10:04 am
the business and tax code after january 21 of 24 to require short term rental hosts that don't operate through a company for transient occupancy tax returns. wave requirements for the certificate of authority from the tax collector change the period for filing the returns from annual to among low for all hotel small operators. codify the tax collector's website company program. and the return and payment requirements for tourism and expansion district assessments and companies to collect and remit to immruf move assessments. >> we have the treasurer's office here. >> good morning. chair chan and supervisors office of treasure and tax collector. i'm presenting an item tht
10:05 am
simplify tax and fee filing for short term residential hosts. following an election in 202e22 as of january first short herm rental hosts are assessed under the tourism improvement district. hosts may pass this on to their guests. as we work to implement this collection from hosts our goal is to simplify the filing and payment of the tid4 host. i thank our partners at sf travel to notify hosts of new requirements under the tid and cohosted a webinar to explain the purpose and how this will work that is posted on our website. as you know, short term rentals required collect and remit transient occupancy taxes. we offered many options for hosts to collect and remit the
10:06 am
obligations. hosts can collect and remit it month low or annually or work with a website company to collect and remit the taxes on their behalf. >> in practice, the vast majority is collected by qualified website companies. hosts who operate short term rentals directly or nonqualified platforms do collect and remit them annually now. we don't have any tot remitted month low by short term rental hosts. to ease collection of the new tid requirement we are seeking to require our qualified website companies collect and remit them on behalf of hosts as part of their agreement with our office to collect and remit the tot. we will discontinue the option for hosts to collect and remit monthly. and require all hosts who don't operate through a qualified website to file and pay the tot
10:07 am
and tid assessment annually. >> i would like to request that the board consider amendment we circulated clarifying the tid requirement for qualified website company system not retroactive. contirmed with the deputy city attorney it is not substantive and shared the language with the clerk. thank you for your consideration and i'm happy to take any questions. >> i do have a question. >> sure. could you -- i think -- because it is just not included in the legislation itself i know it is somewhere. could you walk us through quick the definition of qualified website company? >> sure. >> so the transyebt occupancy tax is 14% tax on stays paid by guests and remitted by hotels or by reservations, website companies or short term hosts
10:08 am
directly. when this became popular in san francisco, we worked hard to figure out a way for to get these collected buys of platform companies themselves, that was at the urging of hosts who found that collection and remittance of taxes confusing and overwhelming and really wanted this to be done in a one stop shop. so in order to become a qualified website company to collect and remit the tot to our office, companies this is opt in, optional. they have to submit a declaration to our office that they will adhere to our terms and conditions. and they are required to file and remit taxes among low to our office. and with those taxes they have to submit detailed information about each stay. all of information this we require for this is posted on our website.
10:09 am
any member of the public and guests and hosts can see what we are requiring and getting from the platforms. now we have 3 companies participating. air bnb and mr. bnb and that will be an opt in program. but it does institute the majority of revenue collected at this time. >> so, we are now look at so called like -- to make it easy to stream line for those who register under the qualified websites or company. the changes at ti d was did not cover short term and now it does. if we don't pass this legislation and -- qualified website companies choose not to collect it now they can collect but we are not requiring them.
10:10 am
what will happen is that the companies will submit the tot on behalf their hosts. next year in january, we'll go out to their hosts and say, okay you have to submit in extra filing for this tid assessment. we notified them that this is their requirement they need to do this. we can't anticipate they will be upset and they will think, i thought this was going to be collected by my website company like for taxes and why are you coming after me. they are a snaul amount of revenue to go to each host t. is not a great use of anyone napa time. our hope is by dook this. tell be stream lined we collect it monthly that will make it easier for the improve am district to do what they need to do with the revenue. and stream 39 so it operated like the tot. >> what will happen to the
10:11 am
individual hosts. that are not registered with the qualified website company. >> now when they do is they file annually the end of january. and than i file for all stays that happened in the year prior and remit the tot now they will also remit their tid on top of that. >> will there be both listing for a qualified website company and not. >> yes. >> wee have that now and that is fine. they are qualified website company collects the revenue on behalf of the stays and they are on the hook for everything else. thank you. and so that means the filing will be the tax will be filing separately and as a host themselves, they will have to file separate low from the how many of the state aside from the qualified website >> that's how we have been doing
10:12 am
it for many years wield like to add in tid to make it clear what obligations are. >> thank you. . appreciate t. i don't see name on the roster no questions at this time and then let's go to public comment on this item. >> we invite the members joining who wish to speak number one step up and address the committee. >> we have no speakers >> thank you. no public comment it is now closed. >> i would like to amend the legislation to strike out the possibility for retroactivity and set the new date on and or after january first, 2024. and that is the proposed amendment today. i would like to amend it and then sends the amended version
10:13 am
to full board. let's call roll on that motion. >> >> the motion to amend the ordinance and accepting the amendments offered by the treasure tax collector and forward that to the full board as amended vice chair mandelman. >> aye >> member melgar. >> aye. >> chair chan. >> aye. >> the motion passes. >> and -- mr. clerk. call next item. >> item 2 a resolution authorizing the mayor's office innovation to accept an in-kind gift valued at 302,000 from various providers marijuana 6. 24 through june 21, 24 with the civic ridge program and mayor's office of innovation to not materially increase the liabilities to the city and necessary for the purposes of donor agreement or resolution.
10:14 am
>> thank you. and of today we have administrator's office. >> no. mayor's office of innovation. >> thank you. chair and members. will. an in-kinds gift of consulting service 302 thousand dollars. you have all heard about the civic bridge program a few times. we had a waiver about a month and a half ago. came through a different committee this year we are bring forward low projects. one with department of emergency management. one with the fire department and the third with department of public health all focused on improving data collection and service delivery in distressing street behaviors or conditions.
