response for the resources that are offered to the families going forward, what would you like to see be made available to the victims, their families? given effect to what we saw a year ago involved in how absolutely tragic that whole entire nightmare was for those families in the community there. >> those families from uvalde traveled all the way from their homes in uvalde to the state capitol in austin to testify, a few weeks ago, on a bill that would raise the age to buy an ar-15 from 18 to 21. it's a law that would have prevented the -- that killed their children in the elementary school, in their community. and they waited 13 hours to be able to testify on that bill. it is still languishing in committee. my colleagues and the texas legislature can bring up the bill tomorrow. they can pass it, and they can prevent a --

in uvalde if they make that choice. the only reason we are living with these recurring nightmares is because our politicians have made the choice that the status quo is acceptable. we have to get them to make a different choice. >> congresswoman donna edwards, thanks so much for making time. press secretary -- james talarico, please stick around, we will talk to you again shortly. we just want to reset because it is the top of the hour. to any of our viewers who may be joining us right, now as i mentioned, it's 10 pm eastern, 9 pm in allen, texas. you're seeing a live picture there, the city of allen texas. we are expecting a briefing to get underway. good evening, everyone. i am ayman mohyeldin in new york. we are continuing to follow the breaking news of a mass shooting in allen, texas. as we await the briefing from local officials which we expect to begin at any moment now, here's what we know so far at this hour. police say they received reports of an active shooter just after 3:30 pm local time.

according to authorities, at least nine people have been hospitalized. the shooter, now dead, we are being told, there are multiple fatalities. police have not yet released an exact count. perhaps we will get some insight during this briefing. however >> they have confirmed, there is no longer an active threat in the area. that's good nbc's morgan chesky, he's on the ground for us right outside the premium all there in allen, texas. morgan, we have been checking in with you regularly since the tragedy unfolded. what can you tell us? >> yes, well ayman, the remains an incredibly large enforcement presence. here they in -- hundred and 20 stores, as we await to hear the update from police chief of allen, texas, i can tell you that we're hearing more and more stories of how this played out late this afternoon. the gunshots first reported out about 3:30.

and i just want to share some of those interviews with you. i know i mentioned the story of abby perez a short time ago. she was a mother when she heard what she thought were fireworks, soon realized it was the active shooter situation. she took her two daughters into a bathroom inside a store, vineyard vines in the mall behind me, and she just -- with her concealed carry weapon at the ready, shoot the gunman, and show himself. fortunately, police were the ones who arrived a half hour later and this is how she described the scene being led away from that bullet riddled store where they hit it after police showed up. take a listen. >> there was the window that was shot out. there was a car, everyone had to come up with their hands up -- [inaudible] there was a car shut up windows,

there were windows walking all throughout down to where we are now. shot out and then a couple of bodies. full law we have to walk past there, unfortunately. >> you think you saw the shooter as you walked outside? >> i think that was him. yeah. with the armor on. >> one of the first updates police did provide was that the shooter was neutralized. the police chief here in allen said there was a police officer who was responding to an unrelated call. heard the gunshots, realize what was happening, and immediately ran towards the gunfire and engaged the shooter. and took him down. we anticipate to hear more about that situation here in this press conference happening in just a few minutes time. i should note that authorities have also confirmed at least nine people have been taken away our art tape treated in hospitals. the tally is still unknown at this time.

although we've heard from multiple witnesses here at the mall, ayman, but they did see multiple bodies on premise. a horrific update to come on authorities. in the meantime, there has been certainly a fair amount of not just shock, but frustration and even anger of what took place here today, ayman. i want you to hear from one person who is here at the mall, who showed up like so many others who showed up to dua saturday shopping trip, just witnessed what took place. take a listen. >> it was -- we were terrified. we were terrified. >> what went through your mind? >> we just want to go out. >> honestly, move out. move. out >> it's not safe anymore. >> it's not. safe >> school shooting, mall shooting. >> i'm not. safe >> as we await to hear from law enforcement here in just a few minutes, for details are coming to light, ayman. one important note is that

