>> police say they received reports from an active shooter just after 3 pm no local time. according to authorities, at least nine people have been hospitalized. the shooter, now dead, we are

being told that there are multiple fatalities. police have not yet released an exact count. perhaps we'll get some insight during this briefing. however, they have confirmed that there is no longer an active threat in the area. let's go to nbc's morgan chesky is on the ground for us rates outside the mall there allen, texas. morgan, we've been checking in with you since this tragedy unfolded. what can you tell us? aged >> amen, there still remains an incredibly large law enforcement presence here, surrounding an entire parameter of the small, more than 120 stores. as we wait to hear the update from the police chief of allen, texas, i can tell you that we are hearing more and more stories of how this played out late this afternoon. gunshots were reported at 3:30. i shared some of those interviews with you. i don't mention the story of

abby perez, a short time ago. she was the mother that when she heard fireworks, she realized this was an active shooter situation, she took her two daughters into a bathroom inside of a store nearby. you can see in the mall behind me, she stood outside that bathroom door with her concealed carry weapon, at the ready, to shoot that government show himself fortunately, police were the ones that arrived half an hour later this is how she described the scene being led away from that bullet riddled store that they hit and after police showed up. take a listen. >> there was the window that was shot out. there was the car and everyone had to come up with their heads up. [inaudible] there was a car shot up windows, there were windows walking all throughout down to where we are now. shot out and then a couple of

bodies. full we had to topaz through their, unfortunately. >> you think you saw the shooter as you walked outside? >> i think that was him. yeah. with the armor on. >> one of the first updates police did provide was that the shooter was neutralized. the police chief here in allen said there was a police officer who was responding to an unrelated call. heard the gunshots, realize what was happening, and immediately ran towards the gunfire and engaged the shooter. and took him down. we anticipate to hear more about that situation here in this press conference happening in just a few minutes time. i should note that authorities have also confirmed at least nine people have been taken away our art tape treated in hospitals. the tally is still unknown at this time. although we've heard from multiple witnesses here at the mall, ayman, but they did see multiple bodies on premise. a horrific update to come on authorities. in the meantime, there has been certainly a fair

amount of not just shock, but frustration and even anger of what took place here today, ayman. i want you to hear from one person who is here at the mall, who showed up like so many others who showed up to do i saturday shopping trip, just witnessed what took place. take a listen. >> it was -- we were terrified. we were terrified. >> what went through your mind? >> we just want to go out. >> honestly, move out. move. out >> it's not safe anymore. >> it's not. safe >> school shooting, mall shooting. >> i'm not. safe >> as we await to hear from law enforcement here in just a few minutes, for details are coming to light, ayman. one important note is that there were rumors almost immediately as the gunshots began, circulating on social media from the people inside the mall that this shooter was

wearing some sort of body armor and appear to look like a potential police officer. that is why at least from the perspective of miss perez who we spoke to, she said they were almost hesitant, even potentially fearful, that when police finally showed up to rescue them, they doubted that they were actually the good guys in that situation. because of the description of the gunman that had gone out and he was dressed in a very tactical manner, per se. ayman? i >> morgan, really quickly, i don't know if you're familiar with this, can you describe a little bit of allen, texas. are you familiar with? it it sounds like there is a bit of busy traffic there behind you. what's the current scene around the perimeter of the mall and is it in a residential neighborhood? >> ayman, allen is one of the most popular suburbs of dallas. you're looking at 25 miles north. the outlets here in alan, we have seen multiple countries

going to decline, they are incredibly popular here. as i mentioned 120 stores, located right off the major freeway. this is a place that on a weekend is going to -- if not in days, is going to be incredibly packed with people. that was evident when we saw some of the aerial video taken today of hundreds, if not thousands of people standing on the perimeter of this property after those gunshots rang out. it was so surreal, ayman to speak to one person after the other as they walk past her location on the perimeter because everyone had a story. if they did not witness the gunshots going by, they were close enough to hear them, hide, take cover, or run away entirely. it just goes to show the incredible amount of fear and uncertainty that was president. for the better part of an hour before authorities