10:15 am
typically civic bridge is a program of >> hen a 16 week partnership where a corporation base in the san francisco donates time with up to 6 volunteers for 20% of their time and value that using the tap root calculation. we are continuing to do this for one of our promise. we have two innovations this year. the department of public health will do a shorter sprint with less time dedicated. that project is foreign focused on how we make sure that people seek treatment with substance use or with a people that use
10:16 am
substances when they are ready to accept service, how do we make sure our service is set up without barriers. they are doing convening and stake holder engagements to figure out where we as a city might be falling down and how to pull that together. the other is in we are working with oi group u.s. digital response for the dem. they are a national nonprofit functions like civic bridge itself. they recruit individual volunteers not companies themselves. but individual volunteers to work on projects like this. those volunteers donate services to u.s. digital and then they do nit their time and cordination to us. to this affect, to make sure we are representing not just the time value u.s. dick tality cordination and reflect the volunteer services the city
10:17 am
attorney suggested an amendment on page one line 20 i have copies. adding plus the cordination of related volunteer services. the chair had asked me which corporations they are working with. we don't know they are in the recruitment stage. positions they are recruiting for are a service sdriern, form design and gentleman forms designered haves from donating their own time we don't know where they work yet. the third program and they'll work with zem to redesign h sock form. to make sure we are improving how many people answer the questions. are we asking redundant questions. inputting the dates the same way that dph does so when we try to link we don't have tong about whether you have written out
10:18 am
tuesday or february. it sounds simple but is quite technical on the back end. the third project is the fire department adobe is donating a team ofville tears to think about the ems6 project and how to understand whether they are doing, how to measure their success. you know that ems6 and not to speak for the fire department but the ms6 steam how people who call 911 frequently. and we tong about what it means to be successful with that group of people. they measured success in how you get people off this list. sometimes new people come of i apologize to the department fist i screwed up the details of your project this is the best i
10:19 am
understand them. and i'm here for questions. >> what is the ems. >> ems6 is again not to speak for the fire department. i understand it, the divifthz community paramedicine team dealing with people who routinely call 911 on a regular basis. for example somebody who might not have a healing insurance plan and they call 911 when they get sick. and the upon fire department has a dedicated team. i think represented in the bla report. about coordinated street response recently. >> and adobe is? offering a logic model redesign? yes. >> matt, you want to talk about the logic model and design means?
10:20 am
>> for the logic model redesign it is helping taking the time to work with fire to reflect on had the programs and the out come are. are the operations best like meeting. kinds of what the operational goals are and how you electronic the impact to be able to better understand the great work they are doing and like where there are opportunity to improve or double down on space or interventions. so hopefully it is providing 6 additional volunteers to give them the time and space to take in all the information across the fire department teams to better understand the program and help them think through what the key performance will be. sorry. matt larson with mayor's office. [inaudible] program manager. >> thank you. it is interesting. i think i like to learn more about this.
10:21 am
only with the thinking about we will be think burglar how do we evaluate contracts and results and just -- learn more about what adon't seoffering in terms of a logic model it is interesting the benefits of the program. it soundses to me it is not just about hitting the understanding the benefits but in the possible improvements and like are we hitting target for the state reporting? yea this is a bit a new program for me from what i understand it is the forefront that san francisco is leading in this space and helping to guide some of the state level understanding of what impact it is. where we should drive toward
10:22 am
there is a great opportunity for scale here. working with fire to continue to improve a program that is at the forefront. >> if it start in february, it is 16 weeks program. so you are finishing august? >> mid to late june. >> great. love to hear and learn more when they finish. >> thank you. i don't see names on the roster we are good. we can go to public comment. >> members of the public wish to speak on item 2 now is your opportunity. step up and address the committee for two minutes. we have no speakers. >> seeing no public comment it is now closed. i would like to make the
10:23 am
amendment read out loud which is the page one, line 20 and the courtination of volunteer services and learn more when it happens. this sounds good i like to learn about the form. with that said, make that amendment and move this item to full board with recommendation and i roll call please. >> on that motion to amend the resolution offered by the mayor's office innovation. and forward that to the board as amend vice chair mandelman. >> aye and add me as a cosponsor. >> thank you. >> noted. member melgar. >> aye. >> chair chan. >> aye. >> thank you and the motion passes. thank you and mr. clerk call items 3 and 4 together. >> items 3 and 4 are resolutions authorizationing public health and dph to enter in amendments
10:24 am
or modifications to the agreements that not increase the obligations or linocaines to the city and necessary for the purposes of resolutions. item 3 authorizes the department to continue to anticipate in california mental healthy services under the terms of join exercise of power's agreement. authorizing jpa to execute the participation agreements by the city attorney without further board approval unless being directed. and item 4. retroactively authorize the department to enter in a grant agreement for a form on commission of the grant agreement through june 30 with the city and count and he advocates for human potential inc. anticipated revenue to the city. 3.upon 7 million for construction at 1001 potrero avenue building time 6b and 7a.