there were rumors almost immediately as the gunshots began, circulating on social media from the people inside the mall that this shooter was wearing some sort of body armor and appear to look like a potential police officer. that is why at least from the perspective of miss perez who we spoke to, she said they were almost hesitant, even potentially fearful, that when police finally showed up to rescue them, they doubted that they were actually the good guys in that situation. because of the description of the gunman that had gone out and he was dressed in a very tactical manner, per se. ayman? i >>, morganville cook, leon i'm not sure if you are familiar with the area. can you describe a little bit of allen, texas. if you're familiar with it. it sounds like there is a bit of busy traffic there behind you. what's the current scene around the perimeter of the mall and? is it in a residential

neighborhood? >> ayman, one -- allen is one of the most popular suburbs of dallas. you're looking at 25 miles north. the outlets here in alan, we have seen multiple countries going to decline, they are incredibly popular here. as i mentioned 120 stores, located right off the major freeway. this is a place that on a weekend is going to -- if not in days, is going to be incredibly packed with people. that was evident when we saw some of the aerial video taken today of hundreds, if not thousands of people standing on the perimeter of this property after those gunshots rang out. it was so surreal, ayman to speak to one person after the other as they walk past her location on the perimeter because everyone had a story. if they did not witness -- they were close enough to hear them, hide, take cover, or run away entirely.

it just goes to show the incredible amount of fear and uncertainty that was president. for the better part of an hour before authorities confirmed that this gunman was in fact killed here at the scene. ayman? >> right morgan in island, texas for us. i'll, and we will check in with you again. let's bring in julián castro, former secretary for urban development. also with us doctor amy andrews, a pediatrician and the founder and ceo of their future our vote. an organization that advocates for children's well-being in texas state representative tim still. ricotta state representative talarico, let me start with you before i get to dr. andrews. i don't know if you heard that soundbite from the woman there when morgan asked her what are you feeling or something to that effect, she responded by saying, honestly, i want to move out. i want to move out. it struck me a little bit. and your representatives from that state of state texas, i

>> thank you also very much for coming. we have the press briefing here. i'm just going to -- four speakers, if you don't mind, for the media, just to say and state your name, spell your name, and your title. i will turn it over with our first speaker, our fire chief, chief harvey. >> my name is jonathan boyd, i'm the fire chief for the allen fire department. i'm going to speak to the medical part of our response. when we receive the call, we activated our active attack integrated response, a rescue test for his teams found seven deceased individuals on scene. we transported nine individuals to the hospital, to area trump facilities of those we have transported, to have since died. three are in critical surgery. for our stable.

i'll turn it over to police chief harvey. oh. the total would then be nine. >> my name is bryan harvey, the chief of police in allen. and we are all set -- saddened by this event today, the tragic event today. at 3:30, six are officer was at the premium outlets on an unrelated call. he heard gunshots, located the gunshot, located the shooter. neutralize the shooter, neutralize the threat. we believe at this point that the shooter acted alone. we are asking for the public's help, if you were a witness, if you have any video, please call one 800 call fbi. one 800 call fbi. this is an ongoing active

investigation. we've had tremendous local, county, and state, and federal support. we appreciate that. i will turn it over to congressman keith self. >> thank you, chief. first and foremost, we need to keep the families impacted by this tragedy in our prayers. we will never know how many lives were saved by the swift actions of our first responders. what we do know is that we owe a debt of gratitude to first responders that ran toward the gunfire and acted swiftly to neutralize the threat. i will be followed by state representative jeff leech. >> i'm still state representative jeff which from house district state 67 and resident of allen. my family and i reside about a

mile from where the shooting took place. this community is home for us, and our hearts are devastated and broken tonight to no law enforcement official -- no elected official ever imagines or plans to, or hopes to, speak in front of a press conference like this. we but here we are, and we are resolute in our commitment to pray for praying and believing for the victims and their families. there are a lot of people in our community tonight who are hurting, whose lives have been shattered. and who are -- who need and deserve our collective prayers and they have them. tonight, people of faith around our community are mainstream to the families.

