morning. >> reporter: good morning to you guys. he was fleeing officers for a very good reason, because he struck a with man with the vehicle abduct her, and assaulted her according to police. young woman survived that terrifying attack and in pursuit of the suspect again police opened fire. it all happen in the 7300 block of ditman avenue where police spotted aid green camry that fit description of the car involve in the abduction monday night. when police approached the vehicle the driver threw it in reverse. the officer a's partner opened fire, striking the car's rear windshield and persued that car for a mile until it the collided with another vehicle at frankford and cottman. pretty wild scene there we are told suspect fled on foot but was caught a short time later. he did put up a fight and that forced officers to use a taser before his arrest. he was taken to aria torresdale with mine are injuries. a as for that female victim one that i mentioned at the top here she's in her mid

20's. she report that had incident to the east division of philadelphia police. >> she was abducted, she was duct taped. her face, her body, and she was assaulted. she had injuries to her face and her mouth and her eyes, so this individual is looking at some serious charges. >> meantime several witnesses were brought in to northeast detective for questioning as police say they are still looking for other suspect, involved in this abduction. we are live outside police headquarters, nicole brewer, cbs-3 "eyewitness news". >> nicole, thank you. lets get traffic and weather together, katie. >> erika, we did have some fog issues this morning, some might be still fining that, this is video taken earlier this morning atwood lawn road in northeast philadelphia look at that, really settling in here and i saw it rolling in myself on my own drive-in to work. watch it for that. it looks like some dryer air is starting to get funneled

back in so this fog will start to dissipate but i want to take you here to our area visability. lets go outside to another camera if you we can. we will go to the shore camera. sky cam three looks slightly hazy, not too bad down the shore in terms of visibility. everybody however has since dried out from the showers that rolled through yesterday but reason we had that fog, in the first place was because the moisture hasn't completely moved away just yet. now lets go to storm scan three and visability here and you can still will see visability in a few spots are near zero. there is dryer air moving in, so these numbers should start to kline with time here but if you are just about ready to walk outside the door you might still find some fog issues in any given location. watch for that. here's frontal bound dry, we are totally, in the clear, in essence here in terms have wet weather. right now temperatures have taken a serious hit 37 currently in mount pocono. 46 degrees at philly international, 43 down the

in september who is also a philadelphia police officer. also happening, today septa and its workers union will be back at the bargaining table. last night workers prepared for a strike which could announced as early as tomorrow. strike would affect buses, subways and trolleys but in the regional rails. sides are at odds over a list of issues including pensions but septa says its offers have been more than generous. casey hickcox is refusing to quarantine any longer and said she will fight back if health officials keep a court order to keep her inside. >> she spoke outside her home with her partner. after being quarantined in new jersey for three days after landing a at newark airport she was told she could complete the rest of her 21 day quarantine at home. hickcox has tested negative annes shows no symptoms since working with ebola patientness west africa. >> there are things that we know work and all aid workers are willing to do those things

a suspect is in custody after a police chase end in a crash in northeast philadelphia police fired on that suspect when allegedly tried to run them down, he faces charges from the chase and in connection with an a alleged abduction on monday. septa and transit workers union meet for more talks today, union says they could call will a strike as early a as tomorrow impacting buses, subways and trolleys. regional rails will continue to run. main sticking point is pensions. we are waiting for that if you go to lift in our area we shot this video near woodhaven road in the northeast. check that out.

around the malvern area, we do have lanes being compromised here, and we are used to. that we have been dealing with construction on 202 for a very long time. as we continue this is that foggy shot of the schuylkill. you know what going through camera shots this was more difficult for me to pinpoint. this is schuylkill expressway right around 476, notice one of the roadways, up top, and then one underneath. you cannot see because there is barely any within out there. the fog is so thick. give yourself some more time because that will compromise your commute and be extra careful. generally speaking speed sensors are great 95 schuylkill, 476, we are in the seeing major delays or volume and it is too early for that approaching 5:00 o'clock. we are dealing with an accident on the north bound side of the roosevelt boulevard at oxford circle. would you say within the the western suburbs and so on where we are seeing more of that fog. >> it is really where you still have a hint of moisture to work with. it could happen anywhere but you are right, generally

speaking down the shore it will not be too much of an issue for you. what is happening here is dew point is catching up to the temperature reading and that is basically meaning the air mass is still saturated enough with the light enough wind we can see if you go developing. it should be dissipating with time here but by the time sun comes up it should be gone for most of you. we will go back in time in the live neighborhood network outside palmyra cove nature park in new jersey, yesterday afternoon when clouds rolled in and quickly watch for it, one shower rolled on through, we saw that front coming through with mainly cloudy skies. here's is what left, still pulling away but leaving behind just enough moisture to lead to poor visibility. it is location dependent, perfect to keep in mind these are just observation sites, whole city of philadelphia as torey showed us is not at 6 miles visibility. it comes in patches. it could be locally dense. there are quite a few spots that are under a half mile visibility but again, that