confirmed that this gunman was in fact killed here at the scene. ayman? >> all right, mark chesky with us in allen, texas for us. i'll check back in with you again let's bring in julián castro, former secretary for urban development. also with us doctor amy andrews, a pediatrician and the founder and ceo of their future our vote. an organization that advocates for children's well-being in texas state representative james. ricotta state representative talarico, let me start with you before i get to dr. andrews. i don't know if you heard that soundbite from the woman there when morgan asked her what are you feeling or something to that effect, she responded by saying, honestly, i want to move out. i want to move out. it struck me a little bit. and your representatives from that state texas, i want to get your thoughts on why did men to hear that women say that. and let me just -- give me a second because i see the police and the fire chief coming out. i

>> thank you also very much for coming. we have the press briefing here. i'm just going to -- four speakers, if you don't mind, for the media, just to say and state your name, spell your name, and your title. i will turn it over with our first speaker, our fire chief, chief harvey. >> my name is jonathan boyd, i'm the fire chief for the allen fire department. i'm going to speak to the medical part of our response. when we receive the call, we activated our active attack integrated response, a rescue test for his teams found seven deceased individuals on scene. we transported nine individuals to the hospital, to area trump facilities of those we have transported, to have since died. three are in critical surgery.

for our stable. i will turn it over to police chief harvey. oh. the total would then be nine. >> my name is bryan harvey, the chief of police in allen. and we are all saddened by this event today, the tragic event today. at 3:30, six are officer was at the premium outlets on an unrelated call. he heard gunshots, located the gunshot, located the shooter. neutralized the shooter, neutralized the threat. we believe at this point that the shooter acted alone. we are asking for the public's help, if you were a witness, if you have any video, please call one 800 call fbi. one 800 call fbi. this is an ongoing active investigation. we've had tremendous local, county, and state, and federal

support. we appreciate that. i will turn it over to congressman keith self. >> thank you, chief. first and foremost, we need to keep the families impacted by this tragedy in our prayers. we will never know how many lives were saved by the swift actions of our first responders. what we do know is that we owe a debt of gratitude to first responders that ran toward the gunfire and acted swiftly to neutralize the threat. i will be followed by state representative jeff leech. >> i'm state representative jeff leech from house district state 67 and resident of allen. my family and i reside about a mile from where the shooting took place. this community is home for us, and our hearts are

devastated and broken tonight. no law enforcement official -- no elected official ever imagines or plans to, or hopes to, speak in front of a press conference like this, but here we are, and we are resolute in our commitment to pray for praying and believing for the victims and their families. there are a lot of people in our community tonight who are hurting, whose lives have been shattered. and who are -- who need and deserve our collective prayers and they have them. tonight, people of faith around our community are mainstream to the families. they of course have our prayers in this moment. tomorrow, on sunday, at 5 pm, we will be holding a

vigil at cottonwood creek baptist church, here in allen. we just got off the phone with the pastor john marc caden, this church which does such a wonderful job and others in the faith community and wrapping their arms around and the support people in the time of need, tomorrow will be a great night of healing, a much-needed night of healing and hope. when i was on scene today, i was in constant communication with governor abbott and our speaker who have offered their full support of state government, been on the phone with steve mccraw, -- the state government stands ready to assist our wonderful police chief brian harvey and are local officials, law enforcement agencies at all levels and response to the tragedy. they are true heroes. and i saw that firsthand today. so we remain committed to praying for them. victims and their families and our community, i have no doubt,

will come together and respond in the right way to this horrific tragedy. with that, i'm honored to introduce my friend and our great county judge chris hill. we >> i'm chris hill, collin county judge, like mr. leitch, i reside -- my family and i shot there often i know this community and i know this area well. my family and i are heartbroken and devastated for the loss of life that we experience today in our community. we are angry about those that would do evil in our community, in our backyard but we are proud of what has been a truly county wide response today. on scene we saw all of our municipal police departments and fire departments, our county agencies and the sheriff's office and the constable deputies when our state partners and our national