10:25 am
including a permitted and restricted use and authorizing the grantor to apply for a receiver in the event of the city's default. madam chair >> thank you we have department of public health here. >> good morning i'm deputy director for behavioral health and here to speak on item 3. we are looking for support to continue working with the cal mhsa joint power's authority. briefly about cal mhsa joint power authority organization form in the 2009. funds and this organization allows for county across california to participate and collaborate on projects together allows us to pull resources and develop strategies and programs. all focused on behavioral health. jp socrates not a state agency but it is in between a nonprofit
10:26 am
and a state agency. some of the examples of projects that we have done with the jpa since we joined. we are working with them on a program that allows us to have presumptive eligibility for foster care children served in other countees. a pilot allowing us to bring peers in a more formal role in our system. and hopefully soon become pillar in our system and working on we wrapped this project up behavioral quality improve am project under cal aim and this participation agreement allowed us to access consults services and other supports and we have done just an example there are others a warm line chat a pilot
10:27 am
project and able to pilot technology. partnering we were collaborate to build it rather than all the counties doing it inspect low it helps us spend public funds. would allow us to continue and when we have new projects seek approval if the city attorney to be sure there is not impacts. and we would not need to continue coming become to the board for approval. than i are small projects and really offer opportunity for innovation. and also as out lined, we would continue to have the agreement until it was terminated. there are things in the agreement that call for binding or nonbinds being arbitration if there are disputes and board members and others involved are
10:28 am
not going to be held liable for mistakes. and that is the agreement. and we have again part of the jpa since 2013. we are continuing to partner and allow us to use your contracting process and allow us to better resource other resource. but pool mental health act funds. partner with other counts and hes the jpa can and behavioral health across the country and this will help us further this goal. we are hoping you will approve this, happy to answer questions. i come back annually for the over all jpa for approval >> under this, no. the resolution allow you to have the agreement on going and as we add projects which are generally
10:29 am
small, 100,000500,000 we would not have to go through the whole process but going to the city attorney and they would review them and sure there is not an impact on the city's liability or out lay of resource. >> right. >> so what today colleagues what we are approving here is for this is that we are not waiving our charter 9.118 but waiving over all your agreement i don't know about the waiving portion you are asking. we are not waiving. >> thank you. we're ready for the next item. 3 and 4 together.
10:30 am
>> next. good morning. thank you for hearing item of n is a request for approval of nonstandard term in a grant agreement. similar to what i presented january 24. this is round 4 behavioral health infrastructure. blanking. sorry. continuum infrastructure program policies. this is round 4. specific low in agreement with the advocates for human potential. department of health care service for a construction and in patient psychiatric unit. i would like to -- grant
10:31 am
agreement for round 4 in december of 2022, dph received an award from the b chip program for not to exceed amount of 33.7 for construction and infrastructure. part of the budget process last year we received approval from the board to accept and extend that amount. we are here today because the agreement to enact that grant contains nonstandard terms that require board approval. >> the funds will improve a 12 bed inpatient unit for youth 12-17. staffed 24/7 issue 7 days a week. it is aimed for youth experiencing psychiatric crisis. place ams in the setting arise
10:32 am
from involuntary holds due to concerns for dangers to themselves or others. will increase opportunity for psychiatric care for youth. and just to note, currently there is one inpatient unit through dignity health currently. specifics of the nonstandard terms very similar to round 3. . proposed terms are enter in an agreement with the hcs for 33.7. the city agree for declaration restrictions on potrero. of the 6 and 7 floors consistent with the grant funding terms and consistent with prop c use for 30 years.
10:33 am
and there will be an obligation for the city to defend and indemnify and hold dhc harmless and authorization for the state to apply for receiver. in the event the city defaults. last, we are seeking as retroactive authority. dph respect today on december 1 of 22. agreement the award agreement came to us on april 27 of 23. the accept and extend approved with appropriation's ordinance for fy24. given nonstandard terms there were rounds of negotiations with city attorney and ehp and this is the result of witness we came to agreement from those negotiations. closing, thank you for hearing the item and we hope you

care for youth for 30 years of the agreement and accept the monsxhe use it for different type of care. and then we are obligated you know as we accept the grant money and the terms and that but the same time we are responsible for everything in the event this we are default. that the 6 and 7 floor like the entire facility is going to -- it is for the state apply for leadership is that correct? >> that's correct. the areas that receive money and improvements related to the funds the state have the ability to apply for receiver.
10:36 am
>> we are the city of san francisco is responsible to run and manage this and that is the basis for the upon grant and we are committed to the space to de dedicate for the use for 30 years. and in the event the city default which every not under my watch that we would codefault the state is able to apply for receivership for this program and purpose in the area. >> the intent of that and the deed of restriction system to -- maintain the use that the state originally envisioned and approved the granted for. >> i wanted to clearly understand what we are accepting.

10:40 am
sales amounted revenues of a mission. subject to annual cap of 10 million dollars for a period of 3 years through june 30 of 25. section 21-43 helps the puc move more quickly in a competitive marketplace to deliver cost effective power supply to meet requirements for customers and ensure when we have products to sell, we can act of the commercial pace to achieve the best price. today we are seek your support to increase the revenue cap for power sales contracts that exceed a million from 10 million to 20 million. per year. increasing this revenue limit will help us obtain the best possible value for rate payers. both our clone clean and hetch hetchy power programs engage in
10:41 am
power procurement through competitive bidding processes consistent with best utility practice. the p you gos c manages supply and dhand and navigates requirements, we buy and cell electricity products this exceed our customer's projected power needs. the products allow the puc to maximize the value of our assets entrusted to us. wholesale products have been significantly higher than expected since the board of supervisors and mayor established 2143 of the administrative code. increases reflect factors including energy shortages and trade interruptions triggered by the pan dem and i can higher demand for energy and rufederals used in clean energy technologies. in addition, new california energy projects have in the come online as expected due to supply
10:42 am
chain disruptions and permitting and grid connection. as a result, our power programs are sprngs higher priesz for all energy product creating higher costs and higher revenues. when hetch hetchy or cleanpowersf solicit offers to purchase excess power supply resource this year our power sales of contracts utilized most of the 10 mission cap board authorized. staff participate this is higher priced market will continue. given the market continues and the need to move quickly in the marketplace we ask that you approve an increase and the power sales revenue limit. delegated exceeding a million in revenue from 10 million per year to 20 million per year that concludes my remarks and thank you for your consideration. happy to take questions.