they of course have our prayers in this moment. tomorrow, on sunday, at 5 pm, we will be holding a vigil at cottonwood creek baptist church, here, and allen. we just got off the phone with the pastor john marc caden, this church which does such a wonderful job and others in the faith community we -- and the support people in the time of need, tomorrow will be a great night of healing, a much-needed night of healing and hope. when i was on scene today, i was in constant communication with governor abbott and our speaker who have offered their full support of state government, been on the phone with steve mccraw, lexi -- the state government stands ready to assist our wonderful police chief brian harvey and are local officials, law enforcement agencies at all levels and response to the tragedy. they are true heroes.

and i saw that firsthand today. so we remain committed to praying for them. victims and their families and our community, i have no doubt, will come together and respond in the right way to this horrific tragedy. with that, i'm honored to introduce my friend and our great county judge chris hill. we >> cohen county judge like representative leads, i beside near the mulls my family and i shop there often. and i know this area well. my family and i are heartbroken and devastated for the loss of life in our community. we are angry about those that went to evil in our community, our backyard. we are proud in what has been a response today and saying, we saw all of our municipal police departments apart departments,

questions at this time. we want to thank you for coming. if any other information becomes available over the weekend or tomorrow that is pertinent, we will certainly share that with you as well. thanks again for coming out. >> he was one of the nine. yes, he was one of the nine. >> -- all right. there is confusion there. you probably heard the reporters talking to the police chief, brian harvey from alan, from the city of al, and talking about the number of that. clarifying what seemed to suggest that the shooter was among the nine victims. the fire chief, jonathan boyd in that briefing confirming that there was a total of nine dead. this is the breakdown as i understood it there were seven dead when the police or first

responders first arrived on this scene. there were nine that were transported to area hospitals among the nine that were transported to area hospitals, two died, three are in critical condition and undergoing surgery, for our stable that was according to the fire chief, jonathan boyd we heard also, as well, from a bunch of politicians who offered prayers and thoughts, a vigil, that will be held tomorrow at a church. that was it. no questions, no mention of how to make the community safer. no information on the identity of the shooter, the type of weapon that was used, the bullets, how he got the gun. perhaps that information isn't readily available. perhaps didn't want to address it in that particular briefing. let's bring back into the conversation, dr. amy andrews,

texas state representative federico. a lot and everything, representative, let me just go back to the point that i was asking you about before we got that confirmation on the number of fatalities. i was actually quite struck by the comment of that woman that my colleague was talking to. basically saying, she wanted to move out. as a texas representative, you're thoughts on that? >> i think we all stand with the community in allen and their grief, but i want to say something about one of the speakers of that press conference, the republican congressman who represents allen and the u.s. house said earlier today that the solution to the epidemic of gun violence in our country's [inaudible] i believe in the prayer of prayer. i believe prayer can change lives and change the world. there is something deeply cynical about asking god to solve a problem that you're not

willing to solve yourself. god works through us. god has no other hands, but our hands. i hope that congressman takes a moment to reflect on his participation in that prayer and what he owes to that community of allen. >> stay with me, everyone, really quickly on a crossover to market chesky and allen, texas. morgan, you heard that briefing from the police. your thoughts on the briefing and what other information you might be able to fill out for us? >> yeah, ayman, we're following up on the context right now in hopes of providing another update or two it was clear from this press conference that this investigation is just beginning. we do know that there was a federal component here, both in the fbi and with atf agents who had been on the scene for the better part of the afternoon, since the shots rang out around 3:30. the big questions that you