partners. i appreciate from governor abbott on down, we received calls from all of our partners across the state and former senators. i appreciate the stand with us. i'm proud about the men and women of law agencies and -- agencies, that were immediately today to stand so brightly courageously to protect our community and neighborhood and we will, as a community, respond and we will get past this together. i'm going to hear next from the mayor of the city. >> again, my name is ken fulk, i'm here to read the statement for the city of allen. today is a tragic day for the city of allen. our friends, visitors, and the allen premium outlets, today we are strong karen community. we want all the victims and their families impacted by this

tragedy to know that we will wrap our arms around you. we are here for you. the city of allen pledges to offer complete support we know you are grieving. we are grieving. rest assured, the nation and the world are also grieving. allen is a proud and safe city, which makes today's senseless act of violence even more shocking. however, i want to commend our police and fire departments for their quick response, they're thorough training not to hesitate to move toward the threat likely saved more lives today than what we could imagine. we also want to think long forsman surrounding municipalities and law enforcement agencies for offering their assistance at the scene. this collective effort is what makes our north texas communities united. we know the days ahead will be difficult and somber. while remembering the victims of today shooting, we want to

weekend or tomorrow that is pertinent, we will certainly share that with you as well. thanks again for coming out. >> he was among the nine dead? >> he was one of the nine. yes, he was one of the nine. >> all right. there is just a bit of confusion there. you probably heard reporters talking to the police chief, brian harvey from alan, from the city of allen, talking about the number of that. clarifying what seemed to suggest that the shooter was among the nine victims. the fire chief, jonathan boyd, in that briefing confirming that there was a total of nine dead. this is the breakdown as i understand it. there were seven dead when the police or first responders arrived on scene. there were nine that were transported to area hospitals.

among the nine transported to area hospitals, two died, three are in critical condition and undergoing surgery, for our stable. that was according to the fire chief, jonathan boyd. we heard also, as, well from a bunch of politicians who offered prayers and thoughts, a vigil that will be held tomorrow at a church. that was it. no questions. no mention of how to make the community safer. no information on the identity of the shooter, the type of weapon that was used, the bullets, how he got the gun. perhaps that information isn't readily available. perhaps they did not want to address it in this particular briefing. let's bring back into the conversation dr. amy andrews, texas state representative james talarico. a lot suggested in that briefing, let me just go back to the point that i was asking

you about before we got that confirmation on the number of fatalities. i was actually quite struck by that comment of that woman that my colleague, chesky, was talking to. basically saying she wanted to move out. as a texas representative, your thoughts on that? >> you know, i think we all stand with the community and allen in their grief. but i want to say something about one of the speakers at that conference, the republican congressman that represents allen in the u.s. house said earlier today that the solution to the epidemic of gun violence in our country's more prayer. i believe in the power of prayer. i believe prayer can change lives and change the world. but there is something deeply cynical about asking god to solve a problem that you're not allegiance of yourself. god works through us. god has no other hands but our hands.

so, i hope that congressman takes a moment to reflect on his participation in that prayer and what he owes to that community of allen. >> stay with, me everyone, really quickly i want to cross over to mark in chesky on the ground in allen, texas. morgan, you heard that briefing from the police. your thoughts on the briefing and what other information you might be able to fill out for us? >> yeah, ayman, we're following up with the context right now in hopes of providing another update or two. it was clear from this press conference that this investigation is just beginning. we do know that there was a federal component here, but with the fbi and with atf agents, who had been on the scene for the better part of the afternoon. since the shots rang out at around 3:30. the big questions that you nailed, ayman, who was the gunman? how did he obtain his weapon? what kind of weapon was it? was there any sort of

information available prior, whether it be on social media or in person, that the -- gunman shared with witnesses prior to opening fire that might make sense of what happened here at this outlet mall behind me. as you can see, mom for smith still has a heavy presence around. we do know that this gunman is believed to have acted alone when he opened fire here. according to authorities, it was one officer who ran towards him, engaged him immediately and neutralize that threat. had i have been able to been at the press conference, i wouldn't ask how much time last between the moment these gunshots rang out to whenever this officer was able to engage him? and neutralize the threat here. i know according to witnesses i have spoken to, they were hiding in back rooms, in dressing rooms, and bathrooms throughout this entire massive property for at least half an hour before they were given the all clear from police officers,