10:43 am
>> thank you for your presentation and the puc. this may be a question for colleagues i was thinking about the universe wield be worried about puc selling too much. i guess the point of this is, i suppose if you were selling just unimagined amounts of power mean that something changed how we were using the power we are producing and may be where the board of supervisors needs to see that i was i'm a little uncertain whether we need an outside capful given we have one i'm happy to support raising it. do you think this covers -- 20 million is high enough figure there is no universe you will push against that through july
10:44 am
2025. i'm hesitant it say no universe but we think it is reasonable especially for the fiscal year. we are more than halfway through. section 2143 authority expires end of next fiscal year. based on projections and when we been the portfolio this is is recently and gives curb yen to dot business we need to do. >> i encourage i think this board is supportive of this activity for the puc and you know to i -- i am theme support longer time lines and larger amounts until someone can explain we be worried about that. i would like to sponsor this. >> thank you. gi would think if this is the case we need top amend the code section 2143? i see a no from the real

morning everybody, and welcome to the san francisco chamber of commerce. city beat breakfast on this valentine's day. i'm looking out at this crowd and actually, you know, it warms my heart to see everybody here on valentine's day. and i know this sounds a little bit strange, but i have to start off by how proud i am of all san franciscans. yeah we all deserve a hand. these past three years, i've stood up here at this breakfast before you and shared some pretty daunting numbers. but i want to be clear that there's still remains some serious work to do. however, the results of our annual poll bring me more hope and renewed sense of pride for our city and our residents. we saw two trends that i really want to share with you. this morning. one being that san
12:01 pm
franciscans are showing new signs of optimism and our city no doubt faces serious challenges from the pandemic, public safety concerns and negative media. but despite all that, we saw a slight increase in the voters who think that the current economic conditions are better than a year ago. this is a very important. that's right. and not only that, san franciscans are more optimistic about the state of our city, but they are ready to take action. we'll dive into the poll results later. a bit later on. but one thing is clear san francisco voters are supportive of taking action at the ballot for a change in our city, especially when it comes to making it easier to do business and increasing public safety. i'm confident that 2024 will be a year that lays the foundation for a stronger, more inclusive and even more innovative san francisco, a foundation that is actually being built by people in this very room here today. and it feels like literally almost every day i get a call
12:02 pm
from a member company who has a new activation idea for the downtown, a new innovator who has technology that's emerging here in san francisco, a group of volunteers who want to get engaged and knock on doors during election campaign season, or a student who's looking away looking at ways to encourage and get involved in our workforce in 2020, before we even dreamed of apec coming to san francisco and hosting 21 heads of state, and before chatgpt was available to us on the phone, we had the same annual breakfast. and the theme of that breakfast was wake up san francisco. that was a subtle call to action for san franciscans to pay attention of what's going on in our city. and since then, our city has faced unique and persistent challenges over the course of this last year. but i truly, truly feel the energy. i hope you feel it as well that people in their hearts want to change. san francisco. i think that san franciscans didn't just wake up, but we are starting to put pen

to paper right now, implementing many of the visions and ideas about renewing and reimagining our city. the chamber of commerce is deeply investing in reimagining our downtown core to be more vibrant, resilient, diverse, and sustainable. through the partnership of mayor london breed and our business association business association peers, we've helped push policy forward to make wins and make key investments in public safety, cleanliness, tax relief for restaurants, retail, hospitality, the arts and changing some of the city code that allows changes in the widest possible range. permitted uses. in the downtown. these milestones will help the foundation to attract innovative businesses to san francisco, and we are positioning all of us san francisco to become a yes city. yes to economic prosperity. yes to renewing our city and yes to

our environment. so everybody has a future here in san francisco. last june, we worked with some of our partners, deloitte, salesforce, citi, and the world economic forum to put out a call to action inviting innovators from around the world to contribute to shape the city's future for an even greener future, starting here in san francisco. and just this last month, these partners unveiled the yes sf initiative in davos. i want you to take a look at this clip here. that's going to show you this important call to action.