nailed eamonn, who was the gunman? how did he have tennis up? and what kind of weapon was a? was there any sort of information available prior, whether be on social media or in person, that the governor -- gunman shared with witnesses prior to open fire that might make sense of what happened here at this mall behind me? as you can see, law enforcement still has a heavy presence around. we do know that this gunman is believed to have acted alone when he opened fired here. according to authorities, it was one officer who ran towards him, engaged him immediately and neutralize that threat. had i've been able to have been at the press conference, i would've asked how much time lapse between the moment these gunshots rang out to whenever this officer was able to engage him? and neutralize -- i know according to witnesses are spoken to, they were hiding in back rooms and dressing rooms, in bathrooms, throughout

this entire massive property for at least half an hour before they were given the all clear from police officers, who were very carefully making their way through this entire 120 storm all. making sure everyone was accounted for and that there was not an additional threat. as you can imagine, in, and when that gunshots rang out, a multitude of rumors ensued. some of the people walking off property today we're asking our crew, asking our crew -- have you heard of multiple shooters that were present? fortunately, a lot of those rumors and doubts have been answered tonight by authorities. however, so many questions are left to be answered in the days ahead. even? >> a lot of very important questions, mortgages, keith thank you very much. secretary castro, i have covered -- sadly, i've covered a lot of mass shootings in this country. i've been on the air when i've had to go through a lot of these types of breathing. that was a very robotic type of re--- briefing, if i may say.

maybe that's not the pc word. that was certainly what it felt like. your thoughts and prayers, don't offer us information and move on, we will update you when we get something else. this is what it felt like, to me, a hollow briefing. >> yeah, eamonn. there were very many answers. he would think they would have more information, certainly, that they put out at a press briefing. we don't know why that is. maybe they don't have those answers. maybe there is some reason -- for instant, informing victims families that are being more specific. i can say after having watched closely the first couple of press conferences that were done in uvalde, what starts to become [inaudible] it makes you little nervous every time that happens now. it makes me nervous. the other part of this is, just a sheer disappointment that a lot of people feel in those elected officials. representative teller eco

talked about the house district, state house district representative says he lives a mile from that site in allen. if you go to jeff which.com, on his website, right there he has a huge banner that says, endorsed by the nra. how proud he is to have been endorsed by the nra. he was running last time for state representative. this is what we are dealing with in the state of texas, in other states, in congress. people who will stand up there and act like they really care, but those are empty words because they don't follow that up with action. >> yet, that's exactly the sentiment that i walked away from after watching that briefing. dr. enders, let me get you in on this conversation. first, because this is the first time that we are speaking with you throughout the evening, give me your thoughts on what has transpired and that briefing you just heard led by

those county and city officials. >> thank you for having me. i share your disappointment in that briefing. we heard a lot about thoughts and prayers and nothing about policy change. i'm here tonight as a pediatrician and a mom, i carry with me the anger of moms all across this country. we are so fed up with living in this hellscape that has been created by the gun lobby, creating the galas this country. this tragedy in all the tragedies we've seen day-to-day in this country are preventable. their direct result of the week gun laws we have like in the state of texas. >> to secretary castro's point about representative jeff leash, the state representative of that district whose website boasts him being endorsed by the nra, the fact that nobody identified even just mentioning but gone to the public, i think

and enough itself is pretty telling. i think you can convey a message of sympathy and say, this was a mass shooting that was carried out by a weapon. perhaps the journalist in me is that they didn't want that to be mentioned. they don't want -- because i know where the conversation is going to go. that if you are a mass murder, if you are a shooter, who is able to kill seven or eight people and injured several more, while you were being engaged by a police officer, according to the police, you probably had a pretty sophisticated weapon of war and not just a handgun or pistol. >> yeah, they don't want to mention gun -- go ahead. >> go ahead, doctor hunters go ahead. >> they don't want to talk about the fact that it was a gun or the shooting. there is a shooting at my workplace's weekly email we got from our later was, they called it a gun discharge, because they don't wanna talk about a shooting.