who were very carefully making their way through this entire 120 store mall. making sure everyone was accounted for, that there is not an additional threat. as you can imagine, eamonn, when the gunshots rang out, a multitude of rumors ensued. some of the people walking of property today we're asking our crew, asking our crew, have you heard about multiple shooters that were present? >> fortunately, a lot of those rumors and doubts have been answered tonight by authorities. however, so many questions are left to be answered in the days ahead. amen? >> a lot of very important questions, morgan chesky, thank you very much. secretary castro, i have covered -- sadly, i have covered a lot of men shootings in this country. and actually been on the air when i've had to go through a lot of types of these briefings. that was a very robotic type of briefing, if i can say that. maybe that is not the pc word. but that is certainly what it felt like. come out, they're offer thoughts and prayers, don't offer as a lot of information

and move on. we will update you when we get something else. this was what felt like to me, a hollow briefing. >> yeah, amen. there weren't very many answers. you think they would have more information, certainly, then they put it in that press briefing. we don't know why that is. maybe they don't have those answers. maybe there is some reasons -- for instance, informing victims families that they are not being specific. i can say after having watched closely the first couple of press conferences that were done in uvalde, but it start to become very obvious. basically since we're not being answered. it makes you little nervous every time that happens now. and lisa makes me nervous. the other part of this is just the sheer disappointment that i will not allow people feel in those elected officials. representative tele-rico talked about congressional representative. the house district, state house representative leach that spoke

said he lives about a mile from that site in allen. if you go to jeff leach dot com, on his website, right there he has a huge banner that says, endorsed by the nra. how proud he is to have been endorsed by the nra. he was running last time for state representative. this is what we are dealing with in the state of texas, and other states, in congress. people who will stand up there and act like they really care, but those are empty words because they don't follow that up with action. >> yeah. that is exactly the sentiment that i've walked away from after watching that briefing. dr. anders, let me get you in on this conversation. first, because this is the first time we are speaking with you throughout the evening, give me your thoughts on what is transpired and that briefing you just heard led by those county and city officials. >> thank you for having me.

i sure disappointment in that briefing. we heard a lot of thoughts and prayers and nothing about policy change. i'm here tonight as a pediatrician and a mom. i carry with me the anger of moms from all across this country. we are so fed up with a living in this hellscape that has been created by the gun lobby, creating the gun laws in this country. this tragedy and all tragedies we've seen day today in this country are preventable. they are the direct result of weak gun laws we have like in the state of texas. >> to secretary castro's point about representative jeff leech, the state representative of that district whose website boasts him being endorsed by the nra, the fact that nobody identified even just mentioning the gun to the public, i think in and of itself is pretty telling. i think you can convey a message of sympathy and say

this was a mass shooting that was carried out by a weapon. perhaps the journalist in me is that they didn't want that to be mentioned. they don't want -- because they know where the conversation is going to go, that if you are a mass murderer, if you are a shooter, who is able to kill seven or eight people and injured several more, while you are being engaged by a police officer, according to the police, you probably had a pretty sophisticated weapon of war and not just a handgun or a pistol. >> yeah, they don't want to mention gun -- go ahead. >> go ahead, doctor andrews, go ahead. >> they don't talk about the fact that it was a, gun or shooting there was a shooting at my workplace this week. the email that i got, they called it a gun discharged. they don't call it a shooting. that is insulting to all of us. this is a crisis, gun violence is now a leading death of

children in this country. we owe it to our kids into every single one of us a start talking about real policy change. we have to act in congress to pass laws. the majority of americans want universal background checks, red flag laws, secure storage laws. it is past time to change. >> again, i feel secretary castro, feel failed to jump in here, when they made that information -- i get that they may not have exact details for a few hours removed from it -- i'm also willing to say that they could've offered more information about the shooter and the gunman. they perhaps melted with steer the conversation where they don't want to go >> yeah, let's hope, eamonn, that there is some rational reason they are not being forthcoming. to me, it seems like they may be playing a little bit of politics here. as doctor enters was saying, trying to downplay the role of this type of assault weapon. it is an assault weapon.