top innovators were ultimately selected out of that. they're an impressive group, an inspiring group, and you may have met some of them just outside who were who were tabling. so stay tuned for more things happening with the sf. more announcements or some big announcements that we can't quite unveil yet. but there's some good surprises, so stay tuned. um, we know that to build a stronger future, we have to come together and explore innovative ideas as the chamber of commerce. in the end, is a convener and my goal is to provide a table for thought leaders to come together to forge solutions in ways that we have never seen before. the business community has come together to brainstorm, refine and champion collective advocacy efforts, and these efforts are centered around making housing production pencil out in san francisco, supporting our small businesses and making it easier and less costly for existing and new entrepreneurs to open and operate businesses. increasing foot traffic in our downtown an obvious one, but to provide a more reliable customer base for

businesses through events and programing and continuing to advocate for clean streets and safe streets so our employees resident family members, visitors want to come to the downtown and exploring ways to make conversions of existing spaces into new uses and to serve emerging industries. and finally, to make the downtown vibrant and just fun. we need this. so i'm inspired and more confident than ever that our city's future looks bright. and let's all say yes to san francisco. i'd like. now, i'd like to take a moment to thank some of our sponsors and recognize some individuals here. first, i want to thank this year's city beat pole sponsor, united airlines. thank you united. give them a big hand. i also want to thank our additional sponsors, sutter health, bank of america and

employers and the business community. and our educators, academia, the purpose is to really train our youth here in san francisco and give them opportunities, skill sets to compete for living wage jobs in san francisco. the chamber of commerce feels strongly that supporting our young san franciscans is a key, key piece to our future in the city. so in past years, we've done a unite sf event, a one day thing, a two day thing. we actually kind of stopped and scratched our heads and we want to make sure that youth is involved in everything we do all year long. so you'll see students at every single one of our events participating and engaging with you. so here today we have about ten students from various schools in san francisco. if you could stand up or raise your hand, that would be great. well become students and if anybody has the opportunity to talk to them, introduce yourself. that would be great. so thank you very much

. and finally, i wanted to thank you for joining us today. uh, it says a lot when we have a turnout like this with standing room only in the back sold out. and just a reminder that if you're not a chamber of commerce member, there's a qr code in the program and you can become a member today, we really appreciate that because as in the end, let's not forget that it is you individually in your efforts that makes up the chamber of commerce. so thank you very much. with that, it's my great pleasure to bring on stage the outgoing chair, catherine cahill. thompson catherine took over as the board chair in the beginning of 2023 and has been a strong advocate and leader for the business community. she has led the chamber of commerce in stride through new challenges and new opportunities, and thank you, catherine, for your dedication, time and thoughtfulness. if you could join me on stage, that'd be great. we have a little something for you. catherine, as

12:27 pm
we're excited about the work completed and the work to come. one important element of our involvement with sf is that is that it provided an opportunity to align with the momentum of prominent city plans. with that, i'd like to. it's my honor to welcome our keynote speaker, the 45th mayor of the city and county of san francisco. mayor london breed, to share a few words of her vision. mayor breed welcome. i'm. good morning everyone. yes yes, sf is great to see all of you here today celebrating valentine's day. happy valentine's day! there are so many wonderful things happening all over san francisco and including today will be marrying a lot of folks at city hall, celebrating the 20th anniversary of same sex marriage
12:28 pm
that started right here in san francisco. i'm really glad to be here with all of you, through all the challenges of the last several years. we've come together again and again. first to save lives, then to build back. now to take off it. hasn't been easy. so many outside side of this city have had their targets set on us. even here in this city, there were those who said the economic fallout from the pandemic might be a good thing. can you imagine that? lost jobs, lost businesses, lost residents, lost revenues might be a good thing for the city. well, despite all that, we persevered. the people in this room. you kept your office open here. you didn't run to miami or austin or kansas city to soon.
12:29 pm
thank you for staying. thank you for believing in our city. but let's be honest about something. you, the businesses, new and old that are here in san francisco are not engaged in civic generosity. you're not doing anyone a favor. you're here because it's good business. let's remember who we are. this is one of the most beautiful urban cities in the world. with an unrivaled pool of talent and builders and dreamers. the largest collection of deployable capital in the country, with a great climate and the home of tech giants and major league giants. we are truly a great city, and it's time we start acting like it. we're san franciscans, we don't apologize
12:30 pm
for being from here. when people come here, they're not going to find us hanging our heads. they'll find us building the future just as we always have. it's a little ironic now that those who have been saying san francisco isn't safe, that secured city had all but vanished from this beautiful city by the bay. they have missed what is actually been happening. 2023 saw the lowest crime rate in the last decade, not counting the lockdown in 2020. that is right. we saw crime drop to the lowest level it has in a decade. and thank you to the san francisco police department. thank you to our district attorney, brooke jenkins, and her office. thank you to our sheriff's deputies. but it wasn't just them. we called for support from the state. and governor newsom delivered with the california
12:31 pm
highway patrol and the california national guard. we called for support from the feds and speaker emerita nancy pelosi and the biden administration delivered the drug enforcement agency and the us attorney's office. that's what we did. all that support, all those people going to work. it didn't just happen because we wished it to happen. it didn't just happen because of apec. it happened because of all of those leaders fighting for san francisco and all the work that we actually did to make it happen. and we're seeing the results. no, things are not perfect. but for a while, the headlines were saying one thing. while the work was saying another. and here's the good news. the headlines are finally catching up. the new york times, san francisco montgomery street casino, a downtown revival, bloomberg, san francisco doom loop narrative ignores signs of life. just this week, the economist how san
12:32 pm
francisco staged a surprising comeback. well, i'm not surprised because we always bounce back. i'm not surprised because i've actually been here. we are not surprised because we have been working on the problems, not just standing on the sidelines watching them. you sense change before it. you see it, it starts a bit of a buzz. it's a feeling. and then boom, it's a fact. in 2023, the san francisco police department doubled the arrest of drug dealers on our streets. we challenged years, years of accepted policy, of doing things the same old way and began arresting those who were using drugs in public when we started that work, people said it was controversy. we shouldn't do it. i even got called out by the board of supervisors at un plaza because how dare i direct the police to enforce the law? the existing laws, by the way,
12:33 pm
that's fine. change makes people uncomfortable. but i'm not worried about that because you know who we need to make uncomfortable? the drug dealers selling deadly fentanyl on the streets of our city. and that's exactly what we're doing. solutions can't just be about doing the same old thing and hoping it'll work next time. yes, we are still offering treatment, but the truth is, a lot of people won't take it. we need new tools, new tools like being the first and only county in the in calif to start conserving people under our new state law, new tools like requiring treatment for people who want money from the city. to many people need help in san francisco. and if you aren't
12:34 pm
willing to get a little aggressive, then you're willing to let the stuff that's continuing to happen on our streets continue. you're willing to let our residents, our businesses, our our families and our neighborhoods suffer. we are clearing street encampments and not allowing people to remain on the streets when we have a place for them to go. because of. finally, the clarification from the ninth circuit court of appeals, and we do have places for people to go. and just to give you this perspective, since 2018, since i've been mayor, we've helped over 15,000 people exit homeless permanently, and we and we have never had a homeless point in time count where the numbers were ever, uh, over 9000 people. we're expanding housing for the formerly homeless by over 50.