that is insulting to all of us. this is a public health crisis. gun vices is now a leading death of country -- children in this country. we owe it to our kids and every single one of us to start talking about real policy change. we have to act in congress to pass laws. the majority of americans want universal background checks, red played laws, secure storage laws. it is past time to change. >> again, if you like secretary castro, we will bring to jump in here, when they made that information -- i get but they may not have exactly the details, where we are a few hours removed from it. i'm also willing to say that they could've offered more information about the shooter and the gun. they perhaps felt it would steer the conversation to an area they don't want to go. >> yeah, let's hope, ayman, that they have rational region that they're not being forthcoming. to me, it seems like they may be playing a little bit of politics here. as dr. andrews was saying,

trying to downplay the role of this kind of assault weapon, it is an assault weapon, and not through the conversation in that direction because they don't want to have that conversation. because the state representative -- also, the congressional representative are two people that have been completely aligned with the nra. they have been part of the problem in that regard and not part of the solution. i also just wanted to pick up on the question that you asked representative rico, which i found striking that the couple that said but they removed to do was move out because it didn't feel safe anymore. i can understand that feeling when something so horrific has happened in your neighborhood. the thing is, it's not about that neighborhood. it's not a bill that this is a mall in allen, texas, which is a suburb of the dfw area. this can happen anywhere. uvalde was a safe community. so many other places where

vanessa gilmore for the southern district of texas. judge gilmour, thank you so much for joining us. let me get you the bases -- time speaking in hearing from you this evening. let me get your take about the briefing that we heard, perhaps unanswered questions, perhaps your big takeaway on another tragic day in the state of texas. >> right, i'm joining you right now actually from dallas, texas. on about 20 miles away from where the shooting occurred. one of the things that we know is that there are already a number of federal laws that address issues involving people who should not be owners of gantz. we can't sell guns to people that we know under federal law are mentally ill, undocumented persons aren't allowed to have guns. people that have previously been convicted of felonies on ability to own guns. i think that this is an issue that we have to take a twofold approach to. one side of the aisle wants to address mental illness, the other side wants to address gun

control. i think we have to look at both of these issues in tandem and to try to come up with a solution that addresses both the mental health issues and the criminal possession issues, as well as gun control issues. it is not going to be solved with just approaching one aspect of this issue, one aspect of this problem. >> what did you make a, perhaps you have an observation on that briefing and the fact that they did not identify the suspect, did not shed any light into how he was dressed, perhaps. there is some questions throughout the days surrounding whether or not he was wearing body armor. did he look like a police officer? was he carrying an assault rifle? why would they -- want to think officials would not come out and try to address some of these issues and say what they know and what they don't know? they may not know the motivation, but couldn't they

have at least put forward some answers to these questions, so that the public is not left wondering? >> i think that there is also a situation where you are weighing and balancing the need of the public to know versus the need of law enforcement to try conduct their investigation. i think you have to be sensitive to both sides of that issue. what they needed the public to know and the need of law enforcement to make sure that they are putting out truthful, accurate, correct information. and that we are not interfering with their ability to do their job. i think we just have to be patient and give them the benefit of the doubt with respect to why they may or may not have released information earlier. >> that's a very fair point. dr. andrew, i wanted to get your opinion on our coverage. a few hours ago, the strategy was coming into light and we were getting more clarity on it. what do you think of how prevalent mastering's are in this country, a shooting a day

now, millions and millions of americans are living in a state of fear about where we are going to go. i'm sure we all at some point have walked around the mueller movie theater looked over shoulder just to scope the place out or cases plays out and think, where my going to run, what happens if something like this happen? you have these conversations with your children now about mass shootings at schools, active shooters. i'm wondering if you can talk about what this -- what's psychological toll this is taking on us as a country, on our children, our families, on our communities? >> we are a traumatize country. we are not not. we are traumatized. what really angers me is the thought of my youngest child, my kindergartner, going to her classroom at the beginning of the school year where she's learned to write her name, learning her abc's, she's also learning to hide in the closet with her classmates in case a bad man with a gun comes into the classroom. it is a great shame on all of