and not steer the conversation in that direction because they don't want to have that conversation because the state representative and the congressional representative, they're two people that have been completely aligned with the nra. they have been part of the problem in that regard and not part of the solution. i just wanted to pick up on the question that you asked representative teller eco, which i also felt striking that the couple that said that they wanted to move out because it didn't feel safe anymore. i can understand that feeling when something so horrific has happened in your neighborhood. the thing is, it's not about that neighborhood. it's not about the l outlet mall in allen, texas, it's a suburb of the dfw area. this can happen anywhere. uvalde was a safe community. so many other places where these things have happened have been, quote unquote, safe communities. it is about the guns.

conversation dr. any andrews and texas state representative james talarico, joining us as well as vanessa gilmour former united states district judge for the southern district of texas. judge gilmour thank you so much for joining us. let me get you on the basis since this is our first time speaking and hearing from you, let me get your take on both the briefing that we heard perhaps unanswered questions or perhaps your big takeaway on another tragic day in the state of texas. >> right, i'm joining you right now from dallas texas i'm about 20 miles away from where the shooting occurred, one of the things that we know is that there are already a number of federal laws that address issues involving people who should not be owners of guns, we can't sell guns to people we

know under federal law or mentally ill, undocumented persons are not able to have guns, the people who have been previously convicted of felonies are not allowed to own guns. but i think that this is an issue that we have to take a twofold approach to one side of the aisle wants to address mental illness the other side wants to address you know, gun control, i think that we have to look at both of these issues and tandem into tried to come up with a situation that addresses both mental health issues and the criminal possession issues as well as gun control issues. it is not going to be solved with just approaching one aspect of this issue, one aspect of this problem. >> what did you make of or perhaps do have an observation on that briefing and the fact that they did not identify the suspect, did not shed any light into how he was dressed, there

has been questions of the day about whether or not he was wearing body armor, did he look like a police officer, was he carrying an assault rifle. why would they -- why do you think officials would not come out and try to address some of these issues and say what they know and what they don't know. they may not necessarily know the motivation but couldn't they have at least put forward some answers to these questions so that the public is not left wondering. >> i think that there is also a situation where you are weighing and balancing the need of the public to know versus the need of law enforcement to try to conduct the investigation, i think that you have to be sensitive to both sides of that issue, about the need of the public to know and the need of law enforcement to make sure that they are putting out truthful, accurate, correct information and that we are not interfering with their ability to do their job. so i think that we just have to be patient and give them the benefit of the doubt with respect to why they may or may not have released the

information earlier. >> that's a very fair point. dr. andrews, i want to get your thoughts on something we discussed earlier on in our coverage and that was a few hours ago as the tragedy was coming into light and we are getting more clarity on it, when you think of how prevalent mass shootings are in this country, almost a shooting a day now, millions and millions of afghans are living in a state of fear about where we are going to go, what time, i'm sure we all at some point have walked around a mall or movie theater looked over shoulders just kind of scope the place out or case the place out and thinking we're not gonna run, what happens if something like this happens, you have these conversations with your kids know about the mass shootings at schools and active shooters. i'm wondering if you could talk about what kind of psychological toll this is taking on us as a country on our children, on our families, on our communities. >> we are traumatized, we are not name we are traumatized

what really angers me is the thought of my youngest child, my hurt classroom at the beginning of the school year where she is learning how to write her name, learning her abc's and she is also learning to hide in a closet was her classmates in case a bad man with a gun comes into the classroom. it is a great shame on all of us that we have put our children in this position, and it is past time for us to act. we have no idea the long term psychological impact that will have on an entire generation of children. >> i want to echo that as a parent who has a kindergarten or as well who knows what their school is doing and it is beyond shameful that we as a country have allowed ourselves to get to this point. state representative your thoughts on that aspect of this in terms of where we are as a country, doctor andrews is saying that we are traumatized and i wonder, for lack of better word, we are even thinking clearly as a country about this issue because we are