12:35 pm
we've increased our permanently supportive housing by 50 and over 50. we've expanded, ended our shelter capacity by 66. we've passed tax incentives and relief to keep businesses stable and recruit new ones to our city . we've changed our laws to build more housing faster and cheaper. we've streamlined laws of small businesses, and we are waiving fees for new ones to open nearly 700 new businesses are registering in this city per month. two of them, 200 of them last year filling storefronts in downtown alone. we are leading the nation in generating venture capital investments, both international and domestic travel, through sfo rebounded to near pre-pandemic levels. and when the opportunity came to host a government and industry
12:36 pm
leaders from around the world for apec, we didn't shy away from the possibility. we embraced it and our city knocked it out of the park. what an incredible moment of pride for san francisco. thank you to everyone who sponsored that historic event and did your part to show case our city to the rest of the world. our business community truly stepped up. that's the spirit we need as we build something incredible here. as we fight for broad tax reform. right now, san francisco taxes are too confusing. they're too high, and they're too often driven by those who put measures on the ballot without regard for the economic consequence choices for our city. they will happily reap the benefits from the services that the taxes pay for. but they won't lift a finger to keep businesses here. we also
12:37 pm
need to continue to be bold in changing our housing laws. we need to continue to work on downtown by bringing in more housing, investing in the arts and entertainment, and attracting world class universities. and we need to make the hard choices to deal with an $800 million budget deficit. now, that sounds like a lot, but we've been through a global pandemic that sent us all home and reshaped our society as we know it. compared to that, as my grandmother used to say, this ain't nothing we're going to get through this. so let us build on our shared sense of what this city can be and who we are. enough for all the whining and the negativity we you want to point out the problem's not a problem, but take the next step. get to the solutions. even if it makes people uncomfortable, especially if it makes people
12:38 pm
uncomfortable. that's what i've been doing from day one. that's what so many in this room have been doing. it's easy to show up late and ride the wave of opportunity that all of us are seeing happen right before our eyes. what was hard was when we fought our way out of it. we have been here through the pandemic, through the economic fallout, through the ups, the downs and everything in between. we have been here through the hard times. we will remember who was here and who stood with san francisco during our darkest hours and who did not, because now, now we are on the path to somewhere. crime is dropping, our population is growing, new ideas are being born. we are leading in life sciences, biotech and venture capital. we are the ai capital of the world. of the top 20 ai companies in

the world, eight are right here in san francisco, and this city was built by dreamers. but those who came by, those who came west looking for something more. it's in our dna. surprising comeback. maybe for some, but not for those of us who've been here doing the work for those who believe, for those who have always been here through boom and bust and boom again, we never give up on our city. what we do is we stay. we work through it, we fight, we thrive, and that's what's happening right now in the city and county of san francisco. let's continue the momentum and the excitement. thank you all so much for being here today. can we give the mayor another
12:40 pm
round of applause for her? inspired words? um, we definitely appreciate her dedication and hard work. so next, i am very delighted to introduce to you papiya gamblin from united airlines to present exciting insights from this year's poll. good morning. it is my pleasure to be here presenting the key findings of the united airlines city beat poll, and to share with you how san franciscans are feeling about our city and where we are headed. the city beat poll helps us take the pulse of our city and provides critical data to policymakers. the business community, and the public about the top concerns of san franciscans over the past
12:41 pm
several years, the chamber has commissioned a poll with the well respected firm emc research. the firm surveys san francisco voters opinions on many issues and spotlight those that are of the greatest concern. the polasks many of the same questions year to year, so the findings can be used to identify shifts in opinion and attitudes. now, this data is more important than ever, so san francisco faces some serious decisions this year, and the city beat poll gives insight into what san francisco voters want. let's dive in. 72% of voters say that san francisco as a whole is on the wrong track. while just 22% say we are headed in the right direction now. don't shoot the messenger, but this is, i think, really telling. while a large majority of voters consistently believe
12:42 pm
that san francisco is on the wrong track, a key change is the slight increase in voters who think we are headed in the right direction. and rodney mentioned that earlier this morning. as i share more about the poll today, you will see a similar trend throughout where we see a slight increase on positive sentiments across all fronts. on voter sentiment about the issues our cities face, we believe this trend is telling of all of the real improvements that are happening. san francisco fans are still angry, but we are starting to see progress on our city's most challenging issues as we see that trend reflected here as well. when voters were asked how they would rate the current economic conditions in san francisco compared to a year ago, we saw an increase in voters who think the city is doing better from just 12% in 2023 to 20% in 2024. i want to
12:43 pm
be clear that the majority of voters think that san francisco is still doing worse than a year ago, although these signs of optimism are promising, the majority 50, however, think that the current conditions of san francisco are worse than a year ago, when asked how they are thinking about the future, 39% of voters think that san francisco's economic conditions will be worse a year from now, and 28% think that the economic conditions will be better. we also saw an increase here from 2023. in those who think san francisco's economic conditions will be better a year from now. each year, we ask voters an open ended question what do you feel will are the major issues facing san francisco today? the past five years, we have asked this question and received the same top three concerns crime and drugs, homelessness and
12:44 pm
affordable housing. 52% of voters cite crime and drugs as one of their top three concerns, while the same number is cited for homelessness and 21% named housing as a major issue. that faces the city. we asked voters to focus specifically on downtown, which we broadly defined as including civic center, union square, the financial district, mid-market yerba buena mission bay, and the chase center. go warriors, the top perceptions that came to mind for the voters about downtown right now were emptiness, crime and drugs, and homeless. yes, 26% reported emptiness as what comes to mind about downtown, 15% reported crime and drug use, and 11% said homelessness. views on downtown remain largely similar to a year ago, though the share of voters