laws made us safer, in theory, texas would be a safe place. and that is not the reality we see. texas is home to four of the ten deadliest mass shootings in the u.s. and we know it is among one of the deadliest states in this country. >> texas is very similar to my home state of south carolina in that fact. we have a high rate of gun ownership. we have incredibly weak on laws and we have incredibly high rate of gun violence. the evidence is clear. we know the solution, the only place we can agree is in washington, d.c., and state houses all across this country. folks need to call their lawmakers and they need to lead the republican party and tell the republican party comes to the right side of this issue. that is the only way we are going to make progress. as someone who's been working on gun violence prevention for years, i have to say that i have hope and i feel that we are reaching a tipping point as a country because mounds like

me, pediatricians like me, people across this country are that up enough is enough. >> what do you say, doctors, to those who may be asking you about mental health and the drugs? the statements i've gotten from some of the republicans, including marjorie taylor greene that we've been reading throughout the day, she doesn't know the motivation of the shooter. she doesn't know. the police have not come out and told us anything about him. yet, she immediately said, we need to do more about mental health and drug rehab. it's not to say those aren't important issues, but she is already politicizing this mass shooting with that type of reaction. i'm sure she is not alone. i'm sure others on the extreme right have done so >> america is not unique in his level of mental health crises. folks offering from mental health problems. we are unique in our weak gun laws on our level of gun ownership. that is why we have the public health crisis of gun violence. i have to tell you, representative marjorie taylor greene voted against a mental

health funding for schools act. so, if you're going to talk about mental health, put your money where your mouth isn't actually fundamental health services all across the country. >> yes, the hypocrisy from her and other republicans. honestly, it doesn't surprise me. just as gilmore, can i ask about this initiative and the efforts to try and go after the gun manufacturers? is there a legal argument to be made that this is worth pursuing more aggressively in that guns, if they are ultimately used in the killing of people in this way, that there is more responsibility for them to be had? >> well, we know that there have been some cases where that tactic has been utilized. it has been met with various success. there are cases in which there have been gun manufacturers that have not been responsibly legally for the outcome of shootings. others were that has been

unsuccessful. i don't think there's anything that should be left up the table in terms of our efforts at this point in time to try and curb gun violence in the united states, whether there are more efforts to do universal background checks, there are more efforts to try to increase help for people that are mentally ill. there are stricter laws with respect to felons being able to possess weapons and stricter enforcement of laws involving violence in undocumented persons being able to possess weapons. i think the problem is that there is a wonderful approach. mental health is the only thing that we talk about or going after the gun manufacturers. that is a lie thing that we talk about. or try to control the age of which people can purchase guns. i think that all of those factors need to be taken into consideration and all of them need to be utilized together as a method of trying to curb gun

violence. if you mention, your children are already feeling more traumatized as a result of having to deal with things like figuring out if there is someone coming into their classroom, what do they have to do? on the board of children's hospital, i served on it, and the number of children seeking emergency room, mental health visits have skyrocketed during the last few years. things like violence and fear of violence in their own school settings is one of the things that we see as an issue that has to be addressed to make our children feel safe, whole, able to be executed -- educated and learn and feel they have a safe place to learn. right now, we are seeing the impact of that with respect to the number of a crease that there has been an emergency re-mental health visits among adolescents. >> it is incredibly to [inaudible] what republicans want to talk about when it is to the justices point that they want us to have bulletproof

backpacks for our kids they want to have classrooms that are bulletproof or have safe rooms within classroom so that if you do hear the alarm or the alert, you immediately run into the safe room they will spend billions and billions, if not trillions of dollars, on reinforcing our schools to make them like bonkers and make them the front lines of a war zone. but they don't to do anything about the guns. >> before i was a politician, i was a medical -- middle school teacher. i was in the classroom when the sandy hook shooting occurred. i remember thinking after that horrific massacre what i would have to do, as a teacher, if a gunman walked into my classroom. no teacher in the united states should have to be thinking about that as they're trying to teach our kids. like i said before, they are not an outlier, as a country, and school security. we are not an outlier in the number of doors that go into a school.