so traumatized, that we are finding ourselves in a state of paralysis to deal with this issue. >> you know i think we often forget that we are the only country in the world that allows this to happen, the united states is not an outlier when it comes to mental health, the united states is not an outlier when it comes to school security. we are an outlier in the number of readily accessible weapons of war in our community. and so we have to remember that this is a choice. accepting the status quo is a choice that policy makers make and we can make a different choice. >> all right, dr. any andrews, state representative james tarik, of vanessa gilmore, please stick around we will squeeze in a quick break and continue the conversation on the other side. her side try bounce lasting fresh.

the texas capital to advocate for that bill. they waited 13 hours to testify on that bill. that bill is languishing and committee as we speak. we in the legislature can bring up that bill tomorrow, pass it and make it law, so i need everyone watching the calder state representative, called our state senator, called the congress person, a man bills like that get passed, those like universal background checks and other common sense gun safety measures, so that we can prevent the next tragedy from occurring. >> dr. andrews, texas has among the highest guns per capita rate in this country. if the logic of republicans that more guns and fewer gun laws made a safer, in theory, texas would be a safe place, and that is not the reality we see. texas is home to four of the ten deadliest mass shootings in

justice gilmore, can i ask about this initiative and the efforts to try to go after the gunman you fractures. is there a legal argument to be made that this is worth pursuing more aggressively, and that guns, if they are ultimately used in the killing of people in this way, that there is more responsibility for them to be had? >> we know that there have already been some cases where that tactic has been utilized, and it has been met with various success. there are cases in which there have been good manufacturers that been held responsible for the outcome of shootings and others that have not been as successful. i don't think that there is anything that should be left off the table, in terms of our efforts at this point in time to try to curve gun violence in the united states, whether there are more efforts to do

universal background checks, more efforts to increase help for people that are mentally ill, stricter laws with respect to felons being able to possess and stricter enforcement of laws involving violence and undocumented persons being able to possess weapons. i think that the problem is, looking at is a wonderful approach. mental health is the only thing that we talk about for going after the gun manufacturers, as the only thing that we talk about for trying to control the age at which people can purchase guns. i think that all of those factors need to be taken into consideration, and all of them need to be utilized together as a method of trying to curve gun violence. as two of you mentioned, your children are already feeling more traumatize, as a result of having to deal with things like figuring out if there is somebody coming into their costume, what do they have to do? i serve on the board of texas

children hospital, and our numbers in terms of children that are seeking emergency room metro health visits have skyrocketed within the last few years. things like violence and fear of violence in their own school settings is one of the things that we see as an issue that has to be addressed in order to make our children feel safe, bold and able to be educated and learn and feel that they have a safe place to learn. right now, we are seeing the impact of that with respect to the number of increase that has been in mental health access for adolescents. >> it's incredible to see slipper presented history go when republicans won -- they want us to have proof backpacks for a case. they want to have classrooms that are bulletproof or have safe rooms within the classroom so that if you do hear the alarm or other, you immediately

run into the safe room. there say -- they will spend billions and billions, if not trillions of dollars, to reinforce our schools a bunkers and make them like the front lines of a war zone, but they don't want to do anything about the guns. >> before i was a politician, i was a middle school teacher, and i was in the classroom when the sandy hook shooting occurred. i remember thinking after the horrific massacre, what i would have to do as a teacher if a gunman walked into my classroom. no teacher in the united states should have to think about that, that they are trying to teach our kids. like i said before, we are not an outlier as a country. in school security. we are not an outlier in the number of doors that go into a school. we are an outlier and the amount of weapons to vote for people to purchase very easily, and until we address that, never going to keep our students safe. i agree with you, it seems like the next step is going to be picking a moat with alligators