12:45 pm
citing crime and drugs has what come, has what's come to mind for them when they think about downtown. that modestly fell from 23% to 15. we also asked voters to share how safe they feel downtown. 61% said they feel safe visiting downtown during the day and 34% said that they feel safe visiting at night . voters were asked to share how often they come downtown to 34% of voters reported that they come downtown three days a week or more, and 15% 1 to 2 days a week, 27% a few times a month, 12% a few times a year, 51. rarely and 5% said that they never come downtown. that comes to about 40% of responders visiting downtown at least weekly. digging deeper into that data, we compared safety perceptions and downtown frequency and found that those
12:46 pm
who spend time downtown feel safer than those who don't visit downtown at all. over 60% of voters who visit downtown weekly, monthly, or yearly feel safe visiting during the day. that just means come on down. that's what that means is come on down. this speaks to the reception perception problem we have. those who don't regularly visit perceive downtown to be much more dangerous than those who spend more time. 88% of residents agree that a thriving downtown san francisco is critical to the region's economy. this is huge. we know that our downtown is the economic core of our city, fueling almost 80% of san francisco's gdp. san francisco residents understand how closely that tied the future is to our downtown. the entire business ecosystem, and the future of our city. so let's talk a little bit about solutions. the san francisco business community has come together to support and
12:47 pm
advocate for initiatives that where we will rebuild and our economic core into its own livable programable resilient neighborhood that supports innovation in san franciscans are widely supportive of a variety of proposals relating to downtown. let's talk about what those are. 85% agree that unused office space in downtown san francisco could maybe convert those uses. 83% agree that there should be more events downtown in downtown san francisco, 83% agree that there should be more entertainment in downtown san francisco, 78% agree that there should be more housing in downtown san francisco, and 78% agree that there should be more restaurants and bars in downtown san francisco. yes. there is also a strong support for
12:48 pm
offering financial incentives for small and large businesses to stay or move downtown. with 84% of voters supporting incentives for small businesses and 71% of voters supporting incentives for large businesses. a large majority of voters, 81% have also shared that they support san francisco, offering tax incentives to help businesses move into vacant ground floor spaces downtown. yes i agree with that. i think that's awesome. that brings us to some insights on how how likely march voters are feeling about upcoming ballot propositions, especially the ones that address these core concerns. i'll now share with you some of those insights on what's coming up on the march proposition. let's start with proposition c. prop c would incentivize the conversion of office space to residential use
12:49 pm
by exempting some square footage from the city's real estate transfer tax 53% of voters shared that they would vote yes on prop c, prop e would update the san francisco police department's policies on technology, including drones, body cameras and other surveillance technology. vehicle pursuits and community input 61% of voters said that they would vote yes for prop e prop f would require drug screening and substance abuse treatment for single adults receiving cash assistance from the city, not including families or seniors. 61% of likely march voters also reported their support of prop f , so san franciscans are clearly concerned about the direction and the future of the city. but
12:50 pm
it is also clear that they are ready to take action at the ballot. march ballots are already out, so make sure you are registered and informed. the chamber of commerce voter guide is available online and also available in your program today we heard loud and clear that san francisco fans are committed and willing to support bold, positive solutions to address the challenges our city faces over the coming months. this data will continue to inform the chamber's advocacy agenda as we work closely with our partners and elected officials to address the issues facing our city. thank you for joining me and the chamber today. so i am staying up here because i'm really excited about our next set of speakers. we have, um, we, you
12:51 pm
know, we just have to say, let's just give it up really quick for the giants. just give me like, give it up for our giants. so, um, but you know what? we're going to what we're going to hear today is going to be so heartfelt and meaningful. it's just going to be really exciting. it is my distinct pleasure to introduce former san francisco giant outfielder hunter pence and his wife, lexi pence, who together began a new nonprofit called healthy planet project. they're project's mission is to create a healthier environment and cleaner neighborhoods right here in the bay area. please welcome them to the stage. hunter pence and lexi pence. thank you so much. so much. hello, everyone. thank you so much for the introduction. um, we are very honored to be here, especially standing
12:52 pm
alongside so many impactful leaders who love this city so much, especially as much as hunter and i do. san francisco is not just our home, it's our hearts and so for us, we get asked a lot. what do you love so much about san francisco and i always find this a very hard question to answer because there's so many things about san francisco. what do you want to talk about? you want to talk about the architecture? our amazing skyline, our museums, our food. but what's my most favorite part is the people. right thank you. lexi. um that and that is true. we love we love the people. we love the city there. did someone say say yes, san francisco rodney rodney fong uh, i'm a big fan of. yes. and we did say yes. i got to, you know, meet my lovely wife here, lexi, and co-found healthy planet project. um, our love story, this is valentine's day, started here. we moved here full time. um, and we are in it. we
12:53 pm
are the heart of san francisco. we're living in mission and beal. right? downtown where? where we're seeing the transformation happen. the wave is changing, the tide is turning. and i can feel it. and there was a tough time at and a lot of the leaders in the and san francisco chamber of commerce, thank you for hearing us, uh, stood up and were like, we need to roll up our sleeves. we are going to get out here and we are going to re-envision ourselves. change happens here in san francisco. the world leaders, thought leaders, innovators, they are here. this land is special. it's sacred. and the people are the same. and you're seeing that transformation happen through the hard work, through the vigilance of the leaders and the people in the communities. and we are feeling that as we walk through the city on a day in and day out basis. now, um, it really is special to see. and i think that deserves a round of applause that the media is going to catch up to this. they're going to feel what's happening. and thank you. and it's going to continue to grow. now i will say as a as a baseball player, for a long time, i had many i had 14 seasons. two of them. yeah.
