point. >> children who are hit for

discipline are up to nine times more likely to be victims of physical abuse because that corporal punishment, that hitting just went one step too far. >> reporter: dr. maria mckulligan counsels parents who often say they spank because their parents spanked. she's working to change that thinking f. you hit johnny for taking his sister's toy and johnny goes to school and someone takes their toy? what's johnny going to do? they're going to hit. there's enough vial enin the world. there are better ways to teach our children. >> reporter: did you get a belt, the switch, a handed? >> all the above. >> reporter: he said those beatings helped him decide he'd never spank his own children. as forç peterson? >> no way a child should be hit, especially with a switch at 4 years old. that's not cool. >> reporter: football player adrian peterson released a long statement today. within it he said i am not a child abuser. i am someone who disciplined his child and did not intend to

researchers measured the brain activity of older adults with and without the protein tangles that are a sign of alzheimer's disease. those with the tangles showed more brain activity when asked to remember specific details. scientists say this shows our brain have methods of working around early damage from alzheimer's proteins but more research is needed. marriott wants guests to leave something for the hotel help. the hotel chain is placing envelopes in 160,000 rooms this week to encourage guests to leave a tip for the maid. the program is called the envelope please. how much should you leave? the hotel chain's ceo is encouraging guests to tip $1 to $5 every night depending on the room rate. some say it's fashion gone too far. >> one retailer based in our area is apologizing. >> i don't think that's

for a re-entry center. christie and mcgreevey are calling for reform so nonviolent offenders can get the tools they need to be successful after doing time. >> you have to acknowledge first that while the war on drugs was well meaning and well intentioned, that by every measure that we could take, it's been a failure. >> governorç christie said no matter what disagreements he has with mcgreevey on other issues, he wants to work together on prison reform. the eagles are going for their second win of the young season. >> the birds are on the road against the colts. >> size up tonight's matchup for us, derrick gunn. >> reporter: here in indianapolis it's all about a guy named andrew luck. in his young career he's indeed a rising star in the nfl. 33 career starts, he's not had back-to-back losing campaigns or

indianapolis, derrick gunn for nbc news. now your nbc 10 first alert weather with meteorologist sheena parveen. í as well as a cool tort to the afternoon. tomorrow we'll see big changes from this morning. it will still be a little cool, not as cool. we'll have showers around for the morning commute. we are tracking showers to start your day. the fall weather does stick around. through theç afternoon the rai clears out and it will feel nice and cool. a dry stretch of weather as we end out the week and go into the weekend. we just have to get past the rain for tomorrow morning. currently the temperatures are below average. average high is 78 degrees. right now we're only around 70, 71 philadelphia. 67 in pottstown. 69 allentown. 73 millville. low 70s in delaware, wilmington coming in at 71. 72 degrees in dover. locally we're dry but if you look back off to our west, a

batch of rain moving into parts of ohio. this is what we'll be seeing as we go into the morning hours for tomorrow. pretty early tomorrow. for many of us it will be for the morning commute. right now we're not seeing the changes just yet. philadelphia. center city skyline, nice and dry. overnight tonight, we'll start to see more clouds. the rest of the evening, we stay dry, more clouds move in. there you see it, 7:00, 8:00, we'll see rain coming through. there could be areasppj of heav rain it moves through pretty quickly. we really start to clear up and we'll see more sunshine. so tomorrow we'll see the rain in the morning, big improvements through the afternoon. in the tropics, though, we have two hurricanes, one in the atlantic, one in the pacific. this is hurricane edouard. this could become a major

hurricane. it isn't a threat to anybody. it should stay well away from the u.s. we have hurricane odile yo. this moves through a category 3. it is weakening but it is still a hurricane. hurricane season is actually going to be ending pretty soon, too. for tonight, cool, more clouds, late tonight, 60. then tomorrow early showers, gradual afternoon clearing. 73 to 76 degrees. we'll see more sunshine through the afternoon tomorrow. those temperatures go back down below averl. wednesday, thursday and friday. we're about the mid-to-low 70s. the average high is in the upper 70s. the average high is getting cooler. the high temperatures are still cooler than that. slightly warmer, 77 saturday. sunday, warmer than that. around 80 degrees. perfect weather for the eagles game sunday. then on monday we'll see more in the way of clouds.

all right. thank you, sheena. the fall monarch butterfly migration has begun bringing the colorful creatures through cape may county. but there are fewer butterflies than in past years. some studies estimate that 90% of the population has vanished over the past 20 years. now a new jersey legislator is introducing several bills aimed at helping monarchs survive. today, something from the fall line that's making waves. >> it comes from a local company that's no stranger to controversy. >> a philadelphia-based clothing company makes light of a school massacre. the popular sweatshirt they're selling out of and why they decided to put it in stores. playboy says the university of pennsylvania is tops when it comes to one popular category among students. and it's not exactly setting. this is nbc 10 news.

this is nbc 10 news. just in time for the cool weather, a new sweatshirt but some people aren't getting warmed up by this particular sweatshirt. they're getting a bit hot under the collar over it. some say the sweatshirt is a graphic reminder of a deadly campus shooting decades ago. >> that shooting on the campus of kent state university where four unarmed students were shot and killed by national guardsmen during an anti-war protest. today's nbc 10's tim furlong is getting reaction to the controversy. >> and the sweatshirt is made by urban outfitters.

outfitters apologizes for the sweatshirt they say is from their sun faded vintage collection. the red spots are just discolorations and is not supposed to look like blood. >> i i this this is a strategy. >> reporter: carolyn is a public relations professor at the university of delaware. they put out the controversial gun holiday ornament and the ghetto-opoly game a few years back. she believes this company knows exactly what they're doing. >> they're trying to do something that's provocative and transgressive. they push it. even if goes badly, it fades away pretty quickly but they have brand recognition. >> reporter: kent university said they are upset urban outfitters would try to profit off this painful chapter in their history. some of the people who lost loved ones are out there, as well as some of the survivors. if this was a marketing strategy

nbc 10 news starts now. >> we continue to follow a developing story from north philadelphia. as we told you first at 4:00, shots were fired outside the kip charter school along lehigh avenue. police tell nbc 10 two suspects were firing at each other. no one was hit but kids were on the play ground at the time. parents got the news from their children. >> they called, said they had a shooting outside the school, come get them. >> what do you think? >> it's out of control. >> children hit the ground when they heard the gunfire and then took shelter in the school building. a victim of violence, that's

what philadelphia police are calling this pregnant woman who was shot and killed yesterday. doctors delivered her baby just after the shooting but the infant died early this morning. good evening, i'm keith jones. >> i'm jacqueline london. nbc 10 rose marmary connors is at police headquarters where police announced a $40,000 reward for any information leading to an arrest. >> i spoke to the homicide captain a few moments ago. he tells me at this point they have little to go on still. that's why they are hoping that that reward money will encourage somebody to come forward. at this point all is pretty quiet in the neighborhood. few people out and about. yesterday morning there were plenty of people outside enjoying the weather and police say somebody knows something. >> i'm so close to it. a couple weeks ago, another friend of mine got killed where i used to live. where is it safe at around here.
