storms crossing the mississippi valley. that will bring us relief from the heat we expect today. hot and humid. but foggy this morning, at least in some areas. we will detail that in just a few minutes. let's check on traffic. >> the fog is out there. you cannot see it on our cameras. we have a few things to mention -- you can see it on the cameras. there are closures at charles street, a cathedral street in mount vernon because of the book festival. there is a car fire in the white marsh area on 95, but that does not look like to be affecting traffic. things are looking good on the topside of the beltway. use those low beams to get through that. this is the key bridge. very light volume. we do have some fog warnings on

the area bridges. be aware of that. that is the latest on traffic pulse 11. back over to you. >> thank you. a howard county family slaps the county board of education with a lawsuit. >> this concerns a former sixth grader at patapsco middle school. parents say their son suffered psychological problems because of bullying. jennifer franciotti is live with more on the story. >> the family is going for $1 million to $10 million in damages. the family is suing for three counts of deprivation of constitutional rights. the lawsuit against the howard county board of education makes serious allegations, according to the suit. a sixth grade student at patapsco middle school was bullied by a group of students

beginning in 2007. he suffered violence, including being stabbed with pencils, he was pushed and slammed into lockers. the issue of bullying has done a lot of attention recently in schools around the country. baltimore county just held their annual safe school conference this week. >> we have a positive behavior planning approach to problems such as bullying. look at problems from a three tiered set problem-solving approach. >> the approach is to take care of the problem before it causes more problems for the student. >> the students may develop a disorder such as a depression or dramatic stress disorder. >> the boy suffered posttraumatic stress disorder

and had to be placed in a different school as a result. a spokesperson said they just received a copy of the lawsuit yesterday. they cannot comment on pending litigation. jennifer franciotti reporting live. >> thank you. a specific type of health concern brings people to capitol hill. a student athlete testified about the after a facts of a concussion she received while playing soccer. >> we can work to change this culture so it is just as unacceptable to play somebody who is concussed. >> experts called for all schools to give their athletes baseline cognitive tests. >> people driving in baltimore county will be required to maintain 83-foot distance from

we will detail that coming up in just a few minutes. >> the diabetes drug avandia will no longer be widely available here in the united states or europe. the drug when now only be given to type two diabetes patients and only after they have run out of other treatments options. european regulators stopped using the drug altogether. glaxosmithkline issued a statement saying the company continues to believe that avandia is an important treatment for patients with type 2 diabetes. >> a masai's made to more than just relax. it may boost your immune system. researchers gave a group of volunteers either a light or deep tissue massage. blood samples taken afterwards

that's in andy harris' unfair tax plan. 23% sales tax. a 23% sales tax will cut my business in half. would be devastating. andy harris' 23% sales tax absolutely makes no sense. 23% sales tax would really make things unaffordable. that's too high for the average american out here. i don't know how we would manage it really. don't like that idea. we can't afford andy harris' idea. i'm frank kratovil and i approve this message.

four years ago, bob ehrlich got fired as governor of maryland. for good reason. first, he protected tax loopholes for giant cable cable companies. then, he let utilities jack up our rates 72%. and for the last four years, he worked as a hired gun for big corporations, even a bank that took billions from a taxpayer funded bailout. ehrlich sides with corporate executives again and again and again tell bob ehrlich big banks and billionares don't need help. middle class marylanders do. old gibbs canning company. today these factories are full of dot com businesses. and now my job is helping maryland create new economy jobs. training new math and science teachers investing in our institutions of excellence pioneering new cyber security jobs and giving an old gm plant a jump start building electric motors. i'm barbara mikulski. i approve this message so you'll know i'm fighting for you.