12:54 pm
thank you. two of them. we won world series championships, which was great. yeah. but the other 12 were were were very big defeats. and i have to say that one of the reasons that san francisco gets a lot of hate and it hurts us because we know it's not true, is that unless you're doing something great, i didn't receive that much hate when i was at the top. when i was at the peak is when more haters came at me than ever before. so just know that as we get this press and we combat it and we are going to be great, it's because we are so great. so we roll that off and we continue to move here in san francisco. that's what we do. we're changers. we're leaders. so as the founder, this is year two of healthy planet project. and we're very excited, um, to be a part of such a great team. i got to thank tony nicita, who's put a lot of hard work into this. she's, uh, she's the manager and the coordinator. and then also, obviously alexis. but we are here to roll up our sleeves and to give back to this great city
12:55 pm
that gave me so much. i was a part of a great team with the san francisco giants. and how did we want to give back? i was really inspired, uh, when we went on a trip to ireland and we walked through this insane forest and a lot of the trees were kind of not native, but they were part of helping the culture and the environment and sustainability and this was planted 60 to 100 years ago by someone who donated millions of dollars back then to create this forest and this, this transformative, transformative experience for me. and i started studying this team called the new zealand all blacks the winningest, the winningest team in all of professional sports at the rugby team. and they have a code. they have values and principles. yeah you've heard of the new zealand all blacks. they're pretty special. um, but this one moved me to my core and it gives me the tingles. still steer still hearing it today. and it was one of their alumni speaking to the team before the world championship. and he said, don't ever let the music in. you die. go out there and play your music. and whenever, whenever this game is over, whether you win or lose, go plant trees that
12:56 pm
you will never see grow. do good for its own sake. and with that, with that striking me to my soul, we created the healthy planet project and our goal as the healthy planet project is to clean up the streets, to create initiatives, to activate the community, to come in and pick up the trash together to inform you the difference in the impact that it makes to hire the greatest thinkers and the leaders, the ones that are doing it. refuse refuse. uh, friends of the urban forest. one tree planted. teaming up with some of the greatest programs and teaching that using the platform that the great giants gave us to share that to the kids and the youth. you talk about the youth is where we need to invest. we need to inform them because knowledge is power. and when you go out and you do the work, you empower them to know that your action does make a difference and you inform them of that. your little actions on a daily basis do make a difference. when you do it as a team. and you look at that, that trash that's all picked up and how much you've changed and you see the street being cleaned and you feel that you feel the reward
12:57 pm
because what you put out, i believe this to my core. what you put out is what you get back. and when you put out that work, you receive the reward of that good work that's been done. um, healthy planet project is also planting trees and local parks and also in urban neighborhoods. so we've we planted almost a thousand plants last year. we're looking to do a lot more this year. this was just the first year. thank you. and really we're just having a blast doing it. and we're learning as we go. we're cleaning up the beaches as well. uh, and, and we're uprooting invasive plants and cleaning up the habitat so that we can bring back the plants that are healthy to our countryside. and learning from the great, the great minds that are out there doing it. so it's been absolutely wonderful. that is what healthy planet project is about it. it's about planting trees. it's about cleaning up the streets. but most mostly it's about bringing the community together and learning and growing and teaching what you can do day in and day out, and showing that you can make an impact. there are no small details and we are
12:58 pm
just excited and thrilled to continue to grow and to continue to clean up this city and be a part of that movement that is happening that you're feeling. and i just want to say thank you to all of you who are here that are putting in the work to make san francisco, uh, back to the healthy place that it was. and i'm feeling it. i'm feeling the work that you've put in, just being and living in the city. it is happening now. we are great. and that's the reason that we get the spotlight. so let's continue to be ourselves, continue to love. happy valentine's day to you all. and lexi. happy valentine's day. i love you hunter. really just nailed it. i'm just here for i mean, yeah, i'm just here. she does most of the work. trust me, she's the better half. so thank you all so much. have a wonderful day and let's continue to grow together. that was amazing. can i just say that lexi is not just here? that
12:59 pm
was awesome from both of them. let's give them another round of applause. and let's go ahead and say thank you to all of today's speakers. mayor london breed hunter and lexi pence, poppy, a gamblin and another. thank you. to your chamber of commerce leadership, rodney fong, catherine cahill thompson and alfredo pedroza. such inspiring words from all of them. so before i let you go, let's go ahead and keep an eye out for upcoming chamber events. get involved in the san francisco business community if you are interested in learning more about the san francisco chamber of commerce, i encourage you to visit their website, sf chamber comm. follow them on social media and thank you to everyone here today for helping us make this event possible. all our sponsors, speakers, guests, and thanks to the san francisco chamber of commerce staff for their out standing work and happy valentine's day everyone! happy wednesday. we hope to see you all again next year. you all
